I am happy to join my hon. Friend in welcoming the Open Doors pilot in his constituency. We very much welcome bids from places such as Longton town centre for this fund. My right hon. Friend the Communities Secretary is going to study all the bids carefully before making a decision later this year, but he and I know that my hon. Friend will be a doughty champion of the claims of his constituency in particular.

The Minister for the Cabinet Office and I usually enjoy trading a few jokes at these sessions, but sadly, this really is not a week for laughter. We on the Opposition side join him in standing in solidarity and shared grief with the people of Sri Lanka and all those who lost loved ones in the Easter Sunday slaughter of peaceful worshippers and innocent tourists, at least 45 of them children. Among them was the eight-year-old cousin of my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq). It was an act of utter depravity and evil, which stands in sharp contrast to the words of love written by Ben Nicholson about his wife and the children that he lost.

Yesterday we also celebrated the life, but mourned the loss, of Billy McNeill, the first Briton to lift the European cup and a man who spent his life fighting against sectarian hatred. And last Thursday, we mourned the senseless murder of the brilliant young journalist Lyra McKee, whose funeral the Prime Minister is right to attend and whose death was a horrific reminder of where sectarian hatred ultimately leads. We stand with Lyra. In her name, can I ask the Minister to tell us what the Government are doing to bring her killers to justice and protect Northern Ireland from a return to terror?

I very much welcome both the tone and the words of the right hon. Lady. I also share in her tribute to Billy McNeill, who died on Monday. He made no fewer than 790 appearances for Celtic, and it is a testament to an extraordinary career that he also won 31 major trophies as a manager and a player. Our thoughts and sympathies are with his family and friends.

As the right hon. Lady will fully understand, decisions about criminal investigations in Northern Ireland are a matter for the Police Service of Northern Ireland and the independent Public Prosecution Service. We very much hope as a Government that any member of the public who has information that will lead to Lyra’s murderers being brought to justice will come forward. I am hopeful, given the sense of community solidarity that there has been in Londonderry/Derry and in Northern Ireland generally, that that information will be forthcoming.

I thank the Minister for his answer, and I know that he speaks with huge authority and passion on this issue. Reading the statement from the so-called New IRA last week, with its talk of “attacking enemy forces” and its “sincere condolences” for Lyra’s death, was a sickening throwback to the days that we thought that we had left behind 20 years ago, from despicable individuals whose only desire is to turn back the clock and destroy the progress that has been made. Does the Minister agree that that is one of the central reasons why we must find an answer to the Northern Ireland border question rather than give these evil terrorists the divisions that they crave?

I would draw a distinction. I regard both issues that the right hon. Lady raises as important, but I do not think those murderers in Derry were motivated by any thoughts about the border or customs arrangements, important though those issues are. I agreed, however, with what she said about the utter unacceptability of references to police officers in Northern Ireland as if they were somehow a legitimate target. One of the great achievements of the peace-building process in Northern Ireland has been the very difficult and controversial reform of the police service whereby young men and women from both Unionist and nationalist communities now serve gladly together, upholding law and justice in Northern Ireland. All of us in this House should continue to send every officer in the PSNI our full support.

I agree entirely with the sentiments expressed by the right hon. Gentleman, but can I bring him back to the issue of the border? I agree with the ends he is trying to achieve, but the fundamental problem remains the means. We all know that his own party and the Democratic Unionist party will not accept the current backstop, but the only way the Government plan to avoid that backstop is by delivering a so-called invisible border. Last week, we saw a leaked Home Office presentation stating: “No government worldwide” currently has such a system in place; that current

“realisation for a…technological solution in the UK is 2030”;

and that there

“is currently no budget for either a pilot or the programme itself.”

Is the Home Office wrong?

I will not comment on alleged leaks from Government Departments, but I can tell the House that the Government have allocated £20 million to invest in work on alternative measures that would bring benefits in terms of seamless trade to the border between Northern Ireland and Ireland and that, if successful, could be applied more generally to give us smart borders on all the United Kingdom’s external borders, and perhaps offer us some export opportunities for that technology as well.

It is interesting what the Minister says, but the Home Office also says there are six problems with deploying these technological solutions: one, it is expensive and there is no budget; two, it has to operate with 28 different UK Government agencies; three, it needs to operate on both sides of the border; four, it will not be deliverable until 2030; five, the Government have a poor track record—to say the least—on big tech projects; and six, no one in the world has done anything similar. That is hardly a recipe for success.

