We have already made changes—for example, in the PIP process, where we no longer routinely assess those of pensioner age and those with the most severe conditions—and that work will continue to be brought forward as our knowledge of different conditions improves. As part of the ambitious and exciting Green Paper we are bringing forward in the coming months, claimants, charities and stakeholders can further identify how we can make the claimant experience much better. I know that the hon. Member has done a huge amount of work in this area, and I hope he will contribute to the Green Paper.

I commend my right hon. Friend for his passion and work on this particularly important issue. The year 2020 is crucial for our work on disability with not only the Green Paper, but the cross-Government national strategy. Of course, I will continue to speak to my Cabinet colleagues about supporting people with disabilities into work, making them wealthier in their own right and helping them live fulfilling, independent lives.

What assistance are the Government giving to apprentices with disabilities to help them with their travel costs or any other costs they may incur, and what are the Government doing—specifically and currently —to get more people with disabilities to do apprenticeships?

My right hon. Friend may not be aware of this, but people with disabilities undertaking an apprenticeship can receive assistance from the Access to Work scheme to overcome workplace barriers. In addition, our flexible support fund can support eligible claimants with a variety of the costs associated with starting work, whether initial travel costs or, indeed, things like clothing.

Disability Confident is a very effective voluntary scheme, so compulsory options have not been discussed with Cabinet colleagues. Public bodies are already subject to the public sector equality duty. All main Government Departments are level 3 Disability Confident leaders, and 80% of local authorities are Disability Confident.

I hope I can be forgiven for saying—because I am going to say it anyway—that the House of Commons is a Disability Confident employer. It is absolutely right that we should be, but in case there are Members here who were not aware of that fact, they are now.

Thank you, Mr Speaker. My Harlow constituent, Lacey-Rose Saamanthy—a deaf lady—had a catering assistant job offer retracted by the Mid Essex Hospital Services NHS Trust on the basis that it could not mitigate against the so-called risks of her employment. This is despicable, so what steps is the Department taking to ensure that all employers, including the NHS, are signed up to the Disability Confident scheme and are aware of the funding available through the Access to Work scheme, as advocated by the National Deaf Children’s Society and others?

I know my right hon. Friend has championed the case of Miss Saamanthy and I understand that the trust has contacted her to discuss alternative roles in the organisation, including roles that staff with hearing disabilities have successfully been recruited into. I also encourage that particular NHS trust to sign up to the Disability Confident campaign.

Now that we have moved from the design to the implementation of universal credit we continue to seek ways to ensure that it is a fair, compassionate benefit that takes account of people’s circumstances. I know that there have been concerns across the House about how overpayments of benefits that result from fraud or error are recovered from claimants, and I pay tribute to the hon. Member for High Peak (Ruth George) and my hon. Friend the Member for South Ribble (Seema Kennedy) for alerting me to this issue.

I am able to announce today that in cases where a claimant has been convicted of defrauding the Department and their only considerable asset is their home, we will take account of this prior to instigating Crown court proceedings to recover assets under the Proceeds of Crime Act 2002. This ensures a proportional response that should not result in the claimant having to subsequently apply to the Department for housing benefit. We believe this provides the right balance between pursuing what is owed to the Department and acknowledging the deprivation debt recovery can cause some claimants.

I had intended to ask another question, but I want to refer to the answer given to me by the Minister for Disabled People, Health and Work; he is a very serious Minister but gave a very disappointing answer worthy of Sir Humphrey. The fact is that my constituent Lacey-Rose Samaanthy, who is deaf, was offered a job by the NHS in mid-Essex; I saw the letter. That job offer was then rescinded because it said it was too difficult. She then got another very similar job in another organisation and it was able to adapt to her needs. This sort of thing should not be happening; it is incredibly unjust, and I want to know what the Department is going to do about it by being humane and showing compassion to my constituent.

I thank my right hon. Friend for being such a great champion of people with disabilities and tackling the challenges they have in the workplace, and I must say that the example he has given is very disappointing, because we would always hope and expect employers to show compassion and support where they have applications and the opportunity to employ disabled people. The work that this Government are doing will always try to address that, and with my right hon. Friend’s help we will make sure we get it right.

The NAO report did welcome our approach to offering tailored and personalised support. We know from speaking to disabled people of all ages that that is something they very much welcome. All of us in society have our own unique challenges and opportunities as we navigate through life and particularly as we seek work. From the many visits I made during my time as the Minister for Disabled People, I know just how powerful the case is for doing everything we can to help disabled people into work, and particularly young disabled people, who want to have exactly the same opportunities as their peers.

The NAO report also welcomed our test-and-learn approach. There is no global, off-the-shelf book that says exactly how we can help every single individual. We have to develop new, innovative ways, and that was welcomed, as was our commitment to continue partnership working, particularly to support local, excellent initiatives that help to unlock people’s potential.

I do not recognise much of what the shadow Minister said, because there are 930,000 more disabled people in work over the last five years. This is real people having the opportunity to work; these are record numbers. Over 400,000 workless disabled people a year move into work. That is a welcome figure. However, we recognise that more needs to be done, which is why the Secretary of State was passionate about saying that we will review that target of 1 million more by 2027, and I will support that.

