Commons ChamberIn August, the Prime Minister announced an extra £14 billion for schools in England over the next three years. That will bring the schools budget to £52.2 billion in 2022-23. This will allow funding increases for all schools. In particular, our pledge to level up pupil funding means that every secondary school will receive a minimum of at least £5,000 per pupil next year, with every primary school getting a minimum of at least £4,000 from 2021-22. This is the largest cash boost in a generation, and that has only been possible because of our balanced approach to public finances and careful stewardship of the economy since 2010.

The Department for Education is no doubt very illustrious, but it is not well versed in the application of the blue pencil.

This spring, Parliament passed the relationships, sex and health education regulations with overwhelming support. We know that many parents agree that these subjects should be taught by schools. We also know that for some parents, this raises concerns. Parents have a right to understand what we are requiring schools to teach and how their child’s school is intending to go about it. That is why we will be requiring schools to consult parents on their relationship education or RSE policy. Open and constructive dialogue can only work, however, if the facts of the situation are known to all.
We are aware that misinformation is circulating about what schools currently teach about relationships and what they will teach when the new subjects are introduced. The Department for Education has undertaken a number of activities in response. In April this year, we published frequently asked questions designed to bust myths on the subjects. They have been translated into three languages. In June, we published the final version of the relationships, sex and health education guidance, as well as guides for parents on the subjects. Alongside that, we produced infographics that can be easily shared on social media—including WhatsApp, where we know much of the misinformation is shared—setting out the facts. We also sent an email to almost 40,000 teachers, providing them with factual information and links to various documents.
The Department has also been working on the ground with Birmingham City Council, Parkfield School, parents and other interested parties to convey the facts of the policy and dispel myths, to support a resolution to the protests in that school and nearby Anderton Park School. Nationally, we have worked with the National Association of Head Teachers to understand where there might be parent concerns in other parts of the country and to offer support. We will continue those efforts to support the introduction of the new subjects, which we strongly believe are hugely important for children growing up in modern Britain.
I am sure that Members from across the whole House will join me in affirming the importance of accepting that people have different family relationships and that it is not the shape or set-up of your family that matters, but only that you are loved and cared for.
Passing the Equality Act 2010 was rightly a proud moment for our country, but these rights remain only for as long as we fight to keep them. Respect and equality are the true British values. There is no reason to treat sexuality any differently from the way that we discuss any other part of the Equality Act, or families that may have a difference in age or even a disability. The misinformation is vast and in danger of spreading. With respect to the Minister, whatever efforts the Department has been making to counter that misinformation have clearly not worked.
It is clear from last night’s “Panorama” programme that protests against relationship education are growing across the country. Over 70 schools are now experiencing pressure and intimidation because school leaders are fulfilling their legal duty under the Equality Act. It would also appear, from last night’s “Panorama” programme, that pressure was applied from the Department to Parkfield School to suspend its equality programme to get the school out of the national news. This has led to copycat protests elsewhere, as protesters believe that if they make enough noise, and turn up with loudhailers and hurl abuse at headteachers, other schools will back down, too. There is a desperate need for clear, firm leadership from the Department.
Will the Minister assure the House that Department officials did not pressure the Parkfield leadership team into suspending its equality programme? Will he confirm that he will launch an investigation into such claims? Does the Minister agree with the Government’s lead commissioner for countering extremism, Sara Khan, that the Department has been slow to respond to the growing protests? What lessons have the Department learnt from that? Will the Minister update guidance to schools from “if” to “when”, to ensure that schools have a clear message about the need to teach LGBT-inclusive sex and relationship education? Will the Minister send a clear message to school protesters that LGBT-inclusive sex and relationship education is mandated by the Government, that compliance will be checked by Ofsted and that attempts to intimidate individual headteachers will not change that?
My right hon. Friend is right that the guidance needed to be updated. It includes teaching children how to tackle the pitfalls of social media, how to recognise the signs of things such as an unhealthy relationship and how to stay safe online. These are important additions in the relationships guidance. It is an important document. People are focusing on one or two paragraphs, but we should not underestimate its importance to schools in helping children to navigate what she correctly says is an increasingly complicated and at times dangerous world for young people.

