I will make some progress, because I have made that point quite clearly.

The tax burden has been pushed to a record high, and we have also seen a record number of changes and U-turns on tax rates and reliefs under this Government. That applies not just to personal taxation, but to tax rates and reliefs relating to businesses. Let us consider the Chancellor’s approach to the rate of corporation tax, which the Bill sets at 25% in clause 12. In July 2022, during his leadership bid, the current Chancellor pledged to cut the headline rate of corporation tax from 19% to 15%, yet when he became Chancellor just three months later, one of his first acts was to U-turn on what he inherited and to commit to raising that tax from 19% to 25%. He has been typical of the Conservatives in lacking any certainty, predictability or consistency, and we know how damaging that is to businesses that are trying to make investment decisions.

As the shadow Chancellor set out, if we win the next general election, we will bring back certainty by capping the headline rate of corporation tax at its current rate of 25% for the whole of the next Parliament. We would take action if tax changes in other advanced economies threatened to undermine UK competitiveness. We believe that the current rate of 25%—the lowest in the G7—strikes the right balance between what our public finances need and keeping our corporation tax competitive in the global economy. We also recognise the importance of stability and predictability in the reliefs available to businesses. We have seen a great deal of chopping and changing in capital allowances in recent years—indeed, this is a rare example of a Finance Bill from this Government that does not change the annual investment allowance or expensing regime.

We have made it clear that if we win the next general election, we will publish a road map for business taxation in our first six months in office, to give businesses the stability, predictability, and long-term plan that is so important to those making investment decisions. We have been pushing for a proper windfall tax on the profits of oil and gas companies operating in the North sea. The Government, despite initial opposition, U-turned on that and adopted some of our proposals with the introduction of the energy profits levy. Ahead of the general election, we have set out our plans to make the windfall tax stronger, and to raise more revenue to support our country’s energy transition, but it is also right that we give as much certainty as possible to those companies affected.

Does my hon. Friend agree that we need a domestic oil and gas sector and offshore energy sector to deliver for the economy, to deliver energy security, and to bring in the investment needed for transition? After all, the North sea has powered our economy and our country for decades, and it can do so for decades to come.

My hon. Friend is right to say that it is important that we offer as much certainty as possible to those companies affected. We recognise that by its very nature, the windfall tax is expected to be a one-off levy in response to extraordinary profits, and will ultimately come to an end. We have set out that if we win the next general election, the energy profits levy will end no later than the end of the next Parliament. We also fully support the energy security investment mechanism in clause 19, and the signal that it gives, which helps with investor confidence in the UK’s offshore energy sector.

We will not oppose the Bill on Second Reading, and we look forward to detailed consideration of its clauses in Committee. However, the wider context in which the Bill has been published lays bare the record of the Conservatives in government. That record is one of falling living standards for people across Britian, and the highest tax burden in 70 years. It is one of economic stagnation, from a party that is out of ideas and has been unable to provide the stability that businesses need. It is also one of recklessness with the public finances, both when the previous Prime Minister crashed the economy, and now that the current Prime Minister has made a £46 billion unfunded pledge to scrap national insurance. It is time to turn the page and turn a corner—time to give British people the chance to change our country’s Government by calling a general election.

During the summer, we announced that we have given directions to the Financial Conduct Authority in respect of access to cash: it should be no more than 1 mile in an urban area, and no more than 3 miles in my hon. Friend’s rural constituency of North Warwickshire. That is the first time that the statutory right of access to cash has existed in law.

T8.   Prison officers tell me that they are at breaking point. A key source of despair and anger is their pension age of 68, which we should all agree is far too late. As the Treasury leads on public sector pension scheme policy, will the Chancellor allow the Ministry of Justice to restart negotiations to resolve this grossly unfair and dangerous situation?