We are focusing our efforts on personalised and tailored support. We are increasing the number of disability advisers and their training. The personalised support package will unlock local initiatives. The work and health programme is helping 220,000 disabled people. We are doing joined-up working with the Department of Health and Social Care. Our proactive work supporting employers has also helped. I recognise the point about raising awareness of Access to Work, and we do need to do more on that, but we had a record number of people last year—up 13%. The cap has gone from 1.5 times average earnings to twice that amount, at about £57,900. I welcome the cultural change among employers who recognise that, with just a few small changes, it can be a win-win situation. I felt that as an employer, and a number of times when I engaged with businesses of all sizes. Those businesses benefit, as do disabled people, and we will continue to do all we can.

I strongly welcome what my hon. Friend has said. My constituent, Lacey-Rose Saamanthy, a Harlow resident, is deaf and she was recently offered a role at Broomfield Hospital as a catering assistant. However, her offer of employment email did not make it clear that that offer was conditional on a risk assessment, and it was subsequently retracted. To me, that is outrageous. The risk assessment identified a number of risks that Ms Saamanthy believes could easily have been mitigated. Will the Minister explain the role that disabled employees can play in the workplace, and help stop such outrageous discrimination against a deaf person who was offered a job but who then had that offer rescinded?

I pay tribute to my right hon. Friend’s work in supporting what I and my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard) have done to introduce disability apprenticeships. He mentions a terrible case, and disability employment advisers can help to provide constructive advice to employers—particularly small employers that do not have HR departments—and give them confidence to ensure that all people, regardless of their disability, can contribute to those employers.

The hon. Gentleman will know that, across Government, we have a strategy to tackle homelessness. He will also know that we have introduced measures such as the landlord portal, so that payments for rent can be paid directly to social landlords, and that, just a few weeks ago in January, the Secretary of State announced a further change that will allow rents to be paid to private landlords much more easily. We are keen to make sure that this works for everyone.

I thank the hon. Members for Hackney South and Shoreditch (Meg Hillier) and for Oxford West and Abingdon (Layla Moran) for going to the Backbench Committee together to request this debate.

I want to concentrate my remarks on the Department’s expenditure on schools and colleges, into which we are currently conducting an inquiry. The Education Committee wants to support the DFE in making the strongest possible representation to the Treasury as part of the spending review. Last year we launched our inquiry to look at the Department’s plans to introduce a national funding formula for schools and the role of targeted support for disadvantaged pupils alongside the influence of the spending review process. Our initial concern was that the three-to-four-year spending review period had far too little in common with the educational experience of young people who start primary school at around five and now participate in some form of education or training until they are 18. School and college funding is inextricably linked to both social justice and productivity, as I will set out in this short contribution.

It is not at all clear that the Department or the Treasury takes a sufficiently strategic approach. The last spending review settlement failed to foresee the cumulative impact of rising pupil numbers and several smaller factors—some of them explicit policy initiatives—that led to the 8% of unmet cost pressures on school budgets over the following year or so. It is also deeply regrettable that the debate around school and college funding has become so polarised. Schools are under pressure, but, as we heard this morning from Andreas Schleicher from the OECD, simply asking for more money will not necessarily lead to better educational outcomes. The debate on education funding needs to move away from one about an abstract concept of equity—the principle underpinning fair funding—towards one of sufficiency, where schools and colleges have the money they need to do the job asked of them.

I am listening with great interest to my right hon. Friend’s analysis. Does he agree that this Government have a proud record on education spending and achievement and should be congratulated? However, there are particular areas where we would like to raise issues, as he is doing. In addition to what he is saying about utilising resources, I advise him that in the Borough of Bexley, we saw an increase in the number of education, health and care plans of 14% between 2017 and 2018, and yet there has been only a 1.9% increase in the high needs block allocation this year.

I am grateful to the right hon. Gentleman for giving way, and I commend his Committee’s decision to launch the inquiry that he just referenced. Can he ensure that the inquiry takes a brief but particular look at the plight facing Catholic sixth-form colleges? Many do not see themselves as having sufficient funding in the long run, as is the case for many other further education colleges, but they do not have the option of converting to an academy—a route that there are incentives to take—because of their religious character. There is not yet a solution other than to increase funding for all. Will he particularly reference the plight of those 17 English Catholic sixth-form colleges?

The inquiry covers schools and colleges, so that issue will form part of it. I note the hon. Gentleman’s point and will ensure that we address it in some way or another in our Committee.

We should welcome the introduction of a national formula as the latest step in almost 20 years of reform in education funding. There are serious problems with the way that schools are expected to budget, not least being asked to do so over three years without the information to make reliable forecasts more than a year ahead. I hope the House will forgive me if I take the opportunity to give my strongest support to the plight of further education. I know that the Minister for Apprenticeships and Skills is passionate in her support and is lobbying the Treasury for more FE funding.

