I was talking to the transport lead on Nottinghamshire county council this morning. I agree with the hon. Gentleman that trains also play a part. Trains are important, but the difficulties experienced by his Government—around the franchising process, the transfer of rolling stock and the delays in electrification—make reliance on the train as a substitute for bus services more difficult. We have had a freeze in the letting of franchises, with very big difficulties, particularly in the north of England, where carriages are going to be transferred down to Chiltern Railways. The services obviously need to be part of a planned network. The people who come to those stations either by car or bus use a different form of ticket when they get there and the point we are trying to get across is that devolving such decisions closer to communities will allow the system for rail, tram, underground, metro and bus services to be the same. Ease of interchange is key to encouraging people to use those services.

At the moment, outside London, our transport network adds up to less than the sum of its parts. Different forms of transport compete needlessly, instead of providing seamless journeys from A to B, and there is a lack of competition. That does not work in the passengers’ interests, the public interest or for local businesses. The Competition Commission has estimated that the failure of competition in the bus market costs the taxpayer £305 million every year.

London is the exception. Transport in the capital works far better for passengers than in any other British city. That is not simply because there is more money and there are more people. It is because Ken Livingstone, as London’s first directly elected Mayor, took some hard decisions. He introduced the congestion charge and properly enforced bus lanes. Labour understands how important it is to equip our cities with similar powers to make their transport systems work. Bus services should be available, accessible, affordable and convenient, which is why we have announced plans to give London-style bus powers to any city or county region that wants them.

In Bristol, First has a near monopoly on buses. I have just asked for a meeting with the latest in a long line of managing directors so I can present yet another dossier of complaints from the public about unreliable services and high fares. Bristol is crying out for the sort of change that my hon. Friend has just mentioned. We need local control of bus services. May I urge her to make good speed in trying to bring in those changes? Perhaps she can visit Bristol to see just how much we need them.

I would be happy to visit Bristol to look at some of the issues there. I know that Bristol is a good cycling city. I have been invited there to try the cycling, so perhaps I can combine the visit.

I think I am grateful to my right hon. Friend for that intervention. I have not read that pamphlet by Richard Tracey, but I am sure, knowing my right hon. Friend, that he will ensure that I have a copy in the next few days and I will certainly look at it. Some areas already have part-time traffic lights, which at certain stages are turned off. I would perhaps need a lot more convincing that such lights are practical in every set of circumstances, but I look forward to receiving a letter from him pointing these things out.

As I said, more than £300 million has been allocated to fund major local authority bus projects since 2010, which means: the changes on the ground in places such as Mansfield, Rochdale and Ipswich; two brand new park and ride hubs in York; Bristol’s ambitious £180 million MetroBus network; and, through our £70 million better bus areas fund in 2012, we have supported improvement schemes in 24 local authorities.

I am glad that the Secretary of State mentioned the MetroBus BRT—bus rapid transit—scheme in Bristol. Is he aware that the local community has concerns about how that scheme is rolling out? We have been told that the Department is not prepared to negotiate or revisit some of the details of the scheme to make sure it represents a good way of spending taxpayers’ money. I am due to meet the Minister in the other place, Baroness Kramer, soon, but can the Secretary of State assure me that the Department is prepared to be as flexible as possible so that we can deliver a bus service that actually tackles Bristol’s hideous congestion?

The hon. Lady already has a meeting fixed up with my noble Friend, and I am sure she will certainly take on board the points the hon. Lady makes. Whenever these schemes are rolled out we want to ensure that they are the best possible for the areas concerned. Obviously, this scheme is being done in conjunction with the mayor and the local authorities, so I am interested to hear what she is saying about it. I would point out that most schemes are often controversial in their early days and it is only once they are up and running that people see the benefit. A number of cities that have had trams and tram links or other such schemes have found that they start off with some controversy but eventually the benefits are seen.

I was talking about the £70 million we had set aside for the better buses fund in 2012, which supported schemes in 24 local authorities. In Blackpool, a £1.5 million programme has seen investment in traffic management systems, bus lanes and bus shelters. Enhancing buses is a feature of 95% of the projects supported by the £600 million of local sustainable transport fund money. Passenger numbers are going up in Sheffield, thanks to the better bus area, backed by £18 million from the better bus area fund from my Department. Of course it is not just money that counts; we also need to back the ambition and vision. That is what my right hon. Friend the Chancellor did on Monday: a directly elected city region mayor with strong powers will be able to provide the strategic direction for the people and economy of Greater Manchester. It will mean more joined-up decision making in transport, housing and growth. This Government fundamentally believe that devolution and taking this decision will help make that a reality.

