As far as I am aware, there are none who are UK citizens, and clearly there would be consul considerations if that were the case. It is worth pointing out to the hon. Lady that it really is not for us to dictate. We would like the Hong Kong authorities to recognise that it is their responsibility, as they did in relation to the Umbrella protests, in which some police who used brutality were fined and others were imprisoned as a consequence. It really is not for us—it is a dangerous line to tread if, as an outside Government, we try to dictate what should happen in Hong Kong when it comes to what is ultimately a judicial matter. We very much call on the Hong Kong authorities to take the allegations seriously and investigate them properly.

I confess that I have been moved by the passion with which Hong Kong citizens have sought to defend the sacred principle of the rule of law, and they have sent an incredibly powerful message across the world that has certainly been heard in London. The Minister anticipated my question in one of his answers, but does he agree that the one country, two systems principle is beneficial not just for the inhabitants of Hong Kong but for those in mainland China, because the legal certainty in Hong Kong offers them a commercial gateway through which to access the rest of the world? We do not need to find ourselves in conflict with Beijing in defending the territory’s unique characteristics.

I thank my hon. Friend. She is absolutely right, and that is a message that we try to put across. She will be aware that Hong Kong, along with Shenzhen and Guangzhou, is part of a greater bay area. One hopes that the experience will permeate that part of mainland China, so that people recognise the benefits of a one country, two systems approach. While the guarantee is in place until 2047, it is very much the UK Government’s hope that the benefits of one country, two systems in Hong Kong and perhaps a wider area will exist beyond that time, with benefits for China looking forward. It is important that we make that case to our Beijing counterparts in all that we do in relation to the issue of Hong Kong’s unique position.

Thank you for calling me to speak, Sir Edward. I congratulate my hon. Friend the Member for Aldershot (Leo Docherty) on securing this important debate, and on setting out a very wise and thoughtful approach to relations with China. Too often in this place we concentrate on short-term issues that are driven by the news cycle, while entirely overlooking critical strategic questions that will have a massive impact on our constituents over many years and decades. That shortcoming contrasts with China’s approach. I hope that we can find a way of addressing it as we seek to reform our political system as we leave the EU and start to think with long-term vision about the UK’s place in the world and our relationship with key allies and new partners.

The focus on the UK’s relationship with China under the previous Administration, driven by Chancellor George Osborne, was welcome, if perhaps prematurely enthusiastic in certain sectors. It has reaped tangible benefits—notably, the impetus to make London the biggest renminbi trading hub outside China. However, Chinese influence within the UK is not without risk, and other big policy announcements deriving from that effort, such as the Chinese investment in Hinkley Point, threw up tricky questions about security and dependence. Broadly, we have a decision to make about our approach: do we wholeheartedly embrace the relationship with China; do we welcome what it can bring but handle with care; or do we take a cautionary approach that would exclude whole sectors of our economy from Chinese input, even if that means that we do not gain an understanding of its technological advances or benefit from its investment?

The Huawei case encapsulates that dilemma and highlights some of the trade-offs at play in our relations with critically important allies such as the United States. It should also make us ask why the western world got so behind in the development of 5G technology that it became reliant on Chinese telecoms firms. I would be grateful if the Minister could let us know whether there is work under way within Government and with allies to identify strategic areas in which China is gaining a competitive edge, particularly in autonomous weaponry and cyber-warfare, and how that edge might be leveraged in future.

Similarly difficult questions must be posed about the impact of Chinese wealth as that nation moves more decisively on to the world stage. China has a population of 1.4 billion, so even a tiny percentage of the most mobile and wealthy Chinese citizens will have a profound impact on global cities. I have travelled to Australia several times in recent years, and I was taken aback by the marked change I saw on my most recent visit due to growing Chinese influence, particularly due to the affluent student population and tourist numbers. That can be enormously positive, but how that wealth is handled— particularly in relation to investment in domestic property markets—has the potential to cause public unease in the years ahead. Skyrocketing house prices in Auckland, New Zealand, have led to a ban on foreigners buying homes there, and there are already stringent rules on overseas investors in the Australian and Singaporean property markets in response to such concerns. London may have to review its own openness.

