I thank you, Madam Deputy Speaker, and Mr Speaker for granting this urgent question. Last week, the Prime Minister saw a third senior Minister resign in disgrace, jumping because he was not pushed. Can the Minister confirm that the former Deputy Prime Minister, the right hon. Member for Esher and Walton (Dominic Raab), did break the ministerial code? Did the Government know of or approve his statements blaming the victims, which appeared before the official findings of the report? Can the Minister say whether he agrees with the brave victims who came forward for that report, or with the former Deputy Prime Minister himself, that unacceptable bullying and misconduct took place? Does he think that the former Deputy Prime Minister should apologise to victims?

We also saw the list of ministerial interests miraculously appear just minutes before Prime Minister’s questions. Can the Minister say whether the Prime Minister declared his financial interest in Koru Kids as a Minister and as Chancellor before he became Prime Minister? Will the Minister meet his own commitment to more regular updates of the ministerial interests list and put it on the same basis as the Register of Members’ Financial Interests, which is published fortnightly while the House is sitting? The Ministers’ list seems to be annual. Will the Prime Minister finally introduce an independent adviser with the power to launch their own investigations? Have all the recommendations of the Boardman review been implemented? How many of the recommendations from the Committee on Standards in Public Life report have been implemented? A recent audit by Spotlight on Corruption revealed that, 18 months after both reviews were published, just 7% of the recommendations have been implemented.

While the Government have been preoccupied with yet more Tory psychodrama, working people are still battling the worst cost of living crisis for a generation. Labour is focused on cutting the cost of living, cutting crime and cutting waiting lists with our long-term plan to give Britain its future back. Has not this past week proved beyond doubt that it is time for a Government laser-focused on delivering for Britain, instead of one mired in misconduct?

I will take the hon. Lady’s questions in reverse. This Government are absolutely committed to tackling the cost of living crisis. It is because of that that the Prime Minister’s No. 1 preoccupation is ensuring that inflation comes down. Without inflation coming down, we cannot have growth, and without growth we cannot have more money for our public services. The Labour party would do very well to support us in that endeavour, otherwise we will fall into exactly the same trap that it fell into in the 1970s, where unions chase pay, pay chases inflation and the economy cannot grow for 10 years.

On the point that the hon. Lady made about the Prime Minister’s declarations, I draw her attention to the remarks made by the previous independent adviser Lord Geidt, who said that the Prime Minister had been “assiduous” in declaring all his relevant ministerial interests in all his roles. The Prime Minister personally asked Lord Geidt to look into that, and Lord Geidt was satisfied, as, it must be said, is Laurie Magnus likewise. On her remarks about the former Deputy Prime Minister, my right hon. Friend the Member for Esher and Walton (Dominic Raab), I draw her attention to the fact that in his letter to the Prime Minister last week, the Deputy Prime Minister said:

“I am genuinely sorry for any stress or offence that officials felt”.

It surely cannot be beyond the wit of man, notwithstanding the constitutional differences between Members of Parliament and members of the Government, that some form of co-operation might not be devised by talking to one another. Might I make the suggestion to my hon. Friend, who is one of the ablest Ministers in the Cabinet Office, that he would be just the person to reach out in such circumstances, so that some degree of co-operation and co-ordination on this issue might be found?

My hon. Friend is an assiduous student of the constitution, the workings of this place and the Cabinet Office, and he will know that, while it is very important that we have separate lists, it is also within the remit of anybody who wishes to pick up those two separate reports—the list and the register—to compare them and to draw their conclusions, as necessary.

We have ministerial declarations—interests list—that are updated not timeously, if they are updated at all. Will the Minister ensure that all ministerial declarations are published, not just those of Ministers who happen to have been sitting in the hot seat when the music stopped? We have Ministers and the Prime Minister announcing policy to the press first on a regular basis. The Prime Minister has lost numerous Ministers as a result of code breaches and there are various investigations ongoing. It seems that Ministers are happy to carry on erring until the point—beyond the point, in fact—that they are caught and until the point that the investigation finally reports and they finally choose to resign. What is the point in having a ministerial code if Ministers do not abide by either the letter or the spirit of that code, and continually breach it?

I hope that the hon. Lady was not suggesting that my right hon. Friend the Prime Minister was dishonourable, because I think that would have been out of order, Madam Deputy Speaker. However, I am sure she will appreciate that the former independent adviser Lord Geidt said that the Prime Minister had been “assiduous” in his reporting. The report—the list— published by Sir Laurie Magnus just a few days ago suggests that he has been likewise in this return, as have all Ministers, and that wherever any perceived conflicts of interest have been found, they are being dealt with.

Order. I want to just make absolutely certain that nothing has been said that ought not to have been said. I totally trust the hon. Member for Wallasey (Dame Angela Eagle) not to have said anything that she should not have said, but just let me make it clear to the House as a whole that, when we are discussing a sensitive subject such as this in particular, moderation is important and that reputations are important. I am sure the hon. Lady was indeed moderate in her use of words, as the Minister has been. I just want to make sure everybody else is.