I acknowledge that figure in that report, but it refers to the write-down that was necessary following a situation where we acquired a lot of PPE at a time of acute demand and shortage of supply. It was an adjustment for that. Of course, 97% of all PPE was suitable for use in healthcare and non-healthcare settings. While I take the general point that the hon. Lady is making about concern for the most vulnerable in communities, which has been addressed by the £37 billion of support we have put in this year, those are the facts around the figure that she raises.

Figures suggest that at least £3 billion has been spent on agency staff in the civil service over the past three years, plugging the gaps in our public sector at a huge premium to employment agencies. With Public and Commercial Services Union members in the civil service now out on strike for fair pay and terms and conditions, and thousands of contingency staff already drafted in to break the strikes, can the Minister say how much this dispute is costing the taxpayer? Does he agree that it is a false economy not to give these dedicated public servants a decent cost of living pay rise?

Strikes are obviously very regrettable, and we as Ministers work closely with civil servants day in, day out, and we very much value the contribution they make to government. I will be looking carefully with Secretaries of State in the coming weeks at efficiencies across government and how we can get the economy, the country and public finances in the best possible place as we move forward through the pay review round next year.

I welcome my hon. Friend’s strong support for his local economy and the small businesses that play such a vital part in his constituency. The VAT registration threshold, at £85,000, is more than twice as high as the EU and OECD averages, which keeps 3.2 million small businesses out of VAT—the majority of businesses in this country. I hope my hon. Friend will welcome the fact that since the start of the pandemic more than £35 billion has been provided to the tourism, leisure and hospitality sectors in grants, loans and tax breaks. As a Government, we recognise their incredible value and how important they are to the wellbeing of our constituencies.

We have provided significant support to the hospitality sector over the past two years, and I am glad that the sector at least emerges from the crisis in a much stronger shape—in terms of employment, cash balances and insolvencies—than anyone had anticipated, which is something to celebrate. With regard to support at the moment, we have of course put in place a £1.7-billion business rates holiday—the 50% discount—for cafés and restaurants in England, and that money is being Barnett-ed to Scotland to provide similar support to restaurants there.

Public sector workers and care workers in North Tyneside say that the Chancellor’s package on the cost of living crisis does not address their daily financial struggles, because under his Government, their pay has not kept pace with inflation. What practical steps will he take to address that overriding problem for my constituents?

As I said, we are providing an enormous amount of support—around £1,200—which is targeted at those who most need help. Of course, no Government can make the challenges go away completely, given the scale of the problem that we are facing, but I am confident that the support we have put in place is significant and will make a meaningful difference to those who most need it. The hon. Lady talks of the practical steps that we can all take to help with the cost of living. Perhaps her party could start by opposing the crippling rail strikes of the past week or two, which are doing nothing to ease the burdens of the cost of living on public sector workers.

It is an honour to follow the hon. Member for Congleton (Fiona Bruce), who, through her care, compassion and faith, does so much good work in this place.

I speak first as the co-chair of the drugs, alcohol and justice cross-party group and as a member of the all-party group on alcohol harm. Earlier this month, a major review revealed that one in 10 people in a hospital bed in this country is alcohol dependent, and that one in five is doing themselves harm by drinking. In response to the review Professor Ian Gilmore, chair of the Alcohol Health Alliance, said:

“More than 80 people die of alcohol-related causes across the UK every day, and there are more than 1 million alcohol-related hospital admissions every year in England alone.”

We urge the Government to prioritise reducing the harm that alcohol causes. They need to take action and introduce targeted, evidence-based measures, including minimum unit pricing to raise the price of the cheapest, strongest alcohol products.

The massive burden that alcohol puts on the NHS highlights the need for the urgent adoption of measures presented in the alcohol charter, which was launched by the drugs, alcohol and justice group and the all-party group on alcohol harm and is supported by more than 30 organisations. However, the Government have not produced their promised alcohol strategy. They have postponed ministerial meetings to discuss the charter and barely mentioned alcohol in their new prevention Green Paper. I very much hope that the new Prime Minister, the new Chancellor and, indeed, Ministers across Government, including from the Department of Health and Social Care, the Home Office, the Ministry of Justice and the Department for Education—they all have a part to play—will adopt a more enlightened approached. A serious, joined-up approach based on the charter recommendations could reduce the blight of alcohol harm significantly.

