I pay tribute to the hon. Lady, who raised this case with the Minister for Employment, who is responsible for this area. It helped to focus our minds on what more could be done. Every individual will be treated individually, and we will look at the unique circumstances. Where it is clear that they have been a victim of fraud through no fault of their own, no, we would not expect them to pay it back, and yes, we would consider putting them back on to the legacy benefits if they were better off under those.

There is huge potential for fraud in Northern Ireland, especially around the border areas; in fact, traditionally there has been a lot of social security fraud in those areas. Given that the Northern Ireland Assembly is not meeting at present and therefore the opportunities for scrutiny are limited, what contact has the Minister had with the Department for Communities and the Social Security Agency of Northern Ireland, first to identify whether fraud has been taking place, and secondly to share the methods being used and indicate the steps that the Department is taking, so that those can be used in Northern Ireland?

On the specifics of the meetings, I will have to write to provide a full answer. However, we are seeing that the cases that are being reported are clustered around particular areas, so there is a real focus in those areas on raising awareness and on targeting often very sophisticated criminal activity. As we bring forward prosecutions, we are finding that that is making a significant difference as a proactive deterrent, and rightly so.

If the hon. Gentleman has a specific case, I would be very happy to look at it. The timeliness of payments has been increasing under universal credit, but one reason why we may not be able to make full payments to people is that we are waiting to verify some of their costs, which may relate to childcare, rent or whatever. I am very happy to talk to him about the case he raises.

I know from my private conversations with the Minister that he genuinely wants this system to work, and I welcome the changes he has made. May I suggest that, when it comes to migration from existing legacy benefits, instead of requesting that the applicant provides the information, the Department uses the information already available to work out what payments should be made to the applicant?

I thank the right hon. Gentleman for his kind words. Again, he raises the issue of pre-population. In our response to the Social Security Advisory Committee, we have set out what we plan to do, but the key thing is that we need to make sure that we get all the information so that we can pay people the full amount they are due.

I am stunned. [Interruption.] I am speechless, because we should put that out in a leaflet. We are not talking about tea and sympathy; we are talking about WASPI women having to rely on benefits, and they are going to get nothing from the hon. Gentleman—that is crystal clear. It is obvious where he stands on this issue.

Today, these Tories should deliver the generational fairness they promised in their manifesto. I sincerely welcome the backing of some 37 Conservative MPs who expressed support for WASPI women during the general election—37 Tory MPs signed the pledge. We will be watching this afternoon, as will the WASPI women, and these MPs will be expected to do what they promised in the election campaign and stand up for the WASPI women. That support stretches from the Tory Back Benches across to the Benches of the Democratic Unionist party—to our friends from the DUP. Page 9 of the DUP manifesto contained a pledge to protect pensions, with the announcement that the DUP would:

“Support an end to the unfair treatment of women pensioners”.

I call on DUP Members to deliver on their pledges made to the WASPI women.

I am disappointed at the tone that has been set in this debate. Despite the fact that we have a motion that could command widespread support, the tone of the debate has not been as I expected. Let me make something clear: we made a manifesto pledge on this issue, and the reason why I am here as my party’s spokesman is that we do support this and we will go through the Lobby on it. However, the WASPI women would be better served if we had a debate that was not divisive and not about point scoring, because there is no party—whether Labour, the Liberals or the Conservatives—that has not caused some of this problem.

I am grateful that DUP Members will be going through the Lobby, but let me point out that we are trying to set out the facts of the arguments in this House. These women have for too long been let down by politicians, so let us use the opportunity we have today to give them the result they deserve. Thanks to freedom of information requests, we learned that the Department for Work and Pensions only began writing to women born between April 1950 and April 1955 in April 2009, and did not complete the process until February 2012. So it was writing to women to inform them about changes in legislation that go back to 1995 but it did not start the formal notification period for 14 years. Taking 14 years to begin informing women that a pension they had paid into was being deferred is quite something. Can we imagine the outcry if a private pension provider was behaving in such a way? There would be an outcry in this House and, no doubt, legal action. When we consider that entitlement to a state pension is earned through national insurance contributions, where many women have made contributions over 40 years, this is stunning.

