I am very grateful to have been called to speak in this debate on the commemoration of the first world war.

I am delighted to report that both my grandfathers, having served as gunnery officers on the western front and at Jutland, survived. If they had not, I would not be here. My paternal grandfather, Kenneth Colvile, was a member of the Royal Garrison Artillery, while my maternal grandfather, Charles Neate, served on board HMS Valiant, a Queen Elizabeth class battleship, at Jutland. It is a real privilege for me to be able to pay tribute to those members of the Royal Navy and Royal Marines who served in the Devonport fleet, which played such a significant role in the first world war.

Five of the 14 ships lost at the battle of Jutland were Devonport-based ships. I am most fortunate that both my grandfathers left eye-witness accounts of their experiences, and I would like to share a little bit of one of them, from my grandfather who was on the Valiant. He said:

“I went on watch at 12.30 pm for the afternoon watch over the 6" anti-submarine guns; during the latter part of that watch signals began to fly round a good bit, steam for full speed, action stations and so on and then it became known to me that the enemy wireless signals were growing very loud and strong and the Bridge passed down that our light cruisers had got in touch with two enemy light cruisers and seemed likely to cut them off and destroy them.

Just as I was about to be relieved we closed up and got ready for instant action. The usual preparations such as changing into clean clothes, provision of fresh water and food in turrets and other places had to be left undone and we had bare time to get the ship herself ready...

On arrival at my lofty station we saw the Battle-Cruisers on our starboard bow and at about 4.45 pm the Hun battle-cruisers appeared on the port bow and the two squadrons opened action.

We did not open just yet. To realise our difficulties you must try and visualise the light and position. The range was about 10-11 miles. Behind the enemy were blue-black clouds and a low lying mist and behind us was the sun and a sharp clear horizon with no mist. The actual sun was behind clouds high in the sky so they had no glare in their glasses. Thus you will see that the Germans were almost invisible and we were silhouetted against a bright clear background so they could get good readings from their range finders and also mark their fall of shot.”

I am delighted to be able to report that Plymouth will be playing a very significant role in commemorating the first world war, and we will be taking that very seriously. Apart from next year’s national Armed Forces day taking place on Saturday 28 June, on Saturday 4 August we will be having prayers on the Hoe with speeches and the reading of the declaration of war followed by a gun salute from the citadel with a two-minute silence and laying of wreaths. That will be followed by the “Last Post”. Both those days will provide all of us in Plymouth with a real opportunity to express our gratitude to all those brave servicemen and women, and to demonstrate our thanks for their sacrifices.

We all have some real lessons to learn from this most savage war. On election to this place three years ago, I gave a commitment that I would campaign for better treatment for our veterans. I am very grateful that the Under-Secretary of State for Defence, my hon. Friend the Member for South West Wiltshire (Dr Murrison) has done so much in that regard. May I also pay tribute to the previous Government’s decision to allow those people who were shot for desertion when they were suffering from shell shock and mental health challenges to be pardoned?

I represent a naval garrison city so I see and hear at first hand the real stresses and strains that our veterans face. Indeed, this week, I heard from an Afghan veteran who told me that he is not looking forward to Sunday because he will have to remember many of his friends and his fellow servicemen who died on active military service. That is why we must remember.

No, and, frankly, travelling around the world in support of UK defence exports as I do, I should not be lectured by someone who was a Minister in the last Government, which completely neglected the UK defence industry—failed to travel and failed to engage with potential customers around the globe. That is a completely ludicrous suggestion from the right hon. Gentleman. It is not the Government’s job to win orders, whether for warships or aircraft. It is the Government’s job to support the industry in doing what it has to do, and we have been doing just that, and I can tell the right hon. Gentleman that I myself and my colleagues have visited countries as diverse as Brazil and Australia in pursuit of naval shipbuilding orders to support those yards.

A strong Navy is good for both Portsmouth and Plymouth. May I urge my right hon. Friend to ensure that any changes to the TOBA will not hamper or do damage to Devonport in my Plymouth, Sutton and Devonport constituency? Will he also look at whether the other vessels that are being commissioned could potentially be base-ported in Plymouth?

No decision has yet been made about the location of the base port for the vessels I have announced today. Just to be clear, what this announcement will do is effectively suspend the TOBA for the duration of the period when the OPVs are being built and then see its final demise upon the placing of the order for Type 26 global combat ships. I hope we have seen the very last TOBA payment being made to the industry by the MOD.