Antipodean nations are at the sharp end of some of those policy dilemmas. They are keen to have a positive relationship with a strategically important near neighbour, but nervous of dependence or exposure. That nervousness is something we can both learn and benefit from as we seek a new role in the world at the same time as allies step up efforts to diversify risk. In that regard, although new free trade agreements with the likes of Australia and New Zealand may derive only modest benefits due to their market size, both countries have valuable experience from which we can learn. New Zealand was the first country to strike an FTA with China, and each antipodean nation has suggested smarter ways in which we might work together—for example, by fulfilling the demands of the burgeoning Chinese middle classes for safe, high-quality agricultural produce. I welcome my hon. Friend’s tremendous exposition about pork markets.

We must be realistic and pragmatic about the power dynamic at play. We must place our relationship with China neither on an outdated sense of economic or technological superiority, nor on fawning weakness that leads us to be cautious about upsetting the apple cart. With respect to the latter, we should not underestimate what we bring to the table or allow ourselves to be cowed when we think that China gets it wrong, including on the kinds of issues that have been discussed, such as religious freedom.

China is aware of the growing unease about its expanding global influence and seeks credibility of the kind the UK can lend. That is partly why the Hinkley investment was so critical to Chinese ambitions in nuclear power. Last week the International Trade Committee heard from the Institute of Directors, which, in response to growing demand, is considering setting up a Chinese branch where Chinese directors could be trained in corporate governance. The picture is similar for UK corporate law firms.

Certainly. I was going to say that my views on the belt and road initiative are similar to those of the hon. Member for Warrington South (Faisal Rashid). I also wanted to touch on my own observations from an all-party parliamentary group visit to Huwei’s Shenzhen facility in November 2017. I was rather alarmed by how some of the facial recognition technology was deployed, which woke me up to some of the issues that we will have to handle.

I am grateful to my hon. Friend the Member for Aldershot for securing such a fantastic debate. We really need more time to discuss such issues, which will be critical in the years ahead.

I will also be signing the book of condolence in the Sri Lankan high commission tomorrow, and I hope that I will have a chance to talk to the high commissioner as well.

The interconnected nature of the modern world means that abhorrent atrocities as far away as Sri Lanka can hit terribly close to home. I am very sad to tell the House that the Nicholson family, who were so tragically caught up in the cruel and barbaric attack on the Shangri-La hotel, were residents of Upminster, in my constituency, before their move to Singapore. Will the Foreign Secretary join me, and the community that I represent, in expressing profound condolences to Mr Nicholson for the unbearable loss that he has suffered, and will he assure me that Mr Nicholson and other affected families will have access to the full range of consular and other support services in the difficult and dark days ahead?

I am absolutely happy to give that assurance. The high commission has been supporting the Nicholson family and will continue to support other families. I think the whole House has been touched, moved, shocked and saddened by what happened to that family, but also uplifted by the generosity of Mr Nicholson’s response to an unspeakable personal tragedy.

Without wishing to repeat what others have said, keeping Hodeidah port open is absolutely critical to the flow of aid and food supplies to those most in need in Yemen. Given the heavy weapons fire between the warring parties in the city this week, what urgent pressure has the Minister sought to exert to restore the ceasefire there?

The work we are doing within the UN is clearly vital. We have to bring both sides of this conflict together, and we have done our level best to do that. We think the Yemeni Government understand the importance of this issue, and it is the single most important issue that will have such an impact on the lives of the many millions of Yemenis having to put up with this dreadful conflict.

It is a pleasure to follow my hon. Friend the Member for East Renfrewshire (Paul Masterton) and to hear his positive case for a global Britain. I am also grateful to my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) for speaking with such passion about this extremely timely subject.

In Brexit, we are managing the most momentous political change of my lifetime. This period of renewal is taking place in an era when the effectiveness of international governance structures is being questioned, the power dynamics across the world are shifting fundamentally, and technology is altering the possibilities available to citizens of every country. Faith is withering in established international rules and institutions, many of which were drawn up in the aftermath of the second world war to lock in peace, as they struggle to reflect new realities such as mass migration and the movement of global capital. That is raising real questions about what it means to be a citizen, to whom Governments should extend assistance, to whom global companies should be accountable, and the very nature of the bonds and values that glue societies together. Meanwhile, as China and other nations grow in economic power, our certainty that international norms necessarily reflect universal values is being challenged.

