Yes, I will. What is unifying us is the egregious breaches of international humanitarian law and international human rights laws that are going on before our eyes on the continent of Europe. That, in the end, must be dealt with through courts of law. The message we need to send is that there are two types of country: those that believe in the rule of law and will prosecute it to see justice done, and those that do not.

As “Game of Thrones” taught us, winter is coming. While Putin has failed to defeat the Ukrainians militarily, he is now trying to freeze them into submission. I welcome what the Secretary of State said about 900 generators, which must help. When I visited Ukraine with the Chair of the Defence Committee, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), and others, we heard pleas for more generator capacity, particularly for schools and hospitals. Will the MOD talk to Departments such as the Department for Business, Energy and Industrial Strategy and the Treasury to co-ordinate the donation by businesses and companies of spare generators to Ukraine to keep the lights on and save lives?

My right hon. Friend is absolutely right that there is always more that we can do. The international community has put in a lot of generators. I do not have the overall figure, but I can talk about the 900 that Defence and the UK have put in. In the non-military space, there is also a vast line of donations, with individuals and groups raising money and sending in equipment. I think that a group in Yorkshire raised money, donated some armoured ambulances and took them to Ukraine.

It is sometimes hard to have a track on exactly what is going on, but there is a vibrant community doing that and we will do everything we can to support it, including dealing with any blockages at the borders that may be unnecessary or bureaucratic, because speed is definitely of the essence. I can stand here as Secretary of State and talk about military aid, both lethal and non-lethal, but humanitarian aid and support for the economy are as important if we are to get through 2023. I will ensure that my colleagues in the Foreign Office are absolutely on it.

The hon. Gentleman asks, quite fairly, whether I think that the contractors are meeting their requirements. We are absolutely clear that they are not meeting their requirements. Indeed, that is why a rectification plan was imposed as long ago as September; it was clear that there were some fundamental issues going wrong. I have spoken about the IT issues, but also, candidly, there were not enough people in the call centre. I think Pinnacle had 14 people, although that has now been increased to 60.

I get that there has been some snow and ice, but not biblical levels of snow and ice; these are things the contractors should have accounted for and prepared for. The hon. Gentleman asks whether the contract is value for money, and no, at the moment I do not think it is. If the contractors performed, it would be a perfectly sensible contract, but I reiterate: over and above the annual amount, we must ensure there is the £350 million of support to get ahead of this problem, so that we can have a well-maintained service family accommodation estate that does not run into problems in the first place. I am pleased to note that there is £76 million targeted towards improving thermal efficiency—to you and me, Mr Speaker, that means boilers, insulation and so on—which again will resolve some of these issues.

There are lessons to be learned, candidly, and I am clear about that. One thing that must be investigated is how this contract was entered into. Was it the case that some people were—how can I put it?—a little economical with the actualité when indicating what they could provide by way of support and IT? What did they say and when? We need—[Interruption.] Of course we should also look at the due diligence; that is a fair point as well.

The hon. Gentleman made a political point at the beginning, and I hope he will forgive me for saying this: it is true that a lot is being asked of our troops at Christmas, including to fill in for jobs that others are not doing. I urge him to join the Government in saying that those going on strike should call those strikes off so that our troops can get the Christmas they deserve.

In February 2020, I co-authored a report called “Stick or Twist?” for the Prime Minister, copied to the Defence Secretary, after a year-long study into why armed forces personnel leave. Poor standards of accommodation was one of the major factors why they decide to stop serving the Crown. In that report, we pleaded with Ministers not to go ahead with the Future Defence Infrastructure Services contract, but to look at better alternatives, such as a bespoke forces housing association instead. Nevertheless, they ploughed on. FDIS will never work. It is structurally dysfunctional. I say to the MOD: “Please, on behalf of service personnel and their families, rip off the plaster, admit you were wrong, create a workstream on accommodation as part of the integrated review, and do something better that actually works.”

I am afraid that the right hon. Lady has obviously lapped up the Labour Front Benchers’ dodgy dossier on defence procurement. Of course, over half of the figure she used was under the previous Labour Government. Labour double-counted, including in that dossier, and indeed made no reference to the fact that the top 15 projects under Labour, in its last period of power, produced a £4.5 billion overspend and a 339-month out-of-date period for projects.

