That this House has considered junction 10A on the A14 at Kettering.

May I say what a pleasure it is to see you, as such a distinguished and experienced member of the Panel of Chairs, in the Chair for our proceedings today, Sir Gary? I thank Mr Speaker for granting me this debate, and welcome the Minister to his place; he is an assiduous, diligent, hard-working and energetic Minister, and I am sure that he will listen closely to my constituents’ concerns.

This is not the first time that the House has heard about junction 10A on the A14. I have asked a series of oral and written parliamentary questions, and have had two debates in this Chamber on the same subject—in November 2020 and February 2023. I suspect junction 10A is unique amongst the road projects that the Department for Transport is considering, because it has three defining characteristics: originally, the scheme was in the road investment strategy 1 for the period 2015 to 2020 and it has now been resubmitted for RIS3; it is 50% developer funded; and it has a benefit-cost ratio of 3:1. Those are all impressive and unique characteristics that make the scheme distinct.

I also know that the scheme has the personal attention of the Secretary of State for Transport himself, because I met him in March last year and he was kind enough to write to me to say:

“I was taken with the fact that”

“significantly developer-funded, had a high benefit-cost ratio, and was originally scheduled for RIS1.

As a result, I am happy to continue progressing the scheme as previously planned during the RIS3 period, subject to business case.

I also agree with your suggestion that National Highways and DfT officials should cooperate intensively with the local planning authority and the developer to progress the scheme as quickly as possible.”

Given the many items that the Secretary of State has to deal with every day, I am pleased that he has personally taken an interest in the scheme.

I know that the Minister knows Kettering: in his previous guise as Pensions Minister he was kind enough to visit in summer 2022 to support our local older persons’ fair in the Corn Market Hall in Kettering, as part of the drive to encourage pensioners to take up pension credit. I thank him for his interest and for having already visited Kettering.

Junction 10A does not actually exist—at the moment it is just a blob on a DFT map—but it is a junction that local residents very much need if Kettering, Barton Seagrave, Burton Latimer and Cranford are not to grind to a halt because of all the traffic generated by the new house building taking place locally.

In short, junction 10A is critical road infrastructure. Originally, it was set to cost £40 million—the figure is probably is now nearer to £60 million or even more—with financial contributions split between the DFT and the developer, and it is required to deliver phase 2 of the Hanwood Park development which, in Government planning terms, is designated as a garden community that will comprise an eventual 5,500 dwellings and employment land covering 328 hectares to the east of Kettering. Local land values will not allow the junction’s development to be funded without Government intervention, so public funding is required.

In line with planning conditions, junction 10A must be in place by the time that between half and two thirds of the dwellings on the development are occupied. Just under 1,400 dwellings are already occupied, and the developer’s current housing trajectory shows that the dwellings trigger for the junction will be reached some time in 2026 or 2027. There is therefore a significant risk that without the new junction the development will grind to a halt in three or four years’ time, so my ask of His Majesty’s Government and the Minister today is for a firm commitment to include junction 10A in the Department’s road investment strategy 3, which is the programme for major road programmes in the period from 2025 to 2030. Junction 10A is already in the pipeline for RIS3, but we now need a definite funding commitment to include it.

The continuation of the sustainable roll-out of the Hanwood Park development can happen with confidence only if there is a definite Government commitment to the junction and a tangible Government commitment to the funding. What we are talking about is the need for joined-up government. If His Majesty’s Government are to get anywhere near their objective of 300,000 new dwellings built each year in England, they need to ensure that the requisite roads infrastructure is in place. The funding of junction 10A and the enabling of Hanwood Park to continue to be developed beyond 2026-27 will be a key test of the dovetailed Government housing and road strategy.

I know that the DFT already recognises the importance of the junction, because funding for it was originally included in RIS1 for the 2015-to-2020 period. The slow roll-out of housing development amid the national economic conditions at the time meant that the programme was not activated then, but housing development on the site is now proceeding at pace, with up to 400 new dwellings a year, and the funding commitment is now required.

Importantly, the Hanwood Park development is the fourth largest sustainable urban extension in the whole country. It is one of the nation’s flagship housing extensions and sits within the strategic Oxford to Cambridge planning arc. For local people, the Hanwood Park development is the equivalent of bolting on to the town of Kettering itself another town the size of Desborough. We have to ensure that the homes built on the development form a vital, liveable community and do not simply become one big, soulless housing estate. To make that happen, we must ensure not only that the infrastructure is in place to serve those new dwellings, but that there is no adverse impact on the quality of life of existing residents in other parts of Kettering, Barton Seagrave, Burton Latimer and Cranford.

Outline planning permission was originally granted in April 2010 for 5,500 houses; a range of employment uses; a mixed-use district centre, including shops, local services and a health clinic; three local centres; a secondary school; four primary schools; hotel and leisure development; and extensive formal and informal open spaces.

Work is well under way to deliver development in the first phase of Hanwood Park, with 2,117 homes benefiting from reserved planning matters approval, and these are either built out, currently under construction or about to be commenced. Reserved planning matters approval has also been given for roads, green spaces, sustainable urban drainage systems and utilities infrastructure. Hayfield Cross Church of England Primary School—the first school on the site—is fully operational and serves the needs of Hanwood Park and the surrounding area. A free school bid has been successful for the delivery of the secondary school.

Despite the challenges of the pandemic and the associated economic downturn, delivery continues across the scheme, with David Wilson Homes, Barratt, Bellway, Orbit, Persimmon, Avant, Taylor Wimpey and Grace Homes, which is a local small and medium-sized enterprise house builder, progressing on site. As of early December 2023, about 1,126 dwellings were occupied, with a further 300 under construction. This includes the successful delivery of more than 20% affordable housing, which meets a key requirement of local housing needs, as well as more recently adapting to changes in the energy system, with the latest developer at Hanwood Park, Grace Homes, delivering 100% electrically heated and powered homes, which are well insulated and using heat pumps ahead of the introduction of the future homes standard.