Let me turn to other issues. Together with colleagues from across the House, I have raised the issue of access to the drug Spinraza for patients with spinal muscular atrophy. Yesterday, the National Institute for Health and Care Excellence published its final guidance on the drug. There is good news for those patients who will soon start to access the drug through the managed-access agreement, which must be implemented quickly and fairly, but it is disappointing that it does not include full access for SMA types 1, 2 and 3. We look forward to further clinical evidence being gathered, with a view to future positive changes being made to the managed-access agreement eligibility criteria. NICE and NHS England can expect continued pressure for those changes from MPs, as well as from patients, carers and clinicians—in fact, from all those involved in Muscular Dystrophy UK, TreatSMA, and Spinal Muscular Atrophy UK. The objective is access to Spinraza for all who need it, and the campaign will continue until that goal is reached.

Finally, I am sure the whole House will join me in congratulating Depaul on its 30th anniversary, which was celebrated in the Lords yesterday. Depaul runs fantastic services for homeless young people in North Tyneside and throughout the UK. Its work is guided by the belief that no matter what they have been through, young people can reach their potential if they have a safe, stable home and a support network that they can depend on. When the House returns, I will carry on working with Depaul UK to make the case for more Government investment in homelessness prevention, such as the Nightstop volunteer host service, and for a fairer welfare system in which young people do not have to wait five weeks for their first universal credit payment and in which local housing allowance is unfrozen and is worth at least the 30th percentile of local rents.

I wish everybody an enjoyable and fruitful time during the summer. I do hope that everyone finds time to pursue some relaxation during this recess.

My principal focus is to ensure the continued resilience of the UK economy and public finances at this time of uncertainty. Thanks to the hard work of the British people, our national debt is now falling sustainably for the first time in a generation, but it is still too high and it is vital that the Government continue to get debt down to ensure that the economy is resilient against future shocks, to prevent the wasting of billions of pounds more on debt interest payments, and to avoid burdening the next generation.

Since 2013 this Government have given tax handouts worth £4.1 billion to the big alcohol corporations at a time when the NHS is short of 40,000 nurses. Would it not be a sensible choice to invest in the nurses, doctors and police officers who have to deal with the problems caused by cheap alcohol?

We have done so: by 2023-24 we will be spending an extra £34 billion a year on the national health service. That is a record cash injection to our national health service, which represents this Government’s commitment to it.

I understand my hon. Friend’s wish to ensure the vibrancy of the high street, which is going through a very difficult period. Owing to the way in which the business rate system works, relieving the burden on any part of the system means imposing it somewhere else, so we would have to look carefully at that, but I will take my hon. Friend’s representation as a serious proposal and consider it.

T4. Out- sourced low-paid workers in both the Foreign and Commonwealth Office and the Department for Business, Energy and Industrial Strategy are on strike because their employers, Interserve, ISS and Aramark, are refusing to pay the London living wage, and in some cases have not paid staff wages for weeks. Will the Chancellor stand up for those employees, and do whatever he can to help Departments bring outsourced contracts back in-house?

That is a matter for the Departments concerned. As the hon. Lady knows, there is a legal obligation to pay the national living wage, and we have put additional resources into ensuring that that obligation is enforced. We encourage employers to pay higher rates than the national living wage when they are able to, and we will continue to do so.

The Prime Minister negotiated a deal with the European Union which gave us many of the benefits of being in a customs union, while preserving our ability to conduct an independent trade policy. We put that deal to the House effectively three times and it was defeated three times, so we have to pursue other options.

My brother is a meat inspector; I will just make that clear. There is CCTV in all slaughterhouses now. Is that eliminating cruelty? Are the Government monitoring the footage?

That is spooky, because the next point in my speech was to say that one of the key things we have done in recent years—adding to the list of things that we have talked about already—is to add CCTV in slaughterhouses. That is a major step forward and it helps to deal with all the welfare issues that we have talked about today. It was introduced in May last year and I think that it is now effective in all slaughterhouses.

