Commons ChamberThere seems to be a mixed view among Arab states about normalising relations with Syria, and that is certainly not the view of all states. Arab states are understandably worried about the influence of others in Syria, but there is a recognition—certainly by the United Kingdom, the EU and others—that there can be no normalisation of relationships and no return to embassies unless there is clear evidence that the regime in Syria has learned from the terrible costs it has inflicted on the Syrian people and there is a political settlement to demonstrate that.
Given the huge shifts in policy on Syria emerging from the United States Administration, will the Minister provide some clarity on three related issues: when US troops will be withdrawn, what the preconditions are for that to happen and how America’s Kurdish allies will be protected after that withdrawal?

Commons ChamberIt is an often understated fact of the complex relationship between Israel and its neighbours that there is cross-border work, and that medical treatment takes place in Israel for those from both the west bank and Gaza—some of it is very high level and done in the most important circumstances. Save a Child’s Heart is not directly supported by the United Kingdom, but we certainly support all efforts to make sure there is even more contact between the Palestinians and the Israeli authorities, particularly in healthcare matters.
The United Nations says that international funding to tackle the humanitarian crisis across the Palestinian territories is at an all-time low, with the shortfall to meet this year’s needs now standing at $380 million. Although we warmly welcome the £7 million increase in September from the UK Government, the Minister of State must know that it is a drop in the ocean. Will he instead do what we have been calling for since January, convene an urgent global funding conference and treat this as the pressing emergency it is?
The support we give to UNRWA continues to be considerable, and we have brought forward support that would have come in the next couple of years, but the hon. Gentleman is absolutely right that, compared with the loss from the United States, it is only a small amount. We lobby other states directly on this, and there has been an increase in funding that will see us through a relatively short period of time. After that, it is essential that the issues surrounding UNRWA are dealt with and that funding is found for those who are in need. Ultimately, the issues that UNRWA deals with will only be resolved when we get the final agreement for which we are all searching. In the meantime, we do encourage, and we have seen a response from, other states following the United Kingdom’s generosity.

Commons ChamberThe United Kingdom continues to work very closely with all parties to ensure that special envoy Martin Griffiths has the necessary space. We are in constant contact; I spoke to the Deputy Foreign Minister of the United Arab Emirates yesterday and spoke to the Saudi Arabian Foreign Minister just this morning to urge the maximum support for the negotiations, and we have spoken to other parties who have an opportunity to make representations to others involved in the conflict to do exactly the same.
Last week’s United Nations expert panel report on Yemen completed before the bus bombing of 9 August said that the Saudi coalition was routinely ignoring its own no-strike list of 30,000 civilian sites. Surely that is the very definition of indiscriminate bombing. In light of that, how can the Government continue to claim that there is no clear risk that the arms we sell to Riyadh are being used to violate international humanitarian law?
The particular report that has been brought forward is not accepted in full by the coalition, and there are some elements of it that the UK does not accept, so we are looking at that more carefully. The important thing is—the hon. Gentleman is absolutely correct on this—that international humanitarian law must be adhered to, but the practices of the coalition that have developed over the conflict to ensure proper investigation should anything go wrong are far more developed than they were. Nobody wants to see such investigations because nobody wants to see the actions that have caused them, and that is the UK position.

Commons ChamberThe answer is probably not. Everyone knows that the right of return will be dealt with in the ultimate negotiations in relation to an agreement. There are legitimate reasons to protest in Gaza, and there is also illegitimate exploitation of those reasons.
It has been widely reported that the Foreign Secretary intends to convene an imminent summit with Jared Kushner and other interested parties to lay out the red lines that the Government will apply when evaluating the Trump Administration’s Israel-Palestine peace plan. Will the Minister of State tell the House in clear terms today what those red lines are?
No, I will not. There is plenty to do in relation to this without me setting out any red lines that may or may not be extant.