As I said, these are very complex processes. We often make sure that we try to meet the demand and the threat, but some of these projects last 20 years. We have made significant steps to change and reform that, and the right hon. Lady will be glad to know that this year—or last year and the year before—the MOD came in on budget for its overall budget, with a balanced budget for the first time for decades.

The Type 26 frigate is literally a world-beating design, which we have exported to both Canada and Australia, and we all want to see it in service as soon as possible. So it is doubly disappointing that, last week, the Department issued a written ministerial statement to say her entry into service is now delayed a further year from October 2027 to October 2028 and the lifetime cost to the programme will be over a quarter of a billion pounds more of taxpayers’ money. Given the defence budget is likely to come under great pressure, why does it take BAE Systems 11 years to build a ship the Japs can build in four?

Yes. One strength of NATO is its adherence to standards across all the nations in it. At the moment, Ukraine is transiting from using Soviet era calibres and so on to using western weapons systems, which is why it is important to help train Ukraine in their application; they are not one in, one out—they need to be used differently. Having helped establish the international donor co-ordination centre near Stuttgart, Britain has added training into that, so we co-ordinate that properly. Most countries use that and engage, so that this is co-ordinated: we do not double book and we get this in the right place. I urge any other international partner who is thinking of offering training to co-ordinate through that system.

The Ukrainians are putting up a valiant and skilful resistance against Russian aggression, but we understand that they are currently losing about 100 men a day, with many more wounded. Given that rate of casualties in modern warfare, and given that the integrated review was published long before the Russian invasion, does the Secretary of State agree with me and many other Conservative colleagues that the supposed 10,000 cuts in the Army, which the new Chief of the General Staff has called “perverse”, should not only be reviewed, but completely reversed?

As we can see from our Conservative colleagues, defence spending is a key priority in the leadership race, and I recommend to all leadership candidates who are wanting votes from Conservative Members that they recognise its importance. The threat has changed and it warrants more spending on defence, because the world is more dangerous and anxious than it was—not only when we had the defence Command Paper but before Putin invaded.

I make no apologies for taking time to come to the House with this strategy, because we want to make certain that it is a strategy that works, and that is exactly what we are delivering. There is no jingoism or nostalgia about this strategy; it is hard facts that will deliver for our shipbuilding industry. It is a shipbuilding industry that needs to embrace the modern technology of artificial intelligence and environmental sustainability. That is why we are establishing the UK Shipping Office for Reducing Emissions, with £206 million behind it. It is a strategy that will support our ship buyers with a home shipping guarantee system, in the same way that we support our exports with export guarantees. We have a National Shipbuilding Office that is doing great work and is cohering across Government and delivering for the entire industry.

The hon. Gentleman spoke of warships. We can be very proud that we are putting more money into warships —£1.7 billion will be the spend by the end of this Parliament, doubling our current commitment. The Type 31 frigate HMS Venturer had her steel cut in Rosyth, with HMS Glasgow now well under way on the Clyde. Opportunity exists for Type 32, with up to five entering service with the Royal Navy, and a certainty that we will be going beyond our current level of 19 frigates and destroyers by the end of this decade.

The hon. Gentleman referred to FSS ships, which he knows will have a very substantial element of UK build. They are on time to be delivered within a couple of years of the procurement. We are doing our utmost to ensure that we derive value from this strategy and that it will deliver for Britain.

The hon. Gentleman asks why we cannot have a “build in Britain” strategy. As he knows, that is exactly what we do for warships, and it is this Government who have extended that to say that, for every ship being acquired by the MOD, we will make a case-by-case examination to see whether that needs to be a build in Britain. We have broadened that scope.

When we go beyond defence and warships, we cannot, on the one hand, say that we will support the international rules-based order, yet, on the other, ignore rules organisations such as the World Trade Organisation. We need to work within those rules to get the maximum value for our country, which is exactly what the NSO will do. We have a programme of 150 vessels, £4 billion of support going into British shipbuilding over the next three years, and exciting opportunities that our industry can follow.

The British-built Type 45 destroyer is arguably the best of its class in the world, but it has been plagued by persistent problems with its propulsion system. The Ministry has a “put right” programme, but it will not be completed until 2028. Given that we now have to deter a Russia that is prepared to bomb maternity hospitals, we need those ships fully capable and fit to fight now, not in six years’ time. Will the Minister go from this place back to his Department, review the entire programme and issue an urgent operational requirement, so that if they were required, those wonderfully capable ships can fight to keep our country and NATO free?

