I am afraid I do not agree with the hon. Gentleman’s diagnosis of the situation. As I saw when I visited Nissan recently, electric cars are being taken up at higher rates than ever before, and the plug-in car grant has been an important part of that. As the industry becomes more mature—we are seeing greater signs of that; the new Nissan Leaf has started to have stable resale values, which is an important sign of maturity—we would naturally expect levels of Government subsidy to fall.

It is very welcome that the Government are looking at alternative fuels. Will the Minister agree to place in the House of Commons Library a summary of the grants, incentive payments and similar subsidies being paid out by his Department in respect of each of the different alternatives being explored?

As the hon. Lady will know, we have recently made a new £11 million investment in hydrogen charging, so she is absolutely right that we take a technology-neutral view and that we seek to encourage different forms of technology wherever available. I will certainly talk to officials about what information we can place in the Library, but I think much of it is already in the public domain.

That is a great question. As my hon. Friend will know, the pothole action fund is part of a £6 billion fund we are spending on local highways between 2015 and 2021, including £105 million for highways maintenance in the West Midlands combined authority, which includes Walsall. We ask that highways authorities provide a statement on their websites on how they utilise the pothole action fund money they have been allocated and, of course, we review and assess how that money is spent. We are always looking for, and seeking to incentivise, best practice.

As the hon. Lady will know, we have spent more money than any Government have ever spent in this country on tackling air quality issues. We are working very closely with local authorities, including Bristol, to do that. Something like £400 million is already in prospect to support local authorities in this regard, and we look forward to seeing further action by Bristol and other local authorities to support it.

What is striking is that in many ways there is so much to be optimistic about with the bus industry. When I talk to operators, I see great investments in technology and ticketing, and tremendous potential for the industry in the context of the air quality changes that have been made by this Government.

In Bristol, more than 85% of routes are provided by First Bus, which makes a healthy profit every year, but under current rules it cannot use those profits to subsidise commercially unviable routes, which may be really important to local people. Why cannot bus companies’ contracts stipulate that they have to run those services using their profits from income-generating routes, instead of letting them pocket the profits while the local council has to foot the bill?

It is not historically the job of Government to be intervening in the precise allocation of a company’s profitability. I note that there has been a substantial increase in journeys in Bristol, from 32.7 million to 39.9 million over the past three years. If the hon. Lady has some specific proposals, I will be happy to look at them.

I am sorry to hear of the delays that are being experienced by my hon. Friend’s constituents. Clearly we have had a period of very hot weather, which does impact on rail reliability, and speed restrictions do help to protect overhead line equipment. I met the industry forums just this week to discuss what lessons can be learned about repeated periods of hot weather and how we can best protect critical infrastructure, and I hope the decisions they now move on to take can start to improve reliability.

When the Chancellor came to Bristol in May, he refused to confirm whether electrification of the Great Western line into the city centre would go ahead. Will the Transport Secretary confirm whether it has been deferred, as we were told last year, or has it really been ditched?

As I said earlier, we are focused on delivering service improvements right now. The electrification process is continuing—there is no secret about the fact that this project has not gone as well as expected—but the key thing for the hon. Lady’s constituents is that, from this autumn, there will be brand-new trains, more capacity, a better service and six trains an hour from Bristol to London. This is really good news for her constituents.

We are committed to improving accessibility on the rail network. Roughly 70% of train fleets operating passenger services currently meet modern accessibility standards, with work on the remaining vehicles due to be completed by 2020.

A moment ago, I was engrossed in the answer to the question asked by my neighbour, my hon. Friend the Member for Bristol West (Thangam Debbonaire), as that issue also affects my constituency. I very much hope that we make progress on the Lawrence Hill and Stapleton Road stations.

On accessibility on trains, the Minister will be aware of the recent case of the Team GB Paralympian, Anne Wafula Strike. It was very brave of her to come forward and speak about what must have been a humiliating experience when no disabled-access toilet was available on the train. What is the Minister doing to ensure that situations like that do not occur and that disabled people are treated with respect?

I am glad that the hon. Lady brings up that case. I am sure she shared the same sentiments that I am sure every Member felt on reading that story: it was simply unacceptable. We have made it clear to CrossCountry, through officials, that it was not good enough, and I will reiterate that when I next speak to the company. More importantly, I want to ensure that we meet our target of every rail carriage, including the toilets, being fully accessible by 2020. In situations in which the accessible toilet is out of order, for whatever reason, either that carriage must be taken out of service or, if that would have unacceptable service consequences, any individual on the train who might need the accessible toilet must be made aware of the situation before boarding and thereby have the chance to make alternative arrangements.

It is a pleasure, as ever, to see you in the Chair, Mr Hollobone. I congratulate the hon. Member for Bristol North West (Charlotte Leslie) on securing this debate.

