I congratulate the hon. Member for Oxford West and Abingdon (Nicola Blackwood) on securing this debate. I entirely agreed with what she and the hon. Member for Birmingham, Yardley (John Hemming) said about practical steps that can be taken to ensure that children are safe.

I will start by talking a little about my experience of child abuse cases. I know that the topic of the debate is sexual exploitation, but sexual exploitation is effectively child abuse. I first came across a case of child abuse as a young prosecutor, when I dealt with the case of a six-month-old baby who had been raped, incredible as it may sound. The baby was incredibly injured. It was done by her father and it was done in the home.

That is a topic that we do not often want to talk about, perhaps because we are uncomfortable about it or do not want to acknowledge it. Although cases of sexual exploitation, such as the Rochdale case, the Jimmy Savile case and cases in care homes, make sensational headlines and are heard about, the statistics of sexual abuse show that they are much smaller in number than cases of child abuse within the home or the family. Often, the perpetrators are fathers, stepfathers, older brothers, uncles, members of the extended family or friends of the family. In those situations, the abuse often carries on for years. Such cases tend to come to light only when the victim comes across somebody whom they can trust and to whom they can speak. It may be a friendly teacher at school, a family friend or a family member. The whole thing then comes out.

Again, I speak from experience. During the 14 years that I worked as an in-house lawyer at the Crown Prosecution Service, I was designated as the lawyer who would deal with cases of sexual abuse involving not only young victims, but adult victims. I experienced cases of abuse within the home by the family.

We also do not talk about the abuse of young boys. My hon. Friend the Member for Rochdale (Simon Danczuk) referred to the abuse of young boys by a particular individual. Young boys, too, are sexually abused and the extent of that abuse is, once again, underestimated and unknown.

My hon. Friend is making a powerful speech and a powerful point. On the safeguarding of children, does she share my concern that agencies are still not sharing enough data to prevent the type of abuse that she is talking about from taking place?

I share my hon. Friend’s view about the e-mail that the Police Federation sent this morning, which included the absurd claim that British policing will be transformed into some kind of paramilitary model, which is palpable nonsense. Tom Winsor’s independent report included an equality statement and the Home Secretary specifically asked the negotiating bodies to consider the impact of his proposals on equality and diversity.

T9. The crimes of the nine Oldham and Rochdale men convicted of the appalling sexual exploitation of vulnerable and young children have been condemned throughout the community. In Oldham, the police are working across agencies and on Operation Messenger to prevent such attacks, which they say exist across the UK in all communities and in all kinds of homes. What is the Home Secretary doing to ensure that such vital work does not suffer under the police cuts, and will she commit to ensuring that the Government’s response to these crimes is based on evidence, not on a knee-jerk reaction?

The hon. Lady raises a very important issue in relation to the terrible situation that we have seen in Rochdale, but, as she and others have said, sadly we see too many such cases throughout the country of grooming and sexually exploiting girls. We have already had a report from the Child Exploitation and Online Protection Centre on the issue, and we will look at it again and at how it is dealt with across the country. We have made sure that in the Police Reform and Social Responsibility Act 2011 there is a specific duty on police forces and on police and crime commissioners in relation to the care of children.

The Government responded to the coroner’s report, accepting the three recommendations directed to Government and taking action on other issues raised in her report. We are progressing work on those recommendations and areas of concern and will provide a full report on progress in March 2012.

I thank the Minister for his response. He will be aware that the Foulkes family, who are constituents of mine, lost their David in the Edgware road bombing. He unfortunately died. In addition to wanting the coroner’s recommendations implemented in full, they and other families are keen to see greater accountability of the security services to Parliament. Will the Minister commit to that today?

I certainly recognise the contribution that the families have made, and I pay tribute to the work of the hon. Lady’s constituent. The Government attach the utmost importance to the recommendations outlined in the coroner’s report and are fully committed to seeing through the implementation of actions to address them. She will be aware of the Green Paper on justice and security, which examines the role and powers of the Intelligence and Security Committee, including its ability to obtain wide-ranging information from intelligence agencies. The Government will report back to the House shortly on progress made and the consultation.

I pay tribute to my hon. Friend the Member for Leicester South (Jon Ashworth), who is no longer in his place, for making his maiden speech. I will keep my remarks short and so will not take interventions.

