A sort of pre-quarantine is something that other countries are using; my French counterpart is using a 72-hour test before people arrive in France, for example. Again, you need to be certain that somebody has quarantined during that period and be cognisant of the incubation period, which can be up to 14 days with coronavirus, so it is not an entirely straightforward solution, but I do think it is worth additional examination. Again, I look to the scientists to help advise on this, and they are being very forthcoming with that advice.

Heathrow airport has a large testing facility that is sitting idle, the UK economy is losing an estimated £60 million a day in tourism revenue, and constituencies near airports, such as mine, are in economic crisis due to covid. If equivalent countries with lower infection rates, such as Germany, can provide targeted support for their aviation sector, such as furlough extension in our case, and quick-turnaround tests—tests are getting more accurate all the time—why cannot the UK?

I am not sure whether the hon. Lady heard my previous comments about day zero testing, but Germany is one of the countries that I know has been carrying out some tests at the border, along with France, Iceland and others. Some of those countries have found that that on-the-day test is not the solution that we want it to be in terms of detecting the disease. As I said earlier, we are following the science and allowing the scientists, including at Porton Down, to look at the various tests and then provide advice about what would be a safe time, and I am working closely with the industry to try to get that in place.

It is good to see my hon. Friend the Member for Hackney South and Shoreditch (Meg Hillier) in her place, and it is a particular pleasure to see the Minister in her place and to be joined by colleagues who are concerned, like me, about the issue of children and young people’s travel in London.

I sought this debate to try to understand the Government’s decision to require Transport for London to suspend free travel for under-18s on London’s buses and trams. The removal of free travel for under-18s will impact hardest on London’s most disadvantaged young people. It is technically complex to implement and will lead to low levels of demand reduction, which is the proposal’s purported aim. I shall briefly summarise where I think we are with the issue and would then welcome clarification from the Minister on the latest position.

When the Government agreed in May to provide emergency funding to TfL—as they did to so many public services whose income streams have been decimated by the pandemic—they set a number of conditions, one of which was for TfL to suspend free travel for under-18s. The funding agreement states that the reason behind the condition was

“to optimise the use of the available safe transport capacity”—

in other words, to manage demand, especially during the morning peak.

I understand that despite many weeks of discussion between Government officials and TfL, the specific condition was raised directly with London’s deputy Mayor for transport, Heidi Alexander, only on the day the deal was agreed, 14 May. It came out of the blue without any prior assessment of its impact on London’s children or the cost and complexity of implementing it. It was the only deal that the Government offered; the Mayor of London had no choice but to accept it to keep the tubes and buses running, and if he did not, he would have been forced to issue a statutory section 114 notice—the declaration stating that TfL is no longer able to work to a balanced budget. Because the condition was imposed at the last minute, there was no time for TfL’s officers to assess the significant impact and the supposed benefit.

My local authority, Westminster, has told me that it estimates that between 5,000 and 9,000 children in our borough alone are affected by this issue. Importantly, it says that, given the categories of children who are eligible for assistance—children who are under eight years old, living more than two miles away, on free school meals, with disabilities and so forth—all the children who currently use public transport to get to school could be eligible. Does my hon. Friend think that the Government have thought this one through?

I believe that they have not. They certainly did not discuss the implications because it came, as I said, out of the blue. It is good to know that local authorities are assessing the impact.

London is the UK’s most congested city, with the lowest levels of car ownership and the greatest numbers of families living in poverty. Free travel for under-18s was introduced by a Labour Mayor, and since 2006 subsequent Mayors, including the current Prime Minister, have retained the policy.

I thank the hon. Lady for securing this very important debate. I am particularly concerned about the impact that this will have on students who go to further education colleges. I have Richmond upon Thames College in my own constituency. We know that a quarter of college students are on free school meals, so does she agree that the policy is hitting hardest the most needy who are trying to educate themselves?

I absolutely agree with my neighbour’s point. My son went to Richmond upon Thames College, and many students journey from far too far away to be able to cycle. As she so rightly says, the proposal hits the poorest hardest—the very families that need all the help that they can get to ensure that their children can achieve and prosper. It is those families who are doing worst in the covid crisis. According to the Child Poverty Action Group, 700,000 children in London are estimated to be growing up in poverty.

