The hon. Lady makes an important point. We have made good progress in the UK on reducing our use of antibiotics in agriculture. There have been notable successes in the poultry industry, and the pig sector is also making improvements. In our future agricultural policy, we want to support approaches to livestock husbandry that will enable us to reduce the use of antibiotics further and, as I said earlier, we will not compromise our food and animal welfare standards in pursuit of any trade deal.

Game is an important part of our food heritage, and it is a draw on menus across the UK and served in many establishments. Exports of game meat were worth £9 million in 2016 and £7 million in 2017. We have no specific plans to promote UK game meat, but we continue to raise the profile and reputation of UK food and drink overseas through the Food is GREAT campaign.

The Minister will be aware that the game sector is worth £114 million to the industry back home. I suspect he will also be aware that the European market, in particular in France, has decreased. Is he prepared to consider introducing and promoting game in the far east, especially in China, because that market is just crying out for game for people’s plates?

I regularly take part in trade delegations with the UK Government, and a couple of years ago I attended the Anuga food conference in Cologne, where there was a producer and exporter of UK game meat. I am happy to meet the hon. Gentleman and consider his proposals in this area.

The Church of England has put its entire assets at the disposal of the Government to help crack the problem of the not spots—that includes its churches, its schools and its land, where necessary. For example, we can beam a signal from a church spire to the brow of a hill—the land may belong to the Church—down into the next village, which does not have a signal, and thereby get coverage. Those assets are all bound up in this accord.

I thank the right hon. Lady for her responses. It is really good news that the Church of England is making its buildings available for this purpose. However, does she agree that it is equally important that historical artefacts, which can be displayed tremendously in small parishes in rural communities that have dedicated Royal British Legion facilities, could also be displayed in buildings owned by the Church of England across the whole of the United Kingdom of Great Britain and Northern Ireland?

This new accord on wi-fi and mobile coverage will make the churches a hot spot, not a not spot, in communities. That may well bring in people who want to have the benefit of a good signal and, by the way, to discover the wonderful heritage and artefacts that the churches offer. I should add that although this accord has been signed with the Church of England, the Government want to offer the same opportunity to other denominations, because the aim is universal coverage.

It thank the hon. Member for Ealing Central and Acton (Dr Huq) for introducing the debate.

The hon. Member for Gedling (Vernon Coaker) issued a challenge to the House to hold wildlife in trust for those who come after us. We all have that challenge in our hearts. We must try to do it. I recently saw a video making the rounds on social media of a baby rhino in South Africa lying by the side of its dead mother, seemingly crying—it looked like that on the video. Such things are an unfortunate reality in the world we live in, but what caused that death should not be. The mother’s horns had been ripped from her body. Stats sometimes bring things home to us, because they show the enormous scale of what is happening. Rhino poaching has increased between 2007 and 2013 by 7,700% from 13 per year to 1,004 per year. That is incredible. The significance and magnitude of the figures cannot be stressed enough.

I was interested to hear about the hidden talents of the hon. Member for Stirling (Stephen Kerr) on the bagpipes. I would not have known. I am fond of the bagpipes, by the way. I love them, and they are very much part of life and tradition in Northern Ireland. Perhaps one day we will have the hon. Gentleman over to entertain us—12 July would be the day to come, but that is by the way.

The illegal wildlife trade is worth more than £15 billion a year. It is the fourth most lucrative illicit trade in the world after drugs, weapons and human trafficking. The very thought makes me ill. I have had a surprising number of emails from constituents about the debate. The more I have looked into the facts and figures, the more I have seen that, while we clearly have taken steps, we are not doing enough. We should be stepping out on the world stage, playing a greater role on behalf of those we could help, and bringing about the end of a vile trade.

I firmly concur with the aims and goals of the Worldwide Fund for Nature with respect to the end of illegal trade in animals: we must be clear, first, about adopting

“zero tolerance policy on corruption associated with the illegal wildlife trade, recognising with great concern that corruption is an important factor facilitating the criminal activities associated with the illegal wildlife trade.”

Secondly, we must urge countries where poaching, trafficking and buying take place to commit to supporting strategies that deepen understanding of corruption risks, and mitigation strategies to address the corruption that makes the illegal wildlife trade possible. We must review progress on existing high-level commitments such as those made in the London declaration of 2014 and the Kasane statement of 2015. We have made lots of statements and verbal commitments, but we need something that stops what is happening. We need to address the problem of corruption facilitating wildlife trafficking and related offences by reviewing or amending legislation as necessary, and criminalising the corruption that facilitates the trade. We should strengthen the legal framework and facilitate law enforcement to combat the illegal wildlife trade and assist with prosecution and the imposition of penalties that are an effective deterrent.

The illegal wildlife trade is made possible by corruption, and it fuels further corruption. Only if we tackle corruption can we eliminate the trade. The hon. Member for Richmond Park (Zac Goldsmith) in an intervention mentioned steps taken by China, which I hope make a difference. China sometimes says it will do something, but ivory trading seems to continue. Let us see how that works. Corruption can take place at every stage of the chain—poaching, trafficking, trading and laundering of the illegal proceeds of crime. It can be at the highest level, sanctioned for individual gain.