My right hon. Friend is absolutely right that the Type 45s are excellent bits of kit. They are one of our bits of equipment that I know our adversaries fear, and rightly so. The concern we always have is balancing operational requirements; as he knows, we have two Type 45s out on station at the moment, so we must make certain that we can bring those ships back in for their power improvement project upgrades. I can confirm that we are looking at ways to accelerate the PIP programme, and I recognise that it is important that we do so.

I also apologise to my right hon. Friend, and I dropped him a note this morning. In response to an intervention yesterday, I said that Dauntless was undergoing sea trials, but I had conflated sea trials with the test and commissioning phase. That is where she is now, but the three new diesel engines are working successfully and she will be embarking on sea trials in a few weeks’ time.

The hon. Gentleman will see that come through in my speech.

I hope this will, if not eliminate, at least reduce the facile attacks on our defence industry and its skilled, unionised workforce. Can we have no more ill-informed pressure on the City and pension funds to disinvest in defence firms, and no more blockades of their factories?

Likewise, the Foreign Office and the Ministry of Defence cannot be mere observers. They have to engage, and the Treasury has to provide the funding to enable that engagement to be meaningful. They should follow the example of the great Ernie Bevin, who coincidentally was born on this day in 1881. He had the strategic genius to create not only the biggest trade union in the country, if not the world, but the NATO alliance. Furthermore, when American Secretary of State George Marshall gave his speech at Harvard in 1947, Bevin seized on a single sentence:

“The initiative, I think, must come from Europe.”

Through his energy and persuasion, Bevin generated a European response of sufficient weight and urgency to Marshall’s implied offer of American support, and the reconstruction of Europe followed thereafter.

Incidentally, Bevin also saw the need to create the Foreign Office’s Information Research Department to engage in the battle of ideas and the battle to counter disinformation—that is a crucial part of the spectrum—not only in the UK but across Europe. Also engaged in that struggle of democracy versus totalitarianism were leading Labour figures in the IRD Denis Healey and Richard Crossman, who had of course also played a prominent role in the wartime Political Warfare Executive. This cause is currently being championed in the NATO Parliamentary Assembly by its president, US Congressman Gerry Connolly, to put at its heart the democratic values on which NATO was founded.

Now we have to make our defence and security architecture fit for purpose for this existential struggle. Some of that is about recreating past capability and restoring our vandalised capacity for watching and understanding the dynamics of the Russian regime and, indeed, of Ukraine —the neglect of that after the fall of the Berlin wall was a scandal—and some of it is about recognising the relentless political nature of this struggle and funding organisations with multiple skills to wage it, while fully integrating our capacity.

I find it unusual, if not extraordinary, that the Chief of the Defence Staff and the heads of the intelligence agencies attend the National Security Council only as and when. Resources are crucial—that is what this debate is about—but mindset and doctrine are also vital.

The right hon. Gentleman and I are both former Armed Forces Ministers. I have sat on the Defence Committee for five years, and he has served far longer than me and is now our excellent vice-Chairman. He can attest to the fact that the Committee has been warning about the increasing Russian threat for several years. Some of us were derided as hawks who always said the Russians were coming. Well, the Russians have now well and truly turned up, so the Committee was basically right. Does he agree that we must now review the entire integrated review, because what happened two weeks ago was a complete game changer in security terms?

I thank the right hon. Gentleman for his interventions not just in the Chamber but in the Defence Committee on these important issues. This is pertinent to a debate on the estimates, because resources and finances are obviously crucial, but it is the doctrine, the mindset and the organisation that decide the outcome. It is the same in Ukraine, where the morale of the Ukrainian forces, who are fighting for their homeland, is crucial when facing a conscript army who are not sure where they are or why they are there. That is why we have to get this right. We need an increase in the Budget in a couple of weeks’ time, but we also need a reset in our thinking.

I defer to my hon. Friend’s operational service in Afghanistan and the bravery shown by our troops on the ground, of whom he was one. It is a fact that, for all the emphasis on technology, NATO was run out of town in the end by what some ill-informed commentators described as a “bunch of country boys”, who did not have submarines, satellites, artificial intelligence and all the rest of it, but who still won. My point is that, yes, we need high technology in warfare, but we also need trained personnel who are able to use it, and an obsession with technology is not in itself enough, is it?