Further confidence has been expressed in Hanwood Park, including proposed investment in non-residential facilities, including for a health centre and an anchor food store. These investments will be subject to receipt of planning permission, which in turn requires progress to be made on the junction 10A road scheme. The fact that such investment has been made—in effect, conditional on securing the junction improvement—places an increased focus on the RIS3 programme and demonstrates again the strong fundamentals in place at Hanwood Park and the additional benefits that the RIS3 investment will bring.

Hanwood Park is also proposed as the site of a much needed mixed-sex secondary school, which His Majesty’s Government have done much to support. The delivery of the school is also, in practical terms, contingent on the junction project being committed to.

The rate of delivery during the past few years, including throughout the pandemic, has at times reached an impressive 400 units a year. This, against a backdrop of mixed performance elsewhere in the country, demonstrates the significance and substantial contribution that Kettering can make to the UK’s growth prospects.

A new outline planning application has been submitted for the remaining 3,383 dwellings, as well as the remaining schools, formal and informal open spaces, district and local centres, a hotel and employment. The application has reached an advanced stage, with North Northamptonshire Council’s planning committee targeting this spring, in a few months’ time, for a decision on it—but certainty on junction 10A is critical to the scheme.

The development of Hanwood Park forms a key component of housing to be delivered in North Northamptonshire and Kettering in the adopted “North Northamptonshire Joint Core Strategy 2011-2031”. Housing growth will be in parallel to the delivery of employment land and other uses. The development as a whole is estimated to create an amazing 8,100 new local jobs. Without a Government commitment to junction 10A, 2,000 new homes, including 400 affordable ones, simply will not be delivered. Without junction 10A, there would be significant and unacceptable traffic congestion at the existing junction 10 roundabout and elsewhere, as well as untenable residential amenity issues caused by large vehicles accessing the employment uses located in the south-eastern area of the new development. That means that the traffic would be forced to travel through the new residential areas.

In addition to the continued housing delivery, the new junction will unlock employment land, which is key for local sustainable growth. The new junction is essential in enabling the delivery of some 10 hectares of employment land in the south-eastern quadrant of the development. The market delivery of those employment sites would be extremely challenging and may not be possible without junction 10A. The same position is true of land situated in and around junction 10A. There is therefore a significant risk that the development as a whole will grind to a halt. Thousands of jobs could be at risk, and further homes simply will not be built.

At the moment, 2026 remains the target date for the delivery of junction 10A, in line with the DFT’s RIS3 programme, but that requires detailed planning approval to be achieved and procurement to commence concurrently. That can happen only if there is confidence in the Government’s commitment to junction 10A and a tangible commitment to RIS3 funding. Hanwood Park now faces the unwelcome prospect of beginning to halt the development in the next two years unless there is clear and unambiguous confidence in the ongoing support for the project. The challenge will increasingly become a question of supply rather than demand, as there are a little more than 700 homes left to construct and occupy.

Against that backdrop, local residents on site are becoming increasingly frustrated by the lack of delivery of further amenities and facilities, which is leading to more journeys by car to alternative locations to meet basic needs and undermines the principle of the original sustainable urban extension programme. Any further loss of momentum will damage long-term confidence in the scheme and create discontent among the new residents, who are beginning to question whether it will ever be completed. Developers and investors alike need as much certainty as possible to be able to plan and have confidence in the route ahead, and recent progress is now in danger of stalling.

I know that National Highways is progressing junction 10A through its approval processes and considering the part-funding solution for the new junction. North Northamptonshire Council is fully engaged and supporting the process, together with the developer of Hanwood Park. My view is that the process now needs to be expedited so that there is certainty around the delivery of the new junction, which is critical to the delivery of Hanwood Park as a whole. A firm commitment to RIS3 funding is now imperative to ensure continued housing delivery, including vital affordable housing, along with the significant employment opportunities and economic growth that the local area needs, and to give the market confidence that delivery will not be stifled.

I invite the Minister, on one of his regional road tours, to come and see Kettering for the second time in his ministerial career and to see the site of the proposed new junction. For local people, the tragedy is that we could have had as many as 3,500 new homes built on Hanwood Park without the necessary road infrastructure to take us beyond that level. That presents the real risk of gridlock in the town of Kettering, with initial houses already provided but the Government not coming up with their share of the funding for the new junction 10A.

My plea to my hon. Friend the Roads Minister, on behalf of local people in Kettering, is that he recognise the fundamental importance of the new junction to people in the local area, and that the Government make the commitment to fund it that we badly need and expedite the process to deliver the junction on the ground.

What a pleasure and joy it is to serve under your chairmanship, Sir Gary. I put on record my thanks for your work in the House of Commons and our sadness that you are departing; those massive shoes will need to be filled.

It is an honour to respond to my hon. Friend the Member for Kettering (Mr Hollobone). Before I get into the nuts and bolts of junction 10A, I should say that, even though it does not exist as yet, it is probably the most debated junction in the House of Commons in the history of roads and transport. There was a debate on 4 November 2020 and then another debate exactly one year ago, on 21 February 2023. I thank my hon. Friend, because he is a fantastic campaigner. Every single Member of Parliament looks up to him because of the work that he does on behalf of his constituents, and he is nothing if not determined and persistent. He is a worthy local champion for the fine town of Kettering.

My hon. Friend is right: I was privileged and honoured to attend on 1 July 2022—I looked that up—during the dog days as the Minister responsible for pensions, the older persons’ fair at the Corn Market Hall in Kettering. That is a delightful building, and that was a fantastic opportunity to meet dozens and dozens of people who are doing amazing community group work and amazing volunteering but also providing older persons’ work and opportunities, part time and full time, in a variety of ways. It was credit to my hon. Friend and his local council, which was co-running that fair, that I was able to see the massive enthusiasm for community, above everything else, but also the jobs that everybody was trying to provide.

I then enjoyed a particularly fine lunch at 27 Crown Street, where I was talking about all those matters—older workers, pensions and the like—and was only slightly taken aback when someone said, “You really do look too fat to be a steeplechase jockey.” That is something that one has to bear when one is a long way off racing weight. Such is life.

