There is a compelling case for Scotland to remain within the United Kingdom, which is what people voted for in 2014. There seems to be a remarkable short-sightedness about the length of a generation, which as I understood it was going to be the period before there was another vote. What we have done is what the British people voted for. The truth about the SNP is that whenever the people in the United Kingdom vote, they do not give the result the SNP wants, so the SNP goes off in a sulk and wants them to vote again and again and again in the hope that one day they might give the right answer. But life is not like that. We have had the referendum and it is all about proper opportunities. If the hon. Gentleman is so keen on Europe, just look at the spreads on bonds in the eurozone at the moment. Would he really want to be in an organisation that has that degree of fragility in its bond market?

I thank the Minister very much for his statement. Northern Ireland’s section on the dashboard should be incredibly simple. The Northern Ireland protocol has given the EU the final say without any elected input from Northern Ireland. I welcome the Minister’s statement today, but I would love to welcome the statement that allows Northern Ireland to operate as part of the United Kingdom in terms of our own legal place, so will he confirm the date for the withdrawal legislation, which I believe he is very eager to give but perhaps some of his colleagues are less so?

I was sorry not to see the hon. Gentleman in the Chamber earlier when we unveiled the shield to Sir Henry Wilson. I understand that he was, of course, in Westminster Hall, but it is about the only time I have ever been in this Chamber without his beady eye looking down upon me. He is, of course, right. We want the benefits for the whole of the United Kingdom, as the right hon. Member for East Antrim (Sammy Wilson) said, too. This is a United Kingdom activity. The whole of the United Kingdom left the European Union and we cannot allow Northern Ireland to be a satrapy of the EU.

Social Security (Additional Payments) Bill: Allocation of Time

Ordered,

That the following provisions shall apply to the proceedings on the Social Security (Additional Payments) Bill:

Timetable

(1)(a) Proceedings on Second Reading and in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall be taken at today’s sitting in accordance with this Order.

(b) Proceedings on Second Reading shall (so far as not previously concluded) be brought to a conclusion four hours after the commencement of proceedings on the Motion for this Order.

(c) Proceedings in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion six hours after the commencement of proceedings on the Motion for this Order.

Timing of proceedings and Questions to be put

(2) When the Bill has been read a second time:

(a) it shall, despite Standing Order No. 63 (Committal of bills not subject to a programme order), stand committed to a Committee of the whole House without any Question being put;

(b) proceedings on the Bill shall stand postponed while the Question is put, in accordance with Standing Order No. 52(1) (Money resolutions and ways and means resolutions in connection with bills), on any financial resolution relating to the Bill;

(c) on the conclusion of proceedings on any financial resolution relating to the Bill, proceedings on the Bill shall be resumed and the Speaker shall leave the Chair whether or not notice of an Instruction has been given.

(3)(a) On the conclusion of proceedings in Committee of the whole House, the Chair shall report the Bill to the House without putting any Question.

(b) If the Bill is reported with amendments, the House shall proceed to consider the Bill as amended without any Question being put.

(4) For the purpose of bringing any proceedings to a conclusion in accordance with paragraph (1), the Chair or Speaker shall forthwith put the following Questions in the same order as they would fall to be put if this Order did not apply:

(a) any Question already proposed from the chair;

(b) any Question necessary to bring to a decision a Question so proposed;

(c) the Question on any amendment, new Clause or new Schedule selected by the Chair or Speaker for separate decision;

(d) the Question on any amendment moved or Motion made by a Minister of the Crown;

(e) any other Question necessary for the disposal of the business to be concluded;

and shall not put any other questions, other than the question on any motion described in paragraph (11)(a) of this Order.

(5) On a Motion so made for a new Clause or a new Schedule, the Chair or Speaker shall put only the Question that the Clause or Schedule be added to the Bill.

(6) If two or more Questions would fall to be put under paragraph (4)(d) on successive amendments moved or Motions made by a Minister of the Crown, the Chair or Speaker shall instead put a single Question in relation to those amendments or Motions.