The real answer to the Northern Ireland border question is staring the Government in the face. Twenty-eight months and two Brexit Secretaries ago, I told the Minister from this Dispatch Box that the only way to avoid a hard border was to stay in the customs union and to align all rules and regulations. He himself said three years ago that for anyone to pretend otherwise

“flies in the face of reality”.

That was the truth then, and it remains the truth today, so why will the Government not wake up to it?

I told the right hon. Lady in my previous answer that a £20 million budget had already been earmarked for this work. Whatever she may be reading in the newspapers about timetables, it is also the case that not just the United Kingdom but the European Union has committed itself to trying to get these alternative measures agreed by 2020. The European Commission has not entered into that undertaking and commitment lightly or without some thought and analysis of the chances of achieving it. The solution she identifies for a frictionless border on the island of Ireland would be delivered by the Government’s withdrawal agreement, so she should be urging her right hon. and hon. Friends to vote for the Government’s proposal, instead of rejecting it and therefore blocking the Brexit that her party’s manifesto commits her to.

Let’s face it: we have heard it all before. The only point that the Minister did not make this time was that Britain must be able to establish her own international trade agreements. Perhaps he was listening to Nancy Pelosi last week, when she made it clear that if the UK Government disrupted the open border in Northern Ireland, we could forget all about a free trade deal with the United States.

So the Government are going to spend millions on giving Donald Trump the red-carpet, golden-carriage treatment in June. The state banquet might even be worth it, so long as he is forced to sit next to Greta Thunberg—or how about this? He could have Greta on one side and David Attenborough on the other. That would be three hours well spent. The truth is, however, that it will all be a giant waste of taxpayers’ money, because the US Congress will never agree to a trade deal unless we have a solution to the Irish border issue that will actually work, and this Government simply do not have one.

Just two short years ago, the right hon. Lady said that we should

“welcome the American President…We have to work with him.”

I wonder whether something has changed about the United States Administration or something has changed about the right hon. Lady’s own leadership ambitions to alter her words in this way.

I thought that both the Government and the Labour party wanted to see no tariffs, no quotas, no rules of origin checks and a seamless border on the island of Ireland, yet on three occasions the right hon. Lady and her colleagues have voted against a deal that would deliver those things to which they claim to be committed. It is about time that she put principle and the national interest ahead of party advantage.

I think we will find that there is only one side of the House that is engaged in a leadership contest at the moment, and it is very active as we speak.

In a week like this, when we have all been shocked and saddened by horrific acts of terrorism at home and abroad, we remember that the first job of any Government is to keep our country and our citizens safe. Even before our concerns about the economy, the main reason we need to keep an open border with Ireland is to preserve the peace and security on which millions of British and Irish citizens have come to depend, but which, in a week like this, seem to hang by a thread. If the Government are serious about putting the country first—the whole of our country—will the Minister accept that that means finally getting serious about the cross-party negotiations, and putting the option of a customs union on the table?

I appreciate that the right hon. Lady has not been in the room at times—I think she is now being described as being in the “outer inner circle” around the Labour leadership—but I can say to her that the substance and the tone of the conversations between the Government and Opposition teams have been constructive. I think that there is a genuine attempt to find a way through. However, I will not hide the fact that this is very difficult, because if it is going to work it will mean both parties making compromises and our ending up with a solution which, unlike any other proposed so far, will secure a majority in the House. So far, the House has rejected our deal; it has rejected the Opposition’s proposals; it has rejected a referendum; it has rejected revocation; it has rejected a customs union; and it has rejected common market 2.0.

This is not just a matter for the Government, or even for the Opposition Front Bench. It is a matter for every Member of the House to take our responsibilities to the country seriously, and to find a way in which to agree on an outcome that will enable us to deliver on the referendum result and take this country forward.

Once again, the right hon. Gentleman said that we still face the prospect of no deal. As I said earlier, the House has rejected no deal twice now and could very well continue to reject it, but the only way of actually putting that into practice is to support a deal. He also talks about reaching out. I have reached out to party leaders and other Members across the House, and my right hon. Friends the Chancellor of the Duchy of Lancaster and the Secretary of State for Exiting the European Union have held a number of meetings with Members across the House and with party leaders.