Some people may wonder why we are having this debate and considering the impact of the Government’s policies on the needs and issues facing women, rather than any other group, and they have a point. When we develop policies, we should consider the differential distribution of their effects on a range of different population groups, not just women, but obviously including them. Importantly, we should look at whether those policies improve the circumstances for those groups and how that might happen, whether by improving their educational and job opportunities, through access to minimum income standards or through opportunities to achieve a healthy life expectancy and so on.

Most importantly, we should look at ensuring that those policies reduce rather than exacerbate the inequalities that persist between different population groups in our society. It is about ensuring that those policies are fair and that our society is fair. On that basis, it is appropriate for us to debate the issues that women increasingly and disproportionately face as a result of the Government’s policies. That is the crux of the debate. It is about how the policies are affecting women now. We should not be harking back to the past. The policies are unfortunately affecting women in an unfair, unjust and even discriminatory way and we must be mindful of that.

We have already heard that, more than 40 years after the Equal Pay Act 1970, women are still more likely to be paid less than men for the same work and to live in low-income households. Although Labour did much to address income inequalities in recent years—there is evidence to prove it—the pay gap between men and women remains, at around 16.4%. We have heard different figures today for the pay gap, but it is even worse for women in high-paid jobs. Women are also more likely to work part-time, and half of all part-time workers, both men and women, are paid less than £8 an hour. One in five women, compared with one in 10 men, earns less than £7 an hour, but whichever low-pay threshold we use, we find that the number of low-paid women is approximately double that of men.

On top of that, Equality and Human Rights Commission research shows that approximately 30,000 women a year lose their jobs as a result of pregnancy. Those income and other inequalities persist for women throughout their lives. Lone mothers and single female pensioners are more likely to be in low-income households than their male equivalents, although the evidence indicates that that situation improved under Labour.

This is an unsatisfactory state of affairs, but unfortunately it has been exacerbated by the policies that this Government have introduced. Despite earning less and owning less, women are set to lose an average of £8.80 a week, compared with £4.20 for men, because of the Government’s deficit reduction programme. Reductions in tax credits, benefits, pensions and attendance allowance will all hit women harder, and, as the Institute for Fiscal Studies shows, last year’s regressive spending review saw families most detrimentally affected, with lone parents worst affected of all.

This year’s Budget did nothing to compensate part-time working mothers, and women pensioners got nothing from the increase in tax allowance. The threat to universal, affordable quality child care, including the removal of ring-fenced funding for Sure Start, is a major hit to women as well as to their children. Child care is probably the biggest issue for women juggling work and family, and similarly the provision to exempt some organisations from the requirement to provide maternity and paternity leave is a retrograde step.

The measure in the Welfare Reform Bill to incentivise separated parents who currently use the Child Support Agency to make private arrangements in the future for child maintenance, and to place financial penalties on them if they do not, is another example whereby support for women is being eroded. Ultimately, support is needed to address the latent discrimination that women face.

Pensions are another crucial area where this Government have penalised women. In the past few weeks, hundreds of women in my constituency have contacted me about the Government’s decision last September to accelerate the equalisation of the state pension age for women to 65 years old in 2016 instead of 2020.

The Government also announced an increase in the state pension age for men and women to 66 years old by 2020 instead of 2024. The Library estimates that in my constituency the changes will affect 4,300 women, compared with 3,800 men, with a notional loss of income from state pensions of up to £10,700 for approximately 200 women.

We all agree that women are living longer, and that we need to change the state pension age, but the issue is about the time being taken to do so.

Let me start by saying how offensive I found some of the remarks that the hon. Member for Monmouth (David T. C. Davies) made. [Interruption.] I will leave it at that.

Let me say how important policing, and crime reduction and prevention are in my constituency, as they are in many others, as we have heard. As we have also heard, the British crime survey showed that during Labour’s Administration, helped by record numbers of police, crime fell by 43% to a 30-year low. Violent crime fell by 42% and burglary by 59%. The risk of being a victim of crime was the lowest since 1981, when the BCS began. Under Labour, there were record numbers of police—nearly 17,000—and more than 16,000 police community support officers.