The ministerial code is, of course, there to regulate the broader aspects of ministerial behaviour, not just financial interests—that tends to be the issue that the House gets really concerned about, but actually it is the broader behaviours that are more important. Given that we have had such a turbulent 18 months with regard to the code, will my hon. Friend, or the Prime Minister, consider rebooting it and focus on exactly the values that we expect of Ministers? Specifically, could I invite him to clarify that the ministerial code is very important when Ministers are deploying their operational responsibilities?

When the new, latest Prime Minister took charge, he promised integrity, professionalism and accountability, but after yet more sleaze and scandal was exposed by investigative journalists, and just minutes before Prime Minister’s questions, the register of interests was miraculously updated to include shares in Koru Kids which is owned by the Prime Minister’s wife, who would end up benefiting significantly from her husband’s policy changes. So, does the Minister not agree—[Interruption.]

The problem the Minister has is that there is a pattern with the Prime Minister: he has already been fined for not wearing a seatbelt and for breaching covid rules, and he is currently being investigated over allegations about his registering of interests. Now, in an unprecedented move, it has been reported that the investigation has been widened because of allegations that it was discussed in public. Can the Minister explain why this Prime Minister, sadly much like his predecessor but one, seems to be—[Interruption.]

It is important for the Standards Committee and the commissioner to be able to do their work that we do not refer—preferably anywhere but certainly not in the Chamber—to ongoing investigations by the Parliamentary Commissioner for Standards.

The hon. Gentleman is right, and I am pleased that he has made that point of order. It requires no answer from me other than to agree. Members ought to act honourably when they speak in the House—and everywhere—and not try to get as close as possible to saying something that they should not say. They ought to have a higher standard than that in the drafting of their questions, speeches and responses.

As generous and wise as ever, Madam Deputy Speaker.

To reinforce what the hon. Member for North East Bedfordshire (Richard Fuller) said, we did that piece of work because we wanted to review every tax relief. In opposition, that is impossible to do, but we would have done it in government. The reason was that we were discovering tax reliefs that had been introduced decades earlier that the Treasury had never reviewed to see whether the original purpose had been achieved or whether they should be amended. Example after example was found, and it was clear that the tax relief system was not working effectively or as it was originally planned.

It is a pleasure to speak in such a wide-ranging and comprehensive debate. I congratulate the hon. Member for Bristol North West (Darren Jones) on the knowledgeable and expert way in which he opened the debate that he secured. It is extremely important that we are discussing the various intersections of this subject, as geopolitics is about our interaction with the world not only through our conventional power but through our soft power and trade. The hon. Member for Liverpool, Walton (Dan Carden) rightly alluded to the soft power we exert and the benefits we offer to the rest of the world through our leading education opportunities.

The Government made a statement on CPTPP earlier this week and, as Members might expect, I questioned the value of that deal relative to how much the Government have lauded what they see as its benefits. Clearly I touched a bit of a nerve with the Secretary of State for Business and Trade, because not content with chastising me in her immediate response, she then took the opportunity in her responses to the right hon. Member for New Forest East (Sir Julian Lewis) and the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) to have a second and a third go at me. I am tempted to say that that might betray a bit of a snowflake tendency, which seems to run slightly at odds with the carefully curated political persona. None of the overhet assertions to the contrary that were handed out to all Members who questioned the CPTPP did anything to dispel my fear that it represents an agreement that will drive down standards, that lacks adequate safeguards for domestic regulation and that represents a poor substitute for all the other trade deals that we have been forced to leave behind through exiting the European Union.

I am sorry to say that that trade and geopolitical picture is not an especially happy one at the moment. UK goods exports are the lowest in the G7 following Brexit and they have not shown much sign of recovery, even since covid. It turns out that putting up trade barriers to our largest export market, and our closest one geographically, carries hefty economic consequences—who could have guessed that? Business investment is not forecast to return to 2019 levels until mid-2025, and the UK is forecast to have the worst economic record of any G20 country in 2023, including, astonishingly, sanctions- hit Russia, according to the International Monetary Fund’s latest forecasts. Its “World Economic Outlook” estimates that UK GDP will contract this year. All of that is compounded by the 4% hit to GDP that we know has come from Brexit. I am left wondering whether there are sufficient trade deals around the world yet to be concluded to ever adequately fill that gap.

This manifestation of the UK Government’s trade policy, a bit like the Australia and New Zealand trade deal, might appear to put some political chalk on the board for the Government, which they would find convenient, but these deals potentially come at the expense of domestic producers and of our sovereignty, through the investor-state dispute settlement clauses, with all the implications they carry. They also threaten to make a mockery of the Government’s oft-stated sustainable trade goals.

I am forced to pose the question: how could matters that we are told are so important to this Government, such as sovereignty, economic growth, domestic production, domestic standards and global environmental and human rights concerns, end up being compromised by the deals the Government then go out to negotiate? Sadly, there is no way to avoid the conclusion that outcomes from those deals will end up being contradictory to the public statements and publicly stated policy objectives, simply because the Government do not appear to have any kind of trade strategy written down anywhere.

In her foreword to “The UK government’s strategy for international development”, a document published last May, the then Secretary of State for Foreign, Commonwealth and Development Affairs, the right hon. Member for South West Norfolk (Elizabeth Truss), stated that

“in the world we face today our development work must form an increasingly key part of a coherent UK foreign policy.”