The right hon. Gentleman ended by saying that it is now time for the House to decide. The point is that, up to now, the House has not decided. [Interruption.] Yet again, Opposition Members say that they have not had a chance. The House has had many chances to table amendments. The House has voted twice on the right hon. Gentleman’s plans for the future and rejected them, it has voted to reject no deal and it has also voted to reject a second referendum. The right hon. Gentleman asked whether the Government would commit to abide by the indicative votes. As he accepted, I gave him advance notice of my statement and I then read that statement, in which I clearly said:

“I cannot commit the Government to delivering the outcome of any votes held by this House.”

The shadow Foreign Secretary shouts, “That’s not good enough.” Let us just think about this for a moment. First, we do not know which options will be tabled. Secondly, we do not know which amendments will be selected. But there is another important point: no one would want to support an option that contradicted the manifesto on which they stood for election to this House. The Chancellor of the Duchy of Lancaster will be opening the debate this afternoon, and will refer to the processes of the House that will be involved.

The right hon. Gentleman the Leader of the Opposition said that it was important that MPs were elected here to take responsibility and make decisions. But the MPs elected to the House at this time have a duty to respect the result of the referendum that took place in 2016. Attempts to stop the result of that referendum being put in place or to change the result of that referendum are not respecting the voters and they are not respecting our democracy.

Finally, the right hon. Gentleman mentioned the fact that a number of people had marched on the question of a second referendum. [Interruption.]

Thank you, Mr Speaker. I am so glad to renew my acquaintance with the Minister for the Cabinet Office, or, as the newspapers always call him, “effectively the Deputy Prime Minister”—surely the only occasion these days when the words “Prime Minister” and “effective” are used in the same sentence.

Although there are many other important issues that I would like to discuss with the Minister for the Cabinet Office today, sadly none is more vital or urgent than Brexit, so I would like to use our time to have a sensible, grown-up discussion about what the actual plan is between now and 29 March. To that end, I ask him this: if the briefing is correct that there will not be a fresh meaningful vote on the withdrawal agreement next week, when will that vote take place?

I think that my right hon. Friend the Prime Minister was completely clear on that at this Dispatch Box last week. She said that the meaningful vote itself would be brought back as soon as possible, and if it were not possible to bring it back by the 13th, next Wednesday, the Government would then make a statement and table a motion for debate the next day.

I thank the Minister for his answer. I take from that and from other briefings that the time for a fresh vote will be after the Prime Minister has secured what she called last week

“a significant and legally binding change”—[Official Report, 29 January 2019; Vol. 653, c. 679.]

to the withdrawal agreement so that this House has something genuinely different on which to vote. If that is the case, will the Minister simply clarify what will happen if we start to approach 29 March and that significant and legally binding change has not been achieved?

The Prime Minister, as has been announced by No. 10, will be in Brussels tomorrow where she will be seeing President Juncker, President Tusk and the President of the European Parliament, Mr Tajani, to discuss the changes that she is seeking following the recent votes in this House both to reject the deal that was on the table and to support the amendment in the name of my hon. Friend the Member for Altrincham and Sale West (Sir Graham Brady). I do think that the right hon. Lady needs not just, perfectly fairly, to question the Government, but to face up to the fact that if, as both she and I wish, we are to leave the EU in an orderly manner with a deal, it requires this House to vote in favour of a deal and not just to declare that it does not want a no-deal scenario.

Again, I thank the Minister. Does the Prime Minister seriously think that she will get anything different from the responses that we have heard from the EU over recent days? None of them has given us any encouragement that the EU is willing to reopen the withdrawal agreement unless the Prime Minister is willing to reconsider the red lines on which the agreement is based. Does he not agree that the sensible, cautious thing to do at this late stage is to seek a temporary extension of article 50 so that we have time to see whether the negotiations succeed, or, if they do not, to pursue a different plan?

The problem with the right hon. Lady’s proposition is that it would simply defer the need for this House, which includes the Opposition Front Bench team, to face up to some difficult decisions. She has criticised the approach that my right hon. Friend the Prime Minister has taken, but I have to put it to her that, last week, the Leader of the Opposition, having met the Prime Minister, went out in front of the cameras and demanded changes to the backstop as part of the approach that he wanted to see for the future. The right hon. Lady has said that she would be comfortable with the backstop. Does she agree with her leader, or is she sticking to her guns on this?