The whole end of Afghanistan should be a deep inflection point for the west and our attitude to the utility of force and what we can actually achieve in the foreign policy space. What does victory look like? What are victory and defeat actually going to look like in Ukraine?

The hon. Gentleman missed the best bit of the November report, which was that the cross-party Committee concluded that the UK’s defence procurement system was “broken”. Does he agree that we are not going to deter further Russian adventurism with a £4 billion light tank that not only does not work, but deafens its own crew?

That is not a surface ship. The UK’s breakneck pivot away from the European domain has been dramatically overtaken by recent events in Ukraine. The mercifully long period of relative stability in Europe is under threat in a way not seen since the war, so it is clearer than ever that the top defence priority on these islands is, and must always be, ensuring peace and stability in the Euro-Atlantic area, as we on the SNP Benches have long argued. The MOD must re-profile its equipment plan, troop numbers and finances accordingly. In conclusion, this debate affords an excellent and very necessary opportunity for Ministers to reformulate the MOD’s finances, the force numbers and the equipment plan.

On a point of order, Madam Deputy Speaker. There are breaking media reports of a Russian artillery strike on a maternity hospital in Mariupol, which unfortunately has resulted in a large number of casualties. I understand that the Prime Minister has condemned this as depraved. Bearing in mind the subject that we are debating, if anything that has only focused our minds. This is a tragedy that should be condemned by the whole House.

It has been a fascinating debate, ably kicked off by the Deputy Chairman of the Defence Committee, the right hon. Member for Warley (John Spellar). He, like so many of the Labour contributors to this debate, is part of the respectable wing of his party. It is, I think, a great relief to the country that we have my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) as our Prime Minister at this time, rather than the proposition presented to us by the Labour party at the last election. The leadership he is showing in these difficult circumstances is exemplary.

This has been a fabulous debate, and it is a sadness to me that the time allocated is in no way sufficient to reflect the passion of the contributions and their quality, the huge admiration we have for our serving personnel, or the vital importance of what my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), the Chair of the Foreign Affairs Committee, referred to as this critical insurance premium for our country.

As my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) said, and as my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) referred to so poignantly in his point of order, it is so shocking that we are debating these issues while war rages in our own continent—that ghastly barbarity to which my right hon. Friend alluded.

Like so many speakers this afternoon, I pay tribute to the extraordinary defence of their country that has been mounted by the Ukrainian forces and civilians. Last summer, I was privileged to attend the 30th anniversary of Ukraine’s freedom celebrations and saw President Zelensky among his own people. I would never have imagined then the emotional scenes we saw yesterday in this House. As the integrated review recognised almost a year ago, the view that post the Berlin wall coming down we would enjoy a perpetual peace dividend could not and should not be assumed. Old aggressors have been reanimated and new dangers have arisen, requiring a forward-leaning and agile armed forces. We need to be prepared to defend and deter threats emanating from Russia and from states that violate international law in such reprehensible and egregious ways.

We have seen in Mariupol today what the Russians are truly capable of. We must now deter further adventurism. On that point, will the Minister conduct an urgent review of the operational availability of all our equipment? Where things need to be brought up to scratch quickly, will he issue urgent operational requirements—UORs; he knows what I am talking about—to do whatever we need to do to have all our equipment on top line, should we need it, and can we start with Type 45?

I reassure my right hon. Friend that we are absolutely focused on making certain that we have proper operational availability. On Type 45, as he may be aware, Dauntless has come out of the power improvement project and is now on sea trials. Daring has gone into Cammell Laird. We are looking at ways we can advance that process, but I would say that we have two Type 45s out on station doing their job even as I speak.

As the integrated review and defence Command Paper set out a year ago, Russia poses

“the greatest nuclear, conventional military and sub-threshold threat to European security.”

The IR also emphasised the need to strengthen NATO, which is critical to preserving our security and prosperity in the Euro-Atlantic area.

I take issue with the premise of the hon. Gentleman’s question, which was that people need to get into a small boat to find sanctuary. They are coming from France, which is a safe country. Those who continue their journey do so because they want to be in the United Kingdom, not because they are scared of where they are.