There are quite a few reasons why I could take issue with that statement on its own terms, but it is bizarre, is it not, that the Government have a document setting out how they seek to link aid to foreign policy but not one that links their trade policy to their domestic and international objectives? The UK Government certainly do not have a published document to that effect. If they have an internal one, it is clearly not working. This really does matter, not just because of its domestic impacts but because of the negative effect it will have on the international impact that the Government might hope to have.

Let us consider the facts. As it stands, the UK Government are negotiating trade deals on behalf of the UK, the four nations that make up the UK and the devolved Administrations without having a comprehensive trade strategy in place—or at least one that any of us can measure them against. That means that harmful concessions are much more likely in the process of engaging in the wider world, as has already happened, particularly with regard to the agrifood sector. This comes at a time when many countries, including even the United States of America, recognise that trade policies need fundamental transformation to support a step change to a sustainable green economy based on workers’ rights and shared prosperity. However, the UK Government are pursuing a policy of free trade deals, seemingly at any cost, without that framework in place to guide them.

In contrast to the UK Government, the Scottish Government do have a published written trade strategy. It sets out five principles that underpin the Scottish Government’s trade decisions and relationship, which are based around pillars of inclusive growth; wellbeing; sustainability; net zero; and good governance. It positions trade within a framework of a wider economic, social and environmental context and considers the strategic role of trade in contributing to those wider governmental ambitions. The Scottish Government are using all the powers and influence available to them to make tangible progress on delivering on that in support of Scotland’s national strategy for economic transformation. Where powers are currently reserved to Westminster, the Scottish Government are seeking to engage as best as they can with the UK Government to act in a way that acknowledges the interests of Scotland and supports our economy and our people, and the planet.

We saw some news break this week that the Foreign Secretary has written to UK ambassadors and high commissioners around the world to try to get them to ensure that there is a “strengthened approach” to dealing with Scottish ministerial visits, to make sure that the Scottish Government are kept firmly in their box and do not get any ideas above their station in their international engagements. There is a supreme irony here: a Scottish Government who do have a trade strategy are to be chaperoned around the world so that Ministers are kept in their place by officials representing a Government who do not have a trade strategy.

Food security is a matter of key concern, and we have seen its impacts in the bare supermarket shelves, the shortages of certain vegetables and the rotten meat scandal. Clearly, climate change and conflict pay an enormous part in disrupting supply chains, but there is no doubt that leaving the EU has not helped either. It has left us at the end of those strained supply chains and hampered our domestic food production and our ability to acquire food on the open market. So, sadly, we are hit the first and the hardest when those supply chains break.

The integrated review update from a few weeks back said that the UK Government are worried enough that they will be assessing vulnerability in our food system and supply chains. Frankly, it is incredible that that has not happened already. We desperately need a food security resilience plan that looks at that intersection of trade and domestic food production.

The issue of food security has not suddenly crept up on us and we could look at many other areas of the economy too. One key lesson we should have taken from the pandemic is surely that no matter how much we can be ideologically committed to free trade and open markets, there is a fallacy in assuming that this country will always be able to buy whatever is needed at any point on the open market and, consequently, that it is possible or desirable to run down domestic production. Our approach to trade in food should reflect our need to be self-sufficient where that is possible, and it should reflect our values. Food should be produced in ways that keep us and the animals in the food system healthy and safe; it should seek to reduce our global environmental footprint; and it should support high-standards producers at home and abroad who are pioneering the farming and land stewardship methods that will get us to net zero.

In this vacuum, there is a real opportunity to start matching industrial strategy to trade strategy in a way that does not happen at present. There is perhaps no better example of an opportunity in that area than when it comes to technology and the environment, and that is of particular interest to me not just as a Scottish MP, but as a Member of Parliament representing a constituency right at the heart of the energy economy in the north-east of Scotland.

Scotland has the potential to be a green energy powerhouse, creating up to 385,000 jobs, boosting our economy by up to £34 billion a year by 2050, permanently lowering energy bills and embedding energy security by being a reliable energy partner from the resources around our shores and on our landmass. The Government’s own net zero tsar has written about the former Department for International Trade in his most recent report. He notes that

“there is a missed opportunity to further trade in environmental goods which could expand UK exports in these goods.”

He goes on to say:

“Promoting environmental goods and services should be a top priority for the Government…In order to maximise the potential of free trade agreements to make a positive difference for the net zero transition to remove the barriers to trade in climate change products and services, the Government should be establishing a minimum threshold for the environmental provisions which all new FTAs should adhere to.”

I would very much like to start seeing evidence that that is happening.

Finally, I wish to touch on the matter of aid. In November 2022, the current UK Minister for International Development said:

“We used to be a foreign aid superpower, but our reputation has declined.”

Aid cuts are clearly a huge part of that reputationally. My party will once again take this opportunity to reiterate our calls for the 0.7% of GNI spent on international aid—

Gentleman, but I was very lenient earlier in the debate about the length of speeches, because I appreciated that there was plenty of time this afternoon, and I am sorry to say to him that, having been lenient, the plenty of time has run out. Normally, I would have asked him to speak for something like six or seven minutes. I did not do so, because I was not aware that we had run out of time, but I hope that he will help by concluding quite soon.

