Coronavirus is a global crisis that knows no borders and will have a profound effect on all countries, including the most vulnerable. That is why the UK is leading the international response and providing £744 million of UK aid to counter the health, humanitarian and economic impacts. I have mobilised my Department and our country offices to do whatever it takes to help tackle this pandemic and the secondary risks. We have the funding, the expertise and the British determination to stand by our friends in developing countries to prevent a second wave of infection.

During the coronavirus pandemic, it is imperative that countries and communities engage co-operatively with one another to avoid a scramble to procure goods, personal protective equipment and medical equipment and ensure that there is not a worldwide shortage that prices out the world’s most vulnerable. In the light of the announcement made by the President of the United States about ending funding to the World Health Organisation, can the Secretary of State outline what representations she and her Government have made to him regarding the need to follow collaborative principles, which will benefit us all?

The UK has confidence in the WHO and the work that it is doing globally to bring together every country to do the best they can to look after their communities and citizens. The WHO is co-ordinating PPE for all those countries, and we are supporting it by putting funding into the central pot, so that it can ensure that the countries that are most in need will have the PPE that they require.

My hon. Friend is right to recognise that international co-operation is absolutely vital to tackle covid-19. That is why we are working with the WHO and other international organisations to develop and deliver a globally accessible vaccine, alongside effective tests and treatments, and because of this we want to ensure they are safe, effective, affordable and accessible for all, including the world’s poorest.

This week is World Immunisation Week. Every year millions of lives are saved thanks to immunisations, and it is recognised widely as one of the most successful and cost-effective health interventions. With DFID funding going into the global effort to tackle this health crisis, can the Secretary of State explain what safeguards she has implemented to ensure that UK public contributions to the research into and development of covid-19 diagnostics, treatments and vaccines will be guaranteed to every person, and to assure the British public that public money is not just going into lining the pockets of big pharmaceutical companies?

Of course, while we are focusing on covid-19, there is the broader issue of vaccines. The UK is already one of the biggest global donors. To date, we have pledged £744 million to support the international response to covid-19. We have also funded £40 million for the Wellcome and Mastercard therapeutics accelerator initiative, up to £23 million for the Foundation for Innovative New Diagnostics, and up to £5 million through the joint initiative on research for epidemic preparedness. Because we are faced with a global pandemic, we absolutely need an international response, and it is about making sure that vaccines reach all those who need them.

In October 1984, Delhi witnessed the genocide of Sikhs in their thousands under Congress rule. What steps is the Minister taking to ensure that all ethnic and religious minorities in India can feel safe, secure and free from persecution?

I thank the hon. Member for giving way and pay tribute to him for his work as chair of the APPG. Whether it is Nigeria, Iraq or Myanmar, we have seen time and again how hostilities between religious or belief groups can lead to persecution and major humanitarian crises. I am concerned that our international-facing Departments spend enormous amounts of money responding to crisis but do little to promote freedom of religion or belief in order to prevent conflict. Does he agree that specific plans and funding for promoting FoRB should be included and shared between Departments working on international affairs?

I thank the hon. Lady for her intervention. She is the co-chair of the APPG on international freedom of religion or belief, and I am very pleased to work alongside her. I absolutely and wholeheartedly agree with what she has said.

The funding and all that is necessary need to be looked at in taking another step up to improve the Government’s capacity to engage on FoRB issues and to have a direct impact on lives. Last year, we had the Sri Lanka Easter Sunday massacre, when 250 Christians were killed, and that still ranks high with us.

I had occasion to visit Iraq with Aid to the Church in Need, which was mentioned by the hon. Member for Argyll and Bute (Brendan O’Hara), the spokesperson for the Scots Nats. We had a chance to meet a number of people—Archbishop Warda was one of those we met, as well as Archbishop Nicodemus—from the Roman Catholic Church and also from the Orthodox Church. We had a chance to visit many places in Iraq where we met individuals who had clearly been persecuted and victimised for their beliefs. At that time, Mosul was still under ISIS control, but now it is free. We saw the damage done in that city not just to the buildings, but in the number of lives lost. It was a special occasion to be in Iraq and to experience that.

Of course, in an ideal world one could do everything, but in this world decisions have to be made about where to direct the limited resources. I therefore suggest that the Government do not prioritise recommendations the practical outcomes of which are uncertain, and which may be very costly in time and diplomatic effort, such as seeking to secure UN resolutions. Instead, they should focus on recommendations that have a more certain practical impact. The hon. Member for Birmingham, Edgbaston (Preet Kaur Gill) referred to that, and it is important that we do so. We should put the funding where it would help by making changes, and we should do that in a really practical way so that we can almost touch those changes.

The Government can really help Christians and people of all faiths and beliefs who are suffering now in places such as Nigeria, where the scale of violence is already enormous and getting worse. Across the middle east, Christians have been displaced in Syria, Iran, Iraq, Egypt, Libya, Tunisia and western Africa. The information on this from Open Doors takes cognisance of where we are today.

The number of countries in west Africa where it is safe to be a Christian is shrinking. One could travel from Morocco in the north-west the whole way down to Cameroon in the south-west without leaving the world watchlist. That is a downward trend relative to what it should be in relation to human rights, but most importantly in the impact it is having on Christians.

