As I have been saying during this Question Time, I am absolutely determined to focus on implementing the plan that we have. It is one of the most ambitious in the world, and it will deliver a reduction of a fifth in childhood obesity over the next decade. However, we have been clear that this is not the final word; it is just the beginning of the conversation. I would welcome contributions from my hon. Friend, who is a dogged campaigner on this issue.

Yesterday, on World Diabetes Day, the Prime Minister opened the new headquarters of Diabetes UK and said that the number of cases of diabetes increased by 75% in the last decade. The Minister and I attended the launch of the Food Foundation’s declaration on how to tackle obesity. Which of the 10 measures put forward by the foundation has she decided to accept?

The right hon. Gentleman is absolutely right to raise this issue, and we are considering the contributions from the Food Foundation, which are very important. He is right about the role that obesity plays in triggering diabetes. That is why we are focusing on preventing type 2 diabetes through the world’s first national diabetes prevention programme, which aims to deliver at-scale, evidence-based behavioural change to support people to reduce their risk of developing type 2 diabetes.

I thank the Secretary of State for outlining the overarching principles of this Bill, which, as we have heard, seek to allow the NHS to better control the cost of medicines and to close some of the loopholes, which have been the subject of blatant abuses in recent years.

I also thank the Minister of State for taking the time to meet me and other hon. Members last week to set out what the Government were seeking to achieve with this Bill. I only hope that this increased appetite for state intervention in the market that we have on display will spread more widely across Government. As my hon. Friend the Member for Wolverhampton South West (Rob Marris) said, this kind of approach used to be called Marxist, anti-business interventionism. I never thought that I would say this, but, having heard what the Secretary of State said today, I believe that he is now a fully fledged Corbynista.

In all seriousness, it is clear that the market is not serving the patient or the taxpayer as well as it could. As we have heard, expenditure on medicines is a significant and growing proportion of the NHS budget, standing at £15.2 billion in England in 2015-16, an increase of more than 20% since 2010-11. One can only imagine where we would be now if the whole of the NHS had seen such an increase during the same period.

The incredible advances in science that we have seen in recent decades, often led by companies here in Britain, mean that people in this country are living longer, healthier lives than ever before. Although we celebrate that, it is also right that we work hard to secure value for money for the NHS to ensure that as many patients as possible can benefit from medical advances.

May I declare an interest as a type 2 diabetic and chair of the all-party diabetes group? Ten per cent. of the expenditure of the NHS budget is on dealing with diabetes and complications related to it. Does my hon. Friend agree that there may well be a desire to prescribe more medicines, which will cost more, rather than providing diabetics with a structured education which, if appropriately used, can bring down the cost of diabetes to the health service? It is not just about pills.

The volume of business is gradually increasing. If a pharmacy in a cluster should close, that business will be redirected to other pharmacies in the cluster. They will then be in a position to expand, take on more people and all the rest of it.

I declare my interest as a type 2 diabetic and as chair of the all-party parliamentary group on diabetes. The Minister is wrong to say that Leicester has too many pharmacies. The fact is that the population demands those services. Instead of making these cuts, why does he not spend that £25,000 on diabetes prevention, thus saving the national health service a huge amount of money in the future?

I have never said that Leicester has too many pharmacies. What I said in answer to the urgent question was that one road in Leicester—Loughborough Road, I think—has 12 pharmacies within half a mile, and that is quite hard to justify.

As for the right hon. Gentleman’s other point about diabetes and long-term conditions, I mentioned the King’s Fund work being done by Richard Murray and addressing long-term conditions is the sort of value-added service that pharmacies need to provide in future. The £42 million integration fund that we have set aside will enable that to happen.

The current process began in December last year, and will be brought to an end shortly. I do not know about the specifies of the pharmacy scene in Kettering, but I repeat that we regard pharmacies as vitally important to the NHS. One of the proposals that we shall announce shortly is a proposal for an integration fund of £300 million, which will be used entirely to provide services and pay for pharmacies to provide them. It will be informed by the review that is being conducted by Richard Murray of the King’s Fund, and Kettering will benefit from those services in just the same way as other parts of the country.

May I enthusiastically endorse the comments made by the hon. Member for Kettering (Mr Hollobone)? Community pharmacies are an underused resource. We currently spend £10 billion a year on diabetes treatment, 80% of which is spent on treating avoidable complications. Instead of cutting pharmacies, why do we not get them to do more to help with diabetes prevention, and to identify the 1 million people who have diabetes and do not know about it?