Those trends are unnerving, but they also present an opportunity to a global Britain that is ambitious to carve a new place in the world: a place that proudly reflects who we are now, rather than what we might have been in some nostalgia-tinted past; a place that sees us regain confidence in the values we bring as a nation that upholds the rule of the law and individual freedom; and a place that encourages technological and scientific advance.

Yes. I do not want this to descend into a Brexit debate. I was a floating voter during the referendum. I very much hope that having voted to leave the European Union, we are not seen as having an isolationist instinct, because my hon. Friend is right—we share a great number of values, and those relationships will be extremely important as we go forward in an increasingly uncertain world.

I thank my hon. Friend for his point. The point I was making is that although we might assume that these are universal global values, we have seen in recent years that we cannot assume their universality. That is why we, as a nation, need to stand for something in the world. There is a debate to be had about those values, and it is important that the UK has a strong independent voice in that debate.

The challenge for us as politicians is to give those whom we represent both a sense of security and priority and a clear understanding that our engagement with the rest of the world has practical relevance to their lives. To echo what others have said today, though, if we do not act in the world, we will be acted upon. With that challenge in mind, I want briefly to share some thoughts on how we might begin this new journey.

First, I echo the view that my hon. Friend the Member for Tonbridge and Malling has expressed on a number of occasions: we want to see a much more prominent role given to the Foreign and Commonwealth Office as we leave the EU. If we are to make the most of this period of momentous change, we require intense, sustained relationship building at all levels, and a strong narrative about our direction of travel.

The Department for International Development became an independent Department in 1997, as a key component of new Labour’s self-proclaimed ethical foreign policy. Overseas aid moneys previously distributed from the Ministry of Defence and Foreign Office budgets were centralised, leaving less financial autonomy for both those major Departments of State.

With the aid budget now ring-fenced by law, in recent years we have seen DFID rushing to spend its budget before year-end on projects that have undermined the otherwise strong case for its broader work on disease prevention, disaster relief and security. Meanwhile, the FCO has struggled to sustain its existing network of operations, so while the FCO may have the grand trappings and the historical clout, it can at times feel rather hollow when it is DFID that has the cash. Brexit should provide us with the perfect opportunity to refocus our outward-facing Departments and infuse our international work with strategic intent.

My hon. Friend is making an extremely important point. Many of us would like to see greater co-ordination. While we recognise the skillsets that are particular to DFID, that does not take away from the co-ordination that could be so well done if experts such as the DFID permanent secretary, Matthew Rycroft, were able to work better with partners across Whitehall.

Certainly. The problem with the debate on aid is that it is so often perceived as a DFID-bashing exercise, and that is not what I intend my comments to be. They are a statement that, actually, the Foreign Office needs to take a strong leadership role so that DFID money is not frittered away on projects that have no strategic value to what we are trying to achieve in the world.

I am sorry to intervene again, but there is an important point here. We all complain about DFID, but the fact is that, as far as aid agencies go, DFID spends its money about as well as it can. There is a stronger argument to suggest that the £2 billion of public money spent by other Departments—including, sadly, the FCO and the Home Office—is potentially not as well spent. That is a separate argument about the overall balance in overseas spending.

I agree with my hon. Friend. I welcome the cross-departmental work that FCO and DFID Ministers are already doing in trying to move us towards that approach, although I would like that work to develop through the further integration of aid with our military, diplomatic and trade commitments, and I would like the FCO to be given the premier leadership role in that regard.

In withdrawing from the political, legal and diplomatic structures of the EU, we will, by definition, need to construct an entirely new approach to our global relationships. I would be keen to hear from the Minister what work is being done to set out a framework for engagement with European allies in future.

Party-to-party engagement can be vital in building political relationships that later bear fruit—something in which appointed civil servants inevitably face a level of restriction. Each major party already engages with counterparts in its European Parliament political grouping, and we have the Westminster Foundation for Democracy and bodies such as the International Democrat Union for broader international party engagement, but going forward, we will need to think much more carefully about how we use these bodies to our advantage.