I am most grateful to my hon. Friend for his support. The answer to both his questions is yes, on one condition: that he commits to take part in the scheme. We would welcome his contribution—he will be the lowest of the low, the most junior private soldier that it is possible to imagine, and we will put him through an absolute beasting, but I am happy to give him that reassurance. He has been a mild critic over the years, so it is useful and kind of him to come to the Chamber to offer his support this morning.

My hon. Friend asked who would be paying for the scheme, and it is worth expanding on that. Traditionally, it has been paid for by the defence industry, and there have been four main sponsors. One of the things that I have been doing over the summer is going round all the defence companies, and I have now secured promises from at least 10 and possibly 15 of them—all the majors, such as Rolls-Royce, BAE Systems and Babcock, as well as others of a similar nature—each paying a small amount of funding, which will be sufficient to cover our anticipated costs.

The reason why that is a better arrangement is because, with 10 or 15 sponsors, we can say that none is achieving anything. Indeed, my pitch to them has been to say, “I would like some money from you, please.” They have asked, “What do we get back?” and I have replied, “You get absolutely nothing in return whatever. This is CSR—corporate social responsibility—for the defence industry. You get no lobbying, no access nor your name on writing paper, unless we choose to do so, but you get the warm feeling, Mr Rolls-Royce”—for example—“ of knowing that you have helped with the education of Members of Parliament.” All of them accepted that.

I congratulate my hon. Friend on securing the debate. Does he recognise that one of the benefits that may come to the defence industry by helping the scheme is that Members of Parliament will be significantly better informed about the industry and the issues faced by our armed forces day to day?

My hon. Friend makes an extremely good point. There have hardly been any defence debates or oral questions over the past 25 years in which hon. Members have not stood up and said, “Thanks to the armed forces parliamentary scheme, I know a little bit more about the armed forces. Therefore, the following question comes from my experience in the scheme.” My hon. Friend is absolutely right; the defence companies do not want anything directly in return, but it is good for them to know that there is a cadre of people in Parliament who understand defence, are interested in and sympathetic towards defence, and who have some kind of expertise when we consider broader defence matters in future. No lobbying is involved, but there are advantages for them in having a group of people who are more attuned to defence questions. That is how the sponsorship will work. Everything will be listed, declared and above board with minuted annual general meetings and so on. My hon. Friend can be reassured on that point.

The scheme will continue the movement started by Sir Neil Thorne over 25 years ago. We believe that the ethos he established of embedding Members of Parliament with the three armed services is right. Last week, I was happy to visit to RAF Brize Norton with other hon. Members, but we wore suits, we were VIP visitors and we did not get together with people on the ground or learn what they were doing. The whole ethos of the scheme is to be there as one of them and fully involved as an ordinary individual with people of all ranks.

It is important to maintain that ethos and to do so in a similar way, with visits of up to 20 or 22 days. The trustees are considering whether 15 days would be slightly easier, but broadly speaking the visits will remain the experience that hon. Members have enjoyed over the past 25 years or so, and they will no doubt tell us about it. I say “enjoyed” intentionally because the scheme is not only educational and helpful to our defence industry and to hon. Members in defence debates but good fun. That is key. The visits are fantastic fun, and it is important that that ethos continues.

We are continuing the movement, as the military say, rather than starting something brand new. The organisation is wonderful, but it needs a bit of change and thanks to what Mr Speaker, the Lord Speaker and the Secretary of State for Defence have asked us to do, we are continuing the movement under a new guise. The transition to the new scheme has been helped by the Minister, who has handled negotiations with great care and tact, for which I am most grateful. He had a useful group of civil servants behind him, particularly Mr Roy Brown and Ms Anna Platt in his private office, who were immensely helpful with the process. We should pay tribute to them, and we should also pay tribute to Sir Neil’s private staff, who have been much involved over the years. It is great to thank them for all that they have done.

We are close to establishing the new trust. As of yesterday, we appointed a chief executive or chief clerk, Major Johnny Longbottom, a Territorial Army officer who has had similar roles in the Ministry of Defence. He served for six months in Afghanistan and is well qualified and well suited in every way to be the new chief clerk or chief executive—we will decide on the title later. Mr Speaker has provided accommodation in Parliament; funding is on its way; our application to the Charity Commission to become a charitable incorporated organisation is in hand, and I hope that that will be done reasonably swiftly. Most of the necessary practicalities to establish the scheme in its new guise are in hand, and I very much hope that when the House returns in October the first course will be ready to go.