Flockton Church of England Voluntary Controlled First School and Overthorpe C of E Academy were alike privileged to benefit from the headteachership of the hon. Member for Colne Valley (Thelma Walker), from whom I think it apposite that we should now hear.
On a point of order, Mr Speaker. I seek your advice about potentially correcting the record on something that has been said during this urgent question. The Minister stated that the no Outsiders programme had come to a natural conclusion and had not been shut down because of pressure from the Department. I and a number of other Members of Parliament—some present today and some not—from across parties heard a very different story from the leaders of that school last week in a meeting in this House. I wonder how I can seek clarity on that, because I am certain, as a local Member of Parliament, that had that action not been taken, the subsequent protest outside Anderton Park school would not have emerged. I have also been told by Members of Parliament from Yorkshire, Nottinghamshire and Lancashire this week that they are expecting protests at their schools this week, next week and in September, and I wish to push back against the suggestions I feel we have heard today that this is just a Birmingham problem.

I am grateful to the hon. Lady and will offer some thoughts in a moment, but the Minister is signalling a willingness to respond and I think we should hear him.
As I said in response to the hon. Member for Kingston upon Hull West and Hessle, that was my understanding from a briefing I received from officials, some of whom had been involved in the day-to-day discussions with the school. Given that the hon. Member for Birmingham, Yardley (Jess Phillips) has raised this point of order, I will go back to those officials and ask them to check again whether the briefing I was given was correct, and if it turns out that I inadvertently misled the House on that particular point I will ensure that the record is corrected.

That is a most helpful and gracious response from the Minister of State which has, I think, for now satisfied the hon. Member for Birmingham, Yardley. I just want to say that the House collectively and the House service alike are very proud of our record on LGBT equality. In thanking the hon. Member for Kingston upon Hull West and Hessle for raising this urgent question, and all colleagues for participating in the exchanges, I am going to permit myself two observations. First, in my experience as a Member of Parliament for more than 20 years, I often find that when people say, “We haven’t been properly consulted”, what they really mean is “You haven’t done what I told you to do.” Secondly, again on the strength of experience, we cannot appease bigots and homophobes; we have to confront them and defeat them. My strong sense is that there is unity across the House in that conviction.

For this coming financial year, the formula is already fixed. However, as I said earlier we are in discussion and preparing for the spending review. We want the best possible settlement for small rural schools and the education sector as a whole.

Commons ChamberI completely agree with my hon. Friend. All the areas that he has cited are vital for children in schools. Art and music are compulsory in the national curriculum up to age 14, and the Government have provided almost £500 million between 2016 and 2018 for arts education programmes. As he pointed out, Ofsted’s proposed framework increases the emphasis on schools’ provision of a broad curriculum, and inspectors will also expect to see rich extracurricular activities for pupils.

I was determined that no one else would answer this question, Mr Speaker. I send my congratulations to Queen Emma’s Primary School on a wonderful set of results in its Ofsted inspection. Phonics is the most effective way of teaching young children to read, and 82% are now reaching the expected standard. There is a direct link between reaching the expected standard in a phonics check and reaching the expected standard in the key stage 2 reading test: 88% of those who reach the expected standard in a phonics check go on to reach the expected standard in reading at key stage 2.

Commons ChamberI am very happy to do so. I know that my right hon. Friend takes a particular interest in special-needs education in her constituency. High-needs funds for Essex were increased to £139.1 million this year, and will rise to £141 million next year, but she is right to point to the increase in pressures on the high-needs budget, which is why my right hon. Friend the Secretary of State announced in December an extra £250 million over two years. We will work closely with the Treasury as we prepare for the next spending review to ensure that we secure the best funding settlement possible to address this and other school funding issues.

I am very glad to hear it. I should add, in parenthesis, that the county is of course also home to the life-transforming University of Essex, of which I am very fortunate to be chancellor.
And it is also home to the Anglia Ruskin University in Chelmsford.
Schools in my constituency in Essex were delighted to see in the NHS long-term plan that the NHS intends to help schools with funding for mental health support. How do my local schools access these funds?
These multi-academy trusts are driving up academic standards. In primary schools, disadvantaged pupils in MATs make significantly more progress in writing and maths than the average for disadvantaged students, and the gap in progress between disadvantaged and non-disadvantaged primary school pupils is smaller in MATs than the national average. I could go on with more examples of how MATs are raising standards in our country. I refer the hon. Gentleman to the MAT performance table and he will see which MATs are the highest performers.