I had the pleasure of going on a half-day on safari in Kenya, with the armed forces parliamentary scheme. It was an opportunity for me to watch some of the creatures that God created. They must have been looking at me, as I had a white shirt on—of all the things to wear on safari. The sheer power of the lions, the beauty of the giraffes and the intelligence of the elephants is something that remains with me to this day. I thank my creator, God, who made wonders for our enjoyment—certainly not for our abuse or for the illegal animal trade. That is an abuse of God’s creation. Lions are being hunted for the thrill of the ride and as a trophy, and elephants for their ivory, with more than 100,000 killed by poachers between 2010 and 2012. Twenty thousand elephants are killed every year for the illegal ivory trade. The numbers suggest that, in the two months since the closure of the consultation at the end of December, approximately 8,300 elephants have been slaughtered, not for meat or to feed starving families, but to decorate people’s houses with ivory. That is not acceptable.

As hon. Members have said, we need to stifle the demand and end corruption and illegal killing. What help can the Minister give to countries that are trying to stop illegal poaching? The training and equipping of rangers is perhaps the sort of help needed on the ground.

A staggering quantity of illegal wildlife trade happens online, so one way to deal with demand would be to tackle that trade online. Will the hon. Gentleman join me in paying tribute and offering huge thanks to organisations such as the International Fund for Animal Welfare that have done so much to persuade big online retailers to weed illegal wildlife trade out of the way they do business? Taobao, Alibaba and eBay have massively changed their policies as a consequence of campaigning by groups such as IFAW. We all owe them a debt of gratitude.

It is my belief that we need to introduce legislation quickly to play our part in reducing the number of animals killed by poachers, and ensuring that narwhal, walrus and hippopotamus ivory will not be used as replacements so that those animals become next in the firing line. We must end the trade. We can up our game and do a better job of playing our part. That can begin today, with this debate. Let us set the scene. I ask the Minister and her Department to take heed and urgently implement the steps to legislation.

Thank you, Mrs Moon; it is a pleasure to serve under your chairmanship. I congratulate the hon. Member for Ealing Central and Acton (Dr Huq) on securing this important debate on the anti-corruption strategy and the illegal wildlife trade. I welcome the debate, which is timely because we are preparing for the illegal wildlife trade conference in London in October, as the hon. Member for Stroud (Dr Drew) pointed out.

The UK Government’s anti-corruption strategy was published in December. It provides an ambitious framework for tackling corruption to 2022 and includes significant international and domestic commitments. The strategy describes the illegal wildlife trade as the fourth most lucrative trans-boundary crime, with an estimated value of up to £17 billion a year. We recognise that it damages economic growth and undermines state institutions and the rule of law. It relies on and exacerbates corruption, cultivating discontent and undermining security. Seizures of illegally traded species have been recorded in 120 countries and include approximately 7,000 species.

I am very conscious that the illegal wildlife trade threatens some of the world’s most iconic species, such as elephants and rhinos, with extinction, but it is not just those majestic animals that are threatened; birds, flora and invertebrates are also among the thousands of species at risk from illegal trade. For example, tropical hardwoods are illegally felled and shipped around the world, with impacts on forest fauna, water quality, medicines and building materials for local people.

CITES—the convention on international trade in endangered species of wild fauna and flora—protects more than 35,000 species. The UK is fully committed to its obligations under CITES to act against unsustainable trade that threatens the survival of species in the wild. We are pressing ahead with activities inspired by the aims of CITES to ensure the sustainability of legal trade in wild flora and fauna and to protect species ranging from lions and goshawks to cacti, coral and rare orchids.

The UK chairs the CITES working group on proposals to combat illegal killing and trafficking of rhinos. We take an active role in the implementation and development of CITES controls and are actively involved in working groups on species ranging from great apes to sharks. Our aim is to ensure that the international trade in specimens of wild animals and plants does not threaten their survival.

International trade in hunting trophies is controlled under CITES. Although there are examples of negative effects from big game hunting caused by poor or inappropriate management, scientific evidence shows that in certain limited and rigorously controlled cases, trophy and big game hunting can be an effective conservation tool, supporting local livelihoods and attracting revenue for other conservation activities. That was confirmed in the report that was prepared for the Government by Oxford University. That said, we will continue to look very carefully at big game imports, to ensure that they do not impact on the sustainability of endangered species in the country of origin.

The UK anti-corruption strategy recognises that countering the illegal wildlife trade requires concerted multilateral action to raise awareness, eradicate markets, strengthen legal frameworks, strengthen law enforcement and—critically—promote alternative livelihoods. While I in no way excuse such activity, if somebody can earn in one night what it would otherwise take them five years to earn, one might understand why people commit these crimes. However, there is no excuse for doing so. We are working with global partners, including the G20 and UN, to achieve the aims that I have outlined.

Progress is being made. UN resolutions, co-sponsored by the UK, recognise the links between IWT and corruption. In 2015, the UN General Assembly called upon member states for the first time

“to prohibit, prevent and counter any form of corruption that facilitates illicit trafficking in wildlife and wildlife products.”

Last year the UK worked successfully with Germany’s G20 presidency to agree high-level principles on combating corruption related to the illegal trade in wildlife and wildlife products.

The UK has shown global leadership in tackling IWT, and I thank right hon. Members and hon. Members for their generous comments about that. We hosted the first, groundbreaking London conference in 2014, which secured ambitious agreements from more than 40 Governments to take urgent, co-ordinated action and was hailed as a turning point in global efforts to tackle these damaging activities. We also played a leading role in the subsequent conferences in Botswana and Vietnam.

Previous conferences have achieved an international consensus against IWT, but we recognise that there is more to do. The levels of poaching of many species remain unsustainably high and, as has already been pointed out, organised criminal networks continue to benefit from the proceeds of IWT. That is why urgent, united action by the international community remains vital.