FE has for too long been the poor relation between secondary and higher education. By 2020, we will be spending the same amount in real terms to educate and train 16 to 18-year-olds as we were in 1990. I was shocked to discover that that is not an accident of history, but the result of a conscious policy choice of almost a decade ago. FE is a great example of why a national funding formula in and of itself is not a panacea. Without enough money to go around, it does not matter.

The time has come for a completely different approach to how we think of schools and colleges in this country. Rather than the Department for Education being one of many Departments scrapping it out every few years for the meagre rewards of the political cycle, Ministers need to take a leaf from the book of the Department of Health and Social Care and NHS England and make a bold bid for a 10-year long-term plan that starts to close the gap between inputs—broadly, in this context, the money—and outcomes at both an individual level, in the form of emerging from school a well-rounded person with prospects, and the wider economic level of having young people ready and able to fulfil the productivity part of the picture. We do not fully recognise the potential value of getting our education system right, and the DFE should make as much as it can of that in its negotiations with the Treasury. As a country, we have recognised the long-term necessity of funding the national health service, but without, it seems, the prior necessity of getting school and college funding right as a vital public service.

What would that mean in practice? For a start, we have to move beyond the rhetoric of school cuts versus more money than ever going into schools. That was the starting point of our inquiry and will be an important starting point for our report this year. The truth is that both characterisations are only very partial accounts and keep us talking about inputs rather than outcomes. The relationship between those inputs and outcomes is not simple and causal, as Mr Schleicher told the Committee this morning, but that is emphatically not the same as saying that schools can magically deliver world-beating results at the same time as moving from savings in their non-staff budgets to savings in their staff budgets. When we learn that students in Poland perform at the same level at age 15 as those in the United States, but with per student expenditure that is around 40% lower than in the United States, we need to consider whether simply asking for more money without a plan will get us where we want to be.

We need to take a long, hard look at some flagship policies and be open to questioning whether they are delivering against our stated policy objectives, especially when they engage social justice. Disadvantaged pupils perform a lot worse at school. Just 33% of pupils on free school meals get five good GCSEs, including English and maths, compared with 61% of their better-off peers. The Committee has already expressed its concern that the Government’s policy of funded childcare for three and four-year-olds is entrenching disadvantage and preventing the closure of the attainment gap between disadvantaged pupils and their peers from better-off backgrounds. I know that the Under-Secretary of State for Education, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), is passionately supportive of our maintained nurseries and is working incredibly hard to persuade the Treasury to guarantee the transition funding that maintained nurseries desperately need.

The consequences of not making the most of the time for which a child is at school last a lifetime, and the pieces are picked up by many other Departments across Government. If schools are increasingly being looked at to prevent some of these problems from occurring, it seems only right that schools receive the resources necessary to do so. I hope that Ministers will use the support in this House for a 10-year, truly long-term plan to secure the best possible deal from the spending review. The logic is inescapable—if the NHS can have a 10-year plan, why cannot education too?

I hope that this will be the start of a different sort of planning for schools and colleges. If education really is to be a ladder of opportunity for everyone, so that people can get the education, skills and training to climb to the top and get the jobs, skills and prosperity that they and our country need, surely there should be proper strategic overview and a long-term plan to ensure that everyone has the tools and support necessary to climb that ladder.

I thank the hon. Member for Hackney South and Shoreditch (Meg Hillier) for securing the debate. I can assure her that I will not resort to smoke and mirrors. That is not really my style. I will not necessarily be able to give her all the specific details about the money that I think she will want to hear, but I will respond to a couple of her points.

The Secretary of State is extremely mindful of the problems involved in asking schools to do more. He is determined to ensure that we do what we can to help them to manage their budgets and their workload. The hon. Lady mentioned high needs. An additional £250 million will be invested in 2019-20, and we are looking at some of the perverse incentives that currently exist, especially considering that first £6,000 that schools are asked to pay. The hon. Lady raised the issue of asbestos exposure and capital budgets. The impact of asbestos in buildings on health, and the changes and challenges that it poses, are quite complex, but I welcome her comments about the schools survey that we have undertaken. The Department has established an asbestos working group, which includes the Health and Safety Executive, to address some of those problems.

A total of £23 billion has been provided for capital spending over five years—between 2016-17 and 2020-21 —and we are on track to create 1 million new school places during the current decade. That will be the biggest expansion for two generations, and it contrasts with the loss of places between 2004 and 2010. Between 2010 and 2017, 825,000 additional places were created; that includes 90,000 in 2016-17 alone. I should add that 97.7% of families received offers from one of their three top primary school choices, and 91% received offers from their first choices. Those are important figures, because that is what matters to parents.

I will respond to some of the most pressing points that have been raised, but I should first point out that in 2018-19 the Department’s resource budget is about £79 billion. Of that, £18 billion is for higher and further education, £55 billion is for early years and schools, and £0.3 billion is for social care, mobility and disadvantage.