Our German counterparts, particularly in the CDU, have been very wise in using the Stiftung model to advance their nation’s political and economic interests. Is there a post-Brexit case for a strong equivalent body here to ensure that key political relationships are kept warm whether a party is in government or in opposition? Too often, those relationships die when a particular politician moves on, and we need some kind of sustained involvement in those relationships.

In the face of rising popular discontent, the challenge for all nations will be how to reshape global institutions to reflect new realities and refresh their legitimacy in the eyes of the people we are elected to serve. The UK has a unique opportunity to be ahead of the curve on this and to help move the world towards global standards in trade and technology that would benefit British businesses and safeguard the interests of our citizens in the face of rapid, unpredictable technological advances. That will be much easier to do if we are able to define our future relationship with the EU in a way that leaves room for a truly independent trade policy.

That is not to suggest that free trade agreements are a panacea, and we should certainly avoid entering into substandard deals out of political imperative. However, free trade agreements can act as catalysts through which broader diplomatic and trade objectives can be fulfilled, making them particularly relevant to our global Britain ambition. Indeed, other nations have been aggressively using their own trade policies to advance broader economic and security interests.

The UK has not presided over its own independent trade policy for 40 years, and while urgency must be injected into the development of stronger trading links with the likes of America, India and China, negotiations will be complex and will require careful consideration of potential trade-offs. The Government therefore rightly see Australia and New Zealand as a good place to start. Neither economy is especially large, but both have valuable experience from which we can learn. New Zealand was the first country to strike an FTA with China, and each antipodean nation has suggested smarter ways in which we might work together—for example, in fulfilling the demands of the burgeoning far eastern middle classes for the safe, high-quality agricultural produce they sometimes find it difficult to source in their own countries. New Zealand and Australia are also looking to deepen their strategic alliances as Chinese power in the south Pacific grows.

Strong relationships on that front could also give fresh impetus to Australia and Singapore’s pioneering work at the World Trade Organisation on e-commerce and the dismantling of barriers to digital trade, allowing us to play a more active role in the development of global standards for the kinds of services that now account for nearly 80% of our economy. That could deliver tangible economic benefits to our own citizens.

We can also use the development of our independent trade policy to deepen ties with other natural allies, such as the US, working together to cement norms on financial and professional services regulation and strengthening our military and defence co-operation. The US and UK have already set up a working group to discuss stronger trading ties post Brexit, and the Department for International Trade and the FCO are investing more in personnel across the US, but to maximise opportunities for UK businesses we shall need much deeper engagement at state level. In that regard, I fear we are moving towards greater use of temporary contracts and less attractive salary packets, making it difficult to attract in-country staff of the right quality and with the right contacts. I would appreciate the Minister’s thoughts on the Government’s approach to recruitment and on whether we are attracting the right candidates.

I would also like to echo some of the things my hon. Friend the Member for Isle of Wight (Mr Seely) said about the importance of the BBC. Looking at it on an anecdotal basis, I have tried on recent trips abroad to source BBC material on the television and the internet, but it has been very difficult, whereas other countries, such as Russia and China, are stepping up their soft power messaging via their media outlets.

Much of the work we do internationally over the coming years will relate to how China emerges on to the world stage, and we must give urgent priority to developing our approach to that nation’s increasing economic, diplomatic and military ambition. The sheer scale of its population, and its growing wealth, means that nations across the globe will very quickly be faced with questions over the extent to which that wealth and influence should be embraced, managed or indeed actively resisted.

When I was in Kenya over the summer, I was struck by the colossal scale of Chinese investment in east African ports and roads. Trade facilitation measures are welcome, but the debt arrangements for those investments are causing some concern in the region and elsewhere. There will be much more to say on that issue in the coming months, but I sense an increased appetite in such regions for alternative sources of investment that come with greater legal certainty. Here, the UK can carve a niche as countries look to diversify away from that approach, which has been presented as “no strings” but is actually beginning to reveal some conditionality. I would appreciate the Minister’s thoughts on how the FCO is approaching the belt and road initiative and on the experience he has had in the countries with which he has influence.

Charting our new global path beyond the EU will not be easy, and there is no room for complacency, nostalgia or timidity. However, those who believe the UK to be an irrelevance on the international stage are wrong. If we get our strategy right, Britain can be at the very forefront of shaping the governance of new technologies and upholding the values that will change people’s lives in the 21st century.