I congratulate my hon. Friend on securing the debate. Does she agree that black, Asian and minority ethnic children are particularly affected? Almost 60% of them benefit from the scheme at the moment. That is particularly important given the effect on BAME communities of the covid-19 pandemic generally.

My hon. Friend is absolutely right: 60% of children in London schools are BAME, and of course we know that those communities are affected the most.

Josh Brown-Smith, who is a 14-year-old student and adviser to the young mayor of Lewisham put it better than I could when he said:

“Taking away Zipcards effectively means that young people can’t get around the capital. It’s going to impact parents and it’s going to be a financial strain on my mother and others across the capital. Some families won’t be able to afford it—I know I won’t be able to afford it.”

The petition that Josh started has now reached more than 170,000 signatures.

I thank my hon. Friend for securing this vital debate. Does she agree, further to the point made by the hon. Member for Twickenham (Munira Wilson), that this is effectively a tax on education? Many parents will already have chosen schools and have their children in secondary schools or colleges on the basis of free travel. They will either be forced to pull out or have to pay for it. This is a really significant issue for our young people.

One fifth of London’s secondary school children travel across borough boundaries and many travel long distances to go to the school of their choice, or even the only school that they could get into, because school places are at a premium in London, as we know, with the rising population and the gap in creating sufficient school places quickly enough.

A mother from Hounslow said that

“it’s hard to find money to put on an oyster card. I know it’s not free—someone has to pay—but the Zip Oyster card for kids did help.”

The cost that we are talking about for a family with three children in secondary school is £45 a week. Does my hon. Friend share my concern about how families that have faced furloughing or lost employment, and may already be on low incomes during this covid-19 crisis, could possibly be expected to meet that additional weekly cost?

Absolutely. We keep hearing in this House how universal credit and the other benefits just do not keep up with the real cost of living in London. My hon. Friend is absolutely right.

We have covered the inequality issues, but the decision is also technically complex and costly to administer. As I say, 30% of young Londoners are entitled under national regulations to free travel anyway, and so will continue to have that right. That includes those on free school meals or other benefits, and those with special educational needs and so on. But there is currently no system in place in London for working out which children qualify. Indeed, any such system would be more complex than any in England, with seven fare zones and over a fifth of children crossing borough boundaries to get to school. Will the home council administer the scheme, or the one where the school is based, or will TfL or the schools administer it? We do not know.

The hon. Lady mentions that many children will have to travel quite a distance to school. Does she share my concern that those distances will now be completed by car journeys, particularly in the outer boroughs such as ours, instead of bus journeys? That takes us backwards in our quest to reduce car journeys and emissions in the capital.

I absolutely agree with my other honourable neighbour. She is absolutely right, because while London has the lowest car ownership in the UK, it does not take a lot of additional cars on the road to create extra congestion. That would send all the wrong messages and be completely contrary to the messages the Government are trying to bring in about alternative travel.

The Government expect this new system to be agreed and up and running in a matter of weeks when staff are already under huge pressure. I do not believe the Government have considered the logistics, and with no precedent for changing the concessions, there is also no way of knowing how many under-18s would still pay to use public transport. TfL expects a demand reduction of only 1% to 2% in the morning peak if these proposals were to be implemented from September, reaching only 5% by January, so the proposal is not even going to achieve the Government’s aim of reducing demand significantly.

TfL is willing and able to work with local authorities and schools on a range of measures to address demand, such as staggering start times, capping numbers on buses, and encouraging walking and cycling where possible for those who live near school, whereas this proposal, which might hit the already disadvantaged hardest, might only reduce demand during the morning rush hour by 1% to 2%.

The Minister might say that children should cycle, but even when new segregated cycle routes are in place, I challenge her to find many 2-mile to 5-mile home-to-school journeys that can be done by an 11-year-old, wholly on segregated cycle paths, including crossing major junctions or on quiet streets like in Hackney. Many boroughs are not implementing these schemes anyway. Kensington and Chelsea seems somewhat reluctant.

Furthermore, many low-income families do not own a bike, many homes have nowhere safe to store a bike and not everyone lives in a place where it is safe to walk to school. Those walking longer distances are at risk from those preying on vulnerable children. One mother said to me that the advantage of the bus is the CCTV, so the groomers and the robbers do not tend to use them. Many London children travel long distances to school, beyond the reach of the bike.