I hear what the Minister says, but he does not seem to give us any answers. I genuinely appreciate his attempts, but I hope that he will understand the concern that all of us have, not just in this House, but across the country, that we have a Government treading water in the Niagara River while the current is taking us over the falls. Can we go back to the central issue: there is no way that we can avoid a border in Ireland after Brexit without a full customs union, or a permanent backstop, or some new technological solution. Will the Minister tell us which of those options the Government are currently working towards?

The right hon. Lady again makes this commitment, saying that the Labour party wants to see a permanent customs union, but most people who support a customs union say that they want to ensure that businesses can expect to export to the EU without tariffs, quotas or rules of origin checks. That is precisely what the Prime Minister’s deal does, and it also allows this country to establish trade agreements with other nations around the world, so what part of that deal does the right hon. Lady actually object to?

If the right hon. Gentleman would like me to answer questions, I would be quite happy to hold a seminar for him at another stage regarding what a proper Brexit ought to look like, but let me continue with my job, and perhaps he can continue with his and answer some questions. The technological solution is a non-starter. A permanent backstop will never be acceptable to the European Research Group or the Democratic Unionist party, and the only solution that will actually work is a full customs union. That is what I said at our first encounter here in 2016. It is the answer that is staring the Government in the face. If they backed it, it would command a majority in this House. It would avoid the mayhem and chaos of no deal, and protect the jobs at Nissan, Airbus and elsewhere that are currently at grave risk, so can the Minister explain why the Prime Minister is so dead against it?

Even if we did take the right hon. Lady’s somewhat ill-defined description of a permanent customs union, it would not address issues in respect of Northern Ireland and Ireland regarding regulatory standards for industrial goods or phytosanitary checks for foodstuffs and livestock. Even in her own terms, her answer is inadequate. The right hon. Lady may well then go on to say that she also wants to be part of a single market. Indeed, she has said that she would be happy with the same position as Norway, but that means the continuation of free movement and her party’s manifesto explicitly said that free movement would stop, so is the right hon. Lady supporting a Norway model or is she supporting the Labour party’s manifesto?

Flattered though I am that the Minister feels it necessary to ask me questions, it is important to make it clear that the reason that I have asked these questions today is that the Minister for the Cabinet Office understands Europe, Northern Ireland and Brexit probably better than any of his Cabinet colleagues. If anyone from the Government could give us answers, it would be him. But the truth is that there are no answers. Plan A has been resoundingly rejected by Parliament, plan B was ruled out by the EU months ago, and the Government are in danger of sleepwalking the country towards leaving with no plan and no deal at all. With just over 50 days to go, may I give the Minister a final opportunity to tell us whether there is a better plan than this—or, for goodness’ sake, will they let Parliament take charge instead?

As I said earlier, the Prime Minister will be reporting back to this House next week following her discussions in Brussels and elsewhere. I have to say to the right hon. Lady that the two-year deadline—the 29 March deadline—stems from European law and the wording of article 50, which lays down the two years. As I recall, the right hon. Lady voted in favour of triggering article 50; perhaps it was one of those votes where she was present but not involved. If she and her Front Bench are worried about no deal, they have to vote for a deal. Every time they vote against a deal, the risk of no deal becomes greater. It really is time for the Opposition Front Bench, for once, to put the national interest first, do the right thing and vote for a deal.

Absolutely. Last night, the House set a clear direction on the way in which it could agree a deal, and that, as the right hon. Gentleman says, is about dealing with the issue of the backstop. As I said yesterday, there are a number of proposals for how that could be done. We are engaging positively with proposals that have been put forward by my right hon. Friend the Member for Loughborough (Nicky Morgan) and my hon. Friends the Members for North West Hampshire (Kit Malthouse), for Wycombe (Mr Baker) and for North East Somerset (Mr Rees-Mogg). Others, including my hon. Friend the Member for Altrincham and Sale West (Sir Graham Brady), have put forward different proposals, such as a unilateral exit mechanism—

I am just telling the shadow Foreign Secretary, if she will listen—let me give her a piece of advice: if she wants to shout things, it might be better to shout them in response to what I am saying.