Now I come to the nuts and bolts of the issue today. As my hon. Friend is utterly aware, the A14 is in effect a modern-day Watling Street. It is the key junction, key connection, between so much across the country. It is an integral part of the road network, and it is utterly key to his constituency of Kettering. I totally get that. That point is utterly well made.

The Hanwood Park development is also genuinely groundbreaking. I do not think there is any doubt whatever that the scale of ambition, the number of developers individually, as corporate entities, and the scale of the desire to build a proper garden city that has all the amenities, schools and free schools, and the business development that follows are genuinely game changing. It is something that has been going on for a long time, dating back, as we my hon. Friend and I are acutely aware, to the planning application successfully going through in 2010. It has then had various iterations as the houses have been built.

It is also very much the case that this project has the full support of the Department for Transport. I want to assure my hon. Friend of that, first in outline and then by getting into the nuts and bolts of the details. First, he rightly makes the point that he has met many roads Ministers. He also had a specific meeting with the present Secretary of State, who stated unequivocally that this is a unique development because it is something with a high degree of contribution by developers. On 22 March 2023, the Secretary of State stated:

“I am happy to continue progressing the scheme as previously planned during the RIS3 period, subject to business case.

I also agree with your suggestion that National Highways and DfT officials should cooperate intensively with the local planning authority and the developer to progress the scheme as quickly as possible.”

There have been a number of developments since then, and I want briefly to go back over the planning and the memorandums that have been engaged in before I get to the final points I wish to make. The first issue, clearly, is what has happened in the passage of time since the 2010 planning approval. In April 2021, the developer resubmitted a planning application for the full 5,500 homes, as my hon. Friend is acutely aware. The key issue will be the trigger point in respect of when certain conditions apply. I take it from his assurances in the House that we are to have the final resolution of that planning application in the next couple of months. There is a degree to which this is chicken and egg, and I fully understand that point, but I can certainly confirm that this project is and will be in RIS3.

There are two provisos to that. The first is the business case, but I think my hon. Friend and I know that this project probably has the best business case in the country, as far as I am aware, because it has significant developer contribution and is absolutely in support of all our other objectives. Personally, I see no difficulty whatsoever, but these things have to be assessed on an ongoing basis.

The second key point is that the project is subject to planning permission. If planning permission were to be refused, that would make things complicated. However, I want to convey to my hon. Friend and his constituents, particularly the Hanwood Park residents, and to this House and, most importantly, the local authority that will determine the planning condition that, provided the planning condition is satisfactorily passed, all the conditions in RIS3 will apply. It seems to me inevitable and entirely right that this project should be built as part of RIS3.

Clearly, I cannot pre-judge the decision of my hon. Friend’s local authority in the next couple of months, but there is no doubt in my mind that this project should proceed. Commitments have been made for this project in the past, and, subject to those two preconditions, both of which are eminently resolvable, it should unquestionably be achieved in the next few years.

I wish to try to make clear a couple of other minor points. As I understand it, in the summer of last year—in July 2023—following the steer from my right hon. Friend the Secretary of State for Transport, a memorandum of understanding between National Highways and the developer was signed that set out various protocols, including the role of National Highways in ensuring the works by the developer associated with junction 10 on the A14. Those technical works are already under way as part of stage 1, led by the developer and its technical team. There is also a full transport assessment of the updated proposals, and National Highways is supporting that work and undertaking necessary checks and assurances.

While it is true that this junction does not exist at the present stage, I have some very impressive plans of said junction, and it is way more advanced than many things that are ethereal in the mind and insubstantial in the action that we often discuss in this House. The utterly key thing is that the local authority needs to progress the planning application, and National Highways needs to put all hands to the pump to ensure that it is ready to proceed. I can give my hon. Friend the assurance, as previously expressed in writing by the Secretary of State, that this project is part of RIS3.

My hon. Friend has prejudged the point I was going to make, which is that it would unquestionably be a delight, an honour and a privilege to return to the good people of Kettering and to spend some time with him. That was my intention. I do not think there is much point in me coming until the local authority has made its decision, but when that happens it would seem entirely right and proper for me, my hon. Friend, the local authority and National Highways to meet on site. I could come and visit the site and give the proper direction, oomph, and various other steers that this project needs to be proceeding apace. I hope that reassures him. I look forward to coming to visit Kettering on another summer occasion, and to the local authority making the right decision so that we can then progress junction 10A. That is something the Government support in its entirety.

The Minister of State, Department for Transport, my right hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), who is the Minister for the future of transport, met Murphy Group this week. The Government remain committed to the lower Thames crossing as part of the responsible decisions taken to help meet inflationary pressures and balance the nation’s books. We will be rephasing construction on the LTC by two years, as this will allow more time to take into account stakeholder views and to ensure that there remains an effective and deliverable plan that is in the best interests of taxpayers.

Can he assure me that National Highways is working expeditiously with the Hanwood Park developer and North Northamptonshire Council to ensure that the project is delivered as soon as possible after 2025?

I was not even aware that I had started a Beatles analogy. Actually, this is more important than joking about music; this is about reassuring passengers that we can deliver a better experience but also an experience that they are very familiar with, in terms of the other transactions they make across the retail space. More and more people are doing that online, and they start doing it online by being taught how to do it. The idea is that ticketing staff who are currently behind glass, not seeing those passengers, will help to deliver that and ensure that those passengers have a better experience and do not need to queue up next time, because they can do it in a seamless manner. Where that operation does not exist because of the machine, we are looking to upgrade. I will take any examples he has, to ensure that passengers get the best price but can do it online or via a machine.

Staff at Kettering railway station are superb; they are friendly, polite, efficient and dedicated to simply outstanding customer service. Given that Kettering is one of the stations potentially affected, will the Rail Minister encourage rail passengers in Kettering to take part in the public consultation promoted by East Midlands Railway? Can he confirm that if the changes go through, a passenger who turns up at Kettering railway station with cash to buy a ticket will be able to do so?