I welcome the contribution of the Education Committee, and the work of the Chairman, my right hon. Friend the Member for Harlow (Robert Halfon), has been particularly valuable. He is right to remind the House that putting in more money does not necessarily equate to better outcomes. It is not as simple as that. Good outcomes are what matter, but good outcomes in themselves are not enough. We want excellent outcomes not only for those at school, but for those for whom school did not work. Many of them need a second, a third or even a fourth chance. I am, of course, delighted that my right hon. Friend raised the issue of further education, and I thank him for his kind comments.

My right hon. Friend talked about the importance of plans. It will certainly not be before time that we articulate a vision for further education, which is so often squeezed between the noises surrounding schools and universities. As my right hon. Friend rightly says, reducing inequalities in education has a wide impact, not least on people’s health—those who are better educated have better health—and it can also enable people to become socially mobile.

I was extremely pleased that the hon. Member for Wolverhampton North East (Emma Reynolds) reiterated the need to reform all education, highlighting further education. I assure her that we are very aware of the issue of maintained nurseries. I am aware that their need to know the situation is very pressing.

I do not have much time, so if my right hon. Friend will forgive me, I will not.

My hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown) raised the issue of exclusions. We are not complacent, but I should point out that the number of exclusions reached a peak in 2008. The hon. Member for Oxford West and Abingdon (Layla Moran) raised a specific issue about local schools and academies. I think it is a mistake always to blame structures, but I understand her underlying point about accountability, which is so important.

My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton)—although he was corrected slightly by the hon. Member for Hackney South and Shoreditch (Meg Hillier), the Chairman of the Public Accounts Committee—raised the important issue of children’s social care. He drew attention to the key role that early years education and care play in the eventual outcomes for young people. He made a predictably powerful speech. I worked with him when I was in the Department of Health, and I am extremely pleased to see him continuing his excellent work, albeit from the Back Benches. I know he has also been a champion for his local schools and their funding, as indeed has my hon. Friend the Member for Colchester (Will Quince), who reiterated similar issues. He raised one thing that has long been a bugbear of mine: the need for more certainty in budgets. He mentioned three-year rolling budgets, but whatever it is we are talking about something that gives organisations certainty.

I have already met the hon. Member for Bristol South (Karin Smyth) and she raised the issue of inequality and social mobility and the importance of local industrial strategies. She, like the Chairman of the Public Accounts Committee, highlighted the need for us to have an articulate and adequate clear vision for further education. I am sure she is aware that Bristol is one of the five cities in our “5 cities” project trying to increase diversity in apprenticeships. I met a woman recently in Bristol who demonstrated exactly what can be achieved through apprenticeships. [Interruption.] She was a single parent, and I am sorry hon. Members on the Opposition Front Bench find this amusing, but I found it very moving: she had been unemployed for 10 years and had a small child, and because of that project she had got a level 2 apprenticeship and was really proud of what she had achieved, and proud that her daughter was now proud of what her mother was doing.

My hon. Friend the Member for Gloucester (Richard Graham) has been a huge champion of further education and rightly pointed out the need for much greater emphasis on levels 4 and 5; we are looking at that at the moment. He also recognised the need to increase the number of people undertaking qualifications at that level.

I know the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) always tries to be helpful and it is always a pleasure to hear her contribution, and she rightly pointed out the inequalities that exist from those with sharp elbows fighting those tribunals.

We are investing an additional £1.6 billion in schools this year and next over and above the funding confirmed at the 2015 spending review. This significant additional investment means core funding for schools and high needs will rise from almost £41 billion in 2017 to £43.5 billion in ’19-20.

We recognise the cost pressures that schools, nurseries and further education are under, but the Government have achieved a huge amount since 2010: 1.9 million more children are being taught in good or outstanding schools; the attainment gap between rich and poor pupils has shrunk by 10%; a record proportion of disadvantaged students are going to university; and we now have a truly world-class technical education offer through T-levels and high-quality apprenticeships. There is massive reform in apprenticeships which has a life-changing impact. There has also been £100 million into the national retraining scheme, a partnership between the Government, the TUC and the CBI.

I am a lucky Minister to be able to contribute to debates that are often so well considered and passionate and I will never cease to be grateful to all those involved in education at every level. We all want the same thing: that whoever you are, wherever you are born and whoever you know, everyone has the chance to get on in life, and get a rewarding career and a job.

We on the Government Benches will not play party political games with education, but put children, young people and adults and education first and foremost, and we will not shirk the difficult decisions sometimes needed to make sure we achieve that end. Party political rhetoric has no place in a debate like this; it is, as many Members have said, the outcomes for those we serve that matter.

The hon. Gentleman will be aware that the Financial Conduct Authority published the final rules in September 2017, and that independent governance committees on personal workplace pensions have had rules in force since January. On his discrete point, surely auto-enrolment, with 9.6 million people in this country signed up to it, and the enhanced state pension, which stands at over £1,250 more than in 2010, are the answers to his question.

There is a wide range of financial support available to disabled people who incur extra costs relating to their condition which welfare payments are not designed to meet. These include: Access to Work, disabled students allowances, disabled facilities grants, the disabled person’s bus pass and railcard, and VAT relief on certain items, goods and services.