It is a great pleasure to follow the hon. Member for Liverpool, Riverside (Mrs Ellman), alongside whom I have the pleasure of serving on the Select Committee on Transport—a very important subject. Despite being a relatively recent addition to her Committee, I was present for much of the inquiry she outlined and found it highly significant.

I would like, if I may, to begin my comments with a reflection on a detailed area that the hon. Lady summarised but perhaps did not have time to go into—the sections of society that can and do use passenger transport, and value it very deeply. As she rightly said, as did my right hon. Friend the Secretary of State, buses do matter, and I will set out some of the groups for whom they matter most. The first is older people, because many elderly people are unable to drive. Then there are younger people, who, as we heard in the Committee, make significantly fewer car journeys than before, with a 10% drop, over the past decade and a bit, in the number of 17 to 20-year-olds holding a driving licence. Passenger transport is essential for unemployed people because it allows them to sign on at a jobcentre and then look for work. That is particularly relevant to cities and counties like mine, Norwich and Norfolk, where work may be in a city amid a rural area.

Is the hon. Lady aware that when bus services are as unreliable as they are in places such as Bristol, there is an increasing problem in that people seeking work are being sanctioned by jobcentres because they cannot make it to their appointments on time? If they are 20 minutes late, through no fault of their own, they can find that they are losing a couple of weeks’ money and have absolutely nothing to live on.

I shall respond to that intervention, which is of course on a topic unrelated to the motion, by referring to a very good scheme that operates in Norfolk called Kickstart, which is open particularly to young people. For the price of perhaps only a few bus tickets—when one does the sums—it offers a very affordable moped. Buses are not necessarily the only way for jobseekers to get to where they need to go. I pay tribute to the Kickstart project and what it does to help square this circle.

The Committee heard about two more groups, the first of which is people who are not necessarily unemployed but have low incomes, and may well be more dependent than others on bus travel. Finally, and importantly, there are disabled people. Passenger transport allows disabled people to access not only employment but community and family life, and the entire range of things that one would like them to be able to do. The Campaign For Better Transport told us that disabled people use buses about 20% more frequently than the non-disabled population..

I want to mention a couple of cases that have recently been raised with me by disabled constituents, both of which involved complaints about a particular bus company and what was perceived to be unfair treatment of disabled passengers. In one case, the disabled passenger himself wrote to me; in the other, it was somebody who described what they had seen. There is a common thread between the two. I would like to draw the House’s attention to a tension within the law relating to disabled passengers. It relates to the shared space on buses for both wheelchair users and buggies, a subject well known to everyone in the House. In one case, the bus driver failed to ask a pushchair user to make space for a wheelchair user. After looking into the regulations that apply to the bus company and investigating the case with the Department for Transport, it has become clear that the bus company ought to do the right thing.

We are all familiar with the Equality Act 2010, which rightly makes it unlawful for any bus operator to discriminate against a disabled person simply because they are disabled. The Public Service Vehicles Accessibility Regulations 2000 require there to be certain facilities on board. However, there is a point at which there has to be a conversation between the two types of users who want to occupy that space on the bus, or a point at which one has to be told to make way for the other.

I do not seek to propose a solution to that tension in this debate, but I simply wanted to mention it because constituents have raised it with me more than once. Obviously, being left at the side of the road can be a source of deep distress to a wheelchair user who is not able to get to their destination. I do not need to describe to the House how bad such a situation can be. I of course hope that all bus drivers would demonstrate maximum respect for their disabled passengers, as would other passengers in such difficult situations.

I am confident that the Department is encouraging bus companies to do the right thing. I know that the bus company has had words with those responsible, and that it will do its best to discharge its duty.

The hon. Gentleman is right. It is also important to note the improvements that can be made. Mirrors, sensors and alarms, for instance, can be fitted to lorries to ensure that it is safe for them to use the roads at the same time as cyclists.

I entirely agree with what my hon. Friend has said about lorry safety. Does he share my disappointment that the plan published by the Government today is notably lacking in any commitment to address the issue? Lorries are responsible for a fifth of cycling fatalities in Britain, and there have been fatalities in Bristol recently.

I am disappointed by the plan that was published today, for all sorts of reasons, about which I shall say more shortly, but my hon. Friend is absolutely right to give that example.