I thank my hon. Friend for being generous in giving way again. One of the benefits of this project when it was introduced was that it got whole generations of young people to realise that public transport was there and was useable. It got them in the habit. Does she not think there is another detrimental impact? It is a nice idea that everyone is going to hop on a bike instead of going by car, but it is not likely to happen.

My hon. Friend is absolutely right. To quote the brilliant Josh from Lewisham again, public transport is a lifeline for so many of our young people.

So far, the Transport Secretary, in his responses on the issue to this House and to the Transport Committee, has paid lip service to the need to reduce demand, but seems to take delight in criticising TfL’s finances—what he claims is the Mayor’s mismanagement of them—and suggests that taxpayers elsewhere in the UK are unduly subsidising London. However, the previous Mayor of London, who is now the Prime Minister, agreed to phase out TfL’s direct operating grant. This left London as one of the only major cities in the world, and the only capital in Europe, not to receive direct Government funding for running day-to-day transport services. As a result, fares and commercial revenues have been forming just over 80% of TfL’s income. Before covid struck, TfL’s finances were in a strong place, but clearly, when tube ridership plummeted by 95%, it was simply not feasible for TfL to recuperate that income on its own. Hence it needs support.

Perhaps the imposed condition and the way it has been handled is an attempt to curb the Mayor’s powers, contrary to the Government’s professed support for devolution of powers to cities and regions. I hope not. The Government should let the London Mayor lead, and let TfL get on with the job it does so expertly every day—managing demand, providing safe journeys for children and young people, and keeping London moving.

Children and young people in Greater London, including my constituents, should not be the accidental victims of this apparent power tussle between the Government and the Mayor of London. I have some questions for the Minister.

Have the Government made any impact assessment of these ill-thought-out measures, particularly the impact on the poor and disadvantaged young people?

If the Government have done an impact assessment on this, I do not believe that they have yet shared it with TfL, the Deputy Mayor or the Mayor of London.

I would like to pose some questions to the Minister. Why did the Government wait until the 11th hour to confirm emergency support for TfL to keep London running through the pandemic, when other sectors equally affected were given support quicker and with fewer strings attached? Why was that condition to remove free travel from London’s children and young people crowbarred into the emergency funding agreement at the very last minute? What is the demand reduction in per cent. that the Government expect to see from the change to concessions? Do not TfL’s recently introduced maximum passenger limits on buses deal with the potential overcrowding problem? Who will pay for the additional administrative burden? When does the Minister expect the system to be operational? What discussion have the Government had with local authorities, schools and colleges about the proposal? Is the proposal being consulted on, so that students, parents and schools can make their views known? Has an equalities impact assessment been done? If so, will either of those be made public? Or is it a done deal—no discussion, take it or leave it?

I feel the concerns of BA workers and others, and we want to make the point to these organisations that the use of Government schemes is preferable to making redundancies. Terms and conditions are a matter for negotiation between employers and employees—the Government are not part of that—but I have already stated that we would expect employers to treat employees fairly and in the spirit of partnership.

Up to one in three households in the London Borough of Hounslow could be affected by job losses at Heathrow. Will the Government work with aviation communities and their local councils, and with aviation unions, to deal with the economic and social impact on our communities of the decimation of the aviation sector?

I thank the hon. Lady for raising that point, because it is quite right. The Department for Work and Pensions stands ready to support anyone who is affected by the announcements and those job losses. As the Minister responsible for the aviation sector, I have said that I am keen to work regionally, where we can, when particular areas may or may not be affected disproportionately by the loss of these jobs.

On 9 May, the Government announced a £2 billion package of support for active travel. This includes £250 million of funding this financial year to support people to take up cycling and to enable local authorities to make their roads and pavements safer.

I welcome the £250 million funding so that cycling and walking improvements can be rapidly installed ahead of the expected tidal wave of traffic as people go back to work, but when will the Government finally publish their long-awaited revised design guidance on cycle-friendly infrastructure and the evidence that they commissioned back in 2018 on the amount of funding needed to meet their targets to double cycling and increase walking by 2025?

I absolutely agree with the hon. Lady. One of the ironies is that, while many people are affected by the closure, it is those who need to travel into London from the south, including residents of Barnes and Richmond and those from wider afield—the residents of Brentford and Isleworth, Hammersmith, Fulham and Battersea—who are caused additional congestion because of the build-up of traffic going over Putney, Wandsworth and Chiswick bridges.