I should like to thank the Government for instituting the bursary scheme for disabled parliamentary candidates; that is good news. On another matter, Scope, the charity supporting disabled people, has found that disabled people have £108,000 less in savings and assets, yet when they go to hospital—not out of choice, but because they have to—Scope finds that something like 50% of hospitals are still charging disabled people to park their cars. Will my hon. Friend lobby the Department of Health and Social Care to remove those charges and scrap hospital parking charges for all disabled people?

I am pleased to accept my right hon. Friend’s welcome for that good news; it is important that people seeking election should be supported in doing so. I am really pleased to announce today that we have created a new inter-ministerial working group to bring the full force of the Government behind ensuring that every disabled person in our country has the ability to reach their full potential. It is by working across Government that we will tackle issues such as the one that he has just raised.

We have worked closely with a range of stakeholders, including the Multiple Sclerosis Society, to develop a series of severe conditions criteria, which mean that people will not be asked for face-to-face reassessments. Wherever possible, we will make decisions based on the paper-based evidence that is provided. We are also working carefully to ensure that those same criteria are applied to PIP assessments.

I shall begin with the hon. Lady’s first point about Jobcentre Plus staff. The reality is that in every nation and region there will be an increase in the number of jobcentre staff, from the beginning of the process to its end. Job numbers are going up, particularly as we roll out universal credit. She talks about 750 job losses, but only a small minority of them are likely to be redundancies among frontline jobcentre staff. She asked how many; we are probably looking at a range of 80 to 100 or so—I do not want to be too precise about that, but that is the maximum we are looking at, and we hope to be able to bring it down.

The fact is that the reforms take account of the changes in the welfare system resulting from the rolling out of the universal credit full service. It is absolutely right that we make use of the fact that it is the end of a contract and take the opportunity to find savings. We are talking about taxpayers’ money. We can find savings in the DWP’s estate and, at the same time, provide modern, up-to-date jobcentres that provide the service that is needed. That is the right thing to do. I am disappointed that the Labour party is going to stand against the careful and sensible use of public money, which is exactly what the Government are delivering.

In these difficult times, will my right hon. Friend praise Harlow jobcentre, which does a huge amount not only to support my jobs fairs but to encourage apprenticeships? Will he ensure that jobcentres throughout the country do everything possible to employ apprentices and to encourage employers themselves to have apprenticeships?

My right hon. Friend makes a good point, and he is a great champion of apprentices and apprenticeships. We do want to encourage them as much as possible, and the DWP and jobcentres are doing so throughout the country.

Let me make a little more progress, then I will gladly give way again.

Labour has a real plan to get young people into work and to end the scourge of long-term unemployment. It is a tough plan as we will hold people responsible for accepting work when it is offered, but it is also a fair plan as it gives a young person the opportunity to work, earn a wage and develop skills. Our compulsory jobs guarantee will guarantee a real, paid job, most likely in the private sector—[Interruption.] Members just need to look at what has happened with Jobs Growth Wales, which we heard about a few moments ago. About 80% of the jobs provided on the same wage subsidy model—5,000 companies have been hosting those jobs—are in the private sector. We will guarantee a job for every 18 to 24-year-old who has been looking for work and claiming jobseeker’s allowance for a year, and for every adult aged 25 and over who has been looking for work and claiming for two years.

I am grateful to the right hon. Gentleman for giving way. Let me quote him the statistics from Harlow. In May 2010, 605 young people aged 18 to 24 were claiming JSA, a rate of 8.1%. That was higher than the national average. Now, 235 young people are claiming JSA in Harlow—a rate of 3.1%—putting Harlow back in line with the national average. What does he say about that? Surely those figures are to do with not just the Work programme but all the investment in apprenticeships, the new university technical schools and other methods.

I refer the hon. Gentleman to the national figures. Of course unemployment was hit hard by the worldwide economic crash, but over the past three months in particular there has been a steady, month-by-month increase in youth unemployment at a time when overall unemployment is coming down. I put it to him—I think many Government Members would sympathise with this view—that we need to ensure that young people have a fair chance in the recovery that is now under way of gaining the jobs that are being created. The measure that I am arguing for will allow that to happen.

I say to colleagues that I will give way, but I am conscious also that, owing to all the pressures earlier on, Back Benchers will want to get their speeches in.

It is always a pleasure to follow the right hon. Member for East Ham (Stephen Timms), who took a good shot at making a good fist of a bad job. By my calculation, it is over a year since the Opposition initiated a debate on jobs. I wonder why. So much for their being the party of work, which is what they used to say.

The Opposition have repeatedly avoided talking about the labour market, although my colleagues have been dying to intervene. When the Opposition have spoken about the labour market, there has been nothing but talking the economy down and negativity. They have made gloomy forecasts—I recall the Leader of the Opposition talking about

“the disappearance of...a million jobs”.

Then there was the misguided prophecy of

“a long ‘lost decade’...of...high unemployment”.