At a meeting last night, there were many applicants wanting to join the scheme. They can do so in any of the three services at a junior or senior level, or they can go to the Royal College of Defence Studies, although that course is full at the moment. We are ready to go as soon as the House returns in October, the first major event being a two-day course at Shrivenham from 11 to 13 November. We should be in a good position to get going swiftly.

Other hon. Members want to take part in the debate, so I will not detain the Chamber unduly, but it is worth reiterating that the scheme has done great work. During the post-war period, plenty of Members were ex-military and there was a strong military ethos in Parliament, but 25 years ago, Sir Neil Thorne correctly identified that that ethos had disappeared and that knowledge of the armed forces had declined significantly. He put that right by establishing the scheme, and the fact that we now have such a good understanding of the armed forces and defence in Parliament is largely due to its introduction.

We hope that we are facing a time when, after Afghanistan, we will have fewer deployments and fewer soldiers, sailors and airmen on operations for many years to come. Again, there is at least a risk that interest in and knowledge of our defence capability will decline in the next 20 years. I believe that the continuing armed forces parliamentary scheme will play an important role in maintaining interest in the armed forces even when we are not engaged in kinetic warfare around the world. We have as huge a role to play in the future as we had in the past.

We must thank Sir Neil for the past 25 years. Thanks to the initiative of the Secretary of State, Mr Speaker and the Lord Speaker, we are establishing the trust as a way forward so that in 25 years when we in this Chamber will, sadly, no longer be here, there will be another debate in this same Chamber saying how well the scheme has worked in the interim 25 years. I am most grateful to Sir Neil and to all who have been involved, and I look forward very much to the great honour of chairing the armed forces parliamentary trust in the years to come.

May I say what a pleasure and delight it is to serve under your chairmanship, Mr Walker? In a previous life, I served with you when we were both officers of the Battersea Conservative party, so I am aware how much direction I will end up being given should I get out of line.

I pay tribute to my hon. Friend the Member for North Wiltshire (Mr Gray) for bringing the debate to Westminster Hall and for all his activities and diplomacy in trying to get a result. He has worked incredibly hard. He is a prime candidate for the Foreign and Commonwealth Office at some stage. I cannot pass by without also paying tribute to Sir Neil Thorne, whom I have known for about 30 or 35 years. I trained to be a Conservative party agent in Wanstead and Woodford when he was the MP for Ilford, South, so I learnt an enormous amount about him when I was knocking on doors during the Greater London council elections in 1981. He has always shown me an enormous amount of kindness and respect. I am incredibly grateful for that.

The debate is incredibly important and should be seen as a tribute to Sir Neil’s hard work and the effort he has made. The AFPS has certainly helped me, as the MP for Plymouth, Sutton and Devonport, to understand better the role the armed services play in our lives and what we do. My constituency is a naval garrison city, with not only the Royal Marines, but the Royal Navy. I am delighted that I have had an opportunity to see how they operate first-hand.

I am also a Navy brat. My father was a lieutenant-commander when he came out of the Navy in the 1950s, having helped get the king and the gold out of Norway in 1940. My grandfather was the first lieutenant of the naval barracks at Devonport in the 1920s and the gunnery officer on HMS Valiant. My uncle commanded the Royal Marine garrison at Stonehouse, before becoming the commandant-general. Although I came from a service family background, I had never served in the armed services myself, so the experience of being a member of the AFPS has been incredibly helpful to ensure that I am better informed.

Tributes should be paid, for the work done to ensure greater transparency in how the AFPS operates, and that does not take away from the great tribute that Sir Neil deserves. He has given not only his time, but a significant amount of money to ensure the scheme’s operation, and that must be commended in a very big way indeed. The whole business of the AFPS is to ensure that we are better informed. We wear the kit and some of the uniform, so that we do not stick out like a sore thumb.