A study published today by academics from the universities of Leeds and Cambridge and commissioned by the CTC shows the benefits that investing in cycling would bring. We face an epidemic of illnesses linked to inactivity and obesity, but investment equivalent to £10 per person to boost the proportion of trips made on bikes from 3% to 10% could save the NHS budget nearly £1 billion a year. The wider health benefits could be worth £6 billion by 2025 and £25 billion by 2050. Investment in cycling would prevent heart disease, reduce the number of strokes, and cut diabetes and colon cancer rates. As The Times says in an editorial today,

“Meeting this demand is not to ask for preferential treatment... the requested level would take total funding up to £600 million a year—3 per cent. of the transport budget for 3 per cent. of the trips taken.”

A report entitled “Benefits of Investing in Cycling”, written by Dr Rachel Aldred and commissioned by British Cycling, also shows that such investment would make a massive difference to society. It demonstrates that cycling can have an overwhelmingly positive effect on everyone, whether they cycle or not. The possible benefits range from saving the NHS £17 billion to increasing the mobility of the nation’s poorest families by 25%. Getting more people cycling would enable more people to get the exercise that they need, and would make Britain healthier. Traffic delays in London cost £1.5 billion a year. An increase in cycling would tackle congestion and pollution, and would make our roads safer and our transport system more efficient. It would enable people on low incomes to travel more easily, would make our town and city centres more pleasant places, and would support local economies.

I am honoured and humbled to follow the right hon. Member for North West Hampshire (Sir George Young). The bicycle has been my main form of transport for at least the past 20 years, as it has his. It has been the only form of transport I have owned for that period. Having cycled as a child, it was logical for me to use the bike as my main form of transport, given the growing congestion in our towns and cities. The revelatory experience for me—the eureka moment—came in the mid-90s, when I was sent by “The World This Weekend” to my old primary school in Norfolk. I cannot remember what the news piece was about—whether it was about stranger danger, the safety of roads or even growing obesity—but I arrived at my old primary school to find that the bike sheds had gone. That was a shocking experience for me. Not only had the sheds gone, but in place of children coming and going by biking or walking at the beginning and end of the school day, there was traffic congestion, belching fumes, noise and chaos outside the school gates. From that moment on, I have not felt as passionate about many issues, across all public policy, as I do about this one.

Things do not have to be like they were at that school. I am glad to say that in Exeter we have bike sheds again at our primary and secondary schools. Thanks to the investment we received as part of the previous Labour Government’s cycling demonstration town scheme, we have had a massive increase in the number of children cycling and walking to school—one of the biggest increases anywhere in the country—and a huge increase of 40% in cycling levels overall. I ask those who still do not believe that we can replicate Danish and Dutch cycling levels because ours is a hilly country to come to Exeter, one of the hilliest cities in the country. We have done it. We know how it can be done, although we have a lot more to do.

The problem is that under successive Governments—I do not want this to be a party political debate—the approach taken to cycling has been a piecemeal hotch-potch; we have had a bit of funding here, a bit of targeted funding there and a grant that has to be applied for. As hon. Members on both sides of the House have said, progress has been bedevilled by the fact that there has not been sustained, real investment and sustained political leadership from the top.

I hesitate to interrupt my right hon. Friend, who is making an excellent speech. I recently visited a Bikeability scheme at a local primary school in Bristol, where children are being trained and encouraged to feel safe on the roads. Does he share my concern that we are not putting enough money into Bikeability schemes and that doing so would be a huge step towards encouraging more people to cycle?

Yes, I do share that concern. I agree with my hon. Friend, who has put her finger on another important element—education, getting people cycling early and giving people the confidence to cycle. I am fortunate that in my constituency we still have a local authority that is committed to Bikeability, but, again, the service around the country is patchy because there is no sustained funding. Heaven knows, we all know what funding pressures local government is under at the moment.

One of the problems of discussing statutory instruments is that we are often given very little notice of them. We have heard that a statutory instrument on fox hunting may well come before the House. Will the Leader of the House tell us how much notice we will be given, how much time will be allowed for a full debate, and whether the statutory instrument will be debated in the Chamber?

There are requirements relating to notice in Standing Orders, and I try to give the House notice of business on a provisional basis if it is to be dealt with on the Floor of the House. I looked at statutory instruments from the Department for Environment, Food and Rural Affairs this morning, and, as far as I am aware, no statutory instrument of the kind described by the hon. Lady is before the House.