Our work on IWT fits within the four strategic pillars that were agreed at the first conference in London in 2014: eradicating the market for illegal wildlife products; ensuring effective legal frameworks and deterrents; strengthening law enforcement; and providing sustainable livelihoods and economic development. These four pillars are well established and are used globally to focus on IWT.

To help to reaffirm political commitment, we are bringing global leaders back to London this October for another conference. I understand that the invitations have gone out and we want to welcome people from around the world, so that we can come together to focus on tangible outcomes for delivery. In particular, we intend to focus on law enforcement and tackling the corruption that facilitates IWT. The conference will recognise IWT as a serious organised crime that affects people as well as animals, and it will harness the power of the private sector, non-government organisations, academia and technology to strengthen global action.

To support our global leadership on tackling IWT, the UK Government are investing £26 million in practical action around the world to reduce demand, strengthen enforcement, ensure effective legal frameworks and develop sustainable livelihoods for affected communities. We are providing funding to Interpol to expand its work on tracking and intercepting illegal shipments of ivory, rhino horn and other illegal wildlife products.

Also, the four-year Waylay II project starts this year. It will improve awareness and understanding of advanced investigative techniques in Kenya, Uganda, Singapore, Vietnam and China. We have funded the British military to provide tracker training for park rangers in African states. We have also worked with China to deliver joint training to African border forces, and we have committed up to £4 million to the International Consortium on Combating Wildlife Crime—Interpol is one of the five organisations involved in the ICCWC—to help to strengthen criminal justice systems and co-ordinate support at regional, national and international levels to combat wildlife and forest crime. We have already paid £1.6 million of that money this month.

The Minister has touched on this, but I asked in my contribution what help was being given towards training and equipping the rangers. Can she confirm that she has been able to help with that?

I have already pointed out that we have funded the British military to provide tracker training. I attended a project in South Africa, where we have worked with an organisation involving the Tusk Trust to increase anti-poacher training and the techniques to do that. More than one Member has asked about this, but we are investigating, as the 25-year environment plan said, the feasibility of a more established poaching taskforce. Just last week, I was in France speaking to my opposite number and we will explore options together. This work does not need to solely involve the UK Government or the British military; there should be a collective effort to extend it.

The Crown Prosecution Service has worked with officials in key states such as Kenya and Tanzania to share its expertise and to help to strengthen the enforcement activities in those countries. Part of the UK Government’s funding is the Department for Environment, Food and Rural Affairs’ IWT Challenge Fund. It funds 47 projects around the world and has a value of just over £14 million.

Those projects include training of rangers, border force agents and prosecutors; campaigns to reduce the demand for products in key markets; supporting legislative reform; and helping communities to manage their wildlife and benefit from it, for example through tourism. It also funds projects aimed at tackling corruption, by engaging with Governments, enforcement agencies and the private sector. There is also mapping of one area, as the hon. Member for Ealing Central and Acton referred to. The next round of the IWT Challenge Fund is expected to open for applications later this year. I am sure that we will welcome any new projects, and I hope to announce the successful applicants to round four of the fund later this spring.

We are also strengthening action against IWT at home. We have consulted on proposals to introduce a total ban on UK sales of ivory, with narrowly defined and carefully targeted exemptions. It was welcome that we received more than 70,000 responses, with overwhelming support for a ban. A response to the consultation will be published shortly.

I know that hon. Members often ask, “What is ‘shortly’? When will it happen?” We want to ensure that any ban we propose will be effective and will not be open to legal challenge. That is why we need to go through, very carefully, every representation that has been made to us. If we did not do that, we would be subject to legal challenge, which could derail the legislation that is already being drafted on some of the big items, where there is no dispute about what we want to take forward. I can assure the Chamber that officials and lawyers are already actively working on this issue.

It is a pleasure to speak in this debate under your authority, Mr Paisley. I did not expect to be called first. I was hoping for more than four minutes, but that is by the bye; I will work to your guidelines.

I thank the hon. Member for North Cornwall (Scott Mann) for initiating the debate and giving this chance to those of us who represent constituencies where fishing is important. I know that every fifth word in this place seems to be “Brexit”. That term was unknown five years ago, but now the very state of the UK depends on the success of Brexit and the negotiating team. That is one job that I would not want to have, and I thank those who are so diligently putting in the work to make the exit from the EU as smooth and rewarding as possible. I look forward to the Minister’s contribution today. I know that it will be very positive, as it always is. Who would have thought when we joined what was purported to be no more than a trade and customs group that we would be in this position today? The lesson is clear: sovereignty is easy to let slip through our fingers, but infinitely harder to regain.

One of the industries that have been worst affected by a biased Europe is fishing. I had in my area a tremendous working fishing village in Portavogie, with two fish-producing factories and 120 boats. That is now down to 70. Why did that happen? Because of the European bureaucracy imposing quotas and days at sea—all the things that made fishing not work. At the same time, the Irish sea abounds with cod, yet all the scientists in Brussels, who never get off a warm seat, have the audacity to tell us that there is no cod there when there clearly is. The people who know that are the people who fish the sea. There are, therefore, very big issues to address.