I have had a number of experiences through the scheme. I went to Shrivenham, where I heard the now late Richard Holmes make a speech about where he saw the armed forces and the international scene. I was on HMS Richmond with the hon. Member for Birmingham, Edgbaston (Ms Stuart), and we had a delightful time coming up from Malta into Menorca. The ship’s company had been off the horn of Africa, dealing with piracy. We had meetings with not only the junior ratings, but the leading ratings, as well as the officers. I learnt how important it is in this day and age, with the way that international conflicts take place, that a lawyer is onboard. One of the serving officers onboard—the chief executive officer—was a lawyer and able to say to her commanding officer, “I think you need to be very careful about how you operate here, because you run the risk of finding yourself involved in something.” The ship’s company were absolutely petrified of being sent back to Somalia and the horn of Africa, because it would have mucked up their leave arrangements. I am told that if there is one thing a commanding officer totally dreads, it is having to say, “Sorry, chaps, we’re not going back on Thursday. You have to go out and do a further week or so.”

I have spoken at length in the House about mental health and our armed services, and ensuring that there is support. It mentioned that in my maiden speech. I serve on the Defence Reform Bill Committee; I am finding it very interesting and hope that I can contribute to it. When I went to the Royal Marines training grounds in Lympstone, I met a Royal Marine on Woodbury common who had served in Afghanistan. He said that when he came back from deployment and had to unwind somewhat, he found it very difficult. He spoke to his wife and she said, “Gosh, don’t talk to me about the day you’ve had. I’ve just had an awful day of answering thousands of e-mails.” He thought that he could not get far by talking about his experiences. He went to talk to his mates, and it was only then that he realised that he could not talk to them either because they did not understand the experience that he had been through. He had to find his Royal Marine colleagues in Aylesbury, which is not exactly the most naval of places, to explain his experiences to them.

The scheme means that we understand not only what motivates people to work in our armed forces and do that brave job, but what the families go through. We need to ensure that we give those families 110% support, which is why I welcome the Government’s community covenant initiative. We go abroad when take part in the AFPS. I went to Afghanistan with the hon. Member for Redditch (Karen Lumley), and one thing that I felt was slightly missing was that we did not have one conversation with the Foreign and Commonwealth Office about the politics of that part of Afghanistan. I encourage my hon. Friend the Member for North Wiltshire, when he eventually takes over the AFPS, to promote greater understanding about political situations and what the Foreign and Commonwealth Office is doing. At the end of the day, the things that we ask our armed services to do are merely tools in our foreign diplomacy. When diplomacy goes wrong and a state goes out of control, we expect our armed forces to go in; but in the end, there has to be a political and diplomatic solution. We can most certainly develop that and ensure that the Foreign and Commonwealth Office is much more involved.

Thank you very much, Mr Walker, for allowing me to witter on for a bit. I very much hope that equally good and constructive comments are made during the rest of the debate.

Exactly. That is precisely how people who have engaged in the scheme have understood their responsibilities, with very few exceptions. When one considers that the final stage of the scheme is membership of the Royal College of Defence Studies, that is quite remarkable. It may not be common knowledge, but those of us who are fortunate enough to be parliamentary members of the RCDS are taken on as full members and are considered to remain members for life. The essence of the RCDS course is meeting people, learning from them and establishing formal and informal contacts that will stand one in good stead in relation to one’s understanding of defence developments at home and abroad.

To inject a slightly quizzical note into my speech, that is why I was a little concerned recently to read an article about the eminent military historian Sir Max Hastings being refused the sort of informal contact that for many years he and many others have been allowed with senior serving personnel in the MOD network. That runs counter to the spirit of the armed forces parliamentary scheme, but I hope that it is simply a case of over-zealous application of some rule against leaking things to the media.

Certainly, if we reach a situation in which people like Sir Max Hastings—eminent historians and public commentators—cannot secure the degree of access that they used to have, or indeed if a similar bar is put on hon. Members, all I can say is that Ministers should take a deep breath, look at what has happened with the armed forces parliamentary scheme and realise that a tunnel vision approach to access by civilians, whether they are reporters or Members of Parliament, to the military is counter-productive.

The armed forces parliamentary scheme is a boon to hon. Members with little knowledge of defence, as it is to hon. Members when, as sometimes happens, their political party goes through a phase of anti-militarism. There was a period—thank goodness, long in the past—when the Labour party shifted in a unilateralist direction, and I am sure that it was very valuable to those courageous members of the Labour party who did not go in that direction to be able to recharge their intellectual batteries by having access to such a scheme. It is important that Members of Parliament who want to support the armed forces have the intellectual ammunition, on a non-partisan basis, to speak with authority about them.