I thank the hon. Lady for that point, which I will come to in a moment.

Begging the indulgence of the House, I would like to share my experience, in the spirit of showing people outside the Chamber how important it is to talk about this, if we are able to. We found out at our 20-week scan that our son had a very rare chromosomal disorder called Edwards syndrome, a condition that is rather unhelpfully described as being “not compatible with life”. We knew throughout my wife’s pregnancy that the most likely outcome would be stillbirth, but our son was an incredible little fighter, and he went full term—over 40 weeks. He lost his life in the last few moments of labour at Colchester general hospital.

To pick up on the hon. Lady’s point, Colchester has a fantastic hospital that has a specialist bereavement suite called the Rosemary suite, where we got to spend that really special time—including before the birth, because we knew what outcome was, sadly, likely. I got to stay with my wife; we got to stay there overnight; we had a cold cot, so that we could have lots of cuddles. We could continue, the next morning, to spend time with our son. I completely agree with the hon. Lady, which is why my hon. Friend the Member for Eddisbury (Antoinette Sandbach) and I had a debate in November last year on bereavement care in maternity units. Bereavement suites are so important. In this country, in the NHS, there should never be any excuse for a mother and father, or a mother, who have lost a baby to go back on a maternity ward with crying babies, happy families and balloons; that is just not appropriate or acceptable. Having gone through that experience, I know that what people need is the peace and quiet to come to terms with the personal absolute tragedy that has just happened.

I congratulate the hon. Gentleman, the hon. Member for Eddisbury (Antoinette Sandbach) and all others who have been involved with the all-party group. When my child died at term, 23 years ago, we did not have a bereavement suite in Leicester, although we do now. The issue is not just parents’ ability to grieve and be with their child; it is also about getting expert help and counselling at that moment. My wife was told that she would never have children again after the stillbirth, but we had two children subsequently. It is so important to get that advice right at that time. Does he agree?

Yes, of course I agree. I will come to that point later. After the debate in November on bereavement care in maternity units, my hon. Friend the Member for Eddisbury and I were taken aback by the number of people across the country who got in touch and shared their stories with us. We sat down—this was during proceedings on a Finance Bill, so it was about 1.30 am —with the then Minister with responsibility for care quality, my right hon. Friend the Member for Ipswich (Ben Gummer), my hon. Friend the Member for Banbury (Victoria Prentis), who is not quite in her place, and the hon. Member for Washington and Sunderland West (Mrs Hodgson). We thought, “This is a far bigger issue than just bereavement suites. The whole subject of baby loss needs addressing.” We were pretty surprised that there was not already a group looking at the issue.

The all-party parliamentary group was formed in February, and I am very proud of the work that we have done so far, working with amazing charities across this country. I cannot name some of them, because I would have to name them all. From large charities that do the most amazing work and fundraising, through to the groups made up of just a handful of people who get together in a local pub or village hall and knit really small pieces of clothing for babies who are premature and sadly stillborn, it means so much that so many people across this country want to play their part and make a difference.

I cannot let this speech go by without referring to the support of Mr Speaker, who is not in the Chamber at the moment, not just for this campaign, but in kindly allowing us to use his apartments for the reception yesterday, and during baby loss awareness week. Yesterday, which would and should have been my son’s second birthday, he called me to ask a Prime Minister’s question on this subject, and so raise the issue in front of millions of people and the country’s media.

May I congratulate the Minister on his appointment to the Front Bench, as well as the Under-Secretary of State for Health, the hon. Member for Oxford West and Abingdon (Nicola Blackwood), on hers? I am sure that they will do a terrific job in their posts.

As a type 2 diabetic, I am very concerned about the fact that local clinical commissioning groups are just not providing information on preventive work against diabetes. Will the hon. Gentleman confirm that diabetes will be referred to once these plans have been published?

I will confirm that. There is a national diabetes plan, as the right hon. Gentleman will be aware. Diabetes is one of a number of long-term conditions in which these plans are charged to deliver improvements, and it would not be acceptable for a plan to be signed off or completed unless progress on diabetes had been made.

I begin by congratulating my hon. Friend most warmly on her appointment as the shadow Secretary of State for Health. We miss her on the Back Benches, but we are delighted that she has reached the dizzy heights of the shadow Cabinet.