This Government’s public spending cuts have meant that every police force in England and Wales faces a 7.5% real-terms cut this year and an 8.7% cut in 2012-13. That means that in the run-up to the Olympics, when there will be pressures on all forces, and when the Home Secretary says that there is an ongoing terror threat, forces will face a 15% cut in the next two years. By 2014, that figure will have risen to 20%. Contrary to what she said earlier about Chief Constable Fahy’s comments to the Select Committee on Home Affairs, let me point out that he said that £76.6 million would be cut in total over the next two years, and that because 86% of the budget is spent on the work force, that equates to—these are the figures that he quoted—nearly 1,400 police officers and 1,600 civilian staff posts being lost.

I am enjoying the hon. Lady’s use of statistics, but I implore Members on both sides of the House—and we have a lot of intelligent people here this evening—to get away from this fetish about the numbers of police, and instead talk about the results. We all knew that we would have to make cuts; let us talk about where those cuts should fall and what the rights numbers are to guarantee safety.

I am happy to come to that, but it is important to set out the statistics that I have just given, which show that there has been a cut from a level that enabled the police force to work effectively.

We have also heard about the recruitment freezes, and about some police forces using the legal loophole in the police pensions regulations forcibly to retire police officers with over 30 years’ experience; they are some of our most experienced officers. Another issue is the Government’s fixation with what they call front-line or visible policing. We must not forget the important role that specialist units play in domestic violence and child protection cases. They are important areas that also need to be valued.

What most people cannot understand, however, is why, at the same time as putting communities at risk with cuts to the police force, the Government are proposing to spend more than £100 million on 42 elected police commissioners. That is the equivalent of 600 full-time posts. It just does not make sense.

In last year’s manifesto, Labour made a commitment to maintaining the then police staffing levels, with a three-year assured programme of investment. We were going to make tough choices elsewhere, in procurement, IT and overtime.

I am terribly sorry to interrupt the hon. Lady, because we are about to hear where exactly she would make cuts. We all look forward to that. She speaks assuredly about the number of police officers under the last Labour Government, but many of my constituents tell me that they never saw a police officer on their streets during that time. How many more police officers would she offer, in order to give assurance to my constituents?

I am talking about the situation that we have now, with the hon. Gentleman’s Government in power. I had thousands of petitions presented to me during the by-election specifically on the subject of cuts in police numbers. I must also remind him that the Deputy Prime Minister promised to increase police numbers.

The effects of the cuts have already been noted by the Conservative chair of the Association of Police Authorities, who said that they would ultimately put at risk progress in reducing crime. In my constituency, the Oldham division of the Greater Manchester police has expressed concern not only about the direct effects of the cuts on police spending but about the cuts to the local authority budget and the abolition of area-based grants, all of which will have significant effects. The partnership working between the police, the local authority and the voluntary sector has had immense benefits for crime prevention and community safety—for example, in target-hardening measures such as alley-gating. There is strong evidence that such measures have a significant benefit for vulnerable properties. Other measures that have brought benefits include youth programmes and offender management.

I have been contacted by nearly 50 local police officers living in my constituency. Not only are they fearful for their jobs but the recent Winsor review and Hutton report will have significant implications for their terms and conditions and for their pensions. Sergeant David Donlan asked me:

“How many people have to go to work in body armour, routinely putting their lives at risk to protect our communities, and yet have imposed on them where they can live, who they can associate with or even marry? We can’t join a union, let alone strike.”

I am committed to working closely with the police on reform, but I think that the Government have mishandled this review process and treated police officers poorly. The Home Secretary pre-empted the final report and has attempted to paint the police as inefficient and not interested in reform. I urge her to reconsider the question of the royal commission. The discussions that I have had with local police officers make it clear that they want to see modernisation, but it must be fair. I know that we will be debating pensions soon, but the point for this debate is that, in addition to major changes in terms and conditions and cuts to the work force, the changes to their pensions are yet another hit for the police.

My final point concerns the long-term consequences of the Government’s cuts. In addition to the short and medium-term impacts on crime, I am worried about the long-term effects that these ideologically driven cuts will have on the social fabric of our society. Last week, we heard how pay disparities between the UK’s highest and lowest paid workers were taking us back to Victorian times. There is strong evidence that the increase in socio-economic inequalities will not only result in widening differences in life expectancy between the rich and poor but be associated with higher levels of crime and disaffection. The trust that underpins community cohesion and positive relationships in a multicultural society is once again being eroded by a Tory Government who are determined to drive their disastrous cuts through.