I am grateful for your guidance, Madam Deputy Speaker, and I will endeavour to bring my remarks to a controlled and orderly stop very soon.

Having made my point about aid, that seems like a good cue to finish by recalling the words of the NATO General Secretary, Jens Stoltenberg, from last year, when he said:

“Our economic choices have consequences for our security. Freedom is more important than free trade. The protection of our values is more important than profit.”

I am certain that no one in this House disagrees with that, but, in the absence of a clear, coherent trade strategy aligned with a clear, coherent domestic policy, it is impossible for the Government to say that they are acting in the interests of upholding freedom, prosperity, quality of life, quality of environment, social justice or human rights around the world, and that urgently needs to be addressed.

I am not sure that there has been much joined-up thinking on the questions here. Again, I have suggested that the deposit return scheme should be paused. I think a UK-wide solution is right; I think recycling is absolutely right. But I agree with the chief executive of Tesco, Britain’s largest retailer, when he says that this is not the right scheme—it will be inflationary. As I have said before at this Dispatch Box, 12 bottles of Scottish water currently cost £1.59 in Aldi, but under the scheme, that would become £3.99 or even higher if a price is put on top. Although £2.40 of that could be reclaimed, the consumer will also pay an extra cost that is put on by the producer—producers have been clear about that.

We met Coca-Cola, which said that 2p on a can and 5p on a bottle would be passed on to the consumer and could not be reclaimed. There are higher figures from other companies, including one small brewer that said it would have to add £1.40 to a bottle of beer on top of the 20 pence. The scheme is inflationary and very bad for the consumer’s shopping basket. That is why I think we need to pause it and get a scheme that works for the whole United Kingdom.

What a pleasure it is to see you in the Chair for Scottish questions, Madam Deputy Speaker.

I add my congratulations to Humza Yousaf on becoming First Minister of Scotland, and I recognise the inclusive and historic nature of his appointment. Does my right hon. Friend agree that, based on the experience of our constituents, Mr Yousaf will have to up his game considerably in his new role? As Transport Minister, he came to Dumfries in 2016 to hold a transport summit, and seven years later, precisely zero of the commitments given that day have been delivered.

Yes. I have heard the new First Minister say that it was anti-devolution to block a Bill that had been passed by the Scottish Parliament, but section 35 exists for that very reason. When a Bill is passed by the Scottish Parliament—if it did not pass it, we could not block it—that has adverse effects on GB-wide legislation, section 35 exists to stop the Bill going for Royal Assent so that those adverse effects can be dealt with.

Thank you, Madam Deputy Speaker, and it is great to see you in the Chair once again. May I say to the Secretary of State that the Union is in trouble because there is no longer a case for the Union? We know that because a significant number of under-50s now support independence. Could he tell us what the Union’s greatest achievement has been in the past few years? Is it a Brexit that Scotland does not support; is it high-rise energy prices in energy-rich Scotland; or is it being run by a bunch of Tories that most of Scotland rejected?

Madam Deputy Speaker, I was trying to give the very subtle answer that when the Brexit referendum was 52% to 48%, the hon. Gentleman wanted another referendum. The result of the leadership election was 52% to 48%, and suddenly he is very happy with it. He loves to quote opinion polls to me, but he did not quote any today—I cannot think why. All I would say is that the people of Scotland are seeing the strength of this United Kingdom, whether that is through freeports, investment zones, or city and region growth deals. The desire to stay in the United Kingdom gets stronger and stronger.

My right hon. Friend makes a very important point. The Scottish Government’s deposit return scheme does not work, and it is very important we find a solution that works across all parts of the United Kingdom. We should reflect on the comments of Tesco’s chief executive yesterday, who said that the Scottish Government’s deposit return scheme was not fit for purpose and risks driving up prices, and that there should be a UK-wide scheme.

Across Scotland, just like in my constituency, the cost of living crisis continues to make life difficult for so many families. Inflation is now at 10.4%, with the British Retail Consortium reporting that food inflation is above 15%, and interest rates have been increased for the 11th consecutive time. The Chancellor’s Budget was yet another missed opportunity for the Government to take the action needed to tackle the cost of living. Does the Minister agree with me that the Government should have implemented a proper windfall tax and used the money raised to help struggling families?

No, I do not agree. This Government have taken the measures necessary to support households, families and businesses across Scotland and in all parts of the United Kingdom, and the additional windfall tax that the hon. Member proposes is not something that we support.

The River Wye is obviously of huge importance to nature. We are taking action to tackle pollution and raise farming standards. My hon. Friend will know about the Environment Agency’s farm inspection capacity and catchment-sensitive farming advice programme; I defer to his technical knowledge in this area. I am sure he will want to make submissions to the local authority.

Thank you, Madam Deputy Speaker, and welcome back to the Chair. I share the Deputy Prime Minister’s words on our Baroness, and our thoughts are with her family today. I am sure the whole House will join me also in paying tribute to Paul O’Grady, whose sad death was announced today. He was a national treasure and a true northern star, and he will be greatly missed.