A woman born on 6 April 1953 who, under the previous legislation, would have retired on 6 April 2013 would have received a letter from the DWP in January 2012 with the bombshell that she would not be retiring then—she would be retiring in July 2016. That is three years and three months later than she might have expected, and this is with 15 months’ notice. That is what Conservative Members have been defending, and it is no wonder the WASPI women are insulted. We are talking about 15 months’ notice before what they thought was a contract they had with the Government was simply to be ripped up.

A pensions White Paper published in December 1993 stated:

“In developing its proposals for implementing the change the Government has paid particular attention to the need to give people enough time to plan ahead and to phase the change in gradually”.

Not much there that I would disagree with, but when you accept the need for people to plan ahead, you need to write to them and tell them.

Many of the WASPI women watching this debate may feel disappointed that instead of trying to build some consensus, we have had finger pointing, Pontius Pilate-style hand washing and rancour. It is important to note that this is not a party political issue for many women, and certainly not for those I have spoken to. It is a personal issue that has affected their day-to-day lives, so they want Parliament’s collective attention. The hon. Member for Eastbourne (Stephen Lloyd) has been an exception today, as he was very honest in accepting that all Administrations have played a part in this situation.

We will support the motion for a number of reasons. The first is that it is quite clear—even from successive Governments’ own admissions and from the actions of the Department for Work and Pensions—that people were not given adequate notice of the change. The Pensions Commission said that there should be about 15 years’ advance warning for such changes, but some people had less than five.

There are 4,000 WASPI women in East Renfrewshire. None of those whom I have met have an issue with their state pension age going up; they simply feel that they were not given enough notice. Is there not a broader question about how the Government communicate with individuals who face serious consequences and life changes as a result of this policy? We need to look at the communication, not just at pensions.

The hon. Gentleman makes an important point. Even DWP research found that, especially in the lower income groups, two thirds of women were not even aware of the changes. The very fact that the practice was changed to writing to people individually after 2011 indicates that the DWP recognised that newspaper adverts and leaflets were not sufficient.

The second reason why we support the motion is that these changes have hurt people in the lower income brackets. Look at the hardship that has been caused. Research shows that the impact on people with lower incomes is five times the impact on people with higher incomes. There is an issue not only of communication but of fairness, and that has to be dealt with. Poverty among 60 to 64-year-olds has already gone up by 6.2% as a result of the impact of the changes.

We support the motion even though it has been said that it is not specific. At this stage, it is probably right that it is not specific, because a range of remedies could be introduced to deal with the issue. I accept that not all those remedies will please people—for some, no remedies will. I want to be responsible, and I understand that we cannot simply rewrite pensions history and say, “Let’s undo all that has been done.” It is too costly. But there are a range of remedies, and the motion gives the Government the opportunity to come back with ideas within the financial restraints that they face at present. Those ideas can be knocked around and debated, and we can see what impact they would have and whether they target the people who are hit most badly. But at least let us have some recognition that there is a problem caused by bad communication, and that that problem hits certain groups of people, especially those on low incomes who are coming to the end of their working lives. Let us find a way to deal with it.

In looking at what might be available to him, will the Minister look at the situation in Northern Ireland where, by default, payments are made directly to landlords, payments are made on a two-weekly basis, unless claimants request otherwise, and split payments are made on the basis of demands from individual claimants? If the changes introduced in Northern Ireland are working effectively, will he take some lessons from them?

It is, of course, a reality of devolution that we will have different systems operating. There is a different approach in Northern Ireland and a different approach again in Scotland—they are not exactly the same. For clarity, the hon. Gentleman identifies three points: rent paid direct to landlords, which we have discussed; more frequent payments; and split payments, which came up a couple of times in the speech by the hon. Member for Oldham East and Saddleworth (Debbie Abrahams). They are all possible in England when appropriate for an individual claimant.

No, it was very generous, indeed. Given that the hon. Gentleman and the hon. Member for North East Derbyshire (Lee Rowley) said that almost everything is hunky-dory with the roll-out of universal credit, would he and his colleagues not be astonished if the Government did not push this to a vote? The tweeting going on suggests that the Government are going to abstain, but would he not like to have an opportunity to vote?