The Opposition have opposed welfare reform, and most importantly work experience, at every turn. The hon. Member for Ealing North (Stephen Pound) is right: work experience is what young people want, so why have the Opposition opposed our work experience programme, which has been unbelievably successful?

Meanwhile, it is this Government who have delivered 2.2 million more private sector workers, 2 million apprenticeships starts, work experience and training for over a quarter of a million young people, 60,000 businesses through the new enterprise allowance, and the Work programme, helping 600,000 people to get a job—a sustained job that follows. With the election approaching, the Opposition desperately want to sound as though they have anything positive to say about any kind of jobs programme, now that this Government have turned the situation around. Whereas this Government have a record of success, the more one examines the Opposition’s flagship jobs guarantee, the clearer it becomes that that is little more than a no-jobs guarantee, and certainly a guarantee of no jobs in the private sector.

Let me go through the jobs guarantee, as it is the subject of the debate today. We first heard about it in 2011, when it was said to be for young people who had been unemployed for a year. It offered a guaranteed job for 12 months. In 2013, that seemed to morph into a compulsory jobs guarantee for those who had been unemployed for two years, so the objective had already slipped a bit. It guaranteed a job for only six months—half the time previously advertised by the original statement. Yet there remained complete confusion in the Opposition ranks about how long this programme was meant to last. When pressed, the shadow Chancellor said:

“We would have a guarantee of one year for young people, two years for adults. Anybody who is out of work would be guaranteed a job.”

That is not quite what I heard from the Opposition today. How long will it last—one year, two years, six months? What exactly have they costed?

I can understand why the title of this debate was changed. One could almost hear what was going on behind closed doors between the shadow Chancellor and my opposite number, the hon. Member for Leeds West (Rachel Reeves), when they were hoping to announce all the details about how long the jobs guarantee would last. One could almost hear the shadow Chancellor saying, because it was in the speech from the right hon. Member for East Ham, “You’re not announcing anything that allows anybody to cost this properly, because that way they will tell us that this does not work.” Even the motion carefully leaves those questions unanswered. Why would not the Opposition put in their motion all the details of this apparently wonderful plan? The answer is that no such wonderful plan exists. They allude to certain other plans out there, but they do not tell us what they mean.

What we heard today sounded rather familiar, so I looked it up. Back when Labour was last in government, there was a programme called StepUp. It was piloted by the previous Government, of which the right hon. Gentleman was a member, in 20 areas between 2002 and 2004. I shall not go over the names of the programme, but it was supposed to give paid employment to those failed by the new deal and out of work for two years. StepUp was never rolled out nationally by the previous Government because the evaluation from 2006 exposed its failings: for those nearest the labour market and those under 25, StepUp actually had a negative impact on work prospects, at a massive cost of £10,000 per place.

The right hon. Gentleman referred to the programme in Wales. The hon. Member for Leeds West has been even more explicit that the Opposition’s jobs programme is a rehash of Jobs Growth Wales. She said:

“I went to see a scheme very similar to this in Wales last week and...that’s what we would aim to do across the UK”.

But that is not what was described from the Opposition Front Bench today. A closer look at what has been announced about Jobs Growth Wales reveals that in many senses it is an exercise in cherry-picking. The hardest to help are not eligible; no one on the Work programme, Work Choice or any similar programme is allowed to go for the new programme; and places are given to only one in three of those who have applied, so a place is far from being guaranteed for all. In any case, although Jobs Growth Wales has trumpeted a success rate of 80% of participants in work, an apprenticeship or learning after six months, already 90% of all—not some—young people in Wales move off jobseeker’s allowance within nine months. That has nothing to do with the programme and all to do with what is happening to them through the jobcentres and through the Work programme.

My right hon. Friend will be aware that general unemployment in Harlow has gone down by 50% since 2010, youth unemployment has gone down by 56% since 2010 and 83% of the jobs created are permanent positions, yet the Labour councillor Emma Toal said last week at a council budget meeting in Harlow that she feels sick to the stomach when I quote the fall in unemployment and the jobs created. Is that not shocking? Is that not a shame? Does that not show that we are the workers’ party and Labour is the party of dependency?

Yes, it is appalling that the councillor is unhappy about the idea that more people are getting work in my hon. Friend’s constituency. The reason why she takes that attitude, I think, is that Labour wants only to be elected. The Opposition do not care about anyone else. They would rather tell bad news to get elected than have a success that they could trumpet. Perhaps that is the real point.

Ninety per cent. of all young people in Wales move off JSA within nine months, so at £6,000 a place, the alleged success that is being trumpeted is nothing like the value for money that the right hon. Member for East Ham mentioned earlier.

We have more people employed now than at any time in our island’s history, and I am saddened at the way this debate is going on across the country. The millions of people who have been employed are now able to provide for their families and are, for the most part, off benefits. For Labour Members to say that these are not real jobs is not just an insult to these people and their families; it is not a fair reflection of what is taking place. I say that because last week a Labour councillor in my constituency, Emma Toal, said that she feels “sick” to the stomach every time I do a

“lap of victory about unemployment statistics”.