Thank you, Mr Hollobone, for chairing this crucial debate, and I thank my hon. Friend the Member for Croydon South (Chris Philp) for securing it.

Sadly, persecution of individuals due to their religious belief is nothing new. However, there is no doubt that communities of Christians that might once have expected to live in peace now face new threats that go hand in hand with rising political violence, attacks on free speech and discriminatory law making in countries such as Bangladesh, Pakistan and Indonesia. The Minister will be aware of the appalling attacks that took place this month on churches in Surabaya.

What can we do? I know that the Minister has been developing a strong relationship with Indonesia, and I would like to know how the UK is sharing our security expertise with nations affected by Islamist terror, what work we are doing to share expertise on deradicalisation, and what engagement we have had on anti-blasphemy laws that are affecting Christian and Ahmadiyya communities.

What can we do to encourage thought leadership in regions such as the middle east? Saudi Arabia clearly wishes to rebrand itself very carefully as a more modern nation, in part to satisfy a growing demand for change from its young and vibrant population but also to diversify its economy. How can we harness that drive and carefully encourage the kingdom towards a more moderate approach, which other nations might be inclined to follow? I would be interested to hear the Minister’s thoughts on that.

It has been mentioned before, but we also have leverage through our aid budget, with some £350 million going to Pakistan alone each year. Understandably, that development package is highly controversial among many of my constituents, but in so far as the Government wish to continue that aid relationship I agree with other Members that it ought to be conditional.

In these questions, it is important not to get too far ahead of ourselves. Zimbabwe is a great news story at the moment, but, alas, she has not yet reapplied for membership of the Commonwealth. We await that application to the Commonwealth secretariat. It is certainly something that the UK and other countries would strongly support, as we discovered at the Commonwealth Heads of Government meeting. As the hon. Gentleman knows, there are other countries that are in the pipeline, but they are yet to identify themselves publicly.

Will my right hon. Friend explain how the UK is working with allies such as Australia to bolster Commonwealth ties in the south Pacific as a counter balance to growing Chinese influence in places such as Vanuatu and the Solomon Islands?

I am very grateful to my hon. Friend for her question, and it has been raised specifically with me by our friends in the south Pacific that they want to see the UK back there. A head of an island there described to me his sense of grief at seeing a vacant UK seat at a recent meeting—I will not name the country in which the meeting took place. We are filling that seat; we will be back there in all the countries that I have just announced.

My right hon. Friend is absolutely right; he will be very welcome here. The changes in southern Africa, both in Zimbabwe and South Africa itself, give us all hope that the direction of southern Africa is on a positive trend, in the sense that in both cases the changes have been done bloodlessly. I very much hope that South Africa will be a keen part of the Commonwealth again, and that perhaps next year we will be able to welcome Zimbabwe back into the Commonwealth family, which I am sure my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) would welcome, too.

Although the Department for International Trade wants to see, precisely as both hon. Members have mentioned, the benefits of intra-Commonwealth trade spreading more widely across the Commonwealth and reaching forward to a world where free trade agreements could be more possible and practical, the biggest challenge to the ease of doing business is in the non-tariff barriers. At some point we must try to do more about the practical challenges to benefiting from cross-border trade in the way that Malaysia and Singapore, two far east Commonwealth countries, trade together over each other’s borders.

It is amazing that we have not yet made more progress—by “we”, I mean the Commonwealth in this context. I first started working on these issues with the then Minister for the Commonwealth, Lord Howe, a great champion of the Commonwealth since its birth. With Lord Marland leading the charge at the reinvigorated Commonwealth and Enterprise Investment Council—my right hon. Friend the Member for East Devon (Sir Hugo Swire) is part of that team—we have the opportunity to help steer the Commonwealth in a more business-friendly direction that will advocate free trade.

The potential for our own free trade agreements in the United Kingdom means that during our period of leadership of the Commonwealth over the next four years, there is no excuse for not seeing a sea change in the number of free trade agreements and direct bilateral business being done throughout the Commonwealth.