As I said, north of Rugby, a huge amount of money has been invested on the west coast main line. There is still more work to be done; for example, there is more work to be done on signalling, which will be happening this year as far as Watford is concerned. That will have an impact, providing better resilience overall to the services to which my hon. Friend refers. As he rightly says, that line is one of the busiest railway lines anywhere in Europe.

Not only do rail users in Bristol have to contend with the usual overpriced, overcrowded trains, but they are now being hit by disruption in both directions; it is affecting train services from Bristol to the west country and the Reading to Paddington section of the Great Western line. What support is available for rail users in Bristol? What compensation will be available for them?

I understand what the hon. Lady says. As I said just before this statement, I have had a meeting with all the coach operators, and they have agreed to put on extra services. Those services are available and a lot more are being laid on. They are seeing a rise in patronage, and their prices are very competitive indeed.

I very much agree with my hon. Friend and I know she will be delighted at today’s announcement. It is worth pointing out that in Derby we have got not only Bombardier but Rolls-Royce and Toyota and just over in Staffordshire—but I almost regard it as Derbyshire—JCB, all providing an engineering centre of excellence. It is true that some 71% of this new contract will be based on small and medium-sized industries in this country. I forgot to say that JCB is also in the constituency of my hon. Friend the Member for South Derbyshire (Heather Wheeler).

The fares that passengers pay are crucial to funding bus and rail operations. In rail, they contribute towards the major investment programme we are undertaking. I recognise concerns passengers have about impacts of fares on household budgets, which is why for the first time in a decade average regulated rail fares have been capped at inflation. Outside London, bus services are deregulated and fares are mainly a matter for the commercial judgment of bus operators.

Research by the Joseph Rowntree Foundation shows that single people under the age of 35 are being hit particularly hard by the cost of living crisis and are at the greatest risk of having extremely low incomes. Does the Department recognise that high fares make it even more difficult for them to find work and stay in work, particularly if it is only part-time work, which is increasingly what is on offer to them these days?

I am surprised the hon. Lady did not welcome the fact that we have capped rail fares at inflation for the first time in a decade, and I also note she was not whingeing on in the same way when, for example, council tax doubled under the last Labour Government, and every year the fuel duty escalator loaded expense on people who buy petrol, and we had above-inflation fare rises every time.

My office collates departmental performance information for ordinary and named day parliamentary questions for each Session, which are submitted to the Procedure Committee. My right hon. Friend the Leader of the House of Commons provided data relating to the last Session to that Committee in July 2013. Those data are available on the parliamentary website.

I have received particularly poor responses to recent written questions to the Prime Minister and the Deputy Prime Minister on whether they would raise human rights issues during business trips abroad. For example, the Prime Minister took more than two weeks to reply to named day questions, with no holding answer. Does the Deputy Leader of the House think that it is wrong of the Prime Minister and the Deputy Prime Minister, in particular, to show such contempt for Members who are simply seeking to find out what they do when they go abroad at public expense?

I certainly agree that it is possible to achieve a very high quality of response. For instance, the Department of Health achieves a 99% response rate. If the hon. Lady would like to send me the details of the questions she refers to, I would be happy to look into the matter.

Since 31 January 2013, departmental officials have spoken to all local authorities served by the franchise.

They have since met with Wiltshire county council to discuss the TransWilts Rail project, and with West of England Partnership to discuss the Bristol Metro project.

A meeting is planned with councils and passenger groups in West Berkshire and Wiltshire to discuss electrification. We will be meeting authorities again after the announcement on the franchise programme has been made in the spring.

Again, I am very grateful to my hon. Friend for that question. As the House will know, he has done tremendous work fighting for his constituents through the work he did securing funding for the improvements to Reading station and the London-Heathrow spur for the Great Western line. I reassure him that when the Secretary of State makes his announcement in the spring about the future progress of the franchising programme, all franchises will be extremely mindful of the needs of passengers, including those on the Reading line, as we approach any successor franchise arrangements, and we are committed to working with the industry to reduce costs and to take into account the needs and requirements of passengers.

Passengers in the Bristol area are desperate to see an improvement to services on the Great Western line, particularly with regard to the issue of overcrowding. If people have paid for a seat, they should not expect to have to stand on an almost daily basis. Can the Minister assure me that the issue of capacity will be addressed in the franchise negotiations, and that there will be extra rolling stock on the line?