My right hon. and hon. Friends have put forward proposals such as a unilateral exit mechanism or a time limit to the backstop. The political declaration already refers to alternative arrangements and raises a number of proposals that can be addressed, such as mutual recognition of trusted trader schemes.

The hon. Lady asked what I have been doing. What I have been doing is listening to Members of this House who have identified a very specific concern with the deal that was negotiated. As I said, we negotiated within that deal a number of aspects to address the issue around the permanence or otherwise of the backstop. I had hoped those would give sufficient confidence to Members of this House. It has proved, in discussions, that they have not, and therefore we are going to work to get those further reassurances that I want to ensure, with other Members of the House—

If the shadow Foreign Secretary would just have a little patience. The date of the vote was one of the questions asked by the Scottish National party and I am going to address that matter. The responsibility of this Government is to deliver on the result of the referendum and do so in a way that is good for the whole of the United Kingdom, and that is what this deal does. We are deferring the vote and I will be going to seek those assurances. Obviously, there are two parties in this—the United Kingdom and the EU—so we will be holding those discussions. Members will know that there is in legislation the issue of the 21 January date—[Interruption.] The shadow Foreign Secretary shouts “21 January” as though it is the first time she has heard of it. I suspect she actually voted for it when it went through this House, but there we are.

The key point of the remarks made by the hon. Member for Aberdeen North (Kirsty Blackman) was that this should go back to another vote of the public. I have said, and she will not hear me say anything different from what I have said previously, that I believe it is important to honour the result of the referendum. I believe it is a matter of the duty of Members of this House to honour that referendum result. I believe also that it is a matter of faith in politicians that those many people who for the first time ever or for many decades went out and voted for leaving the European Union are able to have the confidence that the politicians in this House delivered for them.

Our primary concern is for the safety and security of Asia Bibi and her family, and we want to see a swift resolution of the situation. Obviously there is an issue for the Government and courts in Pakistan, and the Prime Minister, Imran Khan, has publicly supported the Supreme Court and promised to uphold the rule of law while providing continued protection for Asia Bibi. A number of countries are in discussion about providing a safe destination for her once the legal process is complete—

The shadow Foreign Secretary says “No, no, no.” Labour Members do not want to know what happens in terms of universal credit: 200,000 more people into work, 700,000 people getting the extra money they are entitled to and 1 million disabled households getting more money per month. We are not replicating the old system, because the old system did not work. This is a system that helps people into work and makes sure work pays.

It takes some of us back to the 1970s. We are very pleased to have you—well done.

May I join the Minister in paying tribute to Lord Carrington, who served his country with such distinction in both the forces and in government and whose decision to resign the office of Foreign Secretary will be remembered as an act of great principle and honour?

I share the joy at the rescue of the boys in Thailand and salute the bravery and sacrifice of the diving teams, including the seven British divers.

On the question of tonight’s match, I am afraid that I am not going to be watching it. It will be the only game that I have missed, but I will be representing the Labour party at tonight’s memorial event for the anniversary of the Srebrenica genocide—something very close to my heart, given my father’s role in trying to prevent it.

Let me wish Gareth Southgate and the England team the best of luck for this match and hopefully for the final on Sunday. I may know very little about football, but even I can see that England’s progress so far at the World cup shows what can be achieved when all the individual players work effectively as a team, when there is a clear game plan, when they are all working together and, of course, when everyone respects and listens to the manager. Can I simply ask the Minister what lessons he thinks the England team could teach this shambles of a Government?

I think that the England team does teach some good lessons about the importance of having a clear plan which the leader, the team captain, has the full support of the squad in delivering. We will of course be publishing tomorrow full details of the United Kingdom plan for Brexit, which we will be putting to the British public and to our 27 European partners. When the right hon. Lady gets up again, perhaps she will tell us what the Labour party’s alternative plan is, for at the moment that is one of the best kept secrets in politics.

I thank the Minister for that answer, but who does he think he is kidding? Even Donald Trump can see that the Government are in turmoil, and he has not even got to Britain yet.

May I ask the Minister once again the question I asked him at PMQs in December 2016, when he compared Labour’s shadow Cabinet to “Mutiny on the Bounty” remade by the “Carry On” team. By those standards, what would he describe his lot now as—perhaps “Reservoir Dogs” remade by the Chuckle Brothers? But let me take him back to our first PMQs in 2016, when I asked him how it was possible to retain frictionless trade with Europe without remaining in a customs union. I got no answer then. Let me try again today. Can he explain how frictionless trade is going to be achieved under this Government’s Chequers plan?