I conclude by pointing out that the scale of the scheme when it started was for two Members of Parliament to visit each of the three armed forces, with two more visiting the Royal Marines, which is of course a subset—some would say, a superset—of the Royal Navy.

Indeed, which was the reason for my quick interjection of the word “superset”.

The scheme then moved to having five Members per service, and it now has very large numbers. We measure the effectiveness of a scheme or organisation by the demand for it. There is a huge demand for this scheme, and we are very grateful that the supply will continue to meet the increased demand.

A range of cruise missile-based systems were examined as part of the recent Trident alternatives review. The evidence showed that any cruise missile option was more vulnerable and had significantly reduced reach compared with a Trident-based deterrent. Additionally, it would be more costly, requiring the design and development of a new warhead, as well as a new missile.

I am grateful to my right hon. Friend, but will he give me a commitment that in any future negotiations with our coalition partners after the next general election, if by some misfortune no single party should gain an outright majority, our party would retain a continuous-at-sea deterrent with four nuclear submarines?

The Government’s position is that we will maintain continuous-at-sea deterrence, and to do that we are preparing to go ahead at the main-gate decision in 2016 with the delivery of replacement submarines. I fear I would be straying beyond my remit if I were to speculate on negotiations that may or may not take place after the next election.

I take what the hon. Lady says at face value, but I am pretty surprised by the case she outlines. If she would like to write to the Minister of State, my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois), he will look into the matter.

As my right hon. Friend knows, during a recent visit to the US Department of Veterans Affairs, the Northern Ireland Affairs Committee learned about how the US deals with its veterans, especially as far as mental health and other welfare issues are concerned. I suggest that he talks with colleagues in the Treasury and the Department for Work and Pensions to explore whether it might be possible to put an “R” after reservists’ national insurance numbers so that they are more easily identifiable in order to receive that kind of mental health support.

I am happy to explore that with DWP and the Treasury, but I recommend that my hon. Friend does not hold his breath while waiting for the answer. The way US veterans administration works is very different from the way we do things in this country, because they do not have the benefit of a national health service or a comprehensive welfare state.

As someone who flew Ryanair from Stansted over the bank holiday weekend recently, I am in favour in principle of just about anything that gets people on to aircraft more efficiently. The hon. Gentleman’s idea could be worth looking at, but he and the House might be interested to know that the MOD has been having much broader discussions with business and industry about how they can do a range of things for the armed forces community under the auspices of the armed forces covenant, and we hope to have something to say about that in the relatively near future.

Last week, I visited the Department of Veterans Affairs in Washington DC and picked up a copy of a book, “Federal Benefits for Veterans, Dependants and Survivors”. Is my right hon. Friend willing to meet me to discuss producing a similar directory and potentially a website?

I, too, have been to the States and met people in the Department of Veterans Affairs. It is important to remember that the Americans have a different way of doing it from us, because they do not have a national health service model. Nevertheless, the VA has a high profile in the United States—higher than the Service Personnel and Veterans Agency has in the United Kingdom. I would like to raise the latter’s profile so that more veterans and members of the public know what we do for the veterans’ community, and I am happy to meet my hon. Friend to talk about precisely that.

We are making the point very clearly to the Malian Government that if they want to benefit from the support of the United Kingdom and other members of the international community, they must respond swiftly and effectively to the allegations that have been made. The French forces command in Mali is also very focused on the need to address this issue promptly.

Will my right hon. Friend confirm that this announcement will not have an impact on the Royal Navy or the Royal Marines, which have already seen a reduction in their numbers? Will he also keep me in touch with the impact that the redundancies will have on the Army units attached to 3 Commando Brigade, and especially to 29 Commando, based at the Royal Citadel in Plymouth?

Yes, I will attempt to keep my hon. Friend in touch, as he requests. The Royal Navy and Royal Air Force were affected in tranches 1 and 2. Tranche 3 relates solely to the Army.

My hon. Friend is right.

Maintaining a continuous at-sea deterrent is essential. It sends the positive message that the UK is always prepared to respond instantly. There is the additional advantage of a moveable location, which assists security against any possible threats. The Government have excellent principles to abide by when considering nuclear arms. These include the use of nuclear weapons only in extreme circumstances of self-defence, a commitment to a minimum nuclear deterrent, and not to use any weapons contrary to international law. In other words, the highly powerful weapons would be used only as a last resort.