(7) If two or more Questions would fall to be put under paragraph (4)(e) in relation to successive provisions of the Bill, the Chair shall instead put a single Question in relation to those provisions, except that the Question shall be put separately on any Clause of or Schedule to the Bill which a Minister of the Crown has signified an intention to leave out.

Other proceedings

(8) Provision may be made for the taking and bringing to a conclusion of any other proceedings on the Bill.

Miscellaneous

(9) Standing Order No. 15(1) (Exempted business) shall apply to proceedings on the Bill.

(10) Standing Order No. 82 (Business Committee) shall not apply in relation to any proceedings to which this Order applies.

(11)(a) No Motion shall be made, except by a Minister of the Crown, to alter the order in which any proceedings on the Bill are taken, to recommit the Bill or to vary or supplement the provisions of this Order.

(b) No notice shall be required of such a Motion.

(c) Such a Motion may be considered forthwith without any Question being put; and any proceedings interrupted for that purpose shall be suspended accordingly.

(d) The Question on such a Motion shall be put forthwith; and any proceedings suspended under sub-paragraph (c) shall thereupon be resumed.

(e) Standing Order No. 15(1) (Exempted business) shall apply to proceedings on such a Motion.

(12)(a) No dilatory Motion shall be made in relation to proceedings to which this Order applies except by a Minister of the Crown.

(b) The Question on any such Motion shall be put forthwith.

(13)(a) The start of any debate under Standing Order No. 24 (Emergency debates) to be held on a day on which the Bill has been set down to be taken as an Order of the Day shall be postponed until the conclusion of any proceedings on that day to which this Order applies.

(b) Standing Order No. 15(1) (Exempted business) shall apply in respect of any such debate.

(14) Proceedings to which this Order applies shall not be interrupted under any Standing Order relating to the sittings of the House.

(15)(a) Any private business which has been set down for consideration at a time falling after the commencement of proceedings on this Order or on the Bill on a day on which the Bill has been set down to be taken as an Order of the Day shall, instead of being considered as provided by Standing Orders or by any Order of the House, be considered at the conclusion of the proceedings on the Bill on that day.

(b) Standing Order No. 15(1) (Exempted business) shall apply to the private business so far as necessary for the purpose of securing that the business may be considered for a period of three hours.—(Dr Coffey.)

The action that Labour proposes is a windfall tax to take up to £600 off people’s bills. As the hon. Lady knows, energy bills have gone up 54%, by an average of £693. With all respect, £150 just does not cut it.

Labour first proposed a windfall tax on 9 January, more than four months ago, and what was the first response from a Conservative Minister? It was to insist that a windfall tax would be unfair because Shell and BP were “struggling”. North sea oil and gas producers are making £32 million a day in unexpected profits. Meanwhile, parents trying to pay their bills are going without food so that their children do not miss meals—that is struggling. We now know that each and every day the Conservatives delay introducing a windfall tax, families and pensioners are forking out £53 million more in their energy bills.

Last night, my party supported the amendment relating to oil and gas that was moved by the right hon. Member for Doncaster North (Edward Miliband). The hon. Lady is right: there is a real need to protect our pensioners. This morning, a constituent told me that his brother, a pensioner, sleeps in a sleeping bag to keep warm; another pensioner tells me that she can turn the heating on in her house for only one hour a day. One way of helping our pensioners would be through the proposal that the hon. Lady refers to: a windfall tax on those who are making exorbitant profits.

I thank the hon. Member for speaking so powerfully about his constituents. After years of work and contribution to this country, a pensioner is sleeping in a sleeping bag to keep warm.

The Government got rid of the triple lock, and now they are refusing to implement a windfall tax. Every day, the case for Labour’s windfall tax gets stronger, while the Tory defence for refusing to act gets weaker and weaker, yet last night every single Conservative MP voted against a windfall tax for the third time. People can no longer afford to pay for the Government’s mistakes. The Government should put the national interest first and follow Labour’s advice. It is time to do the right thing; it is time to put the needs of people first; it is time to introduce a windfall tax to get bills down.