As for the idea that the MOD is not configured to protect against civilian threats, we have just been through two decades of counter-insurgency and reconfiguring to deal with the emergence of sub-threshold threats. Threat no longer wears a uniform or drives around in a painted military vehicle that flies a flag; it is increasingly likely that the threats posed to the United Kingdom come not from military sources. Of course the Ministry of Defence, which is charged with the defence of the homeland, has a role to play in ensuring that our borders are more robustly protected.

I welcome the announcement that the military are finally to be brought in to supersede Border Force—or, as some of my constituents refer to it, “taxi force”. We need to add credibility to this announcement, so, first, what operational name is the mission to be given; which armed forces units are likely to be involved; and thirdly, if they are not going to be involved in pushback or to deploy sonic weapons, what are they actually going to do?

Desperate!

Let us start with the first point. The Sentinel is not an early-warning radar, which the E-7 Wedgetail is. If we are going to say that I retired one platform capability and replaced it with another, let us try to make sure that we replace it with the right type of capability, otherwise someone will be flying the wrong plane in the wrong place at the wrong time—but then I suppose we should not really be very surprised by Labour.

I entirely understand the NAO’s observations. There are, absolutely, a great many things to put right, and in putting them right, yes, we cancel programmes that we cannot afford, yes, we retire capabilities that should have been retired previously, because that is called putting your house in order. Otherwise, we end up with an NAO ruling that

“The MoD has a multi-billion-pound budgetary black hole which it is trying to fix with a ‘save now, pay later’ approach.”

That was the NAO’s report on the Labour Government in 2009, and the “pay later” is what we are now living with.

I endorse everything that both Front Benchers said about Jack Dromey, but not everything that followed.

The Secretary of State and I have crossed swords before about procurement. As he knows, the Public Accounts Committee said that the system was broken. He kindly offered me a meeting last time we discussed this in the House, and he kept his word: he generously gave me an hour of his time, and we discussed it in detail. Following that, is there anything he would like to say to the House today about his plans to reform procurement in the Ministry of Defence?

As I have said, there are observations about defence procurement in all the NAO reports and also in those of Select Committees of both Houses, and it has been a running sore for many years. We have to fix some of those issues. The Minister for Defence Procurement, my hon. Friend the Member for Horsham (Jeremy Quin), has come to the House time and again to talk about and expose the issues relating to Ajax, and has been honest and clear about the problems that we need to put right. I discussed with my right hon. Friend the need to ensure that our pricing estimates and the quality of our contracts are correct, so that risk is held in the right place. Both those issues are incredibly important. We also need a change in the culture of optimism bias: sometimes people want to gold-plate things when the good will do, rather than the perfect.

The hon. Gentleman shakes his head. The SNP talks a good game, but when it runs a shipyard it runs it into the ground by the looks of things. We should remember that.

On Scottish units and basing, since March, it has not been a secret that the overall size of the Army is shrinking, but the proportion of the Army in Scotland is going up from 5.1% to 5.5% of regulars. The Army is just one part of the armed forces, however, and there will be a net increase of approximately 600 regular personnel in Scotland. They will be made up of more Navy personnel as we have moved HMS Dolphin from Portsmouth to the Clyde for the training of submariners and a training centre there, and more RAF personnel in Lossiemouth when I base the E-7 early warning radar planes there. That means that there is an overall increase. If we add that together with all the elements of the reserves and the extras, about 14,500 forces of regulars and reserves will be based in Scotland, which is a significant amount.

As a Scot and a member of a Scottish regiment, let me say that the saving of Glencorse is also pleasing and will be a good thing for Scotland, as is the expansion of RAF Leuchars as another military base. I was determined to ensure that we still have the Army in the highlands, so the Royal Engineers will remain at Kinloss, which is a large base so there is extra room should we seek to put any more forces there. We will also have two Scottish regiments based in Scotland plus the cavalry regiment, the Royal Scots Dragoon Guards, which is good for recruiting and for the economy in Scotland.

I also say to the hon. Gentleman that it might help our soldiers if the SNP did not tax them a bit higher than their English colleagues. They do not have a choice about where they are based; they are based where they are based.