The hon. Member for City of Chester (Christian Matheson) is not here for this debate, but he reminded me this week of the Christian leader who was beheaded in Nigeria, primarily because of his beliefs. That is the violence we see across the world. Christians and Muslims in Nigeria are suffering enormous violence at the hands of violent Islamic groups. According to evidence from Open Doors, last year approximately 1,350 Christians were killed for their faith in Nigeria. Let us think about that: 1,350 Christians were murdered just because they were Christians. That really ranks high with us.

This violence is not only causing untold misery and suffering for those who have been directly affected by it, but it is exacerbating religious tensions in an already extremely volatile country. I fear that if something is not done, we may be in this Chamber years from now—I hope not, but we may be—lamenting our failure to respond appropriately, and ending up investing much more money and effort in dealing with a future Nigerian refugee crisis.

Boko Haram and ISIS groups are in a full killing spree against Christians in Nigeria. Central Africa, as many will know, is the source of supplies of weapons of all sorts for terrorist groups across the world, so Boko Haram has easy access to the weaponry it needs, and the terrorists seem to have full sway.

I want to put on record my thanks to Open Doors, CSW, Release International, the Barnabas Fund and many other organisations that are speaking up for Christians across the world. They do some absolutely superb and excellent work. I would be very grateful to the Minister if she shared the discussions the Government had with President Buhari of Nigeria during his recent trip to the UK about his plans to halt the violence? Others have asked for that.

We had occasion through the all-party group to have a meeting with the Nigerian ambassador’s chief of staff, just to push these matters. From another angle, when the Government were meeting the ambassador and the President directly, we took the opportunity to speak to the chief of staff. I would also appreciate hearing what plans the Minister has to push the issue at a multilateral level, to ensure that the international community is collectively taking this issue as seriously as it should.

Pakistan is another country where I fear for the rights of Christians and other religious or belief minorities. I am ever mindful of the conference held in New York in, I think, September 2016. I remember it distinctly; different countries were represented, and we had two MPs from Pakistan, one a Muslim MP and one a Christian MP. Each of them stood up and the Pakistan Muslim MP said that he was speaking not just for Muslims in his country but for Christians, and the Christian MP did the same. That reminded me of what we can do if we do it together and do it well.

I had the privilege of travelling to that great country with two parliamentary colleagues in October 2018, and we were welcomed by a wide range of people from Parliament, Government and civil society. We shared stories of the challenges we face around protecting freedom of religion and belief, and we were humbled by the desire we saw to meet similar challenges in Pakistan. Off the back of that trip, the all-party groups on Pakistan religious minorities and freedom of religion and belief produced a comprehensive report outlining some of the challenges and making recommendations for the Pakistani and British Governments to help ameliorate the situation.

The hon. Member for Argyll and Bute, the spokesman for the SNP, made a good contribution, as all contributions have been. He gave examples of young Christian girls who were abducted, forcibly converted, and then married at the age of 13 or 14. That was one of the things that we brought to the attention of the Pakistan authorities when we were in Pakistan. What is happening there is absolutely disgraceful and there seems to be no control or will to stop that. They tell us that it can be stopped, but there does not seem to be a will to stop it, which concerns us.

We also had occasion to visit some of the slums, a Christian slum in particular, where a school is in place. It is a rudimentary school with children from the ages of four up to perhaps 15 or 16, and there was one Christian lady who had taken it upon herself to educate those children. We need the education of the Christian children in Pakistan to be as it should be. Pakistan sets aside 5% of jobs for Christians, but the jobs it offers those 5% are usually menial jobs such as sweeping the streets and cleaning the latrines. Pakistan needs to ensure that those 5% who are Christians have the opportunity to get an education so as to bring themselves up to a level where they can be nurses, doctors or teachers, instead of keeping them down so that they will never ever get away. So there is lots to do in Pakistan.

We also had occasion, along with Maurice Johns, the Pakistan religious minorities administrator, to visit a church of the Church of Pakistan, which is the equivalent of the Church of England, the Church of Scotland or indeed the Church of Ireland. There was an English service first and then a Pakistani service, and I attended the English one, and sang along with the hymns in my Ulster-Scots. The scripture text chosen was important: Corinthians 4:8-9:

“We are hard-pressed on every side, but not yet crushed; perplexed, but not in despair…persecuted, but not forsaken; struck down, but not destroyed.”

If ever there was a sermon in a church that summed it up for us, that was it. We arrived at that church with a police escort and an army escort, and there were metal gates on the entrance to the church, but all the other people who attended that church came and went as they normally did, and they went home afterwards in their own way. That brought me back to what it means to be a Christian in Pakistan and other places.

I would be grateful if the Minister sent me a letter outlining her response to those recommendations from the trip to Pakistan, including the plans to encourage and support Pakistan to make the necessary changes to achieve its ambition of obtaining freedom of religious belief.

Open Doors also referred to India and, I say this respectfully, to Prime Minister Modi. In 2019, there were 1,445 attacks on Christians in that country. It is moving in a dangerous direction. Christians and Muslims are under attack for their beliefs. It narkes me—to use an Ulster Scots word—and I hope we can persuade India to stand up and do the right thing. This debate is about Christian persecution, but freedom of religion or belief violations are a problem faced by all communities in India. Christians face significant persecution, but other religious belief groups face many challenges too. For example, countless Muslims have recently been effectively stripped of their citizenship in Assam state. That action bears worrying similarities to the fate of Rohingya Muslims in Myanmar, who were stripped of their citizenship in 1982. The hon. Member for West Ham (Ms Brown) spoke about the Rohingya Muslims in a previous debate, which I think she secured. Unfortunately, we all know what that gross violation of human rights eventually led to. We must ensure that it does not happen again.