May I wish you a belated happy birthday, Ms McDonagh? My hon. Friend mentioned the impact on a much wider area than merely Hammersmith borough and Richmond borough. Parts of Hounslow, particularly Chiswick and Brentford, have suffered major congestion since the closure of Hammersmith bridge to vehicle traffic. The economic impact that the hon. Member for Richmond Park (Sarah Olney) described affects a big area. Does my hon. Friend agree that the Government need to consider the bridge as major infrastructure? I hope they will work with all the local authorities affected, and the MPs, to come to a positive solution.

It is no laughing matter for those severely inconvenienced by longer journey times and the changes to their life that have to be made. We take infrastructure such as this for granted; when it breaks down, it causes major problems way beyond the local area or even region.

There are two matters on which there is clear consensus now. The first is whether the bridge should reopen at least to its previous capacity. I totally understand that cycling and other groups suggest that this could be an opportunity to permanently close the bridge to motor traffic. Analysis by TfL shows that cost-benefit ratio of reopening is 5.8:1, which is very high. Essentially, to relieve the congestion on other river crossings and to make that part of London function again —as much as it ever does in terms of traffic movement—it is a bit of a no-brainer. It is regrettable since we want to promote cycling and walking, and I hope we can hang on to the huge increase in those forms of travel over the bridge. We particularly need bus traffic to be restored, because the bridge is a major bus route, with 24,000 people a day crossing it by bus, as well as more than 20,000 private vehicles.

The second point is the issue of how to go about the works. There is consensus on the need for a temporary bridge for cycling and walking—the previous Minister made that clear in a letter to the hon. Member for Richmond Park. There were moves to have a temporary motor bridge, but for many reasons that I will not go into—cost, feasibility, disruption and destruction of private property—that would not be possible. We need a temporary foot and cycling bridge; although it will cost a substantial amount of money, it will come out of the TFL money already allocated and will allow the major works to go on unimpeded and more safely on the main bridge. I think that is decided. I believe a brief was sent by TfL to the Ministry in preparation for this debate and for the meeting with Baroness Vere, which sets out clearly what the methodology will be.

The separate closure of the bridge last year was a matter of safety, when hairline microfractures were discovered in the cast-iron casing around the pedestals that hold the suspension chains. Sadly, that having happened, a major structural survey at the time showed that the corrosion to the suspension mechanisms, the bearings, the decking and so forth means that substantial parts of the bridge will have to be replaced. It will end up like the broom that has had its head replaced three times and its handle four times, but I am sure it will look magnificent when it is finished and reopened.

I will finish speaking soon to allow the Minister to reply. We have allocated, if not spent, the £25 million that has come from TfL. It is not in a position to add to that. I will not go through the argument about the subsidy that has been withdrawn or the restrictions on using its capital on assets it does not own. TfL has stepped up to the plate; its expertise and, frankly, its money, has been very useful to get us this far and to ensure that time is not wasted and works delayed.

Equally, Hammersmith and Fulham council has reacted responsibly, as has the London Borough of Richmond. I pay tribute to Stephen Cowan and Gareth Roberts, the leaders of those two boroughs, who have worked co-operatively together in the interests of their populations and residents. As a borough, Hammersmith, notwithstanding other restrictions on its budget over the last few years, is not in a position to come up with money. Those are not controversial statements to make.

We have to look to Government when major strategic assets fail. That is the case in most of the rest of the country. The large local majors scheme, which is available and which TfL’s bid addresses, is in funds and is available for this type of work in other parts of the country. The proposition is that, if the Department for Transport accepts that the bridge is part of the strategic road network, it has to reopen to at least its previous capacity to cover single-decker electric buses, as well as similar weights of general vehicle traffic as previously. That will cost a substantial amount of money—at least £120 million on current estimates, and the final estimates will come in a few weeks’ time. Crucially, very soon within the next couple of months, work will stop. Even if there is still some money in the kitty, one cannot go on engaging contractors if the money is not there to pay them to do the stabilisation and major works over the next couple of years. That is what we are looking to the Department to fund.

I hope I get some encouraging noises from the Minister, even if she has not brought the cheque with her. Locally, there is a lot of co-operation between politicians of all stripes, because we see the absolute necessity of this work; as I said, it is a bit of a no-brainer. We must get the bridge reopened as quickly as possible and restore it at least to its former weight-bearing ability. I look to the Minister at least to give us some encouragement, and I hope that we can progress discussions quickly over the next few weeks so we can get on with the project.