I am surprised by the intensity of the controversy that has crept into this debate. The Labour party and the Scottish nationalists say they support the principles behind universal credit—that will have implications for how it operates—and the Liberal Democrats actually helped to introduce it, yet we have this degree of controversy. Of course, we have heard hard stories today, but let us be clear: the existing system produces hard stories. In my constituency, every time there is a “take up of benefit” campaign, we find that people are losing out on millions of pounds of benefits because the system is so complicated. A new system that helps to reduce that complexity is bound to help people in hardship.

I have been a constituency MP for the last seven years, and since the roll-out of universal credit, I have seen more people come to my advice surgeries with problems about getting their universal credit, and that includes people who are working.

If we added up the number of people who come with tax credit and benefit problems and so on, I guarantee we would find the same level of dissatisfaction with the existing system.

I accept that there are problems with the new system, but we have to give some credit to the Government for listening. We have raised several issues in our discussions. There were the online difficulties, and we now have free telephone calls. There were difficulties with people not having money, and we now have greater access to early payments. There were difficulties with the learning processes, and the Secretary of State said twice today that he did not intend to rush the system so that he could test, learn and rectify.

Instead of praising the Government for what they have done today, the hon. Gentleman, I suggest, should turn his mind to the situation in Northern Ireland. We have no functioning Assembly or responsible Ministers to deal with any of the problems that will arise when universal credit is rolled out across Northern Ireland. May I urge him to give a commitment to the House that his party will get together with Sinn Féin, which makes such a song and dance about welfare reform, and restore the Assembly as a priority?

I am surprised that the hon. Lady, as a Unionist, has not identified where the real problem lies in reforming the Government in Northern Ireland—with Sinn Féin. We are happy to enter government tomorrow with no preconditions to sort out these problems.

That brings me neatly to the point I want to make. When universal credit was first suggested—I was a member of the Executive at the time—we sat down and identified what we felt the issues would be. Even without a functioning Executive in Northern Ireland, changes have already been made in the system there which I believe will show that some of the difficulties that have been raised here today can be dealt with. For example, automatic direct payments to landlords are built into the system. I do not accept the argument that it is good to give tenants money for rent so that they can then pay it back. The money is not part of disposable income; it has to be used for a specific purpose, and therefore there is no reason why it cannot be paid directly. That is what will happen in Northern Ireland, and I suspect that we will not have the same level of rent arrears If that proves to be the case as universal credit is rolled out, I trust that the Minister will learn from it, and will rectify the system in the rest of the United Kingdom.

It was said earlier that 76% of people in the United Kingdom are now paid monthly, but those on low incomes are usually paid on a weekly or two-weekly basis. The first thing that many of my friends on low incomes do when they start a new job is ask for a sub in the first week, because they cannot manage otherwise. For that reason, I hope that what we have decided in Northern Ireland will eventually be replicated in Great Britain, and payments will be made on a two-weekly basis unless people ask to be paid monthly. We recognise that domestic violence is an issue, and that some people may be afraid to ask for the money, especially if they are caring for children. A split-payment system must therefore be considered.

If there is a vote this evening, we will abstain, not because we do not believe that there are problems, but because we believe that it is better to talk to the Government and look for solutions. Let me say this to Labour Members. They know that there are differences between us and the Government—and at times they try to exploit those differences—but we will not be used for the purpose of headline-grabbing defeats of Government flagship policies, rather than trying to find a way of resolving the issues that need to be addressed.

First, I want to make clear the commitment in our manifesto; the proposer might find more enlightenment and balance in our manifesto than he does in his own. Our manifesto has committed us to continue this campaign and to continue giving the support that we afforded in the previous Parliament.

The issue is one of fairness. People have already said that the main problem is not that the pension age should be changed, but that when it is changed people ought to know that their circumstances have changed. The issue does not concern only one Government, but a range of parties. Perhaps it does not do any good to point fingers here today, but the Liberal Democrats, the Conservatives and the Labour party have all been in power during the time when information should have been given, but was not. As a result, many people have found that their pension age has been substantially changed and they are left without any provision for their immediate needs.

We are not wedded to any particular outcome. First, we have to recognise that there are some fiscal restraints. Having said that, some suggestions have been put forward, all of which would help to address the problems faced by those who first face an immediate loss of income and secondly have no provision made for filling the gap that has been caused. During this Parliament we will work with the Government and use whatever influence, however minimal or maximal, to try to get a solution. It will inevitably have to be cross-party, but the solution must help to address the problems faced by people who bear no responsibility for their problems, but had them foisted on them.