I thank my hon. Friend for his interesting and timely speech. I fully agree that the Commonwealth is unlikely to form some kind of new trading bloc, but does he agree that it is an important framework for intergovernmental co-operation in improving the investment environment? That is the way that it will help to aid trade: by working together on things such as infrastructure, the business environment, the rule of law and governance. All those things will help to improve our trading relationships in the long term.

My hon. Friend is absolutely right, and I know that her experience in the International Trade Committee bears on that. Those non-tariff barriers: the ease of doing business, infrastructure issues, blockages at ports, and bureaucracy and paperwork involved are all things on which we and the Commonwealth as a whole can make huge progress. She is quite right; it would make a big difference.

I congratulate my hon. Friend the Member for Gloucester (Richard Graham) on securing this debate and on his excellent speech, particularly his focus on the United Nations sustainable development goals.

The UK’s trading future on the international stage is promising, and nowhere more so than within the Commonwealth. As a group of 54 nations, we are part of a collective comprised of 2.4 billion people—a third of the global population—and occupying about a quarter of the world’s land mass. By building on our relationships within the Commonwealth, we will further the goal, set out by my right hon. Friend the Prime Minister, of becoming a truly global Britain.

The Commonwealth has strong foundations rooted in seven decades of collaboration. It has helped support smaller nations develop, strengthening economies and democratic institutions. Our collective economic strength is significant: a shared gross national income of more than $10 trillion, and internal Commonwealth trade is expected to grow to $1 trillion by 2020. As we seek to develop new opportunities further, we do so from a platform of shared histories. In many cases we have a common language and a common legal structure. We should therefore in theory have fewer barriers to overcome in reaching agreements. Already, 80% of Commonwealth countries benefit from preferential access to the UK’s market. Furthermore, the Royal Commonwealth Society has highlighted the fact that there are already significant trade advantages within the bloc. In a recent study it found that transaction costs between two Commonwealth partners are 19% less than they are between non-Commonwealth nations: that is driven largely by language and legal systems.

When we consider bolstering our trading relations internationally, we need to do it strategically. I am pleased that the Department for International Trade is working with many of our partners to lay down the basis for future trade agreements. However, we are limited by our capacity to broker deals. Free trade agreements are clearly an ambition, and rightly. However, they do not always meet expectations. In most cases deals are designed around goods, but if we are to capitalise on our competitive advantages they will need to include service markets. The reality is that for businesses that trade internationally there are several non-tariff barriers that free trade agreements often do not address, such as licensing agreements, capital controls and ownership rules. The British Chambers of Commerce identified non-tariff barriers as the most important area of concern for business in non-EU third-party agreements.

One of the difficulties that businesses have faced in recent years, particularly in trading with such places as Australia and New Zealand, is the movement of personnel. Because we have had such free and easy migration arrangements with Europe, it has been a problem to try to get movement from those other countries. Does my hon. Friend agree that an interesting idea to consider is something like a realm visa, which would give easy access to people from countries where the Queen is the Head of State, such as Australia, New Zealand and Canada?

Yes, I do agree. As we design an immigration system to meet the needs of the country, we will not have either artificial numbers or systems that do not meet the needs of businesses or our skills agenda.

Today the EU has, or is negotiating, trade deals with more than 80% of Commonwealth countries, in part thanks to the efforts of UK Governments, so we must ensure that we develop bilateral agreements to replace them. Bespoke deals could do just that. Singapore, for example, is a tech business hub for its region and could be a potential gateway to other Asian countries for British businesses. Like finance, technology consolidates in hubs, around talent and investment. We already enjoy a prominent position in the sector, with 18% of global data flows passing through the UK, so there is opportunity to grow. Singapore is currently finalising a deal with the EU.

We therefore hopefully have a foundation from which to work, with the potential for it to be more tailored to our national interests. Canada, too, has a basis from which to work, with the EU-Canada comprehensive economic and trade agreement. Furthermore, we are Canada’s largest export market within the EU, and therefore there is a great mutual benefit to striking a deal.

In 2015 UK Commonwealth exports were £47.4 billion, with five larger economies—Australia, Canada, India, Singapore and South Africa—accounting for 70% of our Commonwealth exports and 65% of imports. There is therefore scope to expand our working relationships with the smaller developing Commonwealth nations. Technology, regulation, standards and skills training can act as a gateway to greater investment and openness in developing economies and provide career opportunities for large numbers of young people.