That terrible tragedy makes me wonder—I say this respectfully—whether the Government, or previous Governments, have learned the lessons of Myanmar, which is that unaddressed freedom of religion or belief violations can explode into conflict and humanitarian disasters. The report from Open Doors poses two questions: first, the need for the UK Government, and crucially the Department for International Development, to recognise religion as a vulnerability in any assessment of their programming around the world; and, secondly, the need for the UK Government to recognise local faith actors as a resource which, with support from DFID, should be utilised in development work. Those are two very salient points, which could be extremely helpful in taking things forward.

I would like to think that we have learned from such tragedies, but I fear that that is not the case. How else can one explain the fact that training in FoRB literacy and religious dynamics is an optional extra for staff in DFID and the FCO? It should not be optional. It should be mandatory. That is what I would like to see. I look to the Minister’s response to see whether we can go from voluntary to mandatory training, thereby increasing what we can do and doing it better. I am not saying the staff do not want to do it, but if it is mandatory and they all do it, they will all gain from it. That is really important. Surely, if the importance of these issues was genuinely appreciated, the training would be mandatory and the position of special envoy for freedom of religious belief would be permanent? We ask that it does become permanent. That, too, is very important.

I hope the Minister can assure hon. Members that all that can be done is being done to protect freedom of religion or belief, for the sake of Christians and people of all religions and none in Nigeria, Pakistan, India, China, west Africa, Europe and across the world. Today, we have a chance to speak up for those with no voice—for the voiceless. The Open Doors top 50 world watch list for 2020 is not like premier league football, where if you are in the top 10 you are doing well—or, in my case, if you are Leicester you are in the top three and doing very well—but a chart for countries across the world that do not deliver when it comes to the persecution of Christians. It is a very, very serious matter.

Today’s debate raises awareness, but we must continue to stand up for the millions of Christians who have hoped for change for many years and are yet to see it become a reality. If we don’t, who will?

The hon. Gentleman raises an important matter. The Prime Minister made a number of key announcements at the UN General Assembly, including the doubling of our investment and commitment to the international climate finance fund. That is something that we will work on, but the hon. Gentleman is right that that is a key issue. The way to tackle poverty is also to tackle climate change.

The world is on course to have 200 million climate refugees by 2050, so will the Secretary of State tell us why his Government continue to be part of the problem by funding fossil fuel overseas, both with the Overseas Development Administration budget and with export finance? If he wants to be part of the solution, will he commit to work with Cabinet colleagues to increase the number of refugee settlements in the UK, as recommended by the United Nations High Commissioner for Refugees?

I say gently to the hon. Lady that we are regarded as world-leading when it comes to tackling climate change. If she had been at the UN General Assembly, she would have seen that. A whole range of announcements were made there. I am always happy to have a discussion with her, but she should acknowledge that the UK is actively leading in this area across the world. That is acknowledged by Governments across the world, too.

It is a pleasure to serve under your chairmanship, Mr Robertson.

I thank the right hon. Member for North East Bedfordshire (Alistair Burt) for securing this debate, and for his work in his previous role at the Department for International Development and the Foreign and Commonwealth Office; I know he is well respected by the whole House for his contributions and openness. He spoke compellingly about the importance of universal health coverage, and passionately about the strides made. He coined the term “Global Britain in action” in respect of our commitment to the Global Fund. He referenced, as many Members did, the high-level meeting in September on universal health coverage, and the UK’s role in that and our ongoing commitments. Finally, he made the point that DFID should remain a stand-alone Department.

As chair of the International Development Committee, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg) has made a vast contribution, and it will be a huge loss when he leaves that role. I thank him for raising the serious concerns about Ebola in the Democratic Republic of the Congo, and the Secretary of State’s declaration of an emergency. He spoke passionately about the One Last Push campaign to end polio globally.

The hon. Member for Berwickshire, Roxburgh and Selkirk (John Lamont) spoke of the small charities fund in the UK, and the impact it can have in supporting DFID’s work. The hon. Member for Central Ayrshire (Dr Whitford), chair of the all-party parliamentary group on vaccinations for all, spoke of how vaccinations have saved 20 million lives, but that must be in the context of access to universal health coverage. My hon. Friend the Member for Lincoln (Karen Lee) and the hon. Member for Glasgow East (David Linden) talked about the importance of incorporating nutrition in UHC.

Last week, the national health service celebrated its 71st birthday. The NHS has rightly become nothing short of a national treasure in the UK. It has allowed us all to access quality healthcare free at the point of use, regardless of our income. But for too many people across the world, their right to quality healthcare is far from realised. Despite the global commitment to sustainable development goal 3—to

“Ensure healthy lives and promote well-being for all”—

some 3.6 billion people do not receive the most essential health services they need, and 100 million are pushed into poverty from paying out-of-pocket for health services. It is right that securing health for all is a top priority for our international development work. It is essential that we take seriously this year’s UN high-level meeting in September, at which a universal health coverage agreement will be declared. I am delighted that this debate has been called, so that we can discuss how to achieve healthcare for all and what needs to be included in that declaration.