My right hon. Friend is right: Iran does have a relevance to this conflict. It is engaged in supplying weaponry and support to the Houthis and we have consistently called on Iran to recognise the damage and danger done through its actions. It is still possible that Iran can be part of the solution and part of the answer to the conflict, as many parties that take part in conflicts clearly are.
Thank you, Mr Speaker, for granting this urgent question. I congratulate my right hon. Friend the Member for Leicester East (Keith Vaz), the chair of the all-party group on Yemen, on securing it.
There is a bitter sadness in the fact that, less than three weeks ago, we were welcoming the publication of the all-party group’s latest report, a blueprint for bringing about a peaceful political solution to this terrible conflict and an end to the humanitarian crisis, yet here we are, 20 days later, facing the exact opposite—an attack on Hodeidah by the UAE, which according to the UN envoy, Martin Griffiths, will
“in a stroke, take peace off the table. ”
And not just that but, as has already been observed by Members on both sides and by every aid agency working on the ground, this planned attack will not just threaten the lives of the hundreds of thousands of civilians living in Hodeidah, but turn the humanitarian crisis facing the rest of Yemen into a full-blown humanitarian disaster. Why is this happening? After all, we are used to hearing the mantra in these debates that “There is no military solution to the conflict in Yemen.” However, let us be clear what that actually means. What it means is that we take it on trust that the Saudis and the Emiratis have the good sense and humanity to understand that any conceivable military solution would cause such catastrophic loss of life that both politically and morally it would be impossible to pursue. But that, I am afraid, is exactly what we now face in Hodeidah.
Trusting to the good sense and humanity of the UAE and the Saudis is therefore clearly no longer a viable option, so may I ask the Minister today whether, at the emergency session of the Security Council due to take place in a matter of minutes, the UK will take action and table an immediate resolution demanding that the UAE stop this assault on Hodeidah before it is too late, and will he immediately suspend the sale of arms for use in this conflict?
The United Kingdom will continue to do what it has done for a lengthy period, which is to seek to discourage any attack on Hodeidah or on the port. The Foreign Secretary has been engaged in this over the weekend, we will continue to be so and that same case will be made through the United Nations.
In relation to arms sales and the like, I remind the House again that this is covered by international humanitarian law. Any suggestion of breaches of that will be subject to the law, as always, and the UK will continue to consider any possible risk of that in any future arms sales.

I am grateful to my right hon. Friend. We publish our advice on travel to Iran on our website—it is public—and the issue of dual nationals is specifically mentioned.
Thank you for granting this urgent question, Mr Speaker. It is deeply regrettable that we need to be standing here again asking an urgent question on the plight of Nazanin Zaghari-Ratcliffe. It was only in November last year that the shadow Foreign Secretary—my right hon. Friend the Member for Islington South and Finsbury (Emily Thornberry)—tabled an urgent question on the case of Ms Zaghari-Ratcliffe, yet sadly here we are once more.
This week’s events only further highlight the pressing need for urgent action to end the arbitrary and illegal detention without due process of a British citizen who has been incarcerated in Tehran’s Evin prison since April 2016. The Iranian judiciary has now brought a second false charge against Nazanin and has denied her access to a lawyer. However, even to this day, the Government have yet formally to call for her release. They have stated that they have raised the concerns of Nazanin’s family with the Iranian Government, but have not formally called for her release. Is that not the lowest possible expectation a British citizen can have of their Government, and should not the Minister call for her release today?
However, it is good to hear that for the first time since her arrest, Nazanin was allowed direct contact with the UK embassy in Tehran. What is the Minister’s assessment of this development? Does he believe that it signals that the Iranian regime is finally starting to treat Nazanin as a British citizen? What action has the British embassy in Iran taken to ensure that Nazanin is able to access the legal support, including access to a lawyer, to which she is entitled during any further hearings?
The Foreign Secretary has repeatedly mentioned that he has spoken to his counterpart, Foreign Minister Zarif, about these issues, but he will know as much as anyone that Nazanin’s fate ultimately lies with the Iranian Revolutionary Guard Corps. Will the Minister of State today explain what pressure has been placed on the IRGC to ensure Nazanin’s release? Has the Foreign Secretary actually made any efforts to meet those elements in the regime who are really responsible for Nazanin’s detention in order to call for her release?
I am grateful to the hon. Gentleman for his questions, but I am unable and unwilling to answer many of them—in the circumstances I outlined earlier, it would not be appropriate—and I know he would not press me to deal with the detail of the negotiations and their handling between us and the Iranian Government in such a sensitive case. I can well understand the reasons for the questions, which were all perfectly fair, as were those of the hon. Member for Hampstead and Kilburn (Tulip Siddiq), but their position is different from mine in terms of dealing with the answers.
Like everyone, I share the sense of regret that we still have to discuss this in the way we do—even though we are limited in how we can talk about it—but I can only repeat the assurances I gave a moment ago: at the highest levels here in the UK, with the Prime Minister’s call to President Rouhani and the Foreign Secretary’s intervention, and through our ambassador’s interventions, we continue to call for access and the temporary furlough. We are doing all we can in our belief that this is the right way to handle this delicate situation. I do not think it would be appropriate or helpful, however, to deal with some of the hon. Gentleman’s questions.
There is no indication yet of any change in the attitude of the Iranian authorities towards Mrs Zaghari-Ratcliffe’s status, and we are having to work with what we have, but I can assure the hon. Gentleman that no conversation goes by at any senior level in which these issues are not raised. Our consular team handle this very carefully, and representations will continue to be made, but as I indicated, to deal with every single part of this would not be the appropriate way to help Mrs Zaghari-Ratcliffe and her families.