The Commonwealth provides the UK with a great opportunity for the further development of economic, diplomatic and cultural ties with nations that already have much in common with us. As the Prime Minister said last year, we face new and unprecedented joint challenges, and we all have a responsibility to work together as partners to ensure that the Commonwealth has the institutional strength to face them. Our trading relationships, if executed strategically, will drive prosperity both here and throughout the Commonwealth.

That is absolutely correct and a very valid point. We must ask ourselves where this new trade will come from. The list of countries with which the European Union—and therefore the UK—has a trade deal or will have one by the time we leave, already includes a lot of the Commonwealth’s economic powerhouses, such as South Africa, Canada, Singapore and the large but unequal economy of India. We are effectively looking for trade deals with poor countries full of poor people. Are we saying that we will start having trade deals that benefit those people, rather than ourselves? I hope so.

I do not have time to take too many interventions—I apologise.

I have a deep interest in the Commonwealth. My mum was from a very large family, and a lot of her younger sisters took the £10 single ticket to Australia. As happened in those days, they all changed their name when they got married, so none of them bears my grandad’s name. However, I am delighted that the descendants of the “Mighty Quinn”, a humble plumber from Newarthill in Lanarkshire, now run into the hundreds and contribute to the economic and social wealth of the great country of Australia. When I was putting my notes together, I actually forgot that my wife is the daughter of an Asian Commonwealth immigrant—perhaps that is what happens when we think of people as who they are, rather than where they came from and what colour their skin is.

As I said, Commonwealth countries collectively comprise some of the poorest citizens in the world. If we want to keep our entitlement to talk about the Commonwealth, we must do something to make it a bit more common to all. Some of the suggestions about the way that trade can be used are beneficial, but we should be careful about some of the others. One thing that most Commonwealth countries have in common is that their people were once exploited for the benefit of Great Britain. We cannot and must not allow that to happen again. If we want to contribute to the future of the Commonwealth, we must talk honestly and openly about its history. Some parts of that history do not make Britain or its constituent nations look particularly good, and I include Scotland in that, because the role that it played in the oppression and exploitation of citizens in other countries is something that none of us can be too proud of.

My hon. Friend the Member for Glasgow North mentioned the close links with Malawi—an example of how the new relationships can be made more positive. I am happy to place on record the extraordinary contribution to that link that was made by Jack McConnell, the then Labour First Minister of Scotland. His drive and determination created what is now probably the closest and best-developed bilateral link between any two nations on the planet. An astonishing 46% of people in Scotland know somebody with direct personal involvement in Malawi. Much of that is due to the fact that Malawians are eternally grateful for the part played by David Livingstone in abolishing the slave trade in their part of Africa and in helping to lead to its abolition elsewhere.

I cannot mention Malawi without singing the praises of the astonishing Mary’s Meals organisation. If hon. Members have not heard of it, they should hear about it. From literally nothing a few short years ago, it is now feeding over 1 million starving children every day—an extraordinary achievement by some extraordinary people. I hope that is the kind of spirit that can lead to the Commonwealth going from strength to strength.

The Commonwealth is not particularly a trading organisation, and I do not think it ever should be. It is not just about the Commonwealth games, but if the only thing the Commonwealth did was the Commonwealth games, it would still be worth celebrating. As I have mentioned, I was delighted when the games came to visit the city of my birth.

Leaving aside seeing the team from Niue, one of the things that we sometimes forget about the Commonwealth games is that it is not just 53 countries that take part, but 71. The Commonwealth Games Federation recognises the status of countries that are not officially countries according to the United Nations or the International Olympic Federation. For example, Jersey, Guernsey and the Isle of Man can compete in their own colours. The Commonwealth games are the only major competition in the calendar where world-class track or field athletes from England can compete in the colours of England. I think that is great.

The spirit of the Commonwealth games was best demonstrated by the lad from England who finished 10th in the marathon—didn’t he get a medal? His doctor said to him 18 months earlier, “You’re 6 stone overweight. Exercise or die.” So he exercised and exercised and exercised, and finished up the best-placed competitor for his country in the marathon in that great city. If the Commonwealth and our membership of it can inspire us all to put that amount of dedication into contributing something, whether to the Commonwealth games, the Commonwealth Heads of Government summit or Commonwealth-based organisations, the Commonwealth very much has a future ahead of it. I am proud to stand here as a citizen of the Commonwealth, and I hope to remain a citizen of the Commonwealth for the rest of my days.