When the nation voted to leave, the fishermen rejoiced. Indeed, every man, woman and unborn child in Portavogie voted to leave, because there was no doubt that that was what they wanted to happen. Nobody in Portavogie wanted to stay in Europe, and my constituency clearly reflected that opinion because a majority voted to leave. Our seas will be ours again. We will be able to thrive. We can pass our trade on to our families. We can hire the wonderful Filipino fishermen, who so greatly enhance our crews with their skill, dedication and commitment to our community, without the impossible red tape that forces us to take on European workers who do not have the same skill set or mindset. We can sell our products to our people at decent, affordable prices, which will benefit the restaurants and the consumers alike. However, the March 2019 deadline is striding towards us, and as yet our fishermen have none of the certainty that they crave and, indeed, deserve. Again, we look to the Minister for some confirmation in that regard.

I, along with many others in the Chamber, have seen the letter sent to the Prime Minister by the Cornish Fish Producers Organisation. The letter clearly outlines the needs of the fishing community and the villages and towns that rely on that community. It is crystal clear about the need for an immediate red line around our waters and the ability for fishermen to be just that: men who fish, and women who fish, without being used as political pawns. I for one do not see the families of Portavogie and surrounding areas or the families of Kilkeel or Ardglass as expendable. I see them as people who voted to leave, along with the majority of the United Kingdom, and who therefore deserve to leave at the same time as everyone else, in March 2019. No one has been fooled by the most recent Brussels fishing convention, which saw our quota increase, just in the last year. The fact is that Europe puts the true Europeans first. We are leaving and we are looking forward to the day when we do just that.

I am standing in this Chamber today to say that we cannot give a sop to the Europeans. For too long, they have controlled British waters with anti-British policies. That must end in March 2019. Would that it could end in March 2018. Boy, that would be an even bigger day. The cries of joy and relief would be heard from the most easterly port of Ballyhalbert right across the Irish sea to the coast of Scotland, where the Scottish nationalists would also want to take note of the message that was coming through very clearly. Their fishing communities would be echoing those cries.

Fishing is not a sop; it has been the lifeblood of coastal communities and other, supplementary industries and it has the potential to be so again. We must extricate ourselves from the EU muddle and do what is right. Leave means leave now, and that is exactly what we are demanding of the Minister.

My hon. Friend makes an excellent point. Water UK’s initiative is wholly welcome. The idea of a nationwide network of refill stations is absolutely right. The decline of public water fountains marked a deeply regrettable trend, so I am glad that they are making a comeback.

Some 480 billion plastic bottles were sold globally in 2016. If we want to address one of the key issues, it has to be plastic bottles. What discussions has the Secretary of State had with the companies to reduce the number of bottles or to have them reused—whatever the case may be?

We have discussed with industry bodies representing a variety of manufacturers and with retailers everything that we can do to reduce such use. The hon. Gentleman is absolutely right. The world’s conscience has been awoken to the scourge of plastic in our oceans by the crusading work of documentary makers such as David Attenborough, and also by an increasing awareness of how important it is that we tread more lightly on our planet. The leadership that the hon. Gentleman has been showing in Northern Ireland is exemplary.

We are doing our very best. On 31 December, I was encouraged to read in The Sunday Times that a Home Office spokesman had told that newspaper that the Bill had been “signed off”. I hope that might mean that the Government will give the Bill time when it comes here from the Lords, as I am sure it will. We all want this to happen. It would put an end to an anachronism, and we would all cheer that. Many mothers who have weddings in the offing would like this change to happen in time for their children’s marriages.

In a society where marriage break-ups and relationship breakdowns happen daily, we welcome the right hon. Lady’s assertion that it is now time to include the mother’s details on the marriage certificate. Will she outline a legal timescale for that, and say when it might be completed?

As things stand, an identical private Member’s Bill is being introduced in both Houses—that is a pincer movement to try to make this happen. This is only the fifth time that the House has attempted to get this important change to a law that dates back to 1853. If the Government were to give the Bill time in the House, that would speed up that change to the law. I hope that the statement from the Home Office on new year’s eve has some substance behind it, and that the Bill will soon be given time in the House.

The Chair of the Environment, Food and Rural Affairs Committee makes an excellent point—I know that the Committee is currently conducting an inquiry into the impact of leaving the European Union on food standards overall. Critical to high food standards is the viability and improved productivity of our farmers who do such a wonderful job.

The Northern Ireland Assembly has passed more stringent legislation on animal cruelty than the UK mainland. What discussions has the Secretary of State’s Department had with the Northern Ireland Assembly about bringing similar measures into operation in England and Wales?

When answering that question on previous occasions, I have given examples of how churches reach out to the surrounding community so that the thought of getting married is not intimidating. It does not need to be expensive, either—getting married in church is probably the least part of what it actually costs to put on a wedding. I can point the hon. Gentleman towards our materials to encourage people to get married in church.

Given that 25% of households are single-parent households, and that 90% of those are mother-led households, does the right hon. Lady agree that the marriage certificate must take into account that large section of people who are overlooked, yet in real life watch over everything in the home?

The hon. Gentleman makes a very important point, which really came out in the Westminster Hall debate that I secured. A number of hon. Members who are themselves the children of a single parent—in most cases, the mother—were really disappointed to find out at the moment they got married that their mum, who had done everything possible to bring them up, was not, under existing law, able to sign the certificate as the parent. That is a very strong reason why the situation needs to change.

Yesterday my colleague the hon. Member for Upper Bann (David Simpson) and the former Minister for Department of Agriculture, Environment and Rural Affairs in Northern Ireland met the Minister to discuss the forthcoming meetings. It is always good to see the Minister in his place; he is a friend of the fishermen and there is no better person to speak on our behalf in this Chamber.