Commons ChamberYesterday, the Minister of State said that the Saudi blockade of Yemen did not breach international humanitarian law because it is intended to stop the smuggling of missiles to the Houthis. How does he respond then to the leaked briefing by the United Nations Panel of Experts on Yemen, which says that there is no evidence of such smuggling and that this is just another attempt by the Saudi coalition to justify obstructing the delivery of commodities that are essentially civilian in nature?
I do not agree with the conclusion—[Interruption.] No, I do not agree with that UN assessment. It is perfectly clear that weapons and weapons parts have been smuggled into Yemen, and have been used to fire against parties to the coalition. We are quite sure that that is the case. However, the point is not only to give some security to those who do not want to see such missiles pointed at their airports, but at the same time to ensure that the coalition partners realise that the restrictions being put on entry to ports may not assist them in dealing with all the smuggling they are concerned about, but will certainly damage the humanitarian situation and make it worse. That is what we are trying to persuade the coalition partners to relieve.

Commons ChamberI am standing in today for the shadow Foreign Secretary, who has a child in hospital.
As we discuss the human cost of one seemingly intractable conflict, I am sure that the whole House will join me in commemorating the 100th anniversary of the Battle of Cambrai. I was able to visit the tunnels under Arras—the Carrière Wellington—last Thursday afternoon and to salute the service of the Royal Tank Regiment, for whom this day rightly remains sacred.
I thank the Minister for advance sight of his statement. I will not address all the points he made at this stage, given that there may be another opportunity to do so later in today’s proceedings. For the time being, I wish to address the urgent matter of the escalating humanitarian crisis in Yemen, as he has done in his statement. On that point, the Minister has joined a long line of Foreign Office Ministers who have come to this House since 2015 and told us, time after time, that they are doing everything they can to tackle the humanitarian crisis in Yemen and to limit civilian casualties. Yet, time after time, whatever the Government’s good intentions, the humanitarian crisis keeps getting worse and the civilian death toll continues to rise ever higher. We now face a dramatic escalation of that crisis, with millions of lives in even more immediate danger. I am afraid that more good intentions on the part of the Government will simply not cut it this time. Instead, we need urgent action.
We are all familiar with recent developments, as summarised by the Minister. The Saudis have reacted with understandable anger to the Houthis’ firing of a ballistic missile at Riyadh—an act that all Labour Members unequivocally condemn, in the same way in which we have condemned all the thousands of Saudi air strikes against civilian targets inside Yemen. Following the Houthi missile strike, the Saudis strengthened their blockade of all rebel-held areas of Yemen. As a result, what little supplies there were—of food, medicine and other humanitarian goods—have now ground to a halt. Millions of children, who were already facing severe malnutrition, a cholera epidemic and an outbreak of diphtheria, have had their very last lifeline cut off.
Let me quote this weekend’s joint statement by the World Health Organisation, the World Food Programme and UNICEF. They say the tightening of the blockade
“is making an already catastrophic situation far worse.”
They say the supplies the Saudis are blocking
“are essential to staving off disease and starvation. Without them, untold thousands of innocent victims, among them many children, will die.”
They estimate that if nothing is done over the coming months, 150,000 already malnourished children could starve to death. They conclude:
“To deprive this many from the basic means of survival is an unconscionable act and a violation of humanitarian principles and law.”
The Minister has said that he shares those concerns and is urging the Saudis to open up humanitarian access, but at what point will he admit that that strategy is not working? At what point will he warn the Saudis that Britain will withdraw its support if they carry on with this blockade? And at what point do we say that this is no longer a question of diplomatic persuasion but a matter of international law?
International humanitarian law is clear, and Britain’s “Manual of the Law of Armed Conflict” is clear: the starvation of a civilian population cannot be used as a weapon of war. Let me quote specifically from the British manual:
“The…establishment of a blockade is prohibited if…the damage to the civilian population is… excessive in relation to the concrete and direct military advantage”.
It also states:
“If the civilian population…is inadequately provided with food and other objects essential for its survival, the blockading party must provide for free passage of such…essential supplies”.
So if the Saudis continue to enforce the blockade in its current form and deny humanitarian access, will it be the judgment of the Government that the Saudis are in breach of international humanitarian law? If so, will the Government suspend the sales of British arms that are being used to enforce that blockade?