Yes, I can give my hon. Friend the assurance that cash purchases would remain across the network. If there is a machine that is not working for cash, passengers can enter the train, safe in the knowledge that they can then purchase their ticket on the train or at the end of their journey. There are a number of stations that are not part of the current consultation, and they will tend to be the end point where passengers will find a busier station. I can absolutely give him that assurance.

My hon. Friend mentioned the staff. We are looking at the ticket office as a place that people are not accessing any more, but the ticketing staff are brilliant. All we want to do is utilise them more, so that they can see more people and use their expertise. Passengers want their ticket office staff to be more accessible, so that they can gain that expertise, and that is exactly why we want to put them in the places where the passengers are.

I beg to move,

That this House has considered litter on motorways.

On a very serious subject, hopefully we can also have some calming measures, if you know what I mean, Mr Hollobone. Other colleagues have indicated to me that they would join the debate this afternoon, so I wonder whether you could bear with them, Mr Hollobone, if some of them arrive a little later.

My constituency is boundaried by the M1, M25 and A41. The state of the rubbish on those motorways is an embarrassment to me as the constituency’s MP, and as an MP in general. I freely admit that the rubbish has probably been thrown out of the windows of cars—by passengers as well as drivers. Some of it comes off the back of refuse lorries that, inappropriately, do not have the correct tarpaulins to stop that happening.

Whatever the reason, the rubbish will start to disappear in the next few weeks. It is not going anywhere—it is just that the grass and weeds are growing, and they will cover it up. It is still not only a hindrance but a danger to our wildlife. Some of the areas where the motorways go are areas of outstanding natural beauty, on which wildlife very much rely. In my spare time, I love bird watching. It frightens me to look at some of the nests—especially at the end of the seasons, when we start clipping our hedgerows and other such things—and see what the birds think is safe to put into their nests.

I thank you, Ms Fovargue, for chairing this debate, and Mr Speaker for granting permission for it. I welcome my good friend the roads Minister to his place and thank him for his successful visit to Kettering bus station in December to launch the Department for Transport’s £2 bus fare scheme, which is already seeing a 7% increase in local bus travel across the country.

It is likely to cost £40 million, with financial contributions split between the Department for Transport and the developer, and is required to deliver phase 2 of the Hanwood Park development, which in Government planning terms is designated as a garden community development of an eventual 5,500 dwellings and employment land covering 328 hectares to the east of Kettering. Local land values will not allow the development of the junction to be funded without Government intervention, so public funding is required.

In line with planning conditions, junction 10A must be in place by the time 2,700 dwellings are occupied. Just over 1,000 dwellings are already occupied, and the developer’s current housing trajectory shows that the 2,700 occupied dwellings trigger for junction 10A will be reached in 2026. There is therefore a significant risk that the development will grind to a halt in three years’ time without the new junction. Thousands of future local jobs could be at risk, and there will be a further 2,800 new local homes, including 560 affordable homes, that simply cannot be built.

My ask of His Majesty’s Government and of the roads Minister today is for a firm commitment to include junction 10A in the DFT’s road investment strategy 3, which is the programme for major road programmes in the period from 2025 to 2030. Junction 10A is already in the pipeline for potential inclusion in RIS3, but what we need now is a definite commitment to include it.

If 2026 is to remain the target date for the delivery of junction 10A, it requires detailed planning approval to be achieved in 2023 and it requires the requisite procurement to commence concurrently. That can happen with confidence only if there is a definite Government commitment to junction 10A and a tangible Government commitment to RIS3 funding. What we are talking about is the need for joined-up Government. If His Majesty’s Government are to get anywhere near their objective of seeing 300,000 new dwellings built each year in England, they need to ensure that the requisite roads infrastructure is in place. Funding junction 10A and enabling Hanwood Park to continue being developed beyond 2026 will be a key test of a dovetailed Government housing and roads strategy.

I know that the Department for Transport already recognises the importance of the junction, because funding for the new junction 10A was originally included in RIS1 for the period 2015 to 2020. The slow housing development roll-out amid the national economic conditions at the time meant that the programme was not activated, but housing development on site is now proceeding apace and the funding is now required.

The Hanwood Park development is the fourth largest sustainable urban extension in the country. It is one of the nation’s flagship housing extensions and sits within the strategic Oxford-to-Cambridge planning arc. For local people, the Hanwood Park development is the equivalent of bolting on to the town of Kettering itself another town the size of Desborough. We have to ensure that the homes built on the development form a vital, liveable community and do not simply become one big, soulless housing estate. To make that happen, we must ensure not only that the infrastructure is in place to serve those new dwellings, but that there is no adverse impact on the quality of life of existing residents of other parts of Kettering, Barton Seagrave, Burton Latimer and Cranford.

Fortunately, the local planning design code is set at a high standard, and there is set to be good internal and town centre connectivity with access to trunk roads, including the A6, A43 and most importantly the A14. Hanwood Park forms a key component of housing to be delivered in North Northamptonshire and Kettering, in the adopted North Northamptonshire joint core strategy for 2011 to 2031, and in the site-specific part 2 local plan, which was adopted in December 2021.

Housing growth is being planned in parallel to the delivery of employment land and other uses. Including estimated construction jobs, the development could provide more than 8,000 new jobs, with 4,300 jobs directly within the development itself. Outline planning permission for Hanwood Park was originally granted in the last days of the last Labour Government in April 2010—13 years ago—for 5,500 houses, 20% of which were to be affordable. It included a range of employment uses; a mixed-use district centre, including shops, local services and a health clinic; three local centres; a secondary school; four primary schools; a hotel and leisure development; and extensive formal and informal open spaces.

Work is well under way to deliver development in the first phase of Hanwood Park, with 1,921 new homes having received consent and a further 193 currently going through the planning process, together with internal roads, green spaces, a sustainable urban drainage system and utilities infrastructure. Hayfield Cross Church of England primary school, the first school on the site, is already fully operational. A free school bid has been successful for the delivery of the secondary school, and an ongoing public consultation is currently being conducted by Orbis Education Trust regarding whether the school should be boys-only or mixed entry.