One place where we are feeling the pinch is in diabetes. We have had a number of reports that the DESMOND and DAFNE—diabetes education and self-management for ongoing and newly diagnosed, and dose adjustment for normal eating—schemes to provide structured education for type 1 and type 2 diabetics, are being cut. Does my hon. Friend agree that prevention is so important that we should ring-fence resources to deal with the crisis affecting diabetics?

I am grateful to my right hon. Friend for making that important point. We are seeing pressures on public health services and expenditure across the piece. What he says about ring-fencing money for diabetes is very important and I support him.

The Health Foundation think-tank says that

“Leading economists are…unanimous in concluding that leaving the EU will have a negative effect on the UK economy”.

As a result, the NHS budget could be fully £2.8 billion lower than currently planned by 2019-20. In the longer term, the NHS funding shortfall could be at least £19 billion by 2039, equivalent to £365 million a week—and that assumes that the UK is able to join the European economic area. If that does not happen, the shortfall could be as high as £28 billion, or £540 million a week.

Those figures are not just numbers in a ledger. We know what poor care means in practice. Today’s Care Quality Commission report on North Middlesex University Hospital revealed a series of terrible incidents: an evening when only one commode was available for more than 100 patients; a patient left sitting on a bedpan for more than an hour; and a patient who lay dead in A&E for four and a half hours before being found. We can foresee similar consequences in other hospitals if pressures bear down on the NHS budget, not only because of all sorts of externalities, but because of our leaving the EU.

We know about the endemic problems in the NHS. Earlier today, we discussed the junior doctors rejection of the Government’s new contracts. We know that nurses and midwives are in uproar because of the Government’s plan to scrap the bursaries that would-be nurses and midwives rely on when they are studying. A fresh injection of cash, as promised by the Vote Leave campaign, could not be more timely.

While we are talking about the implications of Brexit for the NHS, I remind Members that any restrictions on freedom of movement—a subject that is being discussed extensively in the wake of the Brexit vote—will be little less than disastrous for the NHS; 55,000 men and women in its workforce originate from the EU. It would be completely catastrophic for social care; 80,000 men and women out of 1.3 million workers in that field are EU nationals.

I represent a constituency that voted strongly for remain—I think that Hackney had the second highest remain vote in the country—and I believed that a remain vote was in the best interests of the UK, but as we heard earlier today in the House, there has been a horrifying upsurge in racist abuse and hate crime, triggered by the Brexit vote. It is as if people now have permission to be openly racist. It is interesting that Vote Leave supporters are now distancing themselves from anti-immigrant politics, but the unpleasantness unleashed by the Brexit campaign is already poisoning public discourse. However, I believe strongly in democracy, so I believe that we have to respect the referendum vote. In many cases, it was a cry of pain and rage against Westminster elites, on which we all have to reflect.

The late Member for Chesterfield, the right hon. Tony Benn, who was an opponent of the EU to his dying day, said:

“My view of the EU has always been not that I am hostile to foreigners but I am in favour of democracy.”

I respect those people who voted to leave. My experience of the EU campaign is that people wanted information, were trying to compare competing claims, and were doing their best to exercise their right to vote responsibly. The turnout was high. Nobody wants to think that the Vote Leave campaign peddled deliberately bogus slogans. I speak on behalf of not just Labour Members, but the British voting public as a whole. At a time when money was never more needed for the NHS, when can we expect to see the £350 million a week extra for the NHS that the Vote Leave campaign promised would be a consequence of the Brexit vote—or was it deceiving the public?

This is a time when all sides of the House should be seeking to reassure many people from other countries who do a fantastic job in our NHS that we believe they will have a great future here. The Home Secretary has prioritised doctors, paramedics and nurses in the shortage occupation lists, and in all countries that have points-based systems—look at what happens in Australia or Canada—the needs of the health service and health care system are usually given very high priority.

Mr Speaker, let us note another milestone this year: your election yesterday as a freeman of the City of London. We look forward to you bringing your own flock of sheep to Westminster in future.

The Secretary of State will know that we are facing a diabetes crisis, and by 2025, 5 million people will have been diagnosed with diabetes. There are 32,000 pharmacies in the United Kingdom, with 13,000 community-based schemes. Given that 99% of the population live near a pharmacy, does the Secretary of State agree that more diabetes work should be given to pharmacies, to try to ease the burden and pressure on general practitioners?

I am grateful for the selection of this debate on the budget for community pharmacies, which the Government announced in December would be cut by £170 million in 2016-17—a cut of 6%.