The right hon. Lady will see the detail in the White Paper but, if she had been listening to my right hon. Friend the Prime Minister on Monday, she would have heard the Prime Minister explain very clearly that we believe a combination of the common rulebook on goods and on agri-food, coupled with the facilitated customs arrangement that we are proposing, will provide just that. What is more, that takes full account of the wish of United Kingdom business to ensure that frictionless trade will continue. If the right hon. Lady disagrees, will she stand up and say what her alternative proposal is?

I thank the Minister for that answer on the Chequers free trade proposal, but I was hoping today that he would go beyond the theory and explain in practice how it works. So let me check one specific, but important point. For the Chequers proposal to work in practice, based on what the Prime Minister said on Monday, not just the UK, but every EU member state will have to apply the correct tariff to imports, depending if they are destined for the UK or the EU, and then will have to track each consignment until it reaches its destination to stop any customs fraud. If that is correct, can I ask the Minister what new resources and technology will be required to put that system in place across the EU? How much is it going to cost, who is going to pay and how long is it going to take?

No, I am afraid the right hon. Lady is incorrect in her assumptions. For a start, the customs model that we are proposing would not, under the arrangements that we suggest, affect either imports or exports involving this country and the European Union. They would not involve exports from this country to the rest of the world. We are talking about imports to this country from non-EU member states. Our calculation is that when, in particular, we look at the importance of those sectors where either zero tariffs or very low tariffs already exist under World Trade Organisation arrangements, or where finished goods are involved and therefore it is easy to identify the final destination, we will find that 96% of UK goods trade is going to pay either the correct or no tariff at all at the border.

The Minister has, I believe, said something quite interesting, and I do hope that his Back Benchers are listening very carefully. He says that the Chequers free trade proposal will require no new technology and will involve no tracking of goods, but how can that be possible if there is no divergence on tariffs and no divergence on regulation—in other words, on trade in goods we will continue exactly as we are at present?

I am afraid the right hon. Lady might not have sat through all the Prime Minister’s statement and responses to questions on Monday, but my right hon. Friend made it very clear that we are actively looking in these new circumstances—frankly, we would, as a sensible Government, be looking anyway—at the opportunities that new technology offers, and will offer in the future, to minimise friction on trade for businesses of all kinds.

The Minister cannot answer these simple questions of detail because he cannot admit the truth. The truth is that the Chequers proposal is total delusion. The UK cannot set its own tariffs on goods and keep frictionless trade with the EU. The technology to do so does not exist. There will be no divergence on tariffs in a free-trade area and no divergence on regulation. It is a customs union in all but name, but it does not cover our service industries, because—the Government claim—that is the great area of potential to negotiate trade agreements with the rest of the world. Can I ask the Minister to explain why a country such as China would agree to import more of our services if we cannot agree, in turn, to lower tariffs on its goods?

First, I think that the right hon. Lady still misunderstands the customs arrangements that we are proposing, and I advise her to look at the White Paper when it is published tomorrow. The reason we are proposing to treat services differently is that it is in services that regulatory flexibility matters most for both current and future trading opportunities. Although the EU acquis on goods has been stable for about 30 years, the EU acquis on services has not been, and the risk of unwelcome EU measures coming into play through the acquis on services is much greater.

Well, I have asked the Minister why China would accept such a one-way deal on services, and the answer is that it would not. It is simply another Chequers delusion—a Brexit dream with no grip on reality. There is an easy answer to this mess: an alternative that will offer all the benefits of the Chequers free trade area with no new technology, no cost and no delay; an alternative that both this House and Europe will accept; and an alternative covering both goods and services. Can I appeal to the Minister to accept that alternative, do what I urged him to do two years ago, and, instead of trying to negotiate some half-baked, back-door version of the customs union, get on with negotiating the real thing?

The Labour party says that it would strike new trade deals, but its plan to stay in the customs union would prevent that because it would bind us to the common commercial policy for all time. It used to say that it would control our borders, but it backed an amendment to the withdrawal Bill to let freedom of movement continue.

