HM Courts and Tribunals Service
Tuesday 5th December 2017

Asked by: Mohammad Yasin (Labour - Bedford)

Question to the Ministry of Justice:

What assessment he has made of trends in access to justice resulting from court and tribunal service closures in England and Wales.

Answered by Dominic Raab

We are investing over £1bn to transform our justice system providing new ways to access justice online, reducing the need to travel to a court or tribunal building in many cases.

We will continue to monitor the performance of the justice system as we roll out our programme of reforms.

Any court or tribunal that we are considering closing is done so through a consultation and an impact assessment is published alongside this.

(1) The number of offences refers to the number of adjudications for which one or more punishments may be imposed onto an offender. (2) Offences were recorded under the 2011 Census categories which have replaced the 2001 Census categories and therefore Chinese have moved from "Chinese or other ethnic group" to the "Asian/Asian British" category, and the group renamed to "Other ethnic group". This is in line with changes made to the ethnic group classifications in other National Statistic publications on populations in England and Wales following the 2011 Census. Written Question
Bedford Prison
Tuesday 28th November 2017

Asked by: Mohammad Yasin (Labour - Bedford)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, how many additional days of imprisonment were imposed as punishment on prisoners at HM Prison Bedford during 2016?

Answered by Sam Gyimah

During 2016, there were 26 instances of additional days awarded as a punishment following an adjudication at HM Prison Bedford, totalling 411 additional days.

Discipline procedures are central to the maintenance of a safe custodial environment. They are provided for by the Prison and Young Offender Institution Rules, which require adjudications to be conducted lawfully, fairly and justly. Independent Adjudicators are District Judges or Deputy District Judges who attend prisons and young offender institutions when necessary to hear those adjudication cases which are deemed to be sufficiently serious. Such cases may merit a punishment of additional days to a prisoner’s time spent in custody if the prisoner or young person is found guilty. Only Independent Adjudicators can make an award of additional days as a punishment. The most serious offences will be referred to the Police.

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, what the timetable is for the publication of the Government's Green Paper on family justice.

Answered by Dominic Raab

I am clear that we need to look across the entire family justice system to make sure it is delivering the best outcomes for children and families, and protecting its most vulnerable users. We are working to consider what further changes are needed and will bring forward our proposals in due course.

Written Question
Employment Tribunals Service: Bedford
Wednesday 26th July 2017

Asked by: Mohammad Yasin (Labour - Bedford)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, when Bedford employment tribunal court is expected to close; which bodies were (a) consulted on and (b) notified of the proposal to close that court; what court services will remain in Bedford after that closure; and if he will publish any documents relating to that closure.

Answered by David Lidington

The Bedford Tribunal building will cease holding hearings in September 2017. This has been necessary as the lease held by HM Courts & Tribunals Service could not be renewed.

The Regional Employment Tribunal Judge wrote to tribunal users in March 2017 informing them of the change. Since HMCTS are compelled to exit the building by circumstances beyond their control, consultation was not appropriate.

Tribunal work, along with county court work, will continue to be heard in Bedford, in the Shire Hall building.