Since I have been in this House, I have worked incredibly hard to try to bring jobs back to Harlow: I fought for two years for a new university technical school; and I championed apprenticeships, including by having the first full-time apprentice in my office. The number of jobs in Harlow is growing—we have got jobs back.

Let me briefly mention a few figures. In May 2010, 605 young people aged 18 to 24 were claiming JSA in Harlow, which was a rate of 8.1%, whereas the current figures are 3.1% and 235 people. I am proud that there has been a 61% decrease in the number of young people claiming JSA, and it is worth remembering that 83% of the jobs created in 2014 were full-time positions. I know that because year after year I established three jobs fairs, which we entirely set up ourselves. We had hundreds of jobs on offer, of all kinds—permanent jobs. Thousands of jobseekers came and I received many messages from people who had got jobs as a result. So for the Labour party in Harlow to say it is sick to the stomach because the number of jobs has gone up in Harlow and unemployment is down is shameful and shocking, and Labour has done the same thing on apprenticeships. The number of apprenticeships has increased by 106% in my constituency. In 2009-10 there were just 450 young people in Harlow starting apprenticeships, whereas last year’s figure was 770. According to Ipsos MORI, 88% of apprentices said they were satisfied with their course, and only 7% of employers expressed dissatisfaction.

So there is a good story on jobs and on apprenticeships. It is important to see job creation not only in terms of individual schemes that the Opposition are proposing, which are very expensive and have been proved in Wales not to work; we also need to look at it holistically. This Government have created a programme by investing in new schools, in university technical schools, in apprenticeships, in real welfare reform and in our businesses, with lower taxes.

Indeed. Those who follow our proceedings will note that we have had two consecutive questions from Government Members, because not a single Labour Back Bencher has any views on this subject. My hon. Friend is right. The increase of 2.5% is double the rate of inflation and quadruple our statutory duty to increase in line with earnings. Four times the statutory minimum seems like a fair deal to me.

I welcome the statement. Will my right hon. Friend confirm that the Government have a relentless focus on helping poorer pensioners? Contrary to what was said by the shadow Minister, the single room supplement does not apply to pensioners. Does he also agree that the poorer pensioners in my constituency will be on average roughly £800 better off thanks to this Government’s polices and help on pensions?

Does the hon. Gentleman feel comfortable that under this Government spending on housing benefit for people who are in work has gone up by more than 60%, reflecting the fact that more people are in low-paid or insecure work and are unable to make ends meet, even though they may be working all the hours God sends?

We have a Government who are totally out of touch with the reality of life for millions of hard-working taxpayers and those in need of help. The Government are careless with the contributions that people make to the system, callous about the consequences of their incompetence for the most vulnerable, and too arrogant to admit mistakes and engage seriously with the task of sorting out their own mess.

Does the hon. Lady agree that the whole thrust of the Government’s reforms has been welfare into work? Since 2010, youth unemployment in Harlow has gone down by 30% and unemployment has fallen by a third.

Of course I welcome the fact that unemployment, including youth unemployment, is now falling, but we have to face up to the fact that too many people in work are struggling to make ends meet. The hon. Gentleman will know from his constituency that some people who are in work have to rely on housing benefit and tax credits to make ends meet because they are not paid a wage they can afford to live on, they are on zero-hours contracts, or they are among the record numbers of people who are working part time but want to work full time. We need to address those challenges as well.

Three principles underlie the Government’s welfare reforms: ending dependency, establishing a ladder of aspiration, and social justice and redistribution.

In 1874, Benjamin Disraeli said—I apologise to my Liberal colleague, the Minister of State, Department for Work and Pensions, the hon. Member for Thornbury and Yate (Steve Webb)—that the Conservatives had done more for the working man in five years than the Liberals had done in 50. That continues to ring true today.

When I was elected as Harlow’s MP in 2010, there was a feeling of negativity in the town. Unemployment, and particularly youth unemployment, was rife—a hangover from the last Government’s disastrous policies which suggested that a life on benefits was a way of life. Worse than that, despite welfare spending increasing by 60% under the last Government, the number of food banks increased tenfold, and median real wages stopped growing in 2003. Notably, the Office for National Statistics says that inequality is now at its lowest level since 1986.

Since then, there has been a new optimism. Unemployment is down by one third in my constituency, with youth unemployment decreasing by 30%. There is renewed confidence in the local economy, and businesses are creating jobs. The number of apprenticeships in the town have increased by a staggering 83%. What is happening in my town is not unique; it is happening up and down the country. Employment is up and welfare dependency is down, and according to the OECD Britain is a more optimistic place than it was in 2010.

The best way to get people off welfare and into work is by creating a conveyor belt of aspiration. That starts in the family, continues in schools, and carries on into skills training and post-16 education. Excluding those in full-time education, despite what the Government have done on youth unemployment, there are still 500,000 young people out of work, so we must make it easier for young people to get the skills that they need to give them the best chance in life.