The Labour party also used to say that it respected the referendum result, but now it is toying once again with the idea of a second referendum. The Labour leader will not rule it out; the deputy leader will not rule it out; and the shadow Brexit Secretary will not rule it out. Nothing could be better calculated to undermine our negotiating position, and lessen our chances of a good deal, than holding out that prospect of a second vote. Whichever side any of us campaigned on in that referendum, the country made a decision, and we should now get on with the task in hand. That is what the Government are doing.

The Minister seems to argue that by leaving the EU the British people voted against a customs union, but that is the complete opposite of what he used to say. I take him back to 2011, when he said that a yes-no referendum would not give us that information. He said:

“that sharp division between the status quo and quitting the EU does not reflect the breadth of views held in…the country.”

For example, he said:

“If people voted to leave the EU would that mean having no special relationship with the EU or would it mean a relationship like Norway’s?”

He said it. My question is, we understand what he is saying, but when did he stop agreeing with himself? I fear that we will look back on this week as one where the Government could have taken a decisive step towards a sensible workable deal to protect jobs and trade. We have ended up with them proposing a dog’s Brexit, which will satisfy no one, which will not fly in Europe, which will waste the next few weeks and will take us—

Thank you very much, Mr Speaker. May I also thank the Government for holding this general debate in their time? As the Leader of the Opposition made clear earlier, we agree with all the key points made in the Prime Minister’s opening speech, and we agree unequivocally with all the measures the Government have taken in response to the Russian attack. It has been clear throughout this debate that there is clear consensus across this House on the need for a strong, united response to Russian aggression—this is exactly the response we would expect from this House when our country has been attacked and exactly the response Russia needs to hear. So in summarising some of the key contributions made in this debate, I will cite Members from all sides.

Before I do so, let me note that last week marked 75 years since the battle of Rzhev—15 months of horror on the eastern front that left the Russian army with up to a million dead. It is a reminder that despite the grave differences that exist between the two countries today, we must always remember the critical role Russia played in defeating the Nazis in Europe and never forget the horrific losses they suffered to that end. Indeed, as we reflect on the struggle that our people shared 75 years ago, forever symbolised by the heroes of the arctic convoys, it is all the more harrowing that relations between the two countries on issue after issue now stand at such a low ebb. That is most immediately and shockingly illustrated by the monstrous and reckless act of violence committed by the Russian state in Salisbury.

As, among others, the hon. Member for Taunton Deane (Rebecca Pow) said, what happened to Sergei and Yulia Skripal on 4 March was a vicious act of violence. As the Leader of the Opposition has said, what characterised the attack was not just the insidious brutality of that assault on the Skripals, but the sheer indifference that the perpetrators showed to the inevitable wider consequences for the public and the emergency services, including Detective Sergeant Nick Bailey.

As the right hon. Member for New Forest East (Dr Lewis) said, we have seen exactly the same indifference in the three weeks since, in the complete failure of the Russian state even to try to offer any plausible alternative explanation as to how the attack could ever have taken place, other than the one that is so glaringly obvious and is now so clearly proved by the intelligence and chemical analysis, which we assume will soon be confirmed by the OPCW. My hon. Friends the Members for Liverpool, Walton (Dan Carden) and for York Central (Rachael Maskell) rightly outlined the importance of the OPCW’s independent verification of that analysis.

The Government’s response is fully justified. As many Members, including my right hon. Friend the Leader of the Opposition, the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), my hon. Friend the Member for Brighton, Kemptown (Lloyd Russell-Moyle) —perhaps the only Member of Parliament to have been, as we learned tonight, chucked out of Russia for standing up for human rights—and my hon. Friend the Member for Enfield, Southgate (Bambos Charalambous) have made clear, the Government will have our full support for going further in cracking down on money laundering by Putin’s billionaire allies here in London, as called for by the pro-democracy campaigners in Russia.

As my hon. Friend the Member for Rhondda (Chris Bryant) said in his brilliant and eloquent speech, we stand by the pro-democracy campaigners, LGBT activists, students and journalists who have been so dismayed by the re-election of President Putin. It is truly baffling that any world leader—whether the President of the European Commission or the President of the United States—could have seen fit to congratulate Putin on that victory. As my right hon. Friend the leader of the Labour party has said, we hope that the Foreign Secretary will criticise them equally for doing so, and by the same token make it clear that he will not congratulate President Sisi of Egypt in the coming days.