Last week, the National Audit Office issued a damning verdict on the way that this project has been handled to date. It described the project as

“a case study in how not to manage a major programme.”

The Secretary of State agreed when I put that to him at Transport questions. He said:

“I am not happy about the way in which the…programme has been managed”

and that he is

“still not satisfied with the progress that is being made.”—[Official Report, 17 November 2016; Vol. 617, c. 368.]

We need to look at what this tells us about how we handle major infrastructure projects—particularly transport infrastructure projects—in this country. They always seem to go over time and over budget, and they never seem to reach completion in the way that was originally intended. The epic mismanagement of this programme will cost the taxpayer £330 million, which is more than Bristol City Council’s annual day-to-day budget.

Bristol Parkway now has to wait 18 months longer than planned for electrification—until the end of 2018—and Bristol Temple Meads, the station that most of my constituents use, now has to wait until at least 2024 for an electrified connection to the Great Western Railway. There is no certainty it will happen, and many of my constituents have said that they have had to endure traffic jams caused by road closures for the essential work being carried out on bridges to prepare for electrification. Other roadworks are being carried out in Bristol, such as the MetroBus construction. It is already the most congested city in the country. My constituents have to endure more and they now feel it has been for nothing.

The Great Western Railway is already one of the most overcrowded routes in the country, and almost 8 million extra passengers a year are expected by 2018-19. Most of us who have travelled on that line will think, “Where on earth are you going to put them?” because it is already difficult to get a seat—certainly at peak times. The Secretary of State assured me that new stock will be rolled out sooner rather than later, but we are waiting for that promise to be fulfilled.

As well as calling on the Government to do what they can to speed up electrification, I want to flag up next year’s feasibility study of suburban rail in the west. Local rail is an important part of what needs to be an increasingly integrated transport network. The hon. Member for Bristol North West talked about Bristol East junction. It used to be in my constituency, but I was cruelly deprived of it by the 2010 boundary changes, along with Temple Meads station, Lawrence Hill station and Stapleton Road station. I now have no stations. We are, however, campaigning for the re-opening of St Anne’s Park station, which was closed in 1970. That would massively improve connections to jobs, services and culture for my constituents living in the more peripheral parts of east Bristol. I hope the Minister takes that on board, too.

I pay tribute to my hon. Friend and, indeed, to all my south-west colleagues, who are vociferous champions of the need to make sure that we have the best possible transport links to the constituencies that they represent. I will be very happy to discuss with him the needs of his constituents in Cornwall and, in particular, the potential for improving links to Okehampton.

The National Audit Office’s verdict on the Great Western Railway electrification fiasco was absolutely damning. It described it as

“a case study in how not to manage a major programme.”

It is estimated that passenger growth on the line will be 81% over the five-year period leading up to 2018-19. Anyone who uses the line will know how overcrowded it is. What reassurances can the Secretary of State give that there will be an improvement in our area?

The hon. Lady will not be surprised to learn that I am not happy about the way in which the modernisation and electrification programme has been managed. The NAO report also said that, since 2015, my Department has had a much firmer grip on the programme. I am still not satisfied with the progress that is being made. New trains will, of course, be rolled out across the network sooner rather than later. I am committed to making sure that the project is delivered and that the improvements it brings will happen for passengers.

I welcome the assurance that the Great Western main line will remain a priority, but as we have heard, the cost of the scheme has more than trebled to £1.7 billion, and the rumours are that it has already been delayed by more than a year. What reassurance can the Secretary of State give people travelling on that line from Bristol to London that there will not be any further pain and misery in the months and years to come?

When the hon. Lady says “further pain and misery”, I note there may be occasions when, because of ongoing work, trains will be altered and timetables changed. We cannot carry out this huge electrification programme, as I outlined earlier in my statement, over the length of track and through some of the tunnels we are talking about, without there being some big engineering challenges, but it is absolutely right that the Great Western main line takes priority, and that the new trains that will run on the line from 2017 to 2018 are there and used.

My hon. Friend will know that the Portsmouth to London line is not only hugely important for her constituents but a vital artery for people who are travelling up and down through the counties. One problem has been the inability to run longer trains into Waterloo station, where the “throat” has effectively been blocked for many years. We are now investing to increase platform lengths there, to unblock some of that complexity. Also, the draft Wessex route study is being undertaken right now to determine how faster trains can be run from my hon. Friend’s constituency.

T7. I hope that the Minister will have been given notice by Baroness Kramer’s office that she is due to sign off £200 million-worth of funding for a bus rapid transit scheme in Bristol. I am very keen for the overall scheme to go ahead, but we have real concerns about one particular element of it in my constituency. Will the Minister tell me whether it is too late to seek alternatives to that element, which would ruin a wonderful community food project on my patch?