In last year’s Queen’s Speech, the Government said that it should be typical for school leavers to go to university or start an apprenticeship. Significant progress has already been made, with the Government on track to deliver 2 million apprenticeship starts. The university technical colleges are part of this ladder of aspiration, giving young people—those on low incomes, who would never otherwise have had the chance—the chance to get a state-of-the-art technical and vocational education alongside traditional academic education, and we need to bring that through. We need to ensure that doing training and vocational work and taking up apprenticeships are as prestigious as going to university.

We also need to be the party of social justice and redistribution. The Government have done a lot of work on redistributing wealth from the rich to the poor by cutting taxes for lower earners. Even the 45p rate has raised an extra £9 billion for the Treasury, and I urge the Secretary of State to lobby for that £9 billion extra to be put into a special fund that we can use to raise the national insurance threshold for the poor—part-time workers and those on lower pay. We have the money now as a result of the 45p rate, so let us redistribute the money we have gained from tax cuts to the rich and give it in tax cuts to the poor. Let us be the party of social justice and redistribution.

Finally, I want to tell two stories of what has happened to me as a constituency MP. A man came into my surgery and said, “The Government won’t let me go to the zoo.” I said, “What do you mean?” He said, “Because I don’t get enough on benefits to go to the zoo.” I said to him, “Do you realise the average wage in my constituency is £23,000 and people are paying £1,250 in their taxes on welfare benefits, not including pensions, and are you saying that those people, who struggle every day, should be paying more in taxes so that you can go to the zoo?” He said, “Yes, it is my human right to go to the zoo.” He was brought up on a diet of dependency so beloved by the last Government.

Does my hon. Friend agree that it is in challenging these suppositions that this Government are really making progress in the reforms they are bringing through, and that we need to look very carefully at the level of the cap as we go into the next year?

My hon. Friend is exactly right, and I want to give a contrasting story—one which shows the difference and the battle between the two sides. We have the diet of dependency—the man who believed it was his human right to go to the zoo and to get as much in benefits as he liked paid through taxation—and we have another man, who was helping me fix my car, and who said to me, “I just want to let you know that my whole family have been Labour but I’m going to vote Conservative.” I asked why. He said, “Because I’ve got a job; because the Government have got me off benefits and back into work.” That is what the mission of the Secretary of State has been all about: welfare into work; redistributing wealth from the rich to the poor by cutting taxes for lower earners; and social justice.

I think the hon. Gentleman has got two policies confused, which shows how on the ball he is. I am talking about the AME cap, not the £26,000 benefit cap—the AME cap that this Government are introducing and which is now, even before it is in place, going to be breached.

Government Members rightly pointed to trends in employment, and it is good to see more people in work, but too often they are working for poverty pay. I have to say to the right hon. Member for Basingstoke (Maria Miller) and others that Labour was never content to abandon people to a life on benefits. That is why we introduced the successful new deals that increased lone-parent employment by 15%. It is why we introduced the future jobs fund which, far from being a failure, was extremely good at getting young people into work and keeping them in work when the programme came to an end. We introduced tax credits that made work pay. Making work pay is not an invention of this Government; it was done under Labour first.

PIP is another tale of disaster—it was not piloted, there were misleading statements on Atos’s bids, and there were long delays in decisions. Like others, I have had constituents waiting for an assessment since last October—in one of those cases, my constituent had it only last week. There are huge backlogs already, which at the current rate of progress will take 42 years to clear. To put it another way, the Minister will need to increase the number of assessments from 7,000 a month to 73,000 a month immediately if he is to get the programme back on track, and this is also wasting taxpayer money. Each decision costs £1,500 for a benefit which for many is only worth £1,120. The NAO has said it does not represent value for money and the £3 billion savings are likely to be wiped out by the costs.

We know the bedroom tax is a disaster. Just 6% of those affected have moved. The Joseph Rowntree Foundation points out that savings are £115 million lower than they should be, and many households, including two thirds with a disabled family member, and more than 60,000 carers face hardship and fear.

The Secretary of State said the Child Support Agency was a success. The NAO is rather more cautious. It says it has not really been tested yet and will not be until charging is introduced. In the meantime, full roll-out is expected to exceed by £70 million the costs projected in 2012.

What is really shocking is the effect of all this failure. For the first time more of the people in poverty are in work than out of work—two thirds of children in poverty are in working households. It is leading to a shocking rise in debt and the use of food banks, and it is a catalogue of failure that would be farcical if it were not so desperately serious for us all. It is serious for individuals and families who look to the system to protect them but who are being appallingly let down; it is serious for charities, local authorities, housing providers and others picking up the pieces from this disastrous state of affairs; it is serious for the staff working in the Department, who are under pressure, demoralised and blamed and cannot provide the service they would like; and it is serious for the taxpayer, who is footing a bill that is rising and threatens to spiral out of control. It is serious for everyone except the Secretary of State, who has his head in the sand. He denies the facts when they are inconvenient, but tonight those facts have come out. This Secretary of State has presided over disaster and chaos. It is time to get this Department back on track and to call a halt to this catastrophe—it is time for a Labour Government to clear up the mess.