Finally, the hon. Gentleman talked about courses and education. I hope that the Scottish Government sort out education in Scotland. As a Scot, let me say that education and financial stewardship were among Scotland’s proudest things, and both have failed on the SNP’s watch. The tragedy is that the children of our armed forces serving in Scotland face the consequences at those schools.

The British Army cannot fight without effective kit, but the Public Accounts Committee has declared the MOD’s procurement system “broken”, which it is, and has described the General Dynamics Ajax programme as a catastrophe. The next debacle is the Morpheus programme to replace Bowman, which also has General Dynamics effectively in the lead, and is horribly late and going round in circles as Bowman becomes increasingly obsolescent. Will the Secretary of State take personal grip of Ajax and Morpheus? What steps is he taking to ensure that his officials who brief him on those programmes tell him the truth?

I do not disagree with my right hon. Friend’s observations about the troubled programmes of Ajax and Morpheus. Not knowing that he was going to ask the question, I had a meeting on Morpheus yesterday with officials. My Minister for Defence Procurement is close to all those issues to the extent of examining emails to make sure that we get to the bottom of the whole range of problems on issues such as Ajax.

A health and safety report is due to report soon; it is going through the Maxwellisation process. We will get to the bottom of not only what is happening to the programme and why it potentially damaged our soldiers’ hearing in the trials, but why we did not act on any of those reports over the timescale of the programme. In addition, I will leave no stone unturned in relation to how we apportion blame. I will consider external judicial, or perhaps former judicial, personnel to look at those issues, because it is really important not only that we are open about the challenges of the programme but that we fundamentally learn the lessons and people carry the can for some of their decisions.

The hon. Gentleman will have read the defence and security industrial strategy and, indeed, the reforms to the Treasury Green Book that allow me to put a premium on social value, including in respect of priorities such as levelling up and UK skills. I am determined that we make that clear in many of our interactions with industry. As a member of Unite, the hon. Gentleman will know that Unite represents not just workers at Leonardo in Yeovil but no doubt lots of workers in the aerospace industry in my part of the world up in Lancashire. We have a duty to make sure that we listen to all British workers, wherever they are.

On the new medium-lift helicopter contract, we are expecting a competition and will produce details of that for the House sooner rather than later. We expect the new medium-lift helicopter to come in by 2025.

A fortnight ago, the all-party Public Accounts Committee published the most damning report it has ever produced on MOD procurement, including helicopter procurement. The report concluded:

“To meet the aspirations of the Integrated Review, the Department’s broken system for acquiring military equipment needs an urgent rethink, led by HM Treasury and the Cabinet Office.”

Given that not one of the top 36 MOD procurement programmes—worth £150 billion of taxpayers’ money—is fully on track, who, either at Abbey Wood or on the fifth floor of the MOD, is going to accept personal responsibility? When will the Secretary of State bring in the Cabinet Office to clean up the MOD’s mess?

I have read the report and, while it makes some very important points, I am sad to say that it is actually no different from the series of reports that I have read over decades. It is not any worse than some of the ones from 2008 and 2009. There are repeat problems, which is why, in seeking defence reforms, I have been determined to make sure that we get on top of these issues. [Interruption.] I distinctly remember the report that was delivered in 2010, which showed that, in one year under the Labour Administration, they spent £3 billion without even knowing where it was coming from. My right hon. Friend is right that there are lessons to be learned. We will get on it. I would be delighted to meet him to discuss what we think we can do. Many of the programmes referred to not only pre-date me and this ministerial team, but predate my right hon. Friend and his ministerial team and we need to make sure that we get on top of that issue. There are solutions to this, but we must also enforce tight timetables and then we will deliver.

I understand the hon. Member’s concern, but I say to him first that we will publish our equipment programme soon, and that it is not the case that the projects are unfunded—that is an incorrect assertion. Like him, I am absolutely determined to get to grips with some of the issues. That is why we took some decisions to cancel or not proceed with programmes. We took some tough decisions to ensure that the equipment programme is affordable. It is also why the Prime Minister gave us a record capital departmental expenditure limit settlement for our equipment programme, to ensure that we can deliver the equipment for our forces.

Hello, it’s me again.

I will gladly take the Secretary of State up on his offer of a meeting about procurement, but there is an old Army saying: if it ain’t broke, don’t fix it. This is broke—it is official. This is the worst report on MOD procurement in living memory, Ben. We both know it is, so can we please do something about it and put it right?