I will use my short time to cover four priority areas, starting with the need for public health systems. I mentioned the NHS; we know from our own experience that having a publicly provided universal health system, funded through progressive taxation and free at the point of delivery, is crucial to ensuring everyone can access the healthcare they need. It is only through putting people, rather than profit, at the heart of the agenda that we will ensure truly universal access to healthcare and meet the SDGs. After all, universal health coverage is about the social contract between the state and the population.

Country Governments are accountable to their population for delivering the right to healthcare. The NHS has provided us with a wealth of experience and expertise in universal health systems. That means the UK is well positioned to work with Governments, civil society groups and other stakeholders across the world to support the development of public health systems. Labour has committed to establishing, when it comes into government, a new dedicated unit for public services in DFID for that very purpose. We know that is crucial to gender equality. Women bear a greater burden of unpaid care work, so when a fully functioning health system is in place, women are freed up to engage in paid work opportunities, political decision making, education and other aspects of life.

Rather than strengthening public health systems, this Government have too often undermined them through their support for privatised forms of healthcare. Promoting public-private partnerships and private health facilities is not the way to achieve health for all. Health should never be commodified and turned into a profitable commercial venture, because that is a recipe for leaving the poorest without healthcare. Will the Minister inform us of the steps he is taking to ensure that we strengthen, not weaken, public health systems across the global south? Will the Government ensure that a strong focus on public health systems is included in the UN declaration?

Secondly, let me talk about health financing. Researchers at the World Health Organisation have estimated that the annual cost to poor countries of meeting the SDG target on healthcare for all by 2030 would be $112 per person. That is a significant increase on previous estimates, and would leave low-income countries facing an annual funding gap of up to $35 billion. The WHO estimates that poor countries will need to spend up to 20% of GDP on health to bridge that gap—clearly an impossible ask. If low-income countries are to have any chance of making up even part of the shortfall, Governments of rich countries and international institutions urgently need to address their role in creating global poverty and inequality, including through enabling unjust global tax and trade rules, demanding unsustainable debt repayments, failing to regulate their corporations properly, and imposing costs on poor countries through their contributions to climate change. I hope the Government will use their leadership position at the UN meeting in September to ensure that there is honest recognition of their responsibilities and the reasons why many poor countries do not have the domestic resources necessary to fund public health systems.

My third point is on access to medicines. We will never achieve healthcare for all without access to affordable medicines, vaccines and diagnostics. According to the STOPAIDS coalition, the price of new medicines worldwide is rising year on year. Due to a lack of transparency in drug pricing, too often we are left in the dark by pharmaceutical companies, which are free to set their own prices. As a result, treating a number of diseases remains unaffordable for both individuals and national health systems. Will the Minister ensure that improved affordability and access to medicines is championed in the declaration agreed at the UN meeting in September?

Fourthly and finally, I raise an important point about the “leave no one behind” agenda. At the launch of the SDGs, the Government pledged to ensure that

“every person counts and will be counted”,

and that the

“people who are furthest behind, who have the least opportunity and who are the most excluded, will be prioritised.”

Five years on from the SDGs being agreed, too often the most marginalised are still being left behind. An important piece of research by the UN’s population fund, and the UK non-governmental organisations Health Poverty Action and the Minority Rights Group, found that women from indigenous and ethnic minority communities experience far worse maternal health outcomes than the majority population in all 16 countries that they studied.

In the light of this evidence, do the Government agree that including data on ethnicity is a vital part of ensuring that we can keep track of inclusion in health systems? Will the Minister explain why ethnicity continues to be neglected in DFID’s inclusive data charter action plan? When do the Government intend to meet their commitment under the SDGs by disaggregating data by ethnicity? Can the Minister assure us that the most marginalised ethnic groups will be counted and included in the high-level discussions in September?

I conclude by saying a few words about the Government’s record on universal health coverage to date. It has been five years since the International Development Committee urged the Government to formulate a strategy for its approach to health systems strengthening. The Government accepted this recommendation, yet nearly five years on, there is still no sign of the strategy. It is true that there have been promises of imminent publication, most recently last December, but there is still nothing. I hope the Government will tell us why there has been such a delay to this most important document. After all, strengthening public health and health systems is the most important step we can take towards achieving health for all.

It is a pleasure to serve under your chairmanship, Mr Hanson. I thank the hon. Member for Harrow East (Bob Blackman) for securing this important debate and I declare my interest as chair of the all-party parliamentary group for British Sikhs. As we approach the 100th anniversary of the Jallianwala Bagh massacre in Amritsar on 13 April 1919, it is clear that there needs to be a formal apology from the United Kingdom Government that accepts and acknowledges their part in the massacre. We heard from the hon. Gentleman about the events that transpired. I will not go into much further detail. Instead, I will focus on what should happen now and how we can seek to ensure that such a tragedy helps us to better understand our history and shape our future.

The outrage and the shocking nature of the attack, even 100 years ago, can be seen in comments and condemnation of the massacre, including from former Prime Minister Asquith, who called it

“one of the worst outrages in the whole of our history”.

Churchill called it

“an extraordinary event, a monstrous event, an event which stands in singular and sinister isolation.”