The truth is that the Government have invested considerable political capital in their relationship with Saudi Arabia. They have championed Crown Prince Salman, the architect of the conflict in Yemen and the man who is calling the shots on the blockade. If that diplomatic strategy has been worth anything, now is the time to prove it. Now is the time for the Government to show that we can have influence and impact on the Saudis and to persuade them that, as a matter of urgency, they should open up the ports to humanitarian supplies and bring relief to the millions of children facing starvation and disease. If the Government cannot achieve that, it is time for them to change their approach.
I thank the hon. Gentleman for his comments, a large part of which I would not disagree with.
May I start by passing on the good wishes of all of us on the Government Benches to the right hon. Member for Islington South and Finsbury (Emily Thornberry)? We trust that all is well with her child. Secondly, I recognise what the hon. Gentleman said about the first world war battle. We all saw tweeted pictures of the tanks yesterday, which brought a glad smile to many hearts, so I thank him for reminding the House of that.
The hon. Gentleman was right to recognise, first, the frustrations in terms of the conflict. The actions to bring it to an end are not solely within the power of the UK Government; we have to work with partners to achieve that. I set out what we have been seeking to do ever since it became clear that the conflict would require political negotiation, and not a military solution, to bring the parties together and find an answer to something that has already taken too many lives.
This is very much about two sides. There is an awful lot of concentration on the Saudis and on the coalition, but very little attention is paid to the activities of the Houthis and their supporters, and to those who have been involved in human rights abuses on their side. It does take two sides.
The efforts that the United Kingdom has made, at the UN, through our ambassador in Yemen and through our work with the Quad and the Quint to try to bring this to an end have been significant, but I agree with the hon. Gentleman that our frustration is that this has not yet produced the end of the conflict, which is the only thing that will resolve the humanitarian issues we are talking about. I do not in any way quibble with the concerns that have been raised by agencies. I am in touch with the World Food Programme and others who have warned, as has Mark Lowcock of the Office for the Co-ordination of Humanitarian Affairs, of the severity of the problems to be faced if the restrictions are not eased.
I would challenge the hon. Gentleman and put a different complexion on his comments about what happens if the representations that we are continuing to make on the political solution do not work. We are pressing on these representations. We do not know what the answer will be, but we are making very clear the seriousness of the situation, as have other parties, and we expect and trust that there will be a change—there has to be.
I also challenge the hon. Gentleman in relation to international humanitarian law, which he says prevents starvation of civilians as a means or method of warfare. That is quite correct. The publicly made statement by the Saudis on their intent was that it is not to cause starvation but to ensure that missiles do not enter Yemen. To that extent, the solution still lies in the remarks I made in my statement. It is about a combination of two things. First, there is the support that those who wish to prevent missiles entering Yemen need in order to protect themselves, and that comes through the work being done by the UN and the coalition to try to secure the entry ports to make sure that there are no threats in the same way that there was to the airport in Riyadh. At the same time, it is vital to make sure that there is humanitarian access. We believe that concentrating on both those things will relieve the humanitarian situation while securing the safety of those who wish to protect their own people. We will continue to do that in addition to the work that we are continuing to do on the political negotiations that are the only solution to the conflict.

Commons ChamberAs the Government celebrated their victory in the High Court over arms sales to Saudi Arabia, the number of people affected by the cholera epidemic in Yemen passed 300,000. Humanitarian workers now face the agonising choice of whether to use their dwindling food supplies to feed those children suffering from malnutrition or those infected with cholera. In that context, will the Minister tell the House why the Saudi-led coalition continues to use British bombs to attack farms, food factories and water plants?
Yesterday’s court judgment was unequivocal in stating that the United Kingdom had fulfilled its obligations on controlling the arms trade. The work being done with the Kingdom of Saudi Arabia on its response to international humanitarian law was fundamental to that judgment. The situation in Yemen remains a humanitarian disaster. The United Kingdom is actively involved in seeking to do all it can. The cholera outbreak is currently claiming some 6,500 new cases every day. I am pleased that the Department for International Development is fully engaged and is trying to do all it can to mitigate these actions.