I am happy to confirm that to my hon. Friend. I think that he and I would agree that that was a significant step forward when it was introduced, and I am determined that we maintain progress in that direction so that people who have a disability—whether a physical or mental impairment—can lead as full a life as possible.

I agree with the Minister that we need to have a discussion on this whole issue. However, these changes have been introduced without such a discussion, and the assessment has been made that 160,000 current claimants will be ruled out as a result of the changes. Does the Minister dispute that? Is he contesting his own Department’s assessment?

No. I think that the hon. Gentleman has slightly misunderstood the effect of the court case. I am not changing anything; I am just putting forward regulations that restore us to where we were in November. The court case said that the regulations were unclear and suggested changes that would indeed, conceivably, apply to very large numbers of people. So what we are doing with these regulations is simply returning to the position that was there before.

The fact that this order has been brought before the House today indicates the radical steps that had to be taken to rescue the Northern Ireland Assembly from financial and political collapse. Let us be in no doubt about this: the Northern Ireland Assembly faced collapse because of the attitude of those who, despite all the protestations that legislation on matters devolved to Northern Ireland should be dealt with by the Northern Ireland Assembly, took a totally irresponsible view and blocked the Assembly’s ability to make decisions. That plunged the Assembly into financial crisis.

It is less than a year since the welfare reform legislation went through the House of Commons. Although the matter had been devolved to Northern Ireland, it was always assumed that the legislation passed in this place would be reflected in the legislation passed in Northern Ireland. The bill was being paid through the AME payments that came to the Northern Ireland economy—in other words, it was money that was paid on demand. If unemployment went up, we did not have to find the money from the block grant; it came centrally from the Exchequer. If there was a change in the number of claimants for a benefit, the money was automatically made available.

Of course, there was opposition to some of the welfare reform measures—indeed, my party voted against a number of them—but once they had been through the House of Commons the stark choice for the Assembly was between deviating from those measures and paying for the deviation, and complying with them and ensuring that payments to the Northern Ireland expenditure block continued. There were some who, because of their minority position in the Assembly—the SDLP led the charge—wanted to have it both ways. They wanted to ensure that the budget in Northern Ireland was not put into jeopardy, but at the same time, like Pontius Pilate, they wanted to wash their hands of what was happening and say, “By the way, the consequences of welfare reform are nothing to do with us, because we voted against it. It was all those other parties that voted it through.” That was the position that we faced because of the political structures in Northern Ireland.

The hon. Member for South Down (Ms Ritchie) suggested that attempts were made to reach consensus with other parties in Northern Ireland. Can my hon. Friend recall any proposal that was made to build consensus and overcome the significant hurdle that he has just outlined, which was that we could either deviate from the welfare reform measures or follow them?

That was the problem. In his short intervention, my hon. Friend did not have the opportunity to explain what happened. We were not delighted that the powers were taken away from us, but because of the use of the petition of concern by the SDLP and others, the ability to bring legislation forward was blocked. We then faced a situation in which we could not bring forward our own bespoke Northern Ireland legislation because of the block.

I will give way in a moment, but let me just explain this, because it is important. Rather than being delighted that Westminster had taken responsibility, our party worked frantically to try to find ways of ensuring that the worst aspects of welfare reform—the ones that we believed were the most damaging and that, for structural reasons, could not be introduced in Northern Ireland—were dealt with by taking money from other priority areas. We used that money to alleviate some of the difficulties. That was blocked—stopped dead in its tracks—by the SDLP’s use of the petition of concern. We worked our socks off to try to get a bespoke arrangement for Northern Ireland, which could be agreed to by all of the parties and would therefore have some kind of democratic authority, but it was impossible to do that because of the actions of the SDLP. It protested that it wanted the legislation dealt with in Northern Ireland, but did its darnedest to ensure that it could not be dealt with in Northern Ireland and that it had to be dealt with here.

Let me refresh the hon. Gentleman’s memory, as I fear that he and his colleagues may have forgotten what actually happened. My colleagues in the Northern Ireland Assembly proposed an all-party Committee as far back—[Interruption.] It is not flannel. It was proposed as far back as March and April 2011 to address this issue. We wanted to achieve all-party consensus so that we could go forward to the Treasury here in London as a united team to achieve the best possible deal for the people of Northern Ireland.