Despite the challenges of the covid pandemic and the associated economic downturn, high quality housing delivery continues across the scheme, with David Wilson Homes, Barratt, Bellway, Orbit, Persimmon, Avant and Taylor Wimpey all progressing. Grace Homes, a local small and medium-sized house builder, is looking to commence this year, subject to planning approval. A new outline planning application has been submitted for the remaining 3,386 dwellings, as well as the remaining schools, formal and informal open spaces, district and local centres, a hotel and employment. The application is currently pending and has reached an advanced stage.

There has been clear Government support for the Hanwood Park development to date, including Homes England granting £60 million of loan funding to the developer and delivery partners. That funding partnership with Homes England has resulted in the development now having a primary school, surface water attenuation, adopted foul sewers, three principal access roads, and junction improvements on town roads in Kettering itself. Funding has also been secured by North Northamptonshire Council from the new garden communities initiative and the Homes England large sites capacity fund, to help support the project and others across North Northamptonshire.

The developer of Hanwood Park has signed a memorandum of understanding with National Highways, setting out the project control framework approach for junction 10A. To maintain the programme, the developer is carrying out, at its own risk, a range of technical and environmental surveys, including a utilities survey, a wintering bird survey and topographical and archaeological investigations, in anticipation of submitting a detailed application for junction 10A.

Confirmation of Department for Transport funding for junction 10A is now imperative to ensuring continued housing delivery at Hanwood Park beyond 2026, including badly needed affordable housing, along with significant employment opportunities and local economic growth, and to giving the market the confidence it needs that housing delivery will not be stifled beyond that date. In addition to continued housing delivery, the new junction 10A will unlock employment land, which is key for local sustainable economic growth. Junction 10A is essential to the delivery of some 10 hectares of employment land at Hanwood Park in the south-eastern quadrant of the development adjacent to the A14. Without the new junction 10A, the market delivery of these employment areas would be extremely challenging and might not even be possible.

For local people, the tragedy is that we could have had as many as 2,700 new homes already built by 2026 without the necessary road infrastructure to take us beyond that level. That presents the real risk of gridlock in the town of Kettering, with initial houses already provided but with the Government not coming up with their share of the funding for the new junction 10A. My plea to the roads Minister today, on behalf of local people in Kettering, is that he recognise the fundamental importance of the new junction to people in the local area and that the Government make the commitment to fund it that we badly need.

My hon. Friend makes some excellent points. I am trying to highlight the strategic national importance of the route. I know that my hon. Friend and MPs from across the region have been campaigning on this issue. There are definitely further schemes in the pipeline that are currently being looked at, and I would be delighted to discuss them with him further at a later date.

Although the strategic national case for this vital road transport corridor between the north, the midlands and the east of England is clear, its role in the places and communities it passes through along its length is also vital, as my hon. Friend the Member for Kettering recognises. Kettering, Barton Seagrave, Cranford and Burton Latimer are all important towns along the route that all deserve to be properly served. That is exactly what the proposed A14 junction 10A would help to achieve, making lives in the communities served by the A14 better.

As my hon. Friend mentioned, it would also support the development of approximately 5,500 much-needed homes and associated infrastructure to the east of Kettering, with new schools, shops, community buildings and, importantly, jobs, unlocking investment into this stretch of the important strategic road network. I am pleased to hear that this is a sustainable, mixed-used development, with new schools, shops and leisure facilities that are easily accessible for new residents, and that it is tied into the historic town of Kettering.

Successful development depends on a network that makes connections to destinations, places and communities that are further afield. Alongside rail and the local road network, the strategic road network provides critical links between our cities and other urban areas, connecting our communities and families, providing job opportunities, and binding and strengthening our Union, as well as driving productivity and prosperity by unlocking growth, encouraging trade, attracting investment and playing a vital role in levelling up across the country. That is why the A14 is so important.

We all agree that a reliable and resilient transport network is a catalyst for growth. However, making transformative investments in the fabric of our transport network requires long-term thinking and planning, as has certainly been the case with this piece of development. That rationale underpins RIS2, which we are currently in and which has delivered record levels of investment in the motorways and trunk networks of England. In the first RIS strategy, £17.6 billion was committed; since then, we have gone even further and are now investing £24 billion between 2024 and 2025 as part of RIS2. I urge my hon. Friend the Member for Kettering to use his good offices to lobby the Treasury to ensure we can increase the level of investment into RIS3 for his scheme, and many others across the country.

Our first priority is the safe operation, maintenance and renewal of the existing network, including by beginning multi-road period programmes of structural renewals where the network is reaching the end of its design life. Even so, in the current period more than £10 billion is being spent on significant improvements to the performance and safety of the network, through enhancements that support the Government’s levelling-up agenda and underpin national and regional growth. I say to my hon. Friend the Member for Kettering that there is clearly a strong economic case for junction 10A of the A14 and, from what I have seen, it presents a good cost-benefit ratio and value for money for the taxpayer.

As my hon. Friend is well aware, preparations for the third road investment strategy—RIS3—are well under way, with the A14 junction 10A scheme forming part of the pipeline of more than 30 major projects that are currently being considered for possible construction beyond 2025. The decisions on which pipeline schemes to progress will need to be taken in the round as part of the wider development of RIS3 funding, in the light of the funding headroom available.

In respect of my hon. Friend’s local project, it is important that, unlike many other projects throughout the country, half the cost is due to be met by local developers. That further strengthens the case for the junction. The case for the project is clear, and Hanwood Park and National Highways have been working closely to build a robust business case for the proposals. The key objectives of the project are to support the sustainable development of much-needed homes in the area and to facilitate economic growth in the region. In achieving that, the safety and performance of the existing network needs to be maintained, mindful of the route’s key national strategic role, and negative impacts on users, communities and the environment must be kept to a minimum during construction.

Considerable effort and work is required to develop major projects from the ground up and, as I have said previously, when dealing with the significant sums involved, investment decisions cannot be taken in isolation. Ultimately, decisions on the balance of RIS3, and possible enhancement schemes to be included in it, will sadly not be finalised until the strategy is published in 2024. We are hoping to open that up to bids in the coming months. The core principle of our strategy is to create a safe, accessible and reliable road network that meets the needs of all road users and drives important economic growth across the country.