It is important to retain nuclear weapons. I was concerned at our going into coalition with partners who stated in their last election manifesto that they would be saying no to like-for-like replacement of the Trident nuclear weapons system. Given the reports in The Independent on 19 July last year, I am still concerned that they might scale down our vital nuclear deterrent in increasingly uncertain times.

We need to remember that the UK’s nuclear deterrent contributes towards our collective security as part of NATO. If the UK did not have an at-sea deterrent, NATO’s collective security would be weakened, leaving the UK dependent on the US and France.

I congratulate my hon. Friend the Member for New Forest East (Dr Lewis) on securing this debate.

I support maintaining a nuclear deterrent because it is the reason for our seat on the United Nations Security Council, it is the cement in our relationship with the United States of America, and it helps us to play a key part in NATO. This is an important debate. The nuclear licence is vital to my constituency. It is our stake in the ground and we must ensure that lots of work comes out of it. The Prime Minister has made it clear that he is very supportive of Plymouth remaining a strategic naval port. Some 25,000 people in my constituency and travel-to-work area are dependent on the defence industry for their jobs.

I want two things out of today’s debate. First, I want a commitment that the Labour party will not do a deal of any description with any potential coalition partner—whether the Liberal Democrats or any other party—on giving away the nuclear deterrent. Secondly, I do not want any more money to be spent in Scotland until it has worked out whether it wants to be part of the United Kingdom. In that way, we can ensure that we hold on to our nuclear deterrent and send the simple message that Nelson’s sailors used to give as a toast: “Confusion to the enemy!”

I am interested that the hon. Gentleman has an insight into the policy of future UK Governments wishing to withdraw troops from different parts of the UK. [Interruption.] Will Government Members let me answer? I have spoken for the majority of my comments about the presence of troops in other countries. It would be entirely possible—in fact, would it not be advantageous?—for Scottish troops to continue to train and operate in the area of England he represents, and I see no reason why troops from the rest of the UK could not continue to operate in Scotland.

Forgive me, but I want to make some progress. I know that other right hon. and hon. Gentlemen wish to speak.

It is helpful, when talking about the level of commitment to the defence footprint in Scotland, to be reminded of the facts. Only four infantry battalions are based in Scotland. The Scottish-recruited infantry is now smaller than the infantry of the Irish Republic. Further to the infantry battalions, we have 39 Engineer Regiment in the newly renamed Kinloss barracks. It is important to note that manning levels there are 41% lower than the previous RAF establishment total and that no regular Army units are based in Scotland in the following and important categories: artillery, armour, signals, logistics, air corps, intelligence and special forces. There are no military training establishments in Scotland, which means no military academy, no engineering schools, no Army training regiments, no infantry training centres and no senior strategic military command.

Even at this late stage, as the Government go through what they planned to announce in the basing review, which is exceptionally important to service personnel, I appeal to them not to go back on their commitments. Only a year ago, promises were made, and they should be kept. On a related note, the covenant has mentioned. I agree that everything should be done to deliver on it. As the hon. Member for Birmingham, Edgbaston pointed out, however, a large number of policy areas relating to the covenant are devolved. I observe that the Minister with responsibility for liaising with devolved Administrations has yet to speak to the Scottish Government since taking office. Having been asked for a meeting by the Scottish Government, he has yet to reply and make it happen.

My hon. Friend not only anticipates what I was about to say but rips the heart out of the central part of the comments that I was about to make. I shall come to that subject in a moment.

The way in which the people of Britain respect our armed forces has changed over the years. It was unanimous after the second world war, as we knew what our armed forces had done for us through those years. At certain times since, there has been a similar increase in respect for them. There have also been periods, particularly in the 1960s and 1970s, when people’s knowledge of and respect for our armed forces has been significantly lower.

I pay respect to my own constituents in Royal Wootton Bassett for the way in which they welcomed home the fallen soldiers for five or six years before handing back the duty to Brize Norton in the Prime Minister’s constituency. They spoke for the nation in paying their respects to the armed forces and the way in which they had served. They did so quietly, modestly and sensibly without pomp or ceremony. They simply stood in the high street getting wet and bowing their heads at the appropriate moment. They spoke for the people of Britain and the way in which we respect our armed forces.