I thank all right hon. and hon. Members, from both sides of the House, who attended the parliamentary event today organised by the Pharmaceutical Services Negotiating Committee, Pharmacy Voice, the National Pharmacy Association and the Royal Pharmaceutical Society to stress the importance of safeguarding a strong community pharmacy sector. I also thank the cross-party delegation of Members of this House and the other place, as well as patients and pharmacists, who came together to deliver a petition to 10 Downing Street today against the Government’s planned cut. The petition was signed by more than 1.8 million people, making it the most signed petition on any health issue in history.

It is clear, therefore, that there is massive opposition out there to the Government’s planned cuts, and it is entirely right, given the huge public interest, that we should have this debate today. The Government must now listen to the public and consider the mounting evidence showing that the cuts will be bad for many of our local communities, the pharmacy sector, public health and the wider NHS. Just yesterday, Pharmacy Voice published a comprehensive analysis of the merits of community pharmacies. The report, “Dispensing Health Equality”, found that community pharmacies

“are not just an invaluable community asset, dispensing medicines and vital public health services, they are potentially a key to unlocking deep-rooted health inequalities.”

I congratulate my hon. Friend on securing this debate. Instead of cutting the budget for pharmacies, we could use them much more effectively—for example, in combating diabetes. Rather than getting GPs to test patients for diabetes, pharmacies could do it more efficiently and effectively.

My right hon. Friend is absolutely right. Given the success of community pharmacies, we should be doing far more with them, not cutting them. I shall come to some of the arguments for that during my remarks.

In the course of this campaign, I have been lucky enough to visit some excellent community pharmacies in almost every part of my constituency, campaigning with local councillors, listening to residents who rely greatly on the services these pharmacies provide and meeting staff who are among the very best healthcare professionals in the country.

It is always a pleasure to follow the right hon. Member for Wokingham (John Redwood). He speaks with huge passion about these matters, and of course he has always been consistent in his opposition to being a member of the European Union. He also speaks eloquently about why he feels the way that he does.

The European debate—I say this as a former Minister for Europe—has dominated the Government’s agenda to such an extent that this Queen’s Speech is a shadow of what it should be. There is no great ideological commitment in it, so it is difficult to attack too much of it. It is important that, when we get past 23 June, we can then settle down to an intelligent legislative programme that is not dominated by people banging on about Europe —I include myself in that. Although crime has gone down in England and Wales, blue-on-blue crime has increased as far as the EU debate is concerned.

As I mentioned earlier, last Thursday the Minister for Employment was in my constituency with a very big red bus parked outside the biggest temple telling everyone that if we remained in the European Union, there would be a curry crisis and people would not be able to eat curry any more. It is important that we get the European debate into perspective.

As a fellow east midlands MP, you would expect me to say this, Madam Deputy Speaker, but I was surprised that there was no mention in the Gracious Speech of Leicester City winning the Premier league, but perhaps that will come next year.

I agree with the Government’s proposals regarding the revolution in the Ministry of Justice and our prisons. I and members of the Select Committee on Home Affairs have been very concerned about, for example, the number of people who go into prison with no interest in drugs and come out addicted to drugs. We are concerned that our prison system is not doing what it was intended to do: to punish, but also to rehabilitate. Although we expected the right hon. and learned Member for Rushcliffe (Mr Clarke), when he was Lord Chancellor, to talk about changing the way we look at prisons, we did not expect this from the current Lord Chancellor, and we are delighted that he has embraced the reform agenda. Ensuring that when people go to prison they are first punished, then rehabilitated and they do not pick up bad habits, so that when they come out of prison they do not reoffend and go back again, is one of the big issues that has confronted this Parliament for all the 29 years that I and the right hon. Member for Wokingham have been Members of it. How do we break the cycle?

I remember on a visit to a prison in the south of England speaking to a young man who was there because he had committed murder. He told me that his father had had a life sentence and he had a life sentence; he just hoped that his young son, who was then a year old, would not end up in prison. How do we break the cycle? I think we should work with the Government to make sure that our prison system does what it is intended to do.

The second issue I am interested in and concerned about is extremism. Although the Government are proposing legislation on extremism, I do not think they have gone far enough on the counter-narrative. The Select Committee is about to conclude its year-long inquiry into counter-terrorism. I am concerned, as is the rest of the House, about the number of young British citizens who decide to give up their life in this country and go and fight abroad. The current figure for those who have done so is 800, and 400 have returned so far. I cannot understand why we are not doing enough while they are still here to prevent them from going in the first place. Also, although there are programmes to detoxify those who return to this country, there is always the risk that having gone abroad to fight, whether in Syria or elsewhere, on their return they will retain the poison that was drilled into them abroad. It is important that we treat the counter-narrative seriously. We need to support our police and intelligence services in working out who is going, and work with families so that we can try to persuade people not to go.