I am listening to the Minister’s remarks with great interest and appreciate the attention to detail he is applying to junction 10A. Is he aware of perhaps the most important point of all? On its present trajectory, Hanwood Park will reach its ceiling of 2,700 houses in 2026. Not one further home will be built after that date, unless funding for junction 10A comes from the Government. Unless the Government come up with the cash, no more than 2,700 homes will be built on that estate in Kettering. That will make it far more difficult for the Government to achieve their housing objectives.

My hon. Friend made that point clearly in his speech and I will take it away. There is a timescale for the RIS3 projects. Given the level of development that has already gone into the scheme, as part of the investment strategy through the five-year period, the requirements will put it clearly towards the front if funding is made available.

I thank my hon. Friend again for securing this debate and for his exemplary efforts to support the proposals on behalf of his constituents. I also take the opportunity to be clear that I recognise the strong case for the proposals and the many benefits they will unlock for Kettering and the surrounding area. I will ensure that my officials and National Highways work closely with Hanwood Park as the case for the scheme is developed further, and that my hon. Friend is fully engaged in that process. I also encourage him to meet further with the project teams for the scheme at National Highways for a more detailed briefing in future months. I will happily facilitate that.

I am sure that my hon. Friend will continue to press the case for the scheme on behalf of his constituents and the businesses that he serves in his constituency. Although I cannot give him the firm commitment that he is naturally after today, given the unique funding nature of the project, the strong local and national economic significance of the A14 and the good benefit-to-cost ratio, the people of Kettering can be assured that it will be looked at very favourably in the funding rounds to come. The people of Kettering could not have a better champion, and I look forward to working closely with my hon. Friend as the investment plan for RIS3 is developed over the coming months.

Today’s announcement demonstrates that the Government are levelling up. If one looks at it from a per-population perspective, one will see that the areas are not London or the south-east, but further north and in Wales. We are proud to level up all areas. Many of the amounts that are going to areas involve transport, and we in the Department for Transport are all proud to play our part to ensure that those projects are delivered and work for communities across the United Kingdom.

I was delighted to visit Kettering—in fact, it was the same day that I visited Gateshead—and to see such great coverage in the Northamptonshire Telegraph, which is Northamptonshire’s paper of record. My hon. Friend is an ever-passionate advocate for his constituency and for the proposals to improve the A14. I can confirm that National Highways is considering proposals for junction 10A of the A14 as part of the RIS3 pipeline. Those proposals will be considered alongside a further 30 schemes in the pipeline this year as candidates for potential inclusion in the scheme.

National Highways have confirmed they will be happy to share the technical review with my hon. Friend and meet him to discuss these in due course.

I beg to move,

That this House has considered the potential merits of reopening the Leamside Line.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I thank all Members in attendance. I can say that there are colleagues here today just as passionate as I am on this subject, and I look forward to hearing their contributions. It is important to emphasise from the outset the unity on this issue in the north-east from those on all sides of the political spectrum, and from the business community, the transport sector, local authorities and the general public.

I would like to outline the vision for the Leamside Line. It has three key purposes. The first is local: it would allow for an expansion of the Tyne and Wear Metro through the South of Tyne and Wearside loop, which would connect Washington’s 70,000 residents to the system. The second is regional: it would open up passenger rail services for the whole Leamside corridor and its population of 124,000 people, from Ferryhill to Pelaw. It connects that population, and the 1 million people with indirect access to the line, to Tyneside, Wearside, Durham and Teesside. It would revolutionise transport across the region. The final is national: it would support east coast main line capacity for passenger and vital freight services, as well as national rail connectivity. Those three aspects form the overall strategic ambitions for the reopening of the line.

I am incredibly happy to have secured this very timely debate, following a huge event on Friday 4 February 2022, in which I visited three strategic points along the line to visualise where it will one day run, along with colleagues who are present today, local authority leaders, and representatives from: Transport North East, led by Tobyn Hughes; the Northern Powerhouse Partnership; the North East local enterprise partnership; and the North East England chamber of commerce.

I absolutely agree. As someone who has travelled up and down that line for almost 17 years, I know that when something goes wrong on that stretch and trains are stuck higher up the line, the trains cannot get to Newcastle. The whole thing then falls apart, as all of us who travel down that line know.

There is a comprehensive need for the Leamside line to be reopened—for national, regional and local purposes. Again, I stress the north-east unity—the Minister will hear that unity today—and the joint voice calling for the Leamside line to be reopened. When I took my seat in 2005, I quickly got to grips with this campaign, its importance, and the word “conurbation”. Washington is one of the largest conurbations in the UK without a rail or rapid transit link—I constantly mention that small fact.

I have presented five petitions to the House over 17 years, sent countless letters to the Department for Transport and the Minister’s predecessors, submitted evidence following a call for evidence on light rail, and recently co-sponsored three bids to the restoring your railway fund with the hon. Member for Sedgefield (Paul Howell), so it is fair to say that this means a lot to me. I am very proud of the cross-party nature of this campaign, both at local authority level and here in this House.

Where are we now? Leamside has featured as a significant element of previous local and current regional transport plans, including the 2021 North East transport plan and Transport for the North’s statutory advice. While the disappointing integrated rail plan in effect ruled out Government investment in the Leamside line for east coast main line purposes, the case remains strong.

I appreciate that the integrated rail plan indicated that the reinstatement of the Leamside line could be part of a devolution deal, but I believe it absolutely should be part of any forthcoming devolution deal. The hon. Member for Sedgefield and I discussed this with the Minister when we met earlier. However, until that deal is on the table, I do not want to see those promises used to kick the can down the road. I want Government co-operation in making the Leamside line a reality in the meantime. That means listening, as working with others, and, ultimately, financially helping with the steps needed to get there.

The north east joint transport committee has taken on the Government’s feedback, and is developing the umbrella strategic business case in phases. It has secured £100,000 in funding and is commissioning a strategic outline business case for the Metro loop element of the line.