Under the command of Colonel Reginald Dyer, the British Indian Army fired rifles into a crowd of people, who were predominantly Sikhs but also Hindus and Muslims, gathered in Jallianwala Bagh to celebrate Vaisakhi. When the firing finally ended, the public place had turned into a garden of the dead. Even children, some as young as three, were not spared.

It is not enough to condemn the incident and express shame. The UK Government must show respect to the worldwide Sikh community and have the courage to make a full apology for the deeply shameful massacre of innocent, unarmed civilians in Amritsar 100 years ago.

I congratulate my hon. Friend on all the work she does as chair of the all-party parliamentary group for British Sikhs. I join her and others in calling for an outright apology. It is frankly shocking that we have not had that, after a number of calls for it in Parliament. Does she agree that we need a further apology for the findings of the Hunter commission, which concluded that General Dyer committed a “grave error”? It was not a grave error; it was a massacre of innocent men, women and children, and we need an apology.

My hon. Friend raises a good point about the Hunter commission, which I am sure the Minister heard.

Regrettably, the massacre came within months of the end of the great war, in which tens of thousands of turban-wearing Sikhs from Punjab had sacrificed their lives for our freedom in Europe. The formal apology should include the victims of the massacre, their families and descendants, the people of Punjab and, given the location, timing and identity of the massacre, the worldwide Sikh community. That is the least that the UK Government can do on the 100th anniversary of the Amritsar massacre. Will they take this opportunity finally to do the right thing?

That is not enough. The apology should mark the start of learning of teaching our children about the massacre in history lessons in our schools and learning about the context of the British empire, which through imperialism and colonialism had exploited and subjugated people around the world. According to polling in 2017, 44% of people were proud of Britain’s history of colonialism, and YouGov polling in 2014 showed that nearly half believed that countries were better off for having been colonised. The Amritsar massacre was not the only brutal act carried out, and we need to teach our children about it, the shared history that it creates and the backdrop of what the Commonwealth is and means. In that, children will learn where they came from and why they are where they are today.

I will not take any more interventions as I am conscious of time; my apologies.

By othering or writing certain people out of British history—casting them simply as pawns or as a means to an end rather than individuals with their own histories—can we really be surprised that hate crime continues to exist or that racism continues to fester? The question therefore remains whether an apology without a genuine understanding of the past can ever provide the closure that so many Sikhs need.

I congratulate my right hon. Friend on securing this urgent question, which allows me to echo the sentiments that he expressed so eloquently about our solidarity with the people of Mozambique, Malawi and Zimbabwe who have been hit by what the United Nations has described as potentially the worst-ever cyclone in the southern hemisphere. My opening remarks alluded to the role played by the Met Office, which has been helpful in predicting the likelihood of the landfall location, allowing us to pre-position some food supplies, medicine, cholera kits and shelter and to help to secure a response.

My right hon. Friend rightly mentioned the UK’s leadership in the area. We have shown leadership by being one of the first to announce additional funding to address the disaster. He will know that we already have experts deployed on the ground, and he will have heard from his contacts that the Disasters Emergency Committee will shortly announce a further appeal. The UK is playing a crucial role in assisting both our Commonwealth and suspended Commonwealth friends and in providing leadership. I was in Beira only last month and can testify to the strength of not only the bilateral relationship between ourselves and the people of Mozambique, but the link between Beira and the city of Bristol.

I begin by echoing the Minister’s feelings. This House is united in our thoughts about the tragic impact of this devastating cyclone, which may be the worst-ever disaster to strike the southern hemisphere.

I welcome the £6 million relief effort from the Department for International Development, and I am delighted to hear that it is now reaching people on the ground. However, unless immediate action is taken to halt catastrophic climate change, extreme weather events such as this will become more frequent, and the poorest people in the global south will suffer the most. This event must be a wake-up call for Governments everywhere to deliver urgently on the Paris agreement target of keeping global warming below 1.5 °C. If we are serious about that, we must start reducing our own global carbon emissions now, so what are the Government doing to ensure that that happens? Another key component of the Paris agreement was a commitment to address the devastation caused to poor nations by climate change through funding for loss and damage. What Government support is being given to fund that strand of the agreement?

Finally, Mr Speaker, Mozambique’s ability to respond and rebuild following this disaster will be seriously impaired by the country’s debt crisis, triggered by $2 billion of secret loans from London-based banks. What action are the Government taking to ensure London banks are held to account for their role in the crisis? Will the Minister work with partners to relieve Mozambique’s debt burden so that the country can rebuild?

I endorse the hon. Lady’s comments about the UK’s important leadership role on climate change. We have already committed £5.8 billion during this spending review period to work with international partners on international climate finance. We are also able to show leadership not only through our track record as one of the leading countries for reducing carbon emissions, but by sharing our technical skills, such as those in the offshore wind and solar mini-grid sectors. The week before last, we hosted an event for African Energy Ministers, and a Mozambique Government representative was in attendance. Through the City of London and the green finance initiative, we have been able to provide not only our own contribution, but a further $25 billion of green finance through more than 90 bond issues in seven currencies.

The hon. Lady referred to the role played by City of London institutions in the hidden debt scandal of a few years ago. She will appreciate that I cannot comment publicly on the specific details of the case, but I assure her that the UK will commit to ensuring that there is an investigation.