This week, the Government announced their so-called antisocial behaviour policy. It has only taken 13 years. Look, I will give him some credit: the Deputy Prime Minister knows first-hand the misery caused by thugs and their intimidating behaviour, lurking with menace, exploding in fits of rage, creating a culture of fear, and maybe even—I do not know—throwing things. So I ask him: under his new antisocial behaviour policy, does he think more bullies will be brought to justice?

I thank my hon. Friend. I certainly do support and pay tribute to all those who have made the new Thames freeport possible, with its potential to deliver over 12,000 new jobs. I look forward to seeing the local community, and wider communities, benefit from the tax benefits and custom zones. We will see how these plans progress. Again, I think it is good news to see the communities in Basildon and Thurrock taking full advantage of the Brexit opportunities.

I congratulate Humza Yousaf as he becomes First Minister of Scotland. He is the first Scots-Asian and Muslim to hold such an office, and I am sure the whole House will send him warm regards.

In recent days, video footage has emerged of the former Chancellor and the former chair of the 1922 committee offering their services for £60,000, on top of their salaries as MPs. The former Health Secretary offered his wisdom for £10,000 a day. When the Deputy Prime Minister is inevitably booted out of office, what will his going rate be?

Any abuse against any GP in any practice anywhere in the country is absolutely wrong, and we must demonstrate zero tolerance of it. I can tell the hon. Lady that there has been a large increase in the number of GP appointments, with 29 million since the start of the year. We are improving access to general practice, with more support staff, and also improving the technology, with more state-of-the-art telephone systems. A record number of GPs are being trained, and we are investing £1.5 billion to create 50 million more appointments a year by 2024.

Q11.   Since 2019, this Government have provided well over £300 million in extra funding for projects in Blackpool. However, there is always room for more. The Bond Street and Revoe areas in my constituency are among the most deprived in the country, and have been long forgotten by the Labour-led council. The Government have already provided £600,000 in funding for a feasibility project, with a view to delivering a £30 million regeneration package for those areas. Will they look closely at the business case to see how this transformational project can be delivered to the local communities?

There is no more tenacious a campaigner for Blackpool than my hon. Friend. I saw that at first hand when I visited his constituency with him. I am pleased that we delivered, with the Secretary of State for Levelling Up, Housing and Communities, the £40 million of funding to relocate the magistrates court and allow the county court complex to be moved, and I know that the Secretary of State will want to work with my hon. Friend on regeneration aspirations for the future.

With permission, Madam Deputy Speaker, I will make a statement to update the House on our preparations for the infected blood inquiry, which is expected to conclude next year.

I took over as the Minister sponsoring the inquiry on 25 October. While I have been aware of this issue for many years, as have so many of us who have been contacted by affected constituents, undertaking this role has further impressed on me its scale and gravity—not only the direct, dreadful consequences for victims, but the stigma and trauma experienced by many of those infected, by their families, and by those who care for them. I recognise that, tragically, we continue to see victims of infected blood die prematurely, and I also recognise that time is of the essence.

I commend the work of the all-party parliamentary group on haemophilia and contaminated blood. I am pleased to have met the co-chairs, the right hon. Member for Kingston upon Hull North (Dame Diana Johnson) and the Father of the House, my hon. Friend the Member for Worthing West (Sir Peter Bottomley), and I am grateful for their insight.

In July 2017 my right hon. Friend the Member for Maidenhead (Mrs May) established the infected blood inquiry, chaired by Sir Brian Langstaff. My predecessor as Paymaster General, the current Leader of the House, went further by commissioning a study from Sir Robert Francis KC, which is entitled “Compensation and redress for the victims of infected blood: recommendations for a framework”. The purpose of the study was clear, namely to ensure that the Government were in a position to fully consider and act on the recommendations. Sir Robert delivered it in March this year.

The Government had intended to publish a response alongside the study itself, ahead of Sir Robert’s evidence to Sir Brian Langstaff’s inquiry. However, as the then Paymaster General explained, the sheer complexity and wide range of factors revealed in Sir Robert’s excellent work meant that when the study was published by the Government on 7 June, it was not possible to publish a comprehensive response. The Government remained absolutely committed to using the study to prepare for the outcome of the Langstaff inquiry, and that is still the case.

On 29 July, in response to Sir Robert’s recommendations, Sir Brian Langstaff published an interim report on interim compensation. It called for an interim payment of £100,000 to be paid to all those infected and all bereaved partners currently registered on UK infected blood support schemes, and to those who registered between 29 July and the inception of any future scheme. The Government accepted that recommendation in full on 17 August. Quite rightly, a huge amount of work was undertaken across Government during the ensuing weeks to ensure that the interim payments could be exempt from tax and disregarded for the purpose of benefits, and that an appropriate delivery mechanism existed. This involved work across many Departments, and with the devolved Governments in Scotland, Wales and Northern Ireland. Interim compensation is just one part of our overall response, but it was important that we got it right.

I fully recognise that interim compensation was but one of the recommendations in Sir Robert’s study. I want to stress to the House and to the many people who have a direct and personal interest in the inquiry that those interim payments were only the start of the process, and work is ongoing in consideration of Sir Robert’s other recommendations. I am pleased that all the interim payments were made by the end of October. Sir Robert recognised in his study that the Government could not give in advance a commitment on the exact shape that redress will take. Our comprehensive response must await the final report of the infected blood inquiry. However, I want to assure those affected that this Government, which delivered a statutory inquiry and interim compensation, remain absolutely committed to our intentions in commissioning the compensation framework study. Accordingly, and recognising the need to continue to build trust with the affected community, I want to share with the House the progress we are making.