We are taking matters into our own hands; the north-east is taking steps to achieve its ambitions, but it can only take itself so far, because our local authorities continue to be starved of cash. A project as significant and game-changing as the Leamside line will eventually need to be funded by central Government. Let us not beat about the bush: this is a very expensive piece of infrastructure, but it is needed and very much wanted.

I hope this debate shows the weight behind the will for the reinstatement of the Leamside line. I hope that, ultimately, the Government will listen to the north-east and match their rhetoric on levelling up with their commitment. The north-east is making inroads on reaching its ambitions. We hope that the Government will work with us to realise the potential of the Leamside corridor communities, secure a better future for the north-east, and future-proof national infrastructure by supporting the reopening of the Leamside line as soon as possible.

I will, but these issues are important, Mr Hollobone. Since 2010, the north-east has had the second smallest increase in transport funding, at £17 per head. The Institute for Public Policy Research report of 2019 showed that transport spending in London was seven times higher than that in the north-east of England. We need a degree of honesty from the Government. Why do they not trust the elected representatives of the north-east to set priorities, and why not be clear why they are not reopening the Leamside line? That is a clear political decision.

If we are to believe the rhetoric on devolution, it should be about listening to the united voice of the political and community leadership in the north-east and agreeing the funding for the Leamside line. The Government can come up with as much smoke and mirrors as they like to argue why they are not funding it. The ultimate reason lies in the Government’s political will to do it.

Let us come back to the matter in hand. I have one proposal under way, working with Labour-controlled Gateshead Council and the coalition at Durham County Council. The transport lead for the north-east is the leader of Gateshead Council; the right hon. Member for North Durham praised him earlier but later said that he had not read the report. The key thing about the Leamside line is that it will provide extra capacity through my constituency for some of those routes. It is vital because it will help broader connections across the entire county.

Hon. Members have talked about the disparity between transport spending in London and in the north. That has been the same under multiple Governments, over a long period of time. I want to see that addressed, but we cannot do that by saying, “We’ll choose this over that.” As a broad region, we need to push, on a cross-party basis, for better connectivity for our communities.

I am happy to support people from other political parties on schemes such as the Leamside line and the bus scheme across the north-east, which will feed into the Leamside line. I hope that hon. Members from other political parties will think about how we can work together on all these schemes, rather than trying to put down people who fight for something important for their communities.

I express my warm thanks and appreciation to all hon. Members who have taken part in this very important debate, to the excellent shadow Minister, my hon. Friend the Member for Slough (Mr Dhesi), and to the Minister. We have heard from Government and Opposition Members from across the whole region—from Newcastle down through Gateshead, South Tyneside, Sunderland, Durham and Darlington. As we have heard, the issue unites the whole region—all politicians, local authorities and agencies from business and transport—in one endeavour: to reopen the Leamside line for all the reasons that we have heard.

Passions can run deep on why we are at this point, but we all agree that we need to look forward with one united voice, and use that passion to achieve what we all desire: the reopening of the Leamside line to the benefit of all who would use it, across all our communities, for generations to come. We acknowledge that this would be a huge investment, but it is one that people of the north-east are long overdue. The return on that investment will be huge. We do not have that figure yet, but it is being worked on as we speak, as we discussed with the Minister earlier, and I am told that we will have it soon.

I hope that the Minister has been left in no doubt about our collective passion for this endeavour. I am sure that she will expect to find herself back here, perhaps in the not-too-distant future, for further such debates once we have further evidence and figures from our feasibility studies, and as we expand our case for the reopening of the Leamside line. I hope that this Minister—although my hon. Friend the Member for Slough may be the Minister when this happens—will be there to cut the ribbon. I very much look forward to that day.

Maybe it is a good omen for the Leamside line that we have pulled into the platform earlier than scheduled.

That this House has considered the Third Report of the Transport Committee, Rollout and safety of smart motorways, HC26, and the Government response, HC 1020.

It is a pleasure to serve under your chairmanship, Mr Hollobone. It is the Government response that I am particularly pleased to be discussing; Select Committees scrutinise and then put forward our recommendations, and in this particular instance, it is a great pleasure that the Government have accepted all the key recommendations—and gone further. I am grateful to the Minister, who is taking my thanks on behalf of the Department.

I also want to mention the previous incarnations of the Transport Committee and the work that they have done. I thank our former chair, Dame Louise Ellman, who chaired the Committee in 2016. I was a member of that Committee when a number of recommendations were made. For reasons that I will mention later, I believe that if those recommendations had been carried forward then we might not be where we are now. I also thank my predecessor, the hon. Member for Nottingham South (Lilian Greenwood), who continued to shine a light on some of the failings of smart motorways. It has been a collective endeavour—a mission over the last six years—but I am pleased that progress is being made. It is also important to ensure that the Committee continues to focus on those assurances, and ensure that they are scrutinised and, ultimately, delivered. We will do so.

It would be remiss of me not to explain more about smart motorways and what their design and technology is there to do. It is there to control the flow and behaviour of traffic. There are three types and often people are baffled by the differences; I hope that I can explain them.

First, there are all lane running motorways, which tend to get the most focus because they do not have a hard shoulder at all. They rely on a series of emergency areas for motorists who become stranded. In 2019, there were 141 miles of all lane running motorway network. The fatality rate per 100 million vehicle miles, which is measured from 2015 to 2019 for the purposes of this speech, was 0.12%.

Secondly, there are controlled motorways. These have a permanent hard shoulder at all times, but still have the smart technology. In 2019, they also accounted for 141 miles, with a lower fatality rate of 0.07%.

Thirdly, there is a dynamic hard shoulder motorway concept, which is where the hard shoulder is switched to a lane at busy times during the day. There are just 63 miles of this design, with a fatality rate of 0.09%. In comparison, there are 1,564 miles of conventional motorway, without the smart technology, which have a fatality rate of 0.16%.

The data shows that between 2015 and 2019, all three forms of smart motorways had lower fatality rates than conventional motorways. However, many are concerned because the data from 2019 alone shows that the reverse is true: smart motorways tend to be less safe.