The National Federation of Fishermen’s Organisations has a five-step plan. I do not have time to go into that in detail, but the federation mentions in its brief:

“A house divided amongst itself will fall.”

This House today is united: all parties and Members are working together behind our Minister.

While the devolution of fishing is necessary for the fine-tuning of everyday issues, there is also a wish among the industry for pragmatism and, where appropriate, maintaining a United Kingdom-wide policy framework, particularly on licensing and the trade of quota. It does not serve the Northern Ireland, Scottish, English or Welsh fishing industries well when barriers in the form of temporary moratoriums are erected around the transfer of quota units within the United Kingdom or restrictions are placed on the port of registration of licensing administration.

A confusing picture is emanating from Ireland, typified by evidence provided by Irish fishing industry representatives to the Irish Parliament’s Brexit Committee during a hearing on 24 January 2017. During that session, contributors stated that up to 70% of mackerel and nephrops annually caught by Ireland’s fishing fleet was taken from UK waters. It seems it was all right for them and other EU fishermen to draw a blank fisheries cheque from UK waters, but not for others to draw such cheques from Irish waters. I put that marker down, to go on the record in Hansard.

Northern Ireland fishermen are looking east to the rest of the UK for their future, not to the south, and certainly not to the EU. They expect that the wrongs imposed on them by the common fisheries policy, typified by the application of The Hague preference quota regime, will be righted. For our fishermen, removal of the preference is a red line.

It may be convenient for the Irish Government to blame the UK’s withdrawal from this convention as a reason for not progressing their Sea-Fisheries (Amendment) Bill, but the fact is that their minds were made up beforehand to erect a hard border against fishermen from Northern Ireland, as a tactic to secure future access arrangements for the Irish fleet to British waters, on which, as mentioned, they heavily depend. It is with regret that we conclude the time has come to withdraw from the voisinage agreement, and we urge the Minister to act on this matter soon.

The Minister is well-versed on the issues surrounding the need for non-UK crew. The Department for Communities in Northern Ireland ran a recruitment drive for 150 crew for local fishing vessels. There were 30 expressions of interest in the positions from across the EU. Some 19 candidates were invited to interview, and only six attended for interview, with five of them being offered positions after sea survival training. So 145 places are left in Northern Ireland. I commend the hon. Members for Argyll and Bute (Brendan O’Hara) and for Banff and Buchan (David Duguid), who have spoken on this matter. The process we have is not working, and we need to do more on this.

I ask the Minister also to remember the long-term cod management plan and ensure that the sea cod TAC is kept for us and increased across Northern Ireland. I also stress the importance of nephrops to my constituency of Strangford and the villages and fishermen of Portavogie, Ardglass and Kilkeel.

These are key stocks for Northern Ireland, as well as the Minister’s constituents in the south-west of England, yet it seems that, against a background of much better news from the Irish sea, the European Commission continues to find something to create discontent and upset. This kind of arm-twisting is unacceptable. There will be a better future for our fishermen, and the December 2017 Agriculture and Fisheries Council should offer a first step in that direction.

I congratulate my hon. Friend the Member for South East Cornwall (Mrs Murray) on securing this debate and on giving us the opportunity to talk about Cornwall. I extend the invitation much further than east Cornwall, right down to west Cornwall and the Isles of Scilly, which are darker still in lots of ways.

Cornwall is already one of the darkest areas in England. It is well documented that becoming a dark skies reserve has positive effects, including energy reduction and a boost to tourism. It also improves wellbeing—first, for mankind, as it is proven that people sleep better under dark skies, and secondly, for migrating birds, nocturnal animals and mammals. My constituency, like much of Cornwall, has a track record of caring for the environment and wildlife. An example we are proud of is the seabird recovery project on Scilly, where we have supported and increased the population of the Manx shearwater, of which I am a species champion, and other seabirds by getting rid of rats and litter. That is one example of our commitment to create the best possible environment for wildlife and nature.

What interests me most about the dark skies status proposal is the west Cornwall and Isles of Scilly initiative, which will create a protected area from Bishop’s rock, 45 km of the south-western tip of Cornwall, right through to the Hayle river, covering the Isles of Scilly and most of what we know as west Penwith. The Lizard peninsular is also in my constituency but is not included in the current proposal for dark skies reserve status, for understandable reasons—there are a couple of rather large towns between Lizard and west Penwith. However, I intend to do what I can to explore that ambition for the good people of the Lizard peninsular.

I am grateful for this debate, because this is a once-in-a-lifetime opportunity. We already live in an unspoiled dark skies area down in the far south-west; we just do not have official recognition.

I congratulate the hon. Member for South East Cornwall (Mrs Murray) on securing this debate. I want to give an example of something that has happened elsewhere that is similar to what she is trying to achieve. When I saw that this issue was in Westminster Hall for debate, right away I thought of the Wild Atlantic Way, which is something we have done in Northern Ireland with Tourism Ireland. We have promoted the tourism qualities while preserving the rocks, the coastline, the birds and everything else. We have sold it across the world and in the USA. A large number of visitors come not just to the Wild Atlantic Way but to the whole of Ireland and Northern Ireland. It is a marvellous thing. If she gets the status, she will get the visitors.

I thank the hon. Gentleman for that intervention. If he is offering an opportunity to take some of those American tourists from Ireland to west Cornwall, I would be absolutely delighted.