I agree with some of what the hon. Lady says. Data collection has been a burden and there has been an over-obsession with data and its collection. Ofsted has made it very clear in the new framework that it will not be seeking that data; it will not want to see any internal assessment data on the progress that pupils make. It will be looking at the wider curriculum and more substantive issues when schools are inspected.
The hon. Lady is right about workload, and both I and the Secretary of State take that very seriously. That is why we had the workload challenge in 2014 and why we have taken a series of measures to reduce both workload and data collection. We have a data collection toolkit and we have a leading academic from the Institute of Education looking into the question of data collection to try to get rid of some of the unnecessary data collection points that she mentions. Ofsted has just published its new framework for consultation, and that has landed well with the sector. When the hon. Lady has a chance to see it, she will see that it focuses on those things that really matter to a child’s education.
On CPD, one aim of the recruitment and retention strategy is to create a more diverse range of options for career progression, including a new teacher development national professional qualification—[Interruption.] I think I have said enough, Mr Speaker.

I have known the right hon. Gentleman for 33 years and I must say that he has a mildly eccentric approach to these matters. Nobody could accuse the Minister of State of excluding from his answer any matter that might at any stage to any degree be judged to be material—[Interruption.] The hon. As I said in October 1990 when I raised the question of leadership with the then Prime Minister, Margaret Thatcher—especially mentioning Peter Dawson, who had run Eltham Green before becoming general secretary of the Professional Association of Teachers—the culture that good heads can set, followed by other senior teachers, can bring people in not just to teach first but to teach second, bringing the experience of their own careers to expand our schools and academies. They can do a great deal of good for children across the country.

Commons ChamberMy hon. Friend is absolutely right. High needs funding for children and young people with more complex SEN has risen by more than £1 billion since 2013. It is now £6 billion. As my right hon. Friend the Secretary of State announced yesterday, there will be another £125 million this year and another £125 million next year for high needs.

I gently exhort the Minister of State to face the House so that we can all benefit from his mellifluous tones.
The level of educational funding will be radically affected by the new treatment of public sector pensions. Can the Minister confirm that it is the Government’s policy to cover the majority of costs for schools and colleges, but not for universities, and explain the different treatment?
I thank the Minister for his answer. One way to stimulate learning foreign languages in our schools is by using foreign exchange students. Indeed, in my school days, a charming French lady greatly stimulated my knowledge of the language. I am not a member of the governing party in Scotland. I therefore ask whether Her Majesty’s Government will do everything they can to continue using exchange students and to build on that in future.

In 2014, we introduced a more demanding primary curriculum. In the first standard assessment tests, taken in 2016, which reflected that new curriculum, 70% of pupils reached the expected standard in the more demanding maths and arithmetic SATs. A year later, that had risen to 75%. But we want it to go higher still, which is why we are spending £75 million funding 35 maths hubs across the country, promoting the highly effective south-east Asian maths mastery approach to teaching maths. Our ambition is for half of all primary schools to be trained to use that approach by 2020, and for 11,000 primary and secondary schools to be in that position by 2023.
Next year, we are rolling out a computer-based multiplication tables check for all nine-year-olds, ensuring that every child knows their times tables by heart. What a contrast to the days when teachers were told they must not teach times tables. We are promoting the use of high-quality textbooks in primary schools, undoing the damage from the 1970s, when textbooks in primary schools were consigned to the store cupboard. High-quality, knowledge-rich, carefully sequenced textbooks promote understanding and reduce teacher workload.
In a global trading nation, we need to reverse the decline in the study of foreign languages that began under Labour in 2004. Since 2010, the proportion of 16-year-olds taking a GCSE in a foreign language has increased from 40% to 47%, but our ambition is for 75% to be studying for a GCSE in a foreign language by 2022 and for 90% to be doing so by 2025.
Let me respond to the typically thoughtful speech of my right hon. Friend the Member for Harlow, in which he paid tribute to the Secretary of State for Health and Social Care for securing a five-year funding settlement. He is right that longer-term visibility is helpful in every sector, and we are committed to securing the right deal for education in the spending review. I am grateful to my right hon. Friend for raising this important issue. Our track record gives us much to be proud of, but we will of course continue to listen carefully and take into account the issues raised today and the findings of the Education Committee inquiry. Investing in our young people’s future is one of the most important investments that we can make as a country. As a Government, we are committed to getting it right.