If I am correct, the hon. Lady is talking about the opposition to the M32 bus-only junction. It is not for the Government to determine the design of the scheme, which is being promoted by the local authority as it knows the area best. Local authorities should listen to the campaigns led by local Members of Parliament relating to that scheme, to see whether the concerns can be addressed, but it would be difficult to change the scheme at this late stage and I know that the hon. Lady would not want to put it in danger of not being signed off in the next few days.

All House staff dealing with the public are expected to undertake mandatory diversity and inclusion training, and the same standards are expected from all service providers, including the Metropolitan Police Service.

On 4 February, there was an LGBT history month event here. I had complaints made to me by two people who attended the event that security guards at the Cromwell Green entrance had repeatedly addressed them as “sir”, even though they had made it quite clear that they did not wish to be addressed in that way. The Met is looking at this—I think the House of Commons Commission has referred it to the Met—but will the right hon. Gentleman make sure that they do not have to suffer such treatment in future?

I am grateful to the hon. Lady for bringing that case to our attention. Indeed, as I believe she knows, this has been referred to the Metropolitan Police Service, whose staff these were. It is taking this extremely seriously and we have made it clear to the Met how seriously we take it. As far as our own staff are concerned, diversity and inclusion is a key part of the core induction and training for all visitor assistants and all staff generally. We take these matters very seriously and we are determined to make sure that this is not repeated.

I am sure the hon. Gentleman, like me, is delighted that this line is receiving so much investment, in the form of billions of pounds for electrification and the new intercity express programme rolling stock to which he alludes, which will transform the passenger experience. I gently encourage him not to read the scaremongering press releases put out by the RMT. I have visited the IEP mock-ups. I have discussed in great detail what the franchising and catering capabilities will be. It is up to the operators to specify, and I am sure he will have seen the East Coast statements that it intends to offer an enhanced catering service on those trains when they are running. I am happy to discuss this further with the hon. Gentleman, but I suggest he looks at the facts, not the scaremongering.

I am pleased to hear the Minister acknowledge that the present service on the First Great Western line is not good enough. As she will know as a south-west MP, one of the biggest issues is capacity. I know that new rolling stock is to be introduced, but will that be enough to address the terrible overcrowding issues, which I am sure her constituents have raised with her, as mine have with me?

The hon. Lady is right to point out that there is crowding. There was a great lack of investment in the line under the Government whom she supported. In addition to the IEPs, one and a half first class carriages are being declassified and standard class seating is being put in. It is happening now—I have sat in the 2,000th seat to be declassified. Although that is not the whole solution, I think we will see reduced overcrowding, particularly when passengers come in from Reading to Paddington, which is where trains can get extremely crowded.

It is the responsibility of the Member in charge of the Bill to make a request to the Government to table any money or Ways and Means motion that may be required in respect of private Members’ Bills that have had a Second Reading. It is the usual but not invariable practice of the Government to accede to such requests.

On the question of Monday’s business, it is right to allocate a full day of debate on the Floor of the House when all stages of a Bill are being considered. It is up to the House if it does not use the full time, but there would be considerable objections if we did not allocate a full day for all stages of a Bill. As I have explained to the House before, the problem with the money resolutions on the Affordable Homes Bill and the European Union (Referendum) Bill is not one of time; there has been no agreement in the coalition about those money resolutions, and that remains the case.

It is six months since the House voted to back the excellent Bill promoted by my hon. Friend the Member for Eltham (Clive Efford) which would reverse the worst aspects NHS privatisation, yet the Government have failed to bring forward the necessary motion for it to proceed to Committee. Will the Leader of the House listen to the will of the House and the British public, and ensure that it is respected by acting so that the Bill can now proceed to Committee?

There was necessary consideration of whether a money resolution was needed for that Bill. The House authorities have confirmed that no money resolution is needed for the Bill to enter Committee and I have now instructed officials to table the motion that will facilitate the establishment of another Committee so that the Bill can proceed.

As I said, the whole upgrading of the rail network cannot be done without disruption in certain areas, meaning that at certain stages closures have to take place. It would not otherwise be possible safely to do the work that has been required. My hon. Friend’s wider point is a valid one that we will want to address following the experiences we had.

First Great Western has assured me that it tried its utmost to keep passengers informed about what was going on at Paddington on 27 December, but one of the problems was that Network Rail seemed unable to give it any clear estimates of when the work would be completed, and there were lots of false assurances. How can the Secretary of State ensure that this will not happen again? It has been pointed out to me that it happened last year, in similar circumstances, and the year before as well. Can we be sure that it will not happen next year too?

I agree that a lot more can and should be done about communicating what is going on in the rail system, whether by Network Rail or individual train operating companies. When I meet the Rail Delivery Group and the management of Network Rail, I will stress that the whole industry has to address that in future.