Despite the lapses of judgment from Brussels and Washington, we all applaud the co-ordinated action that they and others have taken in response, in terms of today’s diplomatic expulsions which, as the hon. Member for Gainsborough (Sir Edward Leigh) said, will have resonated loudly in Moscow. We hope to see further resonant, multilateral actions in support of the UK in the months to come.

On the wider threat posed by Russia to British national security and democracy, we heard powerful contributions on the dangers of disinformation and cyber-warfare from the hon. Members for Cheltenham (Alex Chalk) and for Isle of Wight (Mr Seely), and on the risks of electoral interference from my right hon. Friend the Member for Exeter (Mr Bradshaw), who, as he reminded us, has for too long been a lone voice on many of these issues. He is a lone voice no longer.

It is genuinely welcome that there is now such a strong consensus in all parts of the House on the need to deal with these new and real threats. As the Leader of the Opposition asked earlier, will the Foreign Secretary reassure us that preventive measures and contingency plans are in place across our critical national infrastructure, and that simulation exercises have been conducted to test the readiness of each key sector and identify any required improvements?

Beyond the threat here at home, we have heard many powerful contributions on the wider Russian threat to the security of our allies and the wider world. In that context, it is so important that the House has sent such a strong message today—most vividly expressed by my hon. Friend the Member for Bridgend (Mrs Moon) and the hon. Member for Clacton (Giles Watling)—about our commitment to article 5 of the NATO treaty. In addition to our military commitments, it is vital that we stress to our European counterparts our commitment to continue to work with them to maximise the power of our collective sanctions against any future Russian aggression, and to assure them that that will not be diminished by Brexit.

On the wider geopolitical threat posed by Russia, both the Prime Minister and the Leader of the Opposition spoke of their anger at President Putin’s bellicose, boastful presentation on Russia’s nuclear capabilities three days before the attack on Salisbury. It was almost as though Putin had seen Donald Trump and Kim Jong Un trading barbs about the size of their nuclear buttons and, rather than dismissing them as overgrown toddlers, had decided to join them in the ball pit. On that issue, as on climate change, Syria and Iran, it is vital that we recognise the global danger. If Russia retreats increasingly, almost willingly, into the role of rogue state—when it is so essential to resolve all those issues—we need to keep it round the table. Of course, if we have to continue negotiating with Russia, there is not a single person in this House, or any right-thinking person in this country, who would not wish that we were not negotiating with Vladimir Putin.

I must say one single point in Putin’s defence. Here, I find myself in rare agreement with the Chair of the Foreign Affairs Committee—despite his outrageous slur in his speech that socialists in this House do not love their country—that, for unleashing the second world war and for killing 6 million Jewish men, women and children, Adolf Hitler deserves to stand alone in the innermost circle of hell, and comparing his crimes with any other individual alive today, especially a Russian individual, is grossly offensive.

I am delighted that the right hon. Lady has very kindly allowed me to reply to her slight. Does she agree that Nazism did not start with the camps and the horror of war, but that it started with the images of hatred that built up over the years and poisoned the minds of people—those images that have been approved by her leader, whom she has so obviously backed? Is that not the hatred that she claims to stand against? Is that not the action that socialism fought?

The hon. Gentleman is right about how racism and hatred develop, which is why it is always important to be completely clear in one’s condemnations. Any time a mistake is made, an apology and a withdrawal must be made, and that, as I am sure that the hon. Gentleman will understand if he looks into this properly, is exactly what the leader of my party has done.

I was talking about the grossly offensive, so I will move on. It takes me back, finally, to my opening remarks about the end of the battle of Rzhev and to remember a time when we stood as allies with the Russian people. It is sadly true that, both literally and figuratively, we are 75 years away from that today.

As we speak with one voice today in supporting robust action against the Russian state for its attack on Salisbury, we must continue to send a message to the Russian people, as the hon. Member for South Leicestershire (Alberto Costa) said so well in his contribution, that we long for a day when we can stand as friends and allies again.

I commend the Prime Minister for her decisive and vigorous action in response to what was, after all, an attack on the United Kingdom. In some ways it had flashes of the Iron Lady about it. But it was also in stark contrast to the attitude of the Leader of the Opposition, who simply could not bring himself to condemn Russia for this outrageous act.