Commons ChamberI am grateful for that information. About this time last year, Ministers and officials told us that they could afford to close Baverstock school in Druids Heath because they had more than sufficient places in south Birmingham. Now it transpires that around that time they were planning to build another school a mile and a half down the road on playing fields used by local residents, including Maypole Juniors FC, for a variety of recreational activities. Can the Minister talk us through the economics of his decision?
The decision to locate and build the new school in Yardley Wood rather than on the Baverstock site is supported by Birmingham City Council, as that location will help address the need for new secondary school places not only in the Selly Oak area but in the neighbouring Hall Green area. The feasibility study shows that the site can accommodate a school and make greater use of the playing fields, and will significantly improve sporting facilities for both pupils and the local community.

Commons ChamberThe Minister will know that only 1% of children who move from mainstream to alternative provision during their GCSE years achieve good GCSEs, including in English and maths. What more can be done to support this important group of students?

I do not want the House to get the wrong idea; we seem to have gone from Harrow to Rugby, but that does not mean that others cannot take part. We are focused predominantly on the state sector.
My hon. Friend the Member for Rugby (Mark Pawsey) raises an important point. The standards of achievement in the alternative provision sector are not high enough. The children who attend those schools are vulnerable and we want to do more to improve the situation, which is why we have recently commissioned new research into the relationship between schools and alternative provision to find out what more we can do to raise standards.

The mention of sport gives me a heaven-sent opportunity to congratulate the inimitable Roger Federer on his latest triumph. He just gets better and better.

Commons ChamberIn my constituency, we have suffered significant cuts in central budgets that support the most vulnerable people in our communities. Hartlepool Council has suffered cuts of almost 50% over the last five years, at a time when demands on services continue to rise rapidly. The council has tried very hard to protect frontline children’s services, but there has nevertheless been a 14% reduction in funding for them, Can the Secretary of State explain how our most vulnerable children and young people will have increased social mobility, given the significant and growing pressures on social care, funding for those—

Order. First, the question is far too long, and secondly, I am afraid that it does not relate to the matter that we are discussing. We are supposed to be talking about the financial accountability of multi-academy trusts.
We are spending record amounts on school funding. We are spending £41 billion this year, and that will rise to £43.5 billion by 2019-20. In the new national funding formula, a fair system that previous Governments have shied away from introducing, we give huge priority to funding for the disadvantaged.
The aim of our Mandarin Excellence programme, which was established in 2014, was to have 5,000 pupils fluent in Mandarin by 2020, and it is on track to achieve that. I pay tribute to my right hon. Friend the Member for West Dorset (Sir Oliver Letwin), who originally proposed this idea to me. The programme is now in 37 schools, with more than 1,400 pupils participating, all of whom are committed to eight hours of study—four hours in class and four hours of homework—each week. The intention is that by the time these pupils are in year 13, they will be fluent in Mandarin, reaching the international standard HSK (Level V).

The answers that are scribbled by those who serve Ministers are very informative, but the trouble is they are too long. It is the responsibility of Ministers to reduce their size. We are all very entertained by the Minister of State, but it would be good if he could do so more briefly.
Last week, the British Government hosted the UK young leaders’ roundtable and the people-to-people dialogue between the UK and China. Having recently visited China myself and seen the great opportunity that exists, does the Minister agree that having more schools offering Chinese or Mandarin as an option would help to strengthen the global strategic partnership between our two countries?

Commons ChamberThe new GCSE is significantly more demanding academically. That is to ensure that there is a better fit with maths A-level and more preparation for students to go on to study it. The comparable outcomes system ensures that roughly the same proportion of students achieve grades 1 to 9 as achieved A* to G last year. That is why students might get a lower mark for a C grade or grade 4 this year, but as the students and schools become used to the new curriculum, I expect that figure to rise in future years.