It is a pleasure to serve under your chairmanship, Mr Hollobone, and I thank the hon. Member for Glasgow East (David Linden) for securing this debate and for his passionate speech. I congratulate the Send My Friend to School coalition on its report, and on its broader work in calling for quality education for children across the globe. I thank the hon. Member for Crawley (Henry Smith) for his contribution—it is wonderful that schools in his constituency are involved in the Send My Friend to School campaign. My hon. Friend the Member for Edmonton (Kate Osamor) shared her experience of education provision in Nairobi, and spoke of her concerns about Bridge International, making the point that education should be free from commercial interests. The hon. Member for Henley (John Howell) spoke in support of the 0.7% commitment for UK foreign aid, which was welcome, and reminded us that for every £100 made in the UK, 70p goes towards foreign aid. I thank him for that contribution.

My hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), who chairs the International Development Committee, made a passionate speech to remind us of our commitment to Sustainable Development Goal 4, not just globally but in the UK. Education in emergencies was a key aspect of his speech, and I thank him not just for highlighting the challenges but for offering solutions. The hon. Member for Strangford (Jim Shannon), who chairs the all-party group for international freedom of religion or belief, spoke about children who are discriminated against based on their faith and belief when accessing education, and he rightly raised concerns about what some children are taught about intolerance of others. He is a great champion in the work he does, and I thank all hon. Members for their contributions.

As we have heard, the most marginalised people are not a homogenous group, and we must consider how people with disabilities are treated and catered for, how refugees and internally displaced people may be excluded from formal education, and what impact emergencies and conflict situations have on access to education, especially in countries such as the Central African Republic and the Democratic Republic of the Congo, which may not garner as much international attention or resource mobilisation. Each group deserves to be recognised, and the specific nature of their educational needs addressed.

The World Bank’s “World Development Report 2018” declared an international learning crisis. Across the world, some 260 million children are not enrolled in primary or secondary school, and many of those who are do not receive the quality of education that they need to equip them with the skills required to thrive in adulthood. The report from the Send My Friend to School coalition presents a series of practical suggestions about ways to provide quality education for all.

Hon. Members have rightly raised issues and concerns about the vast number of young people who are not getting the education they deserve. Researchers at the University of Cambridge found that girls living in poverty in Pakistan and Nigeria spend an average of just one year in school, and in India, Mozambique, Cameroon and Sierra Leone they spend just two years. That figure is even more shocking when compared with wealthy urban boys in those countries who receive between 10 and 12 years of education. Limited educational opportunities for girls are not only a human rights issue, as girls are unable to realise their right to education, but cost countries trillions of dollars in lost lifetime productivity and earnings.

Last year, Save the Children revealed that we are not on track to meet Sustainable Development Goal 4.1, which seeks to ensure that all girls and boys

“complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes”.

Does the Minister acknowledge that warning? With 85% of children in low-income countries having no access to pre-primary education, what does she make of the chances of reaching target 4.2, and does she think we will meet the global goal of education for all?

I appreciate that the Government have acknowledged there is a problem with marginalisation and inequality, particularly for women and girls, but unfortunately they have not always undertaken projects that will reach the most marginalised. Analysis carried out in 2016 by the Independent Commission for Aid Impact into DFID’s support for marginalised girls stated:

“DFID does not have a coherent strategy for addressing girls’ marginalisation in education, and that its various activities are not well joined up.”

ICAI went on to say that it had

“identified a clear pattern of DFID programmes losing their focus on marginalised girls through the implementation process, leading to disappointing results.”

The Government have had almost three years to act on those disappointing findings. Will the Minister explain how the Government have addressed those concerns, and what work they will undertake to ensure that all girls receive the education that they need?

I would particularly welcome the Minister’s response to those points, given that a more recent evaluation of DFID’s partnerships with the private sector under the girls’ education challenge—the so-called strategic partnership windows—found that those projects undertaken in partnership with the private sector

“had little or no impact on literacy and numeracy outcomes of the marginalised girls that they reached.”

The evaluation also found:

“Projects focussed on marginalised regions, not always on the most marginalised girls.”

Most peculiarly for projects designed to reach marginalised girls, they actually reached more boys than girls.

The Opposition recognise that the main way to address inequality and access to quality education is to build strong public services. I welcome the fact that the vast majority of DFID education funding goes to public education, but I am concerned about the minority of UK aid that supports for-profit private education because, as I have just mentioned, we know that such models cannot reach the most marginalised children.

On the matter of UK aid being used to support commercial education companies, I am deeply concerned that during January’s education world forum the Minister reportedly met with the Ugandan Minister of Education to discuss expanding private British education centres in Uganda. Will she guarantee that DFID’s work on education will always prioritise the children who need to access education, and that she will not seek to use the aid budget to further the commercial interests of UK companies?

With regard to global education, the UK rightly seeks to be a global player. To do that effectively we must remain open to learning from others. The European Parliament recently passed a strong resolution in relation to its aid spending on education. Among other things, it concurs with the recommendation in the report that we are discussing today that we should ensure that education aid is free from commercial interests, that we do not support for-profit providers, and that education is free and universally available at the point of use by reaffirming a commitment not to use official development assistance to support private, commercial educational establishments. Does the Minister agree with that recommendation?