Let me just try to get to the most important part of my response to the debate. The hon. Member for Morley and Outwood (Andrea Jenkyns) talked about animals being imported into the UK and asked whether they should be slaughtered to UK standards. Yes, they should; it is a legal requirement.

The hon. Member for Penistone and Stocksbridge (Angela Smith) talked about blockchain technology and whether we could use it to improve traceability. Yes, I think the industry should consider that; indeed, it probably will consider it, as it considers how to move things forward.

The heart of the discussion today has been about labelling. [Interruption.] I know, but I am just trying to answer the question, so I do not lose track of that point. We know that concerns have been voiced about meat from animal slaughter without stunning being sold to consumers who do not require their meat to be prepared in that way. The Government are clear that we want people to have the information they need to make informed choices about the food that they buy. The Government believe that consumers should have the necessary information available to them to make an informed choice about their food, and the issue of revised labelling is something that the Government are considering in the context of the UK’s exit from the EU, as I set out in a speech at the annual dinner for the BVA back in February.

It is important to note that there are other groups that want to know not only whether the meat is from a stunned or non-stunned animal, but what method of slaughter has been used. That will need to be considered in the wider review of labelling.

As I begin to wind up, it is important to recognise that the labelling of meat is something that we want to take a closer look at. I set out earlier that that will be part of a much wider review of labelling, which will include consideration of welfare standards, sustainability and, of course, safety for consumers. I also highlight that we want to go on respecting the rights of Jews and Muslims to eat meat that is prepared in accordance with their beliefs. However, in seeking to address the welfare standards and issues that have been discussed today, we will continue to explore ways to further improve the welfare standards for all animals, including when they are slaughtered.

Our next step—this relates to an important point that was made by my hon. Friend the Member for Tewkesbury—will be further discussion with a range of interested parties across the debate at a forthcoming roundtable meeting to talk through many of the issues that have been raised today. I think that that is the way we need to do things: talk about the issues and see what we can do to improve welfare, but at the same time respect religious rights. Labelling will be key, but we will continue to encourage an active dialogue with all interested parties as part of our wider objective to enhance our already world-leading animal welfare standards.

I will leave it at that, but I thank hon. Members for their important contributions to this vital debate.

My hon. Friend is absolutely right. I know that my hon. Friend the Member for Waveney (Peter Aldous) would also agree, with St Peter’s being a major advocate of this argument as well. The European Union, within its beer duty framework, is in the process of changing those thresholds. I would hope that the Treasury, regardless of what form of Brexit we end up with, will make sure that, at the very least, we follow the mechanisms that are already in place, amending the threshold for low-alcohol beers to one where it is rather more viable for brewers to produce at that strength. Encouraging people to go down from over 4% to around 3% is better for their health, and if we can make sure that it is fiscally better for the brewer as well, then so much the better.

As CAMRA has made clear, one of the opportunities as we leave the European Union—we know from last night’s discussion that there is an element of disagreement as to what should happen next—is that we are able to take back control of our excise duty regime. This gives the Chancellor an opportunity to look afresh at how we tax beer in pubs, in particular—how we can use fiscal measures to help pubs to thrive, to support responsible drinking, and to redress the competitive disadvantage that our community pubs have as against, in particular, supermarkets that are able to stack drinks high, sell them below cost, and use them a loss-leader.

Does the hon. Gentleman agree with Colin Shevills of Balance North East, who commissioned an independent survey of publicans, that it is cheap alcohol—cheap booze—in the supermarkets that is most dangerous to our pubs and causing more closures than alcohol duty?

There is a range of factors. Beer duty is certainly part of it, but business rates are a massive factor in the pressures affecting our pubs. For these pubs to flourish, to remain the beating heart of our communities, and to continue to compete as businesses, they need the investment that comes, and is only possible, if the tax burden is kept at a sensible level.