There is a lot of nodding and shaking of the Huddersfield head, but let us hear the words out of the mouth of the hon. Gentleman.
I tried for many years when the Minister was on my Select Committee to get him to be more pragmatic and less ideological about these things. On this day of all days—the 25th anniversary of Ofsted—will he talk to Ofsted about what is going on? We are silo-ing so many young people in further-education colleges up and down the country. They cannot get on with their lives and cannot get on to apprenticeships because they cannot get a GCSE in English and maths.
Wakefield City Academies Trust had taken over many schools that had been underperforming for years. We were not happy with the performance of that multi-academy trust, which is why we took swift action, and why the schools in that trust are being re-brokered to more successful trusts such as Tauheedul Education Trust, one of the most successful multi-academy trusts in the country. We will not stand still while schools underperform; we take action. We re-broker academies, or we turn failing schools into academies.

May I follow up the question asked by the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper)? As the Minister will know, owing to the spending moratorium that Wakefield City Academies Trust imposed on High Crags Primary School, which is in my constituency, the school built up a surplus, or balance, of £276,000. In recent days that money has been transferred from the school’s account, without its authorisation and without its prior consent, and transferred to the trust. Surely the Government cannot stand aside and allow £276,000 to be taken out of the budget of a school in one of the most deprived parts of my constituency. Will the Minister do something to ensure that the money is reinstated for the benefit of pupils at that school?
I am delighted to join my hon. Friend in congratulating Beacon Academy on its GCSE results this year. The provisional 2017 figures show that 56% of its students are entered for the increasingly important EBacc combination of core academic GCSEs. The pupils’ progress puts it in the top 12% of schools nationally on that measure.

I have been independently advised, and I can confirm, that today both questions and answers are notably long.
The Minister mentioned children of all backgrounds. What is the funding allocation for the coming academic year for counselling services and help for transgender children, which the charity Stonewall describes as being in a seriously bad state?
The hon. Lady raises a very real concern, which is why the EBacc is such an important performance measure for schools. There was a significant drop in the numbers studying foreign languages due to the last Labour Government’s decision to end compulsion at key stage 4. Under this Government, the percentage of individuals taking a modern foreign language has increased from 40% to 47%, but we need to go further.

Commons ChamberSurely the Minister realises that, while it is true that the summer-born question is difficult and complex, it must be linked with a terrible stain on our education policy: the fact that little children who have been identified as bright up to the age of 11 are lost to the education system post-11. What is going on with the failed policies of a Government who cannot help kids who are bright at 11 and who disappear afterwards?

I thought that the hon. Gentleman had been born in August. He has done all right.
I wrote an open letter to all local authorities about the issue, urging them to take the wishes of parents very seriously, to act in the best interests of children when considering which age group they should start with, and to enable them to start school outside their own age group if their parents have elected not to allow them to start in the year in which they turn five. I believe that local and admission authorities are taking notice of that letter.

I have previously exhorted the right hon. Member for New Forest West (Sir Desmond Swayne) to circulate his textbook on succinct questions. It is now timely that he should do so.
My hon. Friend the Member for Manchester, Withington (Jeff Smith) made a very good point, and the School Teachers Review Body, the Education Select Committee and the Secretary of State’s predecessor have all said that pay has contributed to the crisis in teacher recruitment, but—notably—not the Prime Minister. Last week, our research showed that the Government’s freeze and cap on public sector pay has left the average teacher more than £5,000 a year worse off. Will the Secretary of State get the cap lifted for schools or is she telling us that nothing has changed?

I have enjoyed visiting schools in Erdington with the hon. Gentleman. I have seen some very good practice in the schools that he took me to. As I have said, under the new national funding formula no school will lose funding on a per pupil basis. I have given that commitment in response to this question and I will give it every time an hon. Member asks me. I have acknowledged that there are cost pressures facing schools. Those cost pressures start in about 2016-17—the year that has just gone. That was about 3% of cost pressures, and the figure will be roughly between 1.5% and 1.6% per year for this year and the next two years. We are helping schools to deal with those cost pressures, which apply right across the public sector, in terms of how to manage staff budgets but also how to manage non-staff spend. That is why we are introducing national buying schemes and school hubs to purchase products and services such as energy and water together to help them deliver efficiency.