We live in an unspoiled dark area, so achieving the status would not necessarily require significant changes to light pollution levels today. The many people who are working hard to achieve the dark skies reserve, including my hon. Friend the Member for South East Cornwall and others in west Cornwall, are seeking to preserve and protect the current situation for future generations, but there are plans to build 19,000 new homes in Cornwall and carry out a number of road and other infrastructure projects. That is why it is so important that we secure dark skies status—it is a once-in-a-lifetime opportunity.

In February, I supported the efforts to achieve dark skies status with a constituency-wide survey. Over 95% of those who responded supported the ambition of the dark skies initiative and the work that the working group is doing, as does the Campaign to Protect Rural England, Exeter University, which delivers education in parts of Cornwall, the National Trust, Penwith Landscape Partnership, the Isles of Scilly Wildlife Trust, the Council of the Isles of Scilly, the Duchy of Cornwall, Cornwall Council and the diocese of Truro. A couple of names have been mentioned. I would like to mention Kevin Hughes, a constituent of mine, who been a long-time avid campaigner to deliver dark skies designation in west Cornwall and Scilly. Together, we are united to keep Cornwall and the Isles of Scilly special.

When we secure dark skies reserve status, we will further improve our offer to tourists and our care for the environment and wildlife habitats, and we will lead the way in striking the balance and finding the harmony needed not by resisting house building but by ensuring that the built environment complements the largely unspoiled beauty of the county of Cornwall and the Isles of Scilly. That is what exercises the minds and energies of large numbers of Cornish residents.

When preparing for this debate, I was sent some fantastic images of the skies above Cornwall at night. It is regrettable that I cannot share them in the Chamber, but hon. Members can view them, along with the 9,805 people who have already done so, on the Dark Skies for West Cornwall and the Isles of Scilly Facebook page.

My hon. Friend is absolutely right. Central Government and local authorities are effectively contributing to the cost—there is a contribution from the taxpayer through central Government—but there is a burden on individual landowners and a requirement for them to clear up the land, and they get absolutely no contribution towards doing that. This is absolutely something that we need to look at because, as he says, it is not fair. What we want is, in the Government’s words, for the polluter to pay. It seems to me that the victims are paying, not the polluters. Fly-tipping is definitely on the increase. Most of it involves household waste, and to be fair, most of it is tipped on the highway, but an increasing amount is tipped on farmland and in woodland.

I thank the hon. Lady for giving way; I have sought her permission to intervene on her. The role of local councils is an important one, and it is positive when they encourage people to recycle. Does she agree that they must always ensure that there is an avenue for people to dispose of their waste in recycling centres, because if there is not, they may be tempted to do something illegal, if only because it is handy to do so?

The hon. Gentleman is absolutely right. There is a real challenge to incentivise people in this regard, and we need to use carrots rather than sticks to ensure that they dispose of their waste carefully and responsibly.

Clearly, we should recognise the environmental damage that waste causes. It is absolutely right that we as a country have taken on board the European waste framework directive, which led to our Environmental Protection Act 1990. The legislation rightly dictated that we should reduce landfill and increase recycling, but there is a cost to that. The challenge is to determine who should bear that cost.

I beg to move,

That this House has considered the UK’s role in the degradation of the marine environment.

It is a pleasure to be given the opportunity to lead a debate on this issue. I do not think that I have secured a Westminster Hall debate for two or three months. It is a great pleasure to secure one on this particular subject. I do not know whether anyone in Westminster Hall today thinks I am a latecomer to the subject, but when I was a very young lecturer at Swansea University I had the privilege of listening to a distinguished professor, Ernst Schumacher, just after he published a book called “Small is Beautiful”, and being introduced—as a traditionally trained LSE economist—to the notion of sustainable development and sustainable economies rooted in small, local communities. That started me on a lifetime of social enterprise and a lot of enterprises that were about the environment and sustainability.

Therefore, I am not a latecomer. I have not just read The Times 2 section, which, rather serendipitously, today is all about the plastic found in our marine environment, or just been influenced by that wonderful—what do we call him?—“saint of the environment”, David Attenborough; I saw “Blue Planet II” last night. He has become very much associated not only with such wonderful research but with wise advice, based on the research and good evidence about the dangers to the planet in general and to the marine environment in particular.

So I am not a Johnny-come-lately. Indeed, I was a founding member of Friends of the Earth in the United Kingdom. Many years ago, I started a group called the Socialist Environment and Resources Association, or SERA, a left-wing environmental organisation. On environmental urban mines, we believed that, instead of digging holes in the Earth’s crust and taking out virgin material, we should recycle and reuse material, including the waste that flows from towns and cities. I say that just to prove that I have some interest in and a record over the years of involvement in these subjects, and the desire, as a social entrepreneur, to do something about those issues in communities, both national and local.

The fact is that our marine environment is at risk, in a way that we have not previously thought it was at risk. I woke up to the issue a couple of years ago. I suppose I always knew how bad the marine environment was becoming. We had all heard of these vast islands of floating, semi-submerged plastic, which nobody knew how to deal with or tackle and which were getting bigger. The Environmental Audit Committee has done excellent work recently on microbeads. So I was conscious of the impact of that. I was also interested in recycling, what we did with waste and where waste ended up, as well as sustainability. All that came together, I suppose, when I reread an old favourite of mine by the man who created the term “the dismal science” for economics. Thomas Malthus predicted that, eventually, the population would outgrow the food supply and that we would all perish, unless two wonderful things happened—war or pestilence. That was Malthus’s way of suggesting that there would be a natural ability of the economy and society to renew themselves as we ran out of food.