A cross-Government working group, co-ordinated by the Cabinet Office, is taking forward work strands informed by Sir Robert’s recommendations. A cross-departmental group at permanent secretary level has been convened, chaired by the Cabinet Office second permanent secretary, Sue Gray, to oversee that work. I am pleased to be able to say that Sir Robert has agreed to provide independent transparent advice to the group as work progresses. I am grateful to him for his continued input into our thinking. It is my intention over the coming months to update the House on progress and, where it is possible, to provide greater clarity on the Government’s response to Sir Robert’s recommendations prior to Sir Brian’s report being published.

In the meantime, I wish to make clear one critical answer to a recommendation posed by Sir Robert. In the first recommendation of his study, Sir Robert sets out that there is in his view a moral case for compensation to be paid. The Government accept that recommendation. There is a moral case for the payment of compensation. We have made that clear in our actions with the payment of interim compensation. I now want to make it equally clear on the Floor of the House. The Government recognise that the scheme utilised must be collaborative and sympathetic, and as user-friendly, supportive and free of stress as possible, while being consistent with the Government’s approach to protect against fraud. The Government will ensure those principles are adopted.

We have significant work to do to ensure we are ready for Sir Brian’s report. For example, Sir Robert makes detailed findings and recommendations about the delivery of the scheme, which must be worked through in discussion with the devolved Administrations. Work will need to be undertaken to ensure, in line with his recommendation, that final compensation can be made free of tax and disregarded for benefits purposes.

We know, too, that the inquiry will make recommendations in relation to bereaved parents and children. In his interim report, Sir Brian made clear his view that the moral case for their compensation is beyond doubt. Sir Brian recognised that the approach to compensating this group of people is complex and the Government must be ready to quickly address recommendations relating to them. The work in consideration of the study will ensure that the Government are prepared to act swiftly in response to Sir Brian Langstaff’s final recommendations relating to compensation.

Those infected and affected have suffered enough. Having commissioned both the inquiry and the report, the Government have further shown their commitment in our actions by the payment of interim compensation. Sir Brian and Sir Robert have both ensured that the voices of those infected and affected are front and centre of their work, and I, too, hope to be able to meet and hear from people directly affected as our work progresses. We have much to do, but I wish to assure the House—this is why I wished to be here today—that this is a priority for the Government and we will continue to progress it. I commend this statement to the House.

I thank the hon. Lady for her remarks. She spoke movingly of the impact on those infected and affected. I concur that time is of the essence. I appreciate that, for family reasons, she knows how difficult it must be for the people who saw these things happening to their relatives, and how awful that process has been. I also appreciate that it is incredibly important, given all that has happened to this community, that trust is built and retained. I certainly commit that we will update the House regularly.

I cannot commit to a timetable. The reason is that I do not want to say anything in this House that we cannot meet. There is a complex series of steps to be taken and work to be done across Government and with the devolved Administrations. But I assure hon. Members that it is my intention to update the House as we make progress. We must do so in order to ensure that those infected and affected are fully apprised of the progress we are making.

I am grateful to Sir Robert and Sir Brian for how they have incorporated the views of those infected and affected in their work. My impression is that those infected and affected have appreciated the engagement they have had through the work undertaken. I hope that means that Sir Brian’s work is fully reflective of the thoughts of the community. I have said that I wish to meet members of the community. I want to ensure that our work is timely and ready to fully consider and respond to the work that Sir Brian produces during the course of next year.

I welcome the Minister coming to make an oral statement. We know that both he and the Leader of the House have been deeply involved in this issue over the months and years.

The right hon. Member for Kingston upon Hull North (Dame Diana Johnson) is the most powerful advocate trying to hold Government to account and to get them to come forward. I think she will want to write—and I will happily join her—a whole series of detailed questions to the Minister, some of which he may be able to answer now. For others, he may have to say what conditions need to be met for them to be answered.

One important thing to my mind is allowing those who are not yet registered as possibly entitled to compensation to preregister, so that, when the Government come out with their response to Sir Brain Langstaff’s report, they will be able to take that up fast and make up any missing medical records, which will be a problem for some people who have been infected or affected.

The all-party parliamentary group welcomed the Government accepting the first point of Sir Robert Francis’s report about the moral case. I thank the Government for that. We are also grateful that Sir Robert is going to be invited to help Sue Gray to take forward the work she is doing. We should not underestimate the amount of work.

As and when people get compensation, are they going to be protected from the scams and so-called financial advisers who may not protect their income and use of that money? Can the Minister consider whether he can answer whether inheritance tax will not be applied to someone’s payments if the household is within the inheritance tax limit?

The Prime Minister laid out his approach to trade deals in his statement. He will be aware that while he was at the G20 the right hon. Member for Camborne and Redruth (George Eustice) was describing the trade deal with Australia as

“not actually a very good deal for the UK”.—[Official Report, 14 November 2022; Vol. 722, c. 424.]

Does the Prime Minister agree with the right hon. Member, who was formerly the Environment Secretary, and if so what will the Prime Minister do about it? [Interruption.]