Can the Minister confirm that the many primary schools in Amber Valley that are set to gain under the fairer funding formula will get the full gain in year 1, or will it be spread over several years after that?

I would be delighted to visit the school with the hon. Lady, and you are very welcome to join us, Mr Speaker. It was precisely to tackle underfunding in schools in areas such as her constituency that we introduced, and consulted on, a national fair funding formula. For too long, too many areas have been underfunded. That is what the new national funding formula is designed to tackle. Now, on top of that, we have said that even where schools in other parts of the country would lose under that formula, they no longer will.

Commons ChamberI am a school governor at a local primary school in my constituency. You say that we need help to find efficient ways of spending the money in the school. I have to tell you, from personal experience, that, as a group of experienced governors, we have done absolutely everything we can to be as efficient as we possibly can. The next thing to go will be teaching assistants and teachers. I have respect for what you say but—I am sorry—I just do not think that any more tools will help. What would help is more money. That is what we need.

Lady is new, but extremely articulate, and I know that she will get to grips with these things very quickly.

Lady’s point, but there are ways in which we can help schools to become more efficient with the available tools such as reviewing the level of efficiency, investigating levels of expenditure against other similar schools and other benchmarking tools that are on the website. The best way for schools to know what is effective is to share best practice. There are case studies on the gov.uk website, showing, for example, how a school in Leicestershire supports other local schools to develop a strategic three-year budget plan and thinks through its staffing model to best meet the curriculum. It also shows a school in Barnsley that has made significant savings by introducing a more efficient working pattern for support staff, and a school in my county of West Sussex that used a data-led approach to designing its curriculum and strategic staffing plans.
Earlier this year, we introduced a schools buying strategy to support schools to save more than £l billion a year by 2019-20 on their non-staff expenditure. The strategy includes the introduction of school buying hubs, which are regional units designed to communicate with and provide procurement support to all schools in the area. The hubs will provide expertise and specialist advice on procuring and managing catering and cleaning contracts, for example, to help to deliver better value in school buying. Alongside procurement advice, they will provide market intelligence, help with complex contracts, and promote local collaboration and aggregation.
The Government are building a digital buying platform to enable schools to compare prices more easily and to access a wide range of suppliers. School business management is an important and increasingly skilled profession. To support school business managers and help them to share their market knowledge, we will provide support to create new school business manager networks in areas of the country where they do not already exist. We will also create a network leaders forum to bring together leading members of the many networks, creating face-to-face opportunities to share knowledge and best practice on a national basis.
We will also provide schools with more access to better national deals. We have introduced a new deal on multifunctional devices—printers and photocopiers—this year. On average, schools could save more than 40% by using this arrangement, and up to 10% by making use of our national energy deal. The Department will work closely with schools—including the school the hon. Lady is a governor of—and suppliers to ensure that deals are easily accessible to schools and tailored to their needs.
Improved procurement will help free up resources available for teaching pupils, but to maximise these resources, it is also essential for schools to deploy their staff effectively and efficiently. This can be achieved through reducing unnecessary workload—that is where the Government have a key role to play—and making use of the full set of resources on the gov.uk website that support schools’ efficiency and financial health.
We are continuing our extensive work with the profession, teaching unions and Ofsted to challenge unhelpful practices and reduce workload, so that teachers can concentrate on teaching, not bureaucracy and paperwork. In February, we published the findings of the 2016 teacher workload survey, an update on how we are meeting our commitments to tackle workload, and details of further steps we will take, including an offer of targeted support. Earlier this year, we also published the school workforce planning guidance to help schools to make well-informed decisions about their staffing structures, and schools should always carefully consider their individual context and the mix of staffing roles they require.
In summary, this Government will continue to support England’s schools by providing more funding than ever before, by making sure that the funding is distributed fairly and to where it is needed most, and by helping schools to achieve more with that funding, with a focus on sustaining and improving the rapid progress our children and young people are making under this Government.
Introducing fair funding will be an historic and necessary reform—the biggest change to school funding for well over a decade. Thanks to the determination of this Government to address issues of unfairness in our society, we will have a clear, simple and transparent system that matches funding to children’s needs and the schools they attend. It will enable all schools, regardless of where they are situated in the country, to provide the very best education for pupils and an excellent education system.