I thank the hon. Gentleman for his question; I am well aware that this issue is close to his heart. He will be aware that Lord Ahmad and I regularly liaise on the issue with our embassies and high commissions. I wrote a joint letter to those on my patch, in Asia and the Pacific, and I have received replies from Bangladesh, Burma, China, India, Indonesia, Malaysia, Nepal, Pakistan and Sri Lanka. I am encouraged that the network takes the issue as seriously as the hon. Gentleman does.

If Britain is to assume a more ambitious global trading role as we leave the EU, we shall surely need to expand the depth and reach of our network of high commissions and embassies in regions such as North America. What assurances can my right hon. Friend offer the House that critical diplomatic missions in countries such as Canada are being expanded, not cut back?

I am delighted to tell my hon. Friend that to the best of my knowledge we have, just in the past 18 months, opened three new trade missions in North America. I cannot comment about Canada specifically, but we are certainly beefing up our presence in the United States in advance of doing a great free trade deal.

I welcome the Bill, which will not only see us retain our ability to impose sanctions and some of the powers against crime that currently derive from our EU membership, but will pave the way for new methods of tackling terrorism financing and money laundering.

Concern has been expressed that once we are out of the EU, the UK will—out of economic desperation—somehow turn itself into the global laundry for money of dubious origin or market itself as the premier place to stow ill-gotten gains. Sound arguments for a simpler, more competitive UK tax and regulatory regime must never be undermined by the idea of a financial free-for-all, not least because, in an ever more transparent world, London’s reputation as the world’s top financial centre will increasingly depend on it setting and adhering to global standards on financial probity. Meanwhile, as criminals continually update their methods, we shall need our own law and law enforcers to be ever more adaptable and responsive. It is therefore a timely moment to create an independent UK sanctions and anti-money laundering regime that can respond adequately to the forensic, cutting-edge work being undertaken by the likes of the City of London police and the National Crime Agency.

Going forward, the UK might wish to harmonise its own sanctions regime with existing sanctions regimes in order to maximise the impact of those sanctions and reduce the opportunity for legal uncertainty for UK or UK-based firms operating under our new regime. In time, the UK could play a critical role in bridging the growing gap between the EU and US approaches to sanctions, and in pushing for ever greater clarity from both sides to try to mitigate the risk of non-compliance in the financial sector.

As we look ahead, we must be careful of the law of unintended consequences. We must not make operating in certain countries or particular types of business so risky that we either cut ourselves off from legitimate opportunities or push ever greater volumes of business into newer, less robustly regulated parts of the sector. In that regard, the Government might consider new measures to facilitate information sharing between banks and regulators on suspicious entities or individuals so that we can encourage a proportionate, risk-based approach to whether to take on such business.

I welcome the ability that the Bill gives us to update counter-terrorism financing legislation, as well as clause 44, which commits to a register of beneficial owners of overseas entities. Nobody wants to discourage investment into the UK, particularly if such investment can help to increase housing supply by getting large-scale developments off the ground. None the less, the current approach cannot go on.

For goodness knows how long, I have been writing a book about London in the 21st century, covering the flood of international money into London’s housing market, the use of overseas investment vehicles to pay for that property and the resentment stoked in Londoners when such investment vehicles have been used as mechanisms to shield the proceeds of crime or evade tax, with property left empty. I therefore appreciate the confirmation from my hon. Friend the Member for Weston-super-Mare (John Penrose) that the Government believe that foreign owners of British homes and offices should now be treated in the same way as owners of British companies. As he says:

“More than £122bn of property in England and Wales is owned by offshore firms. If they’re clean and reputable…they’ll have nothing to fear. But if murky shell companies have bought British property with plundered or laundered cash, we don’t want them here.”

The register should underline the UK’s commitment to being a strong, reputable trading nation that welcomes clean investment. Those values must surely shape our nation’s future as we chart our new path outside the EU.