A similar transition in attitudes has occurred here in Parliament. Following the retirement of brigadiers and soldiers who had served in the second world war from this place some 20 or 30 years ago, I suspect that our knowledge of and respect for our armed forces declined significantly for a time. That would have been around the late ’60s and early ’70s, when not much was happening of a military nature and most Members of Parliament who had been soldiers, sailors or airmen had retired.

We must not forget the commitment made by our troops in Northern Ireland during the late ’60s, ’70s and’80s. There were a lot of Royal Marines there, and I would like to pay tribute to them. Those events would certainly have kept people interested in what was going on in the military.

My hon. Friend never misses an opportunity to speak up for the Royal Marines, and he is absolutely correct. I was not for one second suggesting that the House was silent on these matters during those years; I merely said that their prominence had declined somewhat at various times over the past 50 years.

Into that relative desert of knowledge, awareness and understanding of our armed forces came the figure of Sir Neil Thorne—this is where my hon. Friend the Member for New Forest East (Dr Lewis) did me a disservice a moment ago. Realising the shortage of information and awareness in the House, Sir Neil created the armed forces parliamentary scheme 25 years ago this year. Since then, he has run the scheme more or less single-handedly. He has help from a variety of people, but he is the driving force behind it. The scheme has gone through all sorts of changes. When I joined it in 1997, it was extremely small, with one MP from each side of the House attached to each of the four services. This year, there are about 70 people involved, including MEPs, Clerks of the House, Members of the House of Lords and others.

The work of the armed forces parliamentary scheme under Sir Neil has significantly increased the level of understanding and awareness of our armed forces and, in particular, of the work done by our boys and girls on the ground. A significant cadre of Members of Parliament now truly understand what happens on the ground. MPs are embedded for up to 22 days a year, perhaps wearing some kind of uniform, and they get intimately involved with activities of our armed forces on a variety of levels. That is central to the excellence of the understanding that the scheme has brought to this place.

In that context, it is probably known around the House that there will be some changes coming to the armed forces parliamentary scheme. Sir Neil has indicated that he would like to see changes, and the Secretary of State for Defence and Mr Speaker have joined him in that. The scheme will soon be re-established as a charitable trust under nine trustees, and we very much look forward to its continuation under the slightly new format.

Two things are central. First, it seems to me essential that the armed forces parliamentary scheme should remain as it is, or very much like it is, for 25 or 50 years to come. It would be no good at all if we said right now, “That’s it. It has been great, but let’s say goodbye to it.” We must not do that—the armed forces parliamentary scheme plays a terribly important part in all our parliamentary debates. Secondly, there are all sorts of ways of doing this, but on this 25th anniversary of the scheme’s foundation, it is terribly important that we pay due respect to the fantastic contribution to the defence of the realm and to our understanding of it that Sir Neil and his wife have made. He has done a great job; it is right that we should acknowledge it.

I, too, congratulate my right hon. Friend the Member for North East Hampshire (Mr Arbuthnot) on securing this debate, and thank the Backbench Business Committee for supporting it. It is a privilege to speak for two reasons. First, we have today the publication of the first ever armed forces covenant annual report, which I will read with interest when I eventually get down to Devon tonight. Secondly, I have the enormous privilege to represent Plymouth, Sutton and Devonport which, as hon. Members may know, is the home of 3 Commando Brigade, which saw action in Afghanistan a couple of years ago.

My constituency also contains the Haslar unit that deals with members of the armed services who have lost limbs and need assistance. It does an incredibly good job. My constituency and that of the hon. Member for Plymouth, Moor View (Alison Seabeck) contain HMS Heroes, which looks after the children of service families and does a very good job. I share half of the original military wives choir with the hon. Member for North Devon (Sir Nick Harvey), and I am delighted that this time last year I was able to play a small part in ensuring that VAT from the choir’s No. 1 hit, “Wherever you are”, was given to the Royal British Legion and the Soldiers, Sailors, Airmen and Families Association. I am grateful that the Government did so much on that.

I pay tribute to my hon. Friend the Member for Beckenham (Bob Stewart) for making his visit later this weekend. Will he take our best wishes and thanks to family members who lost their loved ones in that appalling atrocity 30 years ago to the day? Only too often, we tend to forget the families.