Yes, I would like to give some assurance to the hon. Lady. When franchises come up for the next stage of the process, we want to ensure that all passenger requirements, as well as the ability of companies to provide a first-class service to passengers, are considered fully.

That is absolutely right. Cycling makes a huge contribution to the economy in cities, towns and rural areas right across the UK.

What plans does the Minister have to improve training for cyclists, as well as for drivers—particularly those who share bus lanes with cyclists—to ensure that cycle safety is a core part of the driving test? One of the best ways of improving safety is getting more people cycling, so will the Minister meet Ministers in the Department for Education to discuss putting cycling on the curriculum, in the same way as swimming, so that every child learns to ride a bike safely and more children take part in cycling?

One big barrier to getting more people cycling is the fear many people have of it, so ensuring that more people learn to cycle properly would help address that perception. Making cycling safer in local residential streets would also help. That is another of the demands from The Times, which wants 20 mph as the default limit in residential areas where there is no cycle lane.

As my hon. Friend knows, Bristol was given cycling city status a couple of years ago, and I very much support his call for a 20 mph limit. I met the Colombian ambassador this morning, and he told me that, for the past 25 years, Bogota has closed its streets from eight o’clock in the morning until two in the afternoon every Sunday and bank holiday so that people can cycle, and up to 1 million people will come out cycling. Is that perhaps something we should explore so that people can get their first experience of cycling on a traffic-free road?

That is a brilliant idea. I have seen it done in Seattle, and it has hugely increased the number of cyclists.

Can we encourage each local authority area to appoint a cycling commissioner to push forward reforms? In that respect, I would go further than what The Times is asking for. Cycling obviously involves the Department for Transport, but local roads are run by local councils, so the Department for Communities and Local Government needs to be committed to cycling. We also need commitment from the Department for Education if we are going to get more youngsters cycling. Given the health benefits of cycling and the need for dangerous drivers to be caught and prosecuted properly, the Department of Health, the Home Office and the Ministry of Justice need to take cycling much more seriously, too. What can the Government do, therefore, to give the Minister the power and authority to get all these Departments working together effectively?

I had a fantastic visit to Kettering and looked at the roads programme that is going to be developed, as well as at the town centre redevelopment, which is a huge success. We will ensure that noise reduction is part of the plan, so that the local community benefits from the new road and is not encumbered by it.

T10. In Bristol, the city council is being forced to make savings of £2 million, directly affecting its subsidy to First Bus. Routes are being cancelled, operating times are being cut and fares, which are already far too high, are still rising. What efforts are Ministers making to ensure that local bus routes remain operational and affordable?

I had thought that the hon. Lady might have written to congratulate the Government on the major investment programme in Bristol which we announced at the end of last year, with a number of schemes going ahead. She might have written to congratulate the Government also on the new “better bus area” programme, which includes an extra £50 million for buses, £20 million for more green buses and more money for community transport. So there is a lot of money going into buses, and we are doing a great deal to protect bus passengers and to improve bus services.

As my hon. Friend will know, matters relating to vehicle excise duty are for my right hon. Friend the Chancellor. We believe that the future of the road freight sector depends on being able to decarbonise it, and at the moment the only viable option for decarbonisation is biofuel. Therefore, we believe that it is important that we prioritise available sustainable feedstocks for biofuels for use in sectors where no alternative viable options are available.

I welcome the fact that the Secretary of State has said that there will be a consultation, because there was concern that we would rush towards implementation of the directive without people being able to discuss the related issues—but I am slightly concerned that he says that there are no sustainable alternatives to biofuels. As part of the consultation, will he seek advice on other suggestions being made by people working in this field so that we can move away from using biofuels and the subsequent impact on food crops and deforestation?

Our concerns are twofold: our approach is, of course, technology-neutral, but if alternative and sustainable solutions are suggested, we will be happy to look at them, and our focus must be on ensuring that the European Union, in its enthusiasm for biofuels, does not lose sight of the negative carbon impacts that some approaches to biofuel can have. We want to look at the whole lifecycle carbon effects of biofuel use, particularly the indirect land use effects.

I am grateful to my right hon. Friend, who is absolutely right that where we see a gender pay gap it is often a reflection of the under-utilisation of women’s skills in the workplace, and the under-utilisation of women’s skills certainly has an impact on the economy. If we were able to ensure that women’s skills were being used at the appropriate level and that women were able to progress through to appropriate levels in companies, for example, it would indeed be positive for growth. That explains our commitment, working with Lord Davies, to see more women on company boards.