Does the right hon. Gentleman agree that our prisons are a breeding ground for extremism and radicalisation, and that until we address that the flow of new extremists will continue?

The right hon. Gentleman is absolutely right. It is not just about preventing people without a drugs habit going to prison and coming out with one. We have been sending people to places like Belmarsh, which has been described as a place where jihadists seem to be able to influence young people. Knowing his great passion for mental health issues, the right hon. Gentleman reminds me that Simon Cole, the chief constable of Leicestershire, who is the lead on counter-terrorism in the Prevent programme, has talked about the number of jihadists who have mental health problems. These are all issues that we need to confront. We cannot necessarily do it by legislation, but we need to make sure that we have the framework in legislation to provide the resources, the time and the effort to work with people.

My final point concerns the sugar tax. I was delighted when the Chancellor of the Exchequer introduced it. We should acknowledge the fact that today is his 45th birthday. I hope he is having a sugarless cake because, as we know, a spoonful of sugar may help the medicine go down, but it is also one of the steps on the way to diabetes. As someone who suffers from type 2 diabetes and chairs the all-party parliamentary diabetes group, I believe the proposed sugar tax will send a clear message out to the retail companies. However, the manufacturers of drinks such as Coca Cola and Red Bull do not have to wait until the sugar tax comes into effect; they can start promoting sugarless drinks now.

I got into a lot of trouble because I did not want the Coca Cola van to come to Leicester at Christmas. I was accused by some people of robbing them of their Christmas. They had decided that the Coca Cola van was so strongly associated with the Christmas spirit—forget about Christianity, the birth of Christ and so on; it was the Coca Cola van that gave them Christmas—that I was severely criticised. I will make a deal with Coca Cola from the Floor of this House: if the company sends its van to promote non-sugar drinks, I will be happy to welcome it, but promoting a drink containing seven to 10 teaspoons of sugar, cannot be good for the health of our nation.

The right hon. Gentleman should recognise that since 2010 sales of diet drinks have increased by 33%, and in 2014 the crossover point was reached—more people purchased diet drinks than regular drinks.

The change has come about only because of pressure from parliamentarians and from others outside Parliament, particularly clinicians, who have argued strongly that unless something is done, the health of the nation will be affected. That is why I tabled my urgent question on the obesity strategy. Unless we continue to put pressure on the manufacturers and the retailers, nothing will change.

Although we will have a sugar tax, it is still up to the supermarkets to ensure that they promote sugarless drinks. At Waitrose in Wolverhampton, which is not that far away from your constituency, Madam Deputy Speaker, there is a kiosk right in the middle of the store displaying only no-sugar products. The drinks with sugar content are put elsewhere. That is what the retailers have to do. The introduction of the sugar tax will encourage retailers and manufacturers to change their ways.

Finally, this is a hospitals and health debate—at least, it was opened by the Health Secretary. I shall not mention video games this time; I leave that to the Minister for Culture and the Digital Economy. I am very concerned about proposals from the local health authority to close the Leicester General Hospital. The possibility of reconfiguration is being considered. I have had had discussions with the chair and the chief executive of the hospital trust. I know that we have on the hospital site a world-class diabetes centre run by Professor Melanie Davies as well as Professor Kamlesh Khunti. We need to look very carefully at any plans that will diminish the services available to local people.

The general hospital site has been used by local people for years and years as a hospital site. We were promised a new hospital, accommodation for nurses and all kinds of things in the 29 years that I have represented that city. None of those promises have been realised. Although we in the community and I as the local Member of Parliament are prepared to enter into dialogue with the local health authority over its proposals, if the authority thinks it can close the hospital and give us nothing in return, there will be a bare-knuckle fight to try to preserve those services. I am not attached to the buildings—buildings are just a means of delivering services—but I am attached to the services. It is really important that we ensure that our health services remain the best in the world. I take the Secretary of State at face value: he wants our NHS to be the best in the world, and so do we. In order to achieve that, we need to make sure that it is properly resourced, keeps up with the developments in our population, and provides the expertise that is necessary for the NHS staff, to whom we pay tribute, to do their work so that it retains the best the world has to offer.