Will the Minister further outline whether he intends to level the fees between European partners and Commonwealth partners such as Canada to ensure that there is a level playing field for immigration? Is he aware that that would reduce the fees paid by Commonwealth spouses?

Such issues are for the Home Office, but an advantage of taking back control is that we can look at our relationships with other parts of the world, particularly the Commonwealth, which makes up a third of the world by population.

I thank my right hon. and learned Friend for that point. I expect nothing less from his forensic attention to detail. He highlights the inconsistency at the heart of the Opposition’s arguments. It reminds me of some of the amendments we had in the previous Parliament, when the Opposition wanted to us to give away our control about the process of leaving the European Union. That was constantly the approach they forced on the Government. That has actually ended up very well for us, because we now have a strong governing majority.

The response I have had from my constituents in Redditch since I have been fortunate enough to be returned to this place, and since I have been out and about on my travels speaking to them, is that people are just so happy that we can finally get this process concluded. I agree with the Opposition that we all need to now reach out across the House. We need to put the divisions behind us. I do not want to stand in this place and come across in a way that is taken to be—I am struggling to find the right word. What I want to say is that I want to find common ground. I think there is now common ground between the Government and the Opposition. We want to come together. There is a recognition that different positions were taken by voters, but we need to come together in the interests not only of Parliament, but the country and all our constituents.

I am very respectful of the hon. Lady’s position and the position of others in this House. However, when she refers to coming together, does she understand that we on the Unionist side of the House feel greatly threatened and disadvantaged by the agreement? What is being done to alleviate the concern of Unionists in this House about an agreement that basically puts us outside of the rest of the United Kingdom and under the control of the EU? How can that be right? Does the hon. Lady respect and understand—

Order. I think this is the moment when the Chair has to intervene just a little. I have given a lot of slack during the course of the afternoon. The hon. Gentleman is fully aware that a greater part of tomorrow will be devoted to matters relating to Northern Ireland and I do not wish to stray too far into matters that will be debated tomorrow. We have a minimum of four hours to debate a lot of clauses later this evening. If the hon. Lady is able to win some time for the House, and if other hon. Members are able to do so, we might manage to spend more time debating issues that I suspect a lot of people wish to discuss.

My hon. Friend speaks with great experience, and I know that he takes a very close interest in matters pertaining to Northern Ireland. He is absolutely right in respect of the single epidemiological zone that is the island of Ireland, pertaining to animal and plant health, but at the same time, I accept that there are concerns from a number of Members about what additional requirements will be needed. Those are valid concerns and we stand ready to work with them on those issues.

Fish landed by Northern Ireland and UK fishing boats going east to west and west to east will be subject to landing tariffs that will be paid before landing. That is the information in the paperwork that I have seen. The Secretary of State stated yesterday at the Northern Ireland Affairs Committee that the Government will ensure that tariffs will be covered. I remind the Minister gently, but firmly, that there is nothing whatsoever in the small details that I have seen—the same papers that he has—that refers to that. This will cost Northern Ireland fishermen from Portavogie, Ardglass and Kilkeel, and indeed, all fishing boats in the UK. This withdrawal deal is absolutely rubbish. I used the word “codswallop” before—that is what it is.

A moment ago, the right hon. Member for Belfast North (Nigel Dodds) raised the very correct point about the importance of the trade from Northern Ireland into GB, and how much more of that there was compared with trade from Northern Ireland into Ireland and the EU. The hon. Gentleman will be aware that, for those fishing vessels, as for other goods, there are no tariffs applied in terms of NI into GB, nor will there be any tariffs in terms of those who land their catch back into NI. We are dealing with a subset, which is where it goes into the EU.

I suspect that a point on which the hon. Lady and I could agree is that there is probably no level of analysis that is going to change her vote and her mind. As a former Treasury Minister, I am always aware —as I am sure the Chancellor himself would recognise—that it is indeed difficult to model a deal that was only done on Thursday, which cannot anticipate what changes the new EU Commission under new leadership will make, which does not set out what changes the UK will make in response to that, and which cannot second-guess what changes will happen in the wider world economy that will clearly have an impact on such an economic model.