The Transport Committee launched its latest inquiry in February 2021 and reported in November, with the Government responding this week. I will summarise what the Government have agreed to do.

It is a pleasure to serve under your chairmanship, Mr Hollobone, and to speak on this important issue of road safety. Overall, this is an area where the UK has a very good and strong track record, with both deaths and injuries falling over many years. Some problem areas remain that have proven quite difficult to make improvements on. I think especially of rural roads and the challenges among younger drivers. However, we should note that that downward trend continues and we should welcome it. When I looked at the most recent data before coming to the debate, I was very encouraged, but I note that it is from the period of lockdown, so some caution is required about data points during this period.

We must never forget one important thing: behind every stat is a life lost, a family shattered. These are true tragedies, which is why we should never be complacent about any issues with road safety. There is always more to do, and we should be spurred on to tackle more and more things. I welcome this report by the Transport Committee. It has done a good piece of work. I have to say that it is a Select Committee that I have had quite a bit to do with over the years, but mainly by appearing in front of it, rather than being a member of it. As the Chair, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), said, the report, “Rollout and safety of smart motorways”, is the result of much detailed and prolonged work. The fact that its recommendations have been so quickly adopted by the Government shows how well that work has gone.

It is good to see all nine recommendations adopted by the Government, but I will speak about just one of them. Colleagues have spoken with great insight into other areas, but I will focus on the recommendation on stopped vehicle detection—SVD—technology. Technology is critical to the future of our transport systems. I do not just mean things like electric vehicles or hydrogen trains, although I know they are transformative and very exciting. I also mean using technology as a facilitator to reach a solution to one of the biggest challenges in transport, and that challenge is how to make it easier, cheaper and more sustainable to move increasing numbers of people and goods around our country.

I do not think this is a modal question. The challenges lie in all modes. We have not built a new railway line north of London since the reign of Queen Victoria, or a new runway in the south-east of England since the passenger jet was invented, or had a road investment programme since the 1970s, so we are looking at a period of sustained under-investment. There are reasons for that, one being that successive Governments have sought to use the existing infrastructure more intensely. In some cases, that has been more successful than others. Key successes include rail line usage, where we have seen increasing developments in rail signalling, and air corridor use. The key point is that the factor that made that possible is technological advance. More intensive use of existing infrastructure has been at the heart of the smart motorway development. As has been said, all various iterations go back decades.

Ultimately, to protect our environment, people do not really want to see huge amounts of new infrastructure. It is an environmental issue as much as a cost issue, unless we have absolutely no choice. Safety must be at the heart of all the technology and developments that will come into play. Technology is developing so fast that it has to be a factor in delivering safety on our road network, too. There have clearly been concerns about the safety of our roads, and smart motorways in particular. The speed and the size of vehicles can make us feel unsafe on motorways, and we know that the data shows, as my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes) has said, that the hard shoulder is where people can feel most vulnerable and where problems can indeed arise. I experienced that myself recently, in the middle of the night. On a cold, dark night, a hard shoulder can be quite a grim experience.

When we bring in new technology, we have to take people with us and address their concerns. The pause that has been announced gives us the chance to retrofit, implement and review the SVD technology and perhaps improve it. The pace of the development is so fast that I am sure that developments will come into play sooner rather than later. We should expect all modes of transport to become busier as we emerge from the pandemic, and that will include our roads. As that happens, road safety must never be compromised, but enhanced. My point is that technology and the advances in it are central now and will become even more so in future.

I want to finish with one request to both the Transport Committee and the Minister. I ask them to please put particular emphasis on recommendation 4 and the technology, its deployment and development, because I am absolutely sure it will save lives, and that should be the priority in road safety planning.

Thank you, Chair. I am aware of that. To respond briefly to my hon. Friend’s point, who has experience with the Office of Rail and Road, we will shortly be establishing an expert panel to help us review existing regulatory responsibilities. It will report back to Ministers later this year. I hope that is helpful.

Moving on to other Members’ points, my good friend, my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes) mentioned how important it is to have places to stop in an emergency. As I have said, that £390 million, which is part of the £900 million, will be invested in ensuring that we have an extra 150 safe refuge areas at least every mile and, ideally, every three quarters of a mile. That is a huge improvement on what is available at the moment.

On the point made by the hon. Member for Easington (Grahame Morris), I am delighted to hear that the M42 is working so well. I note his calls for better awareness. That is why the recommendation for the highway code to feature the emergency corridor manoeuvre is so important. I have just realised that I got the hon. Member for Easington mixed up with the right hon. Member for Warley (John Spellar), who has the M42—apologies. I can confirm the continued working relationship between the Department for Transport and the Transport Committee, which has been an incredibly successful one.

My hon. Friend the Member for Bolsover (Mark Fletcher) has conducted an exceptionally passionate campaign for improvements on his section of the M1, with its 13 miles of all-lane running motorway between junctions 28 and 30. The Roads Minister in the other place will have heard those calls. I appreciate my hon. Friend’s appreciation of the Transport Committee report and of the swift action taken by the Department.

My right hon. Friend the Member for South Holland and The Deepings has great experience as a Transport Minister, as does my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones). It is correct that hard shoulders are not safe places. Indeed, one in 12 fatalities on our motorways takes place on hard shoulders. It therefore does not make sense to stop the progress that is being made and to send people on to motorways where there are hard shoulders or, even worse, on to local roads—smart motorways are safest, in terms of fatalities.

To conclude, as we have heard today, the Secretary of State takes the concerns expressed seriously, as demonstrated by our response to the Committee’s report and by the additional investment that we have committed to. I can say genuinely to right hon. and hon. Members that we are wasting no time in taking immediate steps to progress the actions set out in the Government response. I will keep the Commons and Parliament updated on progress. We will continue to be transparent with the data as it emerges, so that the public may assess for themselves the safety of motorways. I very much hope that they will have the confidence that they should have in our motorway network, especially smart motorways, thanks to the Transport Committee.