All trade deals involve give and take on both sides. The Australia trade deal will open up new markets for 3 million British jobs, which is fantastic, reduce prices for Australian goods and make it easier for young people to move back and forth between the two countries. Going forward, we will ensure that our trade deals work for the UK. That is what we will deliver.

I have a distinct recollection of a Prime Minister trying to do that in the not-too-distant past and finding that the electorate took a different view on whether she had made the right decision to call that election. Governments and Prime Ministers use that power at their peril, and they are aware of that.

To my mind, and the mind of the Government, it is much better to be able to guarantee a period in which a Prime Minister and Executive who hold the confidence of the House can legislate and operate in order to solve the problems that the country faces. To all parliamentarians comes judgment day, as Karl Popper referred to it. We must all face an election. The question is when. When our electorate go to the polls, they know that they are likely voting for us to be here for five years and on the understanding that, whoever gets into power will get five years to do the best job they can for the country and solve the problems that the country faces. That system has served us well, and that is why we continue to defend it. It has been a pleasure to debate with the hon. Member for Leeds East this evening, and I look forward to talking to him on constitutional matters long into the future.

Does my hon. Friend share my disappointment that parts of South Yorkshire sometimes think that the way forward is to have a row with other parts of South Yorkshire rather than working collectively, as the Manchester authorities appear able to? This is not about Doncaster’s airport versus Sheffield’s trams. Sheffield is a major city. Major European cities have light rail systems; Sheffield needs and wants a light rail system. It should not be about having one or the other or fighting over the scraps; it should be about arguing collectively for extra money for the infrastructure that we need in each of our areas. That is why Sheffield MPs are here tonight to support Doncaster Sheffield airport—

As my right hon. Friend the Member for Doncaster North made very clear, the option involving the Civil Contingencies Act does provide a mechanism—[Interruption.] The Minister laughs. The legal advice that underpins the excellent work done by my right hon. Friends the Members for Doncaster North and for Doncaster Central (Dame Rosie Winterton) comes from one of the pre-eminent legal minds in our country, described by the hon. Member for Don Valley as a Labour peer. The truth of the matter is that this is someone who is highly respected within—[Interruption.] The Minister chunters from a sedentary position. [Interruption.] We are trying to be constructive here, and the proposal that was brought forward was absolutely worthy of merit. I very much hope that officials in the Minister’s Department have looked at it closely and taken legal advice. The letter from my right hon. Friends the Members for Doncaster North and for Doncaster Central (Dame Rosie Winterton), which many of us co-signed, invited the Minister in a sensible grown-up and constructive way to meet us to have a conversation about this, but we have never had that meeting. It is very frustrating that we have not had the opportunity to sit round the table and have a grown-up conversation—[Interruption.] The Minister is yawning and looking at her watch. People’s jobs are on the line and Government Ministers will not get round the table and meet us —[Interruption.]

Order. Before we proceed, it will be obvious to everyone present that the Secretary of State has now been at the Dispatch Box for an hour—normally, statements run for an hour. I am going to let this one run for a little more than an hour, but I give notice now that not everybody who wishes to speak will have an opportunity to take part. That is simply not practical, so I say two things. First, if you are not very enthusiastic, go now and you will be able to save up your brownie points for tomorrow and the next day. Secondly, the briefer the questions, the more people will get in. I have noticed that the Secretary of State has played the game by giving some very brief answers—thank you.

I note the Secretary of State’s comments about hospital discharge. As she will know, the Government legislated through the Health and Care Act 2022 for a process known as discharge to assess, whereby people’s social care needs assessments can take place after they have been discharged from hospital, rather than before, and that model was already being used under the Coronavirus Act 2020. However, when I asked the Government last May what assessment they had made of the number of patients who had been readmitted within 30 days, I was told that they did not hold the data centrally. It is vital that the Government understand the clinical outcome of this policy, so will the Secretary of State please commit to gathering and publishing that data?

As one exasperated constituent put it, having not been able to get a GP appointment,

“It seems there are too many patients and not enough doctors and this has gotten worse over the last few years.”

My constituents can grasp the workforce issue, but it seems that the Secretary of State cannot. I agree with my hon. Friend the Member for Wirral South (Alison McGovern) that it is deeply worrying that the new Secretary of State did not mention the pay of care staff, when that is the crucial issue if we are to tackle the 160,000 vacancies in the care sector. Will the Secretary of State tell me why the Government are choosing not to tackle the shortage of doctors, nurses and care staff, which is leading to such long wait times for my constituents?

Thank you very much, Madam Deputy Speaker. When someone has cancer, every day is an emergency. Weston Park Cancer Centre in Sheffield does outstanding work, treating patients not just from my region, but from right around the country. I have been grateful to previous Secretaries of State and other Ministers for their engagement on securing the investment needed for the urgent refurbishment of Weston Park. Will the Secretary of State give me an undertaking that, along with her Ministers, she will continue to work with me to do everything that we can to support Weston Park in its important work?

