The configuration of local health services is a matter for the local NHS. The Monkgate walk in service relocated to the emergency department at York Hospital in April 2012 as part of the development of an integrated urgent care centre staffed by multi-disciplinary team of medical and nursing staff to treat minor illness and injury. This followed a period of engagement with patients and the public and key stakeholders including the York Health Overview and Scrutiny Committee.

Mental Health Services: York

To ask the Secretary of State for Health, what progress has been made by NHS property services, the Vale of York Clinical Commissioning Group and the Leeds and York Partnership NHS Foundation Trust in preparing plans for the replacement of (a) Bootham Park Hospital and (b) Lime Trees in York; when he plans to make a public announcement about those plans; and if he will make a statement.

NHS Property Services is taking a leading role as the requirements for health facilities in York are established. Until the future is decided and to ensure that services can continue to be provided from the site, the Company is investing £1.3 million in Bootham Park and Cherry Tree House in order to improve the experience of patients.

Work has also recently been completed on a full refurbishment of Mill Lodge, which enabled child and adolescent mental health services to relocate there from Lime Trees in December 2014. As a result of the completed works, Mill Lodge now has sufficient capacity to provide local care for a number of young people closer to their homes than was previously possible.

In order to ensure the National Health Service makes the best use of its mental health estate in York for the long-term benefit of local people, the Company is working with the Vale of York Clinical Commissioning Group, Leeds and York Partnership NHS Foundation Trust and York City Council to develop a coherent, joined-up estates plan.

We look forward to updating the House on the progress being made later in the year.

The capital figures provided show the capital funding allocated to York City Council and its schools through all of the Department for Education’s capital programmes over the period requested. These figures include the formulaic capital allocations such as those for Basic Need and Capital Maintenance, and those for more targeted programmes such as the Primary Capital Programme and Building Schools for the Future.

Since the formation of the Education Funding Agency in April 2012 major efficiency savings have been made in the cost of building new schools. We have seen the cost of new schools cut by about 35% compared to schools procured under the Building Schools for the Future programme.

DFID continues to work with the Department of Health to keep the government’s approach to health systems strengthening under review. As set out in the government response to the International Development Committee’s report on Strengthening Health Systems in Developing Countries, DFID will develop a framework for the UK’s work on health systems strengthening that will include its approach to human resources for health and will be set in the context of the new post-2015 development goals.

The Care Quality Commission (CQC) is the independent regulator of health and adult social care in England. The CQC has advised that the information is not collected by 100,000 population, but has provided information on the number of complaints in the attached tables.

To ask the Secretary of State for Defence, when Boulogne Barracks, Catterick, was last used as accommodation for single servicemen and women; what the maximum number of personnel who could be accommodated in that barracks was at that time; and if he will make an estimate of how much the cost was of renovating that barracks for use as single living accommodation.

Bourlon Barracks still routinely provides accommodation for up to 112 personnel. It can accommodate up to 1,108 personnel but there are no plans to use other buildings within the Barracks for this purpose. There has, therefore, been no estimate of how much the cost of renovating Bourlon Barracks for use as Single Living Accommodation would be.

To ask the Secretary of State for Defence, how many (a) military personnel and (b) UK personnel there will be in the NATO training, advice and assistance mission in Afghanistan in 2015.

The recent signature of the US/Afghan Bilateral Security Agreement and NATO Status of Forces Agreement (SOFA) by the Afghan Government opened a new chapter for cooperation between Afghanistan and the international community. The SOFA provides the legal basis for the NATO follow-on mission to train, advise and assist the Afghan security forces from 2015.

We would expect to contribute a few hundred military personnel.