I congratulate the human rights experts who drafted and adopted the Abidjan principles on the right to education two weeks ago in Ivory Coast. The principles recognise that free, quality education is a universal right, and that the role of private actors in education must be regulated to ensure that they do not undermine that right. When the final document is published in March, will the Minister agree to look at it and act on advice on the rules and regulations necessary to ensure that private schools do not negatively affect the right of everyone to access a free, quality public education? Will she also encourage all states where DFID operates to ensure that all UK programmes, policies and projects support public education systems, which are the most effective way to advance equity?

It is a pleasure to serve under your chairmanship, Mr Hollobone, in this important and timely debate. I congratulate my hon. Friend the Member for Blaydon (Liz Twist) on securing it, and I associate myself with her comments and concerns. I thank the other Members who spoke. The hon. Member for Strangford (Jim Shannon) mentioned having derived his fair trade values from his father, who was a shopkeeper, and urged us to do more to be a voice for the voiceless. My right hon. Friend the Member for East Ham (Stephen Timms) spoke of retailers committing to sell Fairtrade items in the UK and Traidcraft’s role in making that happen. I also thank him and the hon. Member for Colchester (Will Quince) for the work they do through the APPG for Fairtrade. It was a pleasure to hear the strength of support among all Members for just and fair trade in which workers and countries are not exploited.

Let me start by welcoming the work that Traidcraft—and, indeed, everyone who buys Fairtrade—does to ensure justice in the consumer-producer relationship. Fair trading initiatives have led the way in ensuring that the true costs of produce are not paid by people living in poverty and insecurity through exploitative and dangerous working conditions, being ripped off by powerful global agribusinesses, or environmental destruction and degradation. However, fair trade must be just the start of a broader move towards more just global trading relationships, so it is deeply disappointing to learn that many social businesses and smaller fair trade companies are struggling as they absorb the hit of the pound’s depreciation as a result of the Brexit negotiations. They have been unable and unwilling to pass those costs down the supply chain as many larger companies have done.

A bad deal for Traidcraft would not only be damaging for its workers in the UK but contribute to worsening the position of vulnerable people around the world. If the Government continue to flounder in their attempt to finalise a Brexit deal, developing countries will face an estimated £1 billion in additional taxes on imports. That will foster poverty and inequality, burden already struggling countries with further debts, and deny workers their rightful access to living wages and robust labour rights. Will the Minister say what steps the Government are taking to ensure that those social businesses are able to continue to produce and sell Fairtrade products? Why did the Government see fit to reduce funding to promote and encourage ethical and fair trading?

The Fairtrade market in the UK is worth more than £1.6 billion, so it is clear that it is not a niche movement. Rather, it is a powerful example of the British public’s support for the benefits of trade being shared with workers around the globe, not funnelled into a narrow pool of corporations. That is further emphasised by the breadth of support for fair trade across the United Kingdom. Hundreds of individual businesses across the UK help to empower fair trade farmers and workers in developing countries. There are more than 10,000 local campaigning groups, including more than 600 towns and 1,000 schools as well as universities and faith groups, boosting awareness and understanding of international trade issues up and down the country.

Fair trade and its supporters in the UK are part of a global fair trade system that supports 1.66 million fair trade workers in 73 countries around the world. The UK should be proud of its role in the formation of that movement, which has become truly global. We need to uphold that legacy, and we should use those groups and the practical and real successes of the fair trade movement to drive wider reform of international trade conventions so they are built on equality and justice.

It is important to remember that what we are talking about goes beyond what can be achieved by the fair trade movement alone. Trade relationships between the richest and poorest countries are at the heart of uneven global economic development. We in the Labour party want to introduce long-term structural change to the global economy to eradicate poverty and inequality. We want to work hand in hand with the world’s poorest countries to ensure that trade works for them and us, rather than forcing them to be beholden to corporate interests or always to give British companies an advantage regardless of whether that is good for domestic development strategies.

We know that, when done justly, economic development initiatives can lift people out of poverty, tackle inequalities and help to change lives. However, the Department for International Development’s economic development strategy fails to do that, instead falling back on old, discredited tropes about free trade alone succeeding in addressing those problems. Will the Minister explain why DFID’s economic development strategy does not recognise fair and ethical trade as a cornerstone of economic policy?

The Government know full well that when the UK and other countries industrialised, they used the kinds of industrial development strategies that are now withheld from the poorest countries. Will the Minister tell us what impact assessments are done on trade deals, and will be done on any future deals, to ensure that they support development targets, the national development strategies of southern countries and poverty reduction?

Rather than having trade deals that require Governments to cut corporate taxes, increase privatisation and promote deregulation of our social and environmental protections—all policies that increase inequalities and push already vulnerable people into more precarious situations—why do we not ensure that our trade deals act as positive incentives to foster equality, in particular gender equality? We must end the model whereby the UK dominates economically weaker nations and insists on policies and agreements that weaken workers’ rights and protections, remove or undermine environmental standards and reinforce a world of “winners” and “losers”. We know from the example of the fair trade movement that trade can have a positive impact for the world’s poorest nations, but only when it is done right.

The Taxation (Cross-border Trade) Act 2018 outlines the Government’s plan to roll over the EU’s existing “Everything but Arms” scheme, ignoring calls from the Labour party, the Fairtrade Foundation, Global Justice Now and the Trade Justice Movement to introduce a UK preferential treatment scheme that covers a greater number of vulnerable economies. Considering the transformative potential of fair trade for people’s lives, will the Government commit to developing unilateral UK preferential access schemes for developing countries?

