May I follow on from the question asked by my hon. Friend the Member for Warwick and Leamington (Matt Western) about the situation with Honda? Given that chaos at ports is already occurring before the end of the transition period—I understand that that is because people are stockpiling because they are so worried about what will happen next year—can the Chancellor of the Duchy of Lancaster confidently say that the perfect storm of Christmas, Brexit stockpiling, covid restrictions and the new customs regime will not lead to significant disruption come January?

It is a very fair point that a number of things are coming together this Christmas, and it is helpful that the hon. Lady contextualises the fact that the situation with containers is a result of many factors. We are doing everything we can to ensure that trade continues to flow freely, but as she quite rightly points out, there are a number of factors with which all Governments are having to grapple.

What recent assessment the Government have made of the effectiveness of rail to refuge schemes in providing free travel to victims of domestic abuse.

The rail to refuge scheme, as of 15 November 2020, has assisted 626 adults and 210 children in crisis.

I thank the Minister for her response. She will know that domestic abuse services have, sadly, seen a real surge in demand during the lockdown. Rail to refuge schemes, including the GWR scheme that serves my constituency, have helped more than 800 people to flee domestic abuse through the use of a free rail ticket. Can the Minister commit to funding these schemes in the future, because they are really important to people who need to get away?

I thank the hon. Lady very much for her support for this scheme. She will know that over 63% of victims of domestic abuse accessing the support have stated that they would not have been able to access a journey at all if the scheme had not been in place. I am pleased that this vital scheme is extended until next March, and we keep all these schemes under review all the time.

The hon. Gentleman makes a powerful point. I very much welcome the news that Spirit AeroSystems has acquired Shorts. I recently met with union representatives, who outlined their concerns about the immediate challenges facing the aerospace industry. This investment in such a major local employer of high-quality jobs is an important step in providing certainty to the company and its employees at a difficult time for the industry. Of course, there is much more to do, and the hon. Gentleman is absolutely right that innovation and green investment have an important part to play in the recovery phase. The UK Government will be doing everything we can, working alongside the Executive, to support a strong economic recovery and innovation in the green economy in Northern Ireland.

The Government continue to engage regularly with the Northern Ireland Executive as we get on with delivering the protocol and preparing for the end of the transition period. As well as working with the Executive, we are working with port authorities, district councils and other stakeholders in Northern Ireland to deliver protocol requirements at pace. We are also continuing discussions with the EU in the Joint Committee, informed by close working with the Executive, to secure a pragmatic approach to agrifood checks.

Last month, the operators of Northern Ireland’s four ports told Stormont that facilities to check goods arriving from Great Britain would not be in place by the end of transition. There were also concerns about the IT system, potential delays and the lack of clarity from Her Majesty’s Revenue and Customs. With eight weeks to go, this is an absolute shambles. Who does the Minister hold responsible?

The work is continuing. As we have previously set out, we are expanding some existing entry points for agrifood controls in Northern Ireland, building on what already happens at ports such as Larne and Belfast to ensure that new processes are as streamlined and efficient as possible. We continue to work closely with the Executive, port authorities, district councils and other stakeholders in Northern Ireland to take this work forward at pace, but the hon. Lady will recognise that some of these issues are subject to ongoing discussions in the Joint Committee.

Indeed, that is why we put another £12 billion into supporting our mental healthcare. The general point that my right hon. Friend makes is very important. That is one of the reasons why no Government would want to impose these measures lightly and why we want to make sure that we get through them as fast as we can.

The Prime Minister rightly spoke of the importance of strong local action and strong local leadership, but he needs to acknowledge that his dithering and delay, and the lack of communication, has made local leaders’ jobs far more difficult. Will he and the Chancellor commit today to talk to the core cities to assess the economic impact of lockdown on them and, in the first instance, the need for a winter support package to tackle issues such as rough sleeping, food poverty and mental health, as the right hon. Member for South Northamptonshire (Andrea Leadsom) said?

I am grateful to the hon. Lady. We are in constant contact with government—regional, local and city—at all levels throughout this country to help it to protect and support our constituents.  We have given about £3.7 billion to local councils and we will continue to support local government throughout the crisis.

I certainly echo what my hon. Friend says about the Government in Wales. Businesses of the kind that he refers to in his constituency obviously have access to the job support system when they are forced to trade in a way that is not normal for them.

When my hon. Friend the Member for Newcastle upon Tyne North (Catherine McKinnell) asked the Prime Minister about partners attending labour, he said that if she had any problematic examples, she should bring them to his attention. I have a constituent who so far in her pregnancy has lost two of her three triplets, one at eight weeks and one at 20 weeks. She was then told that she could not bring her partner with her to the 34-week scan. Obviously, scans ought to be good news for parents, but sometimes they are not. We had an intervention from the Mayor and support from the campaign group Pregnant Then Screwed, and her partner was then allowed to visit, but this is another issue. It is not just about attending labour; the partner ought to be there for scans as well.