The Secretary of State represents North East Cambridgeshire and is a member of the Conservative and Unionist party. I am a member of the Democratic Unionist party. A Unionist in Strangford at this moment in time is a second-class citizen by comparison with a Unionist in North East Cambridgeshire. Can the Secretary of State tell me why the Unionist people in Northern Ireland—my children, my grandchildren and their birthright—will be secondary to Unionists anywhere else across the United Kingdom? Does he not understand the angst, fear and annoyance of Unionists in Northern Ireland? We have been treated as second-class citizens in this deal and, as I see it, our opinion means nothing.

Members from across the House who have seen the assiduous nature of hon. Gentleman, particularly in Adjournment debates, will know that his constituents never get a second-class service from him. In the deal that the Prime Minister has negotiated, he has tried to operate in the same spirit that I know the hon. Gentleman does by ensuring that Northern Ireland remains part of the United Kingdom customs union and leaves whole and entire. As a consequence, the hon. Gentleman’s constituents, like mine in North East Cambridgeshire, will benefit from the great trade deals that I know the Secretary of State for International Trade intends to negotiate.

I thank my hon. Friend for her work with the “MPs for a Deal” group, which brings together MPs from across a number of political parties. I welcome her introduction of the political declaration, as getting that right will set the tone going forward from 1 November, after we have left on 31 October, and will form the basis of the future economic partnership and the first-in-class free trade agreement that most hon. Members want.

I thank the Minister for his response to our questions, and I wish him well in his job. Can he confirm that there is no intention to change the original position that the United Kingdom of Great Britain and Northern Ireland will take back control of our seas and our fisheries, enabling our fishing sector to grow and create jobs, and that we, the citizens of this great nation, will be in charge and in control?

To clarify, the Government have no plans to put in those checks. We clearly cannot compel the Irish Government to do or not do anything.

There has been much talk of a 10-mile buffer zone on the border. Can the Minister outline the stage that discussions are at as they pertain to where the Republic of Ireland intends to carry out its checks and in what form? The United Kingdom of Great Britain and Northern Ireland has said clearly that it will not put up any border controls at all, so how ironic is it that, in the event of a no deal, it will be the Republic of Ireland and the Taoiseach that will have to erect and man hard border controls?

In fact, the hon. Gentleman misreads part of the point of my amendment, which is not to prejudge whether or not the Prime Minister and this Government come back with a deal. I believe the Government are genuinely trying to get a deal, but it is perfectly possible either that they do not succeed, or—this would be the hon. Gentleman’s view—that they are not really trying that hard. In either of those events, my amendment would allow this House to vote on the deal that was put before this House previously. It would give everybody one more chance—the hon. Gentleman’s party says it is against no deal—a chance to vote for a deal. If, in that situation, the House were to say, “We don’t like this deal: it’s not good enough for us”, there could be no hiding from anyone in this country about why we had gone for no deal. It would be because this House failed the final opportunity to prevent that. I believe, in that situation, this is fair to everyone.

Surely, the withdrawal agreement was rejected on the three times that it came to the House, and the backstop was a clear issue on each of those three times. If that continues to be the case, would the hon. Gentleman still insist on pushing for a withdrawal agreement that insists on the backstop? Clearly, for us, the backstop has to be removed, and that is the opinion of the Prime Minister, and, I understand, this Government.

What recent discussions has the Minister had with the Irish Government regarding co-operation and security on the Irish border were we to leave the EU on WTO terms? Will he reassure the House that there will be no stop to the freedom of movement of people and goods across the Irish border?

The Government have regular meetings with international partners. Indeed, my colleague, Mr Walker—[Interruption.] I apologise, Mr Speaker, I mean my hon. Friend the Member for Worcester (Mr Walker). He will be joining others at the British-Irish Council to discuss those issues, and ensure that the concerns highlighted by the hon. Gentleman are addressed.