The old counter-argument to Malthus was that human beings were clever, innovative and creative. They would discover new forms of science, applied science and engineering. Agriculture would become highly sophisticated in how it treated the land and grew crops, and we would become so much more productive.

The critics of Malthus were absolutely right, but the fact is that, although humans are creative, clever and innovative, they are also greedy, careless and exploitative. That is the truth. I said to one of my staff yesterday, “It’s not the sort of thing you run round your constituency saying to your constituents”. I do not pick on the British people particularly, but humans are clever, careless and exploitative, and they are in danger—one species—of destroying this planet through climate change and global warming and what we are doing to the oceans of the world, let alone what we have done to the poor species that we have shot, eaten, killed and driven into extinction.

I thank the hon. Gentleman for giving way; I had asked him before the debate if he would take an intervention. Does he agree that it is not only essential that we preserve and protect our marine environment but that fishermen are not prevented from sustainable fishing in areas that they know? Does he agree that science has proven to be fully capable of handling sensible fishing, as was done through the common fisheries policy? Does he realise that there are many who can sustain a business and that fishing is one of them, and that the environment will not be harmed by it?

The hon. Gentleman is absolutely right to bring up the issue of fishing. With your permission, Mr Owen, I will come back to fishing a little later, including that specific point. Of course there are better ways and worse ways of fishing. When we have Department of Environment, Food and Rural Affairs questions, if anyone mentions bottom-scraping, everyone giggles, but the fact is that there are ships that do scrape the bottom of the ocean, taking everything. That is a savage and unacceptable form of fishing.

The hon. Gentleman is absolutely right; I agree with every word he says. I will also put that issue on the backburner for a moment, because I want to talk about how we move forward. Anyone who saw the last David Attenborough film knows that it offered one little chink of light. Viewers get to the stage where they are feeling quite suicidal about the future of the marine environment, and then suddenly David Attenborough mentions that, actually, there is some possibility of the oceans renewing themselves in some areas, although not as well as we might hope.

Let me talk about the purpose of this debate. There has been a slow awakening to the peril the marine environment is in, but now is the time that we must act. David Attenborough says that we have 50 years to save ourselves, but I think that he is being generous. I think that we have to act much more quickly and decisively, and have the right kind of organisations. I am afraid that the only political things that I will be saying today are about what I believe to be the real strengths of the European Union over a number of years in helping us to co-operate across nations to tackle some of the great problems of the environment.

I remember meeting Surfers Against Sewage in my early days in the House. Mr Owen, you will remember what the seas around Swansea were like a few years ago. They were full of sewage—dreadful conditions. So many of our coastal towns used to pump sewage, in a pipe, out into the sea and, of course, back it would come. There has been a remarkable change because of European regulation on discharge to the sea. We rapidly cleaned up our seas and beaches, and also those right across Europe, so that when holidaying there we would know how clean the environment was; there is a standard and a system of flags.

I also remember the tiny amount of recycling that was done in our country in my early days in the House. Local authorities were at 14% recycling. The rates across the country have since zoomed up. Why? Because we took on board European regulations that meant the payment of a levy on any waste that was put in a hole in the ground. What a society we used to be, not long ago, putting all our waste product in holes in the ground. It is still there—a great treachery, a misspent youth. For 150 years, going back to the Victorians, we threw everything we had finished with into holes in the ground. That was a disgrace, and it was only European regulation and landfill tax that turned it around. We now have a much better—but not perfect—situation. Funnily enough, only recently I asked how much each local authority in Britain pays in landfill tax. I have not yet had a reply; the Government are very reluctant to give me the information, saying, “It is so difficult to collect. Inland Revenue cannot provide it”. It is, however, a very good indicator of how effective the authorities are in their recycling.

The hon. Gentleman is very gracious in giving way a second time. It is the new generation of young people who are very much into recycling; the older generation must learn to get into it. Does he agree that, when it comes to educating and thinking ahead, it needs to be at primary and secondary school levels, so that the next generation coming through can continue what has been and even do it better?

I hope we are not going to agree on everything here, but again, the hon. Gentleman is absolutely right. He will know that I was the Chairman of what is now the Education Committee for years and I am chairman of the John Clare Trust, which, in the name of our great English poet, who lived between 1793 and 1864—probably our greatest poet of the environment, in my opinion—has a centre where we specialise in getting young people to come to the countryside to learn about the rural environment, and so to love it. If young people in our towns and cities do not visit the countryside, we will not get them to love it at all.

We have expanded that work into my constituency. My hon. Friend the Member for Halifax (Holly Lynch) will know that we have a charity called Greenstreams, through which we try to clean up the rivers and streams in our part of Yorkshire. In the industrial revolution, the rivers were terribly polluted and the fish were killed; the colours of the dyestuffs would flow into the rivers and make them red, blue, whatever—very patriotic—killing everything. Now the water is clean again and we take children down there to show them that if they lift a stone they will see wiggly things that the trout eat, which are then eaten by the kingfishers—the cycle of life. The hon. Member for Strangford (Jim Shannon) is very much on the ball. We must start in schools, and the earlier the better.

I want to cover four things: plastics, overfishing, oil and petrol, and then come back to the big picture of climate change. We are sometimes too polite, aren’t we? If we look back over 400 years, we in Britain, as the earliest industrialised nation, with the greatest sea power, have not been good at keeping the global environment clean. I think we chopped down most of our trees to build warships. The biggest problem today is that as China is the most polluted country, followed by India, and then the United States, if we do not work with those large countries, everything we do in the United Kingdom will be of much less value. We need international co-operation, but not in a colonial way, pitching up in any country—even in Russia, which is a great polluter—and saying, “You should do what we do”. They would point to us and say, “Well you don’t have a very good record. You’re a late convert”. We are late converts, but we know a great deal now about how to change the environment in which we live and make it more sustainable.