I am so sorry for the experience of the hon. Lady’s constituent. She makes a very important point about partners being there for scans. I will look into the matter she raises.

Through the XO Committee, we are working with local resilience forums and with the Department for Education, the Department of Health and Social Care and the Department for Work and Pensions to ensure that vulnerable groups are protected come what may.

1. What recent assessment he has made of the effect of the provisions of the Well-being of Future Generations (Wales) Act 2015 on trends in the level of sustainable development in Wales.

While the UK Government have not made a formal assessment of this legislation from the National Assembly for Wales, the wellbeing of future generations is already at the heart of UK Government policy.

The aim of this Act is to focus minds on the long term so that we leave things better off for the next generation than they are for us. Given the decade of austerity, the risk of a no-deal Brexit and the climate emergency we are currently in, how does the Minister think this legislation would fare in UK law judging by what we are doing to the future generations now?

If we were looking well to the future, we would say that this was the first Government of one the major industrialised countries to set a legal target for zero carbon emissions. We can look at the work being done in the north Wales growth deal to drive forward sustainable growth. Given that one of the tests for future generations is not handing them unsustainable debt, we can look at how we got on and tackled the deficit that was completely unsustainable when we inherited it in 2010.

That is indeed good news. Yesterday’s employment figures were also good news, showing that more people are in work than ever before. I am pleased that we have been able to help working people with their finances. We have done that through the national living wage; we have done it by cutting taxes; and we have done it by freezing fuel duty. For the lowest paid, the national living wage and the cuts in taxes mean that they take home £4,500 more than they did under the last Labour Government.

At Prime Minister’s Questions on 26 June, I was pleased to hear the Prime Minister express sympathy for my 18-year-old constituent Jake Ogborne, who has spinal muscular atrophy. In May, the National Institute for Health and Care Excellence posted a press release saying that the drug Spinraza would be made available to SMA patients—the clear implication was that it would be made available to them all—only for Jake to have his hopes cruelly dashed when he was told that he was just outside the hitherto unmentioned eligibility criteria. This is a young man whose future is at stake. The Prime Minister said on that occasion that she would follow up the case. May I ask her if she has yet managed to do so?

We have called for a ceasefire and we have supported the efforts that have been made for a ceasefire. We supported those efforts around Hodeidah, which is a very important port for getting in humanitarian relief. This is why it is so important that we continue to work with our international partners and with the UN special envoy to bring about that ceasefire and to enable the parties to come round the table to get a political settlement, which is the only way to ensure the future security and stability of Yemen.

Q9. On Friday, a 14-year-old girl with autism and a learning disability was placed in a secure mental health unit 150 miles from home. Her mother has already had to stop work and her parents are trying to scrape together the money to find temporary accommodation there, so that they can be near their child. Does the Prime Minister not agree that we really need decent, trusted facilities for distressed children in every community, so that families do not have to go through this?

The hon. Lady makes an important point. The emphasis in the national health service that we are putting on dealing with mental health and on improving the support that is available is a part of this issue. I held a roundtable to look at the outcomes of our review of the Mental Health Act 1983, at which the types of circumstances in which people are provided for were raised. The NHS is looking at this matter very carefully, and we are ensuring that funding is available for further facilities to be provided.

My hon. Friend raises an important point. Clearly, DFID’s funding is very much focused on education; but it is also focused on humanitarian assistance and support for refugees. I undertake to talk to my colleagues in both the Department for Digital, Culture, Media and Sport and the Foreign Office to see what more we can do to support culture and heritage for the Tibetan people.

I am very glad that the Secretary of State is taking an interest in Tibet, but can I urge her, reflecting on an earlier question, to look at the impact of climate change on what is often dubbed the third pole—on the melting of the Himalayan glaciers? It is having a huge impact on the Tibetan area but is overlooked when we talk about climate change.

It is absolutely right that the hon. Lady should raise that point. Of the areas where Britain can contribute most to the 17 global goals, I personally think that some really stand out: the key three being healthcare, climate change and partnerships. The hon. Lady knows that the Prime Minister, who is the UN Secretary-General’s climate resilience champion, will be doing much more on this in the coming months.

T2. There is real concern that not enough is being done to help the people of Mozambique, particularly now that Cyclone Kenneth has struck. What is the Minister doing to ensure that global communities step up their response to the first cyclone relief fund, and do all that they can to remedy this humanitarian disaster?

The hon. Lady is right to raise this issue, but I think we can be very proud of the work that the UK team in Mozambique is doing to deal not only with Cyclone Idai but, now, with Cyclone Kenneth. The team has been at the forefront in providing practical and financial assistance. My right hon. Friend the Secretary of State held a meeting at the World Bank the week before last to look into attracting other donors to make longer-term reconstruction investments in Mozambique.