People in the UK want to be paid a fair wage for the work they do, to be protected from malicious or irresponsible employers and to live secure lives. Everyone the world over should have those rights, and trade that is ethically and fairly driven is vital to achieving them.

Let me return to my constituent’s position. Things moved very quickly in the initial stages, and the then Secretary of State—the right hon. Member for Uxbridge and South Ruislip (Boris Johnson), who I see is not even on the Back Benches today despite having a very substantial Sikh diaspora in their constituency—raised the issue with the Indian Minister of External Affairs. The following day, the UK high commissioner raised the issue again with Indian Ministers, and the deputy high commissioner even met with the Chief Minister of Punjab on 1 December.

I thank the hon. Gentleman for acquiring this really important debate. He is making an excellent speech. May I put on the record how commendable his leadership in this case has been? I know that the situation has been very difficult. Does he agree that, despite the deputy high commissioner in Chandigarh meeting with Jagtar, it is unclear what representations—if any—he made to the Chief Minister of Punjab in respect of the case and the serious allegation of torture?

The hon. Member makes a serious point of which the House must be aware. Yes, I am still of that opinion. The deputy high commissioner returned to the UK from India in recent months, and was discussing my constituent’s issue in public meetings. No invitation was extended to me as my constituent’s MP to discuss the case with the deputy high commissioner. No invitation was extended to his family—sitting in the Under Gallery today—to discuss it.

How did it come about that I and my constituent’s family got to discuss the issue with the deputy high commissioner, who has visited my constituent? I have not had that luxury. It was through the office of the hon. Member, who was aware of him being in the country. To say that that meeting was fraught, or even frosty, would, I think, be the diplomatic way of putting it. So, wholeheartedly, I cannot disagree with the hon. Member.

Although the initial contacts have been welcome—I cannot say that they have not—these issues create the consistent narrative over the past year: superficiality underpinned by an incoherent approach to consular support that should concern all of us. Whether or not the Government live up to the promise given by the then Minister of State about extreme action, I hope that when the Minister rises to respond, he will correct me if I have doubts about that.

I am glad to say that the Government have not been the only source of pressure applied to the Government of the Republic of India on Jagtar’s case. In this place, the APPG on UK Sikhs, led by the redoubtable hon. Member for Birmingham, Edgbaston, has been a great source of support for me, for the family, and for my staff—or rather my team; I do not use the word “staff”—some of whom are in the Gallery. It has been a great source of information and has done its bit to raise awareness of the story. A few of its members are in the Chamber today. I am extremely personally grateful to them.

The Sikh community across these islands make an invaluable contribution to our daily life and culture. They have also been vocal in keeping this case in the limelight. Whether it be organisations such as the Sikh Federation, or gurdwaras across these islands, I would not have been buttonholed by so many right hon. and hon. Members asking me about the case were it not for their Sikh constituents raising it repeatedly with them. I pay due tribute to those members of the Sikh community across the UK. They face some very difficult decisions about what it means to be Sikh in relation to India. There is a clear issue in how they approach return to the Punjab in relation to some of the issues we raise here today.

The Singh Johal family and I have been very grateful for the work that the charity Redress has done. Again due to the fact that the House’s business has fallen early, some of its staff and team who wanted to be here today cannot. I pay due regard to them for the work that they have done. Redress helps survivors of torture to obtain justice, and its attempts in this case have been most welcome. We heard earlier reference to the United Nations. It was Redress that sent an appeal to the United Nations special rapporteur on torture, Professor Nils Melzer, in December last year, asking the UN to ensure that the Republic of India could guarantee that Jagtar would suffer no repeat of the alleged torture of that November.

Jagtar’s case also featured in the report released earlier this year about the plight of UK nationals tortured abroad. However, it is my deep regret to say that this has not been met with any discernible reaction from the Republic of India authorities, despite the numerous examples cited in the Government-to-Government contacts, and despite my having first raised the issue with them some time ago.

In having this debate on the Floor of the House, I do not intend to disagree with the Government of the Republic of India on their sovereign right and ability to apply the laws of their republic in the way that they see fit. To do so from the Floor of a former colonial Parliament would be an affront to their dignity and the sovereignty of their citizenship. Nevertheless, my duty to my constituent is to highlight that serious charges have been laid, and I must only hope that they are tested in a manner consistent with the laws and practices of the Republic of India—that is, the rule of law and due process, some of the few things that I believe everyone in this House can support. However, I am afraid to say that those two necessary pillars of liberal democratic statehood are being sorely tested in Jagtar’s case.

Just over a month after he was arrested, and just after Foreign and Commonwealth Office officials had met with Jagtar, a story appeared on the “Times Now” website that appeared to show extensive knowledge of the case and, most disturbingly, showed a video of Jagtar confessing to several crimes—something that he obviously contends was done under duress. That has set the pattern for a series of seemingly well-informed leaks and briefings to Indian media regarding the case, which have caused great concern to those who wish to see Jagtar receive a fair trial and which have often had a sinister, if not sectarian, air.

In terms of due process, it is very important that I am not standing here—nor should any Member of any Parliament in a liberal democracy—demanding that under the rule of law a constituent is set free before trial if serious charges are being brought.