I want to talk about mental health, housing and reservists. This year, national armed forces day took place in Plymouth. It was used as an opportunity by the local authority to sign its community covenant, which is a useful thing. The covenant demonstrates that the town, which is one of the principal naval garrison towns in the country, the local authority and the whole community are keen to ensure that we thank those who serve. There is an enormous amount of emotional support for our armed services, especially our Royal Marines and Royal Navy, and we need to ensure that it continues.

We must not forget the partners and children of our armoured service personnel. They bear the brunt of dealing with the more complex issues. In many cases, they are the one group of people who immediately see that their husbands, wives or partners are suffering from mental health issues. They deal with it. Only when it becomes apparent can commanding officers pick up on it. When service personnel are called away on deployment, their partners—for want of a better expression—have to keep their families together and manage the household, including paying the bills and those kinds of things. They must also ensure that service personnel wind down and settle back when they return from deployment.

That can be difficult. I have told this story before, but I will tell it again because it is an important one. The reservists were on exercises and training on Woodbury common, which is in the constituency of the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire). I asked one of them how he was getting on. He said, “Fine, but when I came back from Afghanistan and I went to my wife and my family home up in Aylesbury”—he lived away from his base—“she said, ‘Don’t start talking to me about all the problems you’ve got. I’ve had a horrendous day. I’ve answered 300 e-mails today.’” Perhaps she works for a Member of Parliament, but he said to her, “I’ve was under mortar fire for eight hours during my time in Afghanistan.”

The reservist found it difficult to communicate to his wife on the subject, and he also had difficulty speaking to his civilian mates. Only fellow Royal Marines were able to take on board what he said and had that common interest. My hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) had similar experiences when he came back from deployment. We must ensure that we continue to work very hard on delivering our mental health strategy in line with “Fighting Fit”, which was produced by the Under-Secretary of State for Defence, my hon. Friend the Member for South West Wiltshire (Dr Murrison)—what a good job he did!

However, we have more to do. We must ensure that our reservists can access much needed support. If we do not, we are letting people down. During my visit to HMS Haslar, I was told by the Royal Marines that they had done an enormous amount of work on trauma risk management, or TRiM. I was impressed, although my hon. Friends who speak about the Army might have a different view. We had a breakfast in Parliament, where the Royal Marines described the professional job they do to help some of their younger people through combat stress—I suspect it was called shell shock or similar in my grandfather’s day.

On my visit to HMS Haslar, I heard about Q fever, an illness that some end up having, and how difficult people find it to access support and funding. I am delighted to read in the report on the covenant that the Government have taken on board the Care Quality Commission’s report, to establish unified Ministry of Defence primary health care. I hope GPs will be given training so they understand what is going on, especially in places such as Plymouth, to which many servicemen and women return. Some GPs do not have the training in mental health that they need.

On housing, before I was elected to this place I came across an officer in the Coldstream Guards who told me that during his deployment—in Iraq, I think—he had called his wife for a 45-minute conversation. The conversation began with his wife spending a good 30 minutes talking about how a leak in the roof had totally ruined the sofa that they had bought on credit, and that left him only 15 minutes to talk about their children and parents. We have to ensure that we look after accommodation, and the Government have done well to make significant changes. In 2008, a third of Navy personnel said they were satisfied with the quality of housing, leaving two thirds who were not. Under-25s and single people were also unhappy with their housing. We need to ensure that housing is modernised, and I would welcome an extension of the right-to-buy scheme for military personnel.

My final point is about reservists. From conversations I have had with Royal Marines, I know that they are concerned about training and whether they will be deployed as a unit or individually. If we are going to reduce our regular forces and make greater use of our reservists, it is important that they are given proper training and decompression activity when they come back. Let me make this final point, too. Reservists do not necessarily live on camp; they often live elsewhere, and so their opportunity to talk to their wives or fellow reservists is limited. We need to ensure that our reservists are better informed.

Finally, I completely agree with the hon. Member for Birmingham, Edgbaston (Ms Stuart) on how important it is that as a country we are not sea blind.

My final point—[Laughter]—concerns the hon. Member for Moray (Angus Robertson), so I am delighted that he is back in the Chamber. I wonder whether he and the Scottish National party are sending a confusing message. They want services in Scotland, but if it gains independence they want to get rid of the submarines and the naval bases.