Let us quickly look at one of the inspirations of recent years: the United Nations sustainable development goals. Goal 14 is about conserving oceans and protecting them from the adverse impacts of climate change, overfishing, acidification, pollution and eutrophication. At United Nations level, it is very important that every country sign up to the goals and make them happen.

My other interest as a Back Bencher is transport safety. Many years ago I introduced seatbelt legislation and my first private Member’s Bill was on children in cars. I have just recently been elected chairman of the Global Network for Road Safety Legislators. That relates to a different United Nations sustainable development goal, but that package of measures, globally driven by the United Nations, is, at the end of the day, what we must look to—international co-operation.

I was on a ship recently, and its environmental officer explained to me just how tight the fleet’s regulations were, and how stringent its rules were, on recycling, including dropping off metal at one port and plastic at another. Her fiancé, however, worked for a commercial firm in Alaska, where they basically threw everything overboard—no rules, no regulation and, it seems, no conscience.

Thank you, Mr Hollobone. I congratulate the hon. Member for Cheltenham (Alex Chalk) on bringing the debate to the House. The fact that we are all here is an indication of our interest in the welfare of bees. It is good to see the Minister in his place since he has a special understanding of that, as indeed does the shadow Minister.

The intensity of the issue may surprise some who are not from rural constituencies, but the issue also involves urban locations and constituencies. When I first came to this place, I used to stay in St Ermin’s hotel, which has a fantastic bee population on its roof. The hotel produces its own honey. That can happen in urban areas as well, so it is good to know that, although we in the countryside perhaps have control over this, there are many examples in urban areas, including central London not far from where we are now, that are producing excellent honey.

Some people may not have fully considered the essential nature of bees in our rural economy. I have spoken about that many times in my time as an elected representative. Many in my constituency are probably watching the debate, because we have many beekeepers, and their numbers are increasing, just as they are in the area of the hon. Member for Cheltenham.

As a young boy—it was not just yesterday—I took my holidays in Strabane and Clady in County Tyrone in the 1960s and 1970s. My aunt Isobel kept honey bees, and as a child I was taught about the fragile nature of the ecosystem and the crucial role that the humble bumblebee has to play in that, alongside the honey bee. There are 18 true species of bumblebee in the UK, many of which are threatened by habitat loss and other changes in the countryside that the hon. Gentleman clearly indicated. Six species remain relatively common, while others have declined to varying degrees.

I know some hon. Members are into bumblebees. I have had a number of occasions when bumblebees were into me and I got stung. There was a process of learning to be wary when they were about. I am fortunate that I live on a farm and we have bumblebees regularly on our farm every year. The habitat suits them, and we try to ensure that that happens. Some hon. Members will be aware of the two species, the yellow bumblebee and the shrill carder bee, which are of particular concern as their populations have been almost completely decimated. As I said, I have a large number of beekeepers in my constituency, and an active beekeepers association. When I was able to have the honey, it was great. I am a diabetic now, so I am unable to have the lovely clear beautiful honey that the beekeepers make, but it does not take away my longing to have it. I suppose that is the attraction of it, but as long as I do not touch it I will probably be okay.

Bees are the major pollinators of most of our wild flowers, and if they continue to disappear, those plants will set fewer seeds. There is a fragile ecosystem that we are trying to maintain. My aunt Isobel taught me in Clady and Strabane, many years ago, about that fragile ecosystem and how we all come together to play our part as cogs in the wheel of what happens. Some of the sweeping changes to the countryside, which may come to be dominated by a different range of plants, could mean the countryside losing its colour if rare plants disappear. That is a fact; it is not made up. There is evidence that the process is already under way, which is why the motion the hon. Member for Cheltenham has moved today is so important. Those changes will have catastrophic effects on the wildlife that depends on those plants.

At home, we try to set aside and maintain habitat land for birds, flora and bees. As a shooting man and a conservationist, I am very interested in that. Bumblebees are of enormous commercial importance; many arable and horticultural crops depend on bumblebees for pollination to varying degrees. Oilseed rape can set adequate seed without bumblebees, but other crops such as broad, field and runner beans and soft fruit need them. They are important for honey production and for the balance they help to maintain.

The total value of Europe’s insect pollinators is estimated at some €14.2 billion, which cannot be ignored, because we have active organisations that produce honey. Crop yields are already falling in parts of the countryside, so it is essential that we conserve our remaining bumblebee populations and, if possible, restore them to their past abundance. That should be our target: not to retain, but to produce more. It is important that we understand how the bumblebee and the honey bee work. To support a healthy population, large tracts of land must be managed sympathetically, and UK nature reserves are too small in isolation to help as they should. There has been a collapse in the numbers of bumblebees and honey bees in the United States; some beekeepers have lost up to 90% of their population, while the bee population has fallen by 30% in other parts.

We need to invest in our farmers and encourage them to adopt the appropriate agricultural and environmental schemes to support the replanting of hedgerows. We need to recreate the hay meadows and the flower-rich grasslands and use wild flowers and traditional cottage garden plants in gardens nationwide. We need to take action. We look to the Minister, as we often do, to take those steps to protect the bees, and consequently, our entire ecosystem and the crop system that feeds us.