I do not have specific details about that matter, but I know that my right hon. Friend the Minister of State would be happy to follow up on that with the hon. Gentleman. I am very conscious about the impact of cancer. That is why, instead of having a 48-hour target, which would predominantly be predicted by emergency diagnosis from GPs, I want that to be a broader target, so that people who are showing symptoms and are concerned about seeing their doctor have that assurance that they will be seeing their GP, so that diagnosis can start as quickly as possible, particularly on issues such as cancer.

It is a privilege to pay tribute on behalf of my Congleton constituents to Queen Elizabeth II’s life of dutiful service. How did the holder of such high office, with the rightful adulation of millions across the world, sustain for more than seven decades a life of such dedicated and selfless service to others? I suggest that it was because she recognised, in a very real and personal way, that there is a higher authority even than her own—an authority by whom she was called to her role and to whom ultimately she was accountable. She said:

“To many of us our beliefs are of fundamental importance. For me the teachings of Christ and my own personal accountability before God provide a framework in which I try to lead my life.”

The Queen’s example of servant leadership is unparalleled in our time. In many of her Christmas broadcasts, she spoke publicly, clearly and baldly of her Christian faith, and she was loved and respected for it by many. Christmas broadcasts are the one occasion for which a monarch can write their own speech and convey their innermost thoughts; she spoke of the importance of family and small acts of kindness. In 2011, she said:

“God sent into the world a unique person—neither a philosopher nor a general (important though they are)—but a Saviour, with the power to forgive.

Forgiveness lies at the heart of the Christian faith. It can heal broken families, it can restore friendships and it can reconcile divided communities.”

Although the Queen had a deep and enduring Christian faith, she was mindful of the importance of freedom of religion or belief for all. Indeed, she was ahead of many. Speaking in 2020 about the good Samaritan, she said:

“The man who is robbed and left at the roadside is saved by someone who did not share his religion or culture. This wonderful story of kindness is still as relevant today. Good Samaritans have emerged across society showing care and respect for all, regardless of gender, race or background, reminding us that each one of us is special and equal in the eyes of God.”

At Lambeth Palace in 2012, she said that the Church of England

“has a duty to protect the free practice of all faiths in this country…an environment for other faith communities and indeed people of no faith to live freely.”

In 2014, she spoke about how we need to respect freedom of religion or belief for all faiths, a view shared by her son and successor King Charles III. May she rest in peace. God save the King.

I, too, want to reflect on the immense loss that we in the United Kingdom and the Commonwealth have sustained with the passing of Her late Majesty the Queen. Like every other Member of this House, I can say with pride that the Queen knew well my constituency, in the Scottish Borders; she visited it many times in her seven decades of service as our sovereign.

I treasure memories of two of Her late Majesty’s most recent visits to the Scottish Borders. In 2009, she came to the seaside town of Eyemouth in Berwickshire, and on 9 September 2015, seven years ago today, she opened the Borders railway. That was the day on which she became the longest-serving monarch in our history. On both of those days, the crowds were large—probably much larger than the organisers expected. I remember the enormous anticipation steadily building as the time for her arrival approached. There were local residents there of all ages and backgrounds. A thrill of excitement, like an electric pulse, ran through the crowd when they saw Her late Majesty. There was joy, disbelief and awe at seeing a global icon—the face on every coin and stamp—in the flesh; she was a smiling and radiant lady, here to visit them in their community. Those memories will last a lifetime.

As a Member of the Scottish Parliament for a decade, I had the privilege of meeting Her late Majesty in more informal settings. After each election, the Queen and the Duke of Edinburgh would host a reception at the palace of Holyroodhouse for the newly elected MSPs. As they moved around the room, the Queen clockwise and the Duke of Edinburgh anti-clockwise, there was a real sense of anticipation—the same as we experienced when she visited the Borders. It was amusing to see how some of my new MSP colleagues, who may not have been the most instinctive royalists, were suddenly reduced to a bag of nerves, but as the Queen joined our group, we were all immediately put at ease by her twinkly eyes and warmth. After brief pleasantries, she launched into detailed and informed questions about our respective constituencies. Given that there were 129 MSPs plus various other guests, the fact that she was able to remember such detailed knowledge was quite remarkable, but this was her kingdom and had been for longer than most of us had been alive.

The Queen was always fully prepared for whatever her duty demanded of her. She never spared herself, as we saw this week, when she fulfilled her last act of service: appointing my right hon. Friend the Prime Minister. In good times and bad, we have always looked to the Queen for guidance and leadership, and were never left wanting. Her life spanned the end of the British empire and the start of the age of the internet. Few of us can remember a time without the Queen on the throne.

Our great nation is feeling tremendous pain at the loss of our beloved Queen. As we come to terms with that loss, let us give thanks that it was our good fortune to have her reign over us, happily and gloriously, for so long; and let us give our sympathy and support to His Majesty the King. In years to come, those children who waved flags in the Scottish Borders will tell their grandchildren of the day the Queen came to town. Each of them, each of us here and all our constituents will forever be able to say with pride, “We are Elizabethans.” God save the King.

Before I call the next colleague, I would like to briefly give my own tribute on behalf of the people of Epping Forest, whose voice would otherwise be unheard. Her late Majesty was held so dear in all our hearts for her kindness, cleverness, dedication and grace. As a role model for women of future generations, she was unsurpassed. We have all been so fortunate to live and serve during her reign.