My right hon. Friend is absolutely correct that the way in which we are able to reach our target of net zero is with technology and research, investing in that technology and research, and really backing industry leaders and the talented people we have within the aviation sector to develop these technologies that will help not only the UK but other countries to reach their emission reductions. Absolutely one of the things that I am most excited about is the potential of the first electric flight this year.

Last week, the New Economics Foundation released its report, “Baggage claim”, in which it found, using DFT aviation forecasts, that if runway 3 at Heathrow goes ahead, there will be 17 million fewer passengers departing from non-London airports and 27,000 jobs locating to London as a result of that expansion? Does the Minister agree that not expanding Heathrow is an opportunity to rebalance the north-south divide and to continue economic and transport support for non-London regions?

The hon. Lady will know that we are committed to delivering economic development and levelling up the whole of the UK. That is why we are already investing in our rail and our roads, particularly in the north, which is why the Secretary of State is unable to be here today to answer this urgent question. We are committed to airport expansion, as we believe that it is a core part of our plan. I will make sure that we are hopefully able to continue to deliver on that.

We know full well the challenges of and the solutions to climate change, and we all know just how worried our constituents are about this crisis. Only this morning, at Smallberry Green Primary School in Isleworth, I got asked about climate change not just by a year 5 student, but by a year 2 student.

Transport is the largest sector for emissions, and it is the sector cutting emissions the least. Within transport, the sector with the fastest growing emissions is aviation. During the time that emissions from the economy as a whole have fallen by 40%, aviation emissions have more than doubled. Passenger numbers are set to increase by 70%, and that growth is not business travel. Over half of the British population do not fly at all in any given year, but the highest 15% of the UK population by income are taking over 70% of all our flights. The growth is in outbound leisure travel, with UK-based tourists in the top income bands taking their holiday money away from the UK three or more times a year, including from places such as those represented by the hon. Member for St Ives (Derek Thomas). That is money that many of those in our beautiful places would be delighted to see spent here.

The aviation industry mentions magical solutions that will allow it to continue with a business-as-usual approach in a carbon-constrained world, but electric planes—particularly for short haul and long haul—will not be online until 2050 at the absolute earliest. There is no current industry development for these longer flights. For example, long-haul planes make up 70% of UK air travel, yet there is no current development for electric planes going on in those areas.

Yesterday, the chief executive of Heathrow airport was on the radio talking about sustainable fuels for aviation, but we know that a rise in biofuels will only lead to more deforestation. This means more habitats destroyed, more communities displaced and more carbon emissions. Carbon offsetting by planting trees only removes, years from now, the carbon emitted today. It is not an alternative to cutting emissions in the first place.

Obviously, the chief executive of Heathrow Airport Ltd dearly wants a third runway, but even Department for Transport figures—from work done in the run-up to the vote in this place in 2018—show that the additional passengers using runway 3 will almost all be UK-based passengers taking leisure flights overseas. Expansion will draw long-haul flights away from regional airports, thus impacting on their direct international connections. Furthermore, expanding Heathrow will mean an extra 6 million tonnes of CO2 emissions per year.

I am glad that the Labour Front-Bench team led by my hon. Friend the Member for Middlesbrough (Andy McDonald) concluded in June 2018 that Heathrow expansion is incompatible with our climate change obligations and that Labour would not authorise Heathrow expansion or any other plans that jeopardise those climate targets. The solution we should be promoting—the only carbon-saving solution for aviation that will make a difference before 2050, when electric planes come online—is to address the growth in demand. We need to stop runway 3 at Heathrow, address the pricing disparity between rail and flying, and implement a frequent flyer levy to replace air passenger duty.

The Conservative manifesto made strong statements about improving cycling and walking on our road network, but it committed only £350 million. That is not new money; it is money that the Conservatives promised given that other cycling infrastructure funds have now come to an end. What will the Secretary of State do seriously to improve safety and to encourage more people to cycle and walk?

Like the hon. Lady, I support the ambition for more cycling. That £350 million is in addition to the existing funding, and I think she will be pleased to back our manifesto commitment to make cycling proficiency, or Bikeability, available to every child in England.