I was the Finance Minister in Northern Ireland at the time, and I can remember those discussions. There was a whole list of demands. Basically, it was demanded that we should not introduce any of the welfare reform proposals and that we should just go ahead as usual. The important question was who was going to pay for it. There was a naive belief that if all the parties in Northern Ireland came to Ministers here in London, with the great and the good from Northern Ireland on their coat-tails, and pleaded a special case, we would somehow be exempt from the welfare changes that were being made in all other parts of the United Kingdom. That was the cunning plan. I am afraid that even those who were sympathetic to the SDLP’s point of view knew that nothing would come from it. Indeed, Baldrick could not have devised a more stupid plan had he sought to do so.

There is no point in saying that the SDLP tried to find ways of changing this; the only suggestion was that we should oppose the changes and say that we therefore did not want them for Northern Ireland. The more realistic position, and the one now reflected in the order, was to say that we should look at what resources were available, look at the most damaging aspects of the legislation and see whether we could find, within our own resources, the ability to mitigate some of them.

Will the hon. Gentleman not honestly accept that, really, the whole debacle was more about him and his party not wanting to troop through the Lobby in a love-in with Sinn Féin to inflict poverty on people in Northern Ireland?

This is the amazing thing: I know there are all these attempts to rewrite history, but it was a DUP Minister who actually brought the legislation to the Assembly—who was prepared to walk through the Lobby and to vote for it. However, because a petition of concern was introduced by the SDLP, even if a majority of Members in the Assembly had voted for the legislation, it would still not have become law. Once that petition of concern was triggered and the legislation was turned down, we could not have any welfare reform Bill. That is the truth of the matter—not that we ran away. We faced up to things. I can remember doing interview after interview where we even faced flak from people who said, “You’re going to hurt individuals because of part of this legislation.” We argued, “At least we’ve done something to mitigate it. We have got the best possible deal.”

Can I just say that we did get changes and allowances made by the Department for Work and Pensions? I want to give credit to Ministers in the Department. When we were negotiating on welfare reform, they accepted that Northern Ireland could make changes, albeit that we had to accept the financial consequences of those changes. However, flexibility was demonstrated by the Department, although it was rejected by those who wanted simply to be able to say, “We are purer than everyone else on this issue. We have stood on our principles”—regardless of the consequences of that.

We have the legislation that we have today. Those who are most vulnerable in Northern Ireland have been safeguarded by the changes that have been made and by the resources that have been devoted to this issue by the Northern Island Assembly, and that has been a painful choice, because, of course, it means that there is less money to spend on other things.

The hon. Lady had plenty of opportunity to make her point during the debate, and I have allowed three or four interventions already—I know she is struggling with the case that she has and with the embarrassment of the way in which the SDLP has handled this issue.

We now have this order. I recommend it to the House—it is the best deal we could possibly have got. Unfortunately, it would have been far, far better had it gone through the Assembly, but because of the Assembly’s structures and the ability of minority parties to obstruct legislation through a petition of concern, this measure was the only avenue by which we could ensure that the Assembly finances were protected and that the political process in Northern Ireland was able to continue.

My hon. Friend is absolutely right. Essentially, the commitment made in the 2014 Act was to have a review in every Parliament. That will allow every Parliament to make decisions, and I hope that any changes, by the time we make them, can be done on a non-party basis. That would be the way to do it, and that is what we are engaged in.

This review was always known about. For those who are suddenly complaining that they had not noticed it, today’s written ministerial statement was down to be made yesterday. I do not recall their doing a single thing to bring it to anyone’s attention until a couple of newspapers wrote articles, after which a request for an urgent question was suddenly sent in.

I think everyone recognises that we need to review pension arrangements, especially given the demographics in the United Kingdom, but all such reviews throw up difficult cases and anomalies, not least in relation to differences in life expectancy across the regions of the United Kingdom. Will the Secretary of State ensure that the review looks at such discrepancies, and that things are properly built in to make sure that information is given out when changes are made?

Much as I said to the spokesman for the Scottish nationalists, I say to the hon. Gentleman that, yes, it is recognised that there are issues about such areas. The point is that it is within scope of the review for him or anyone in his party to raise such issues with Sir John Cridland, and it is certainly within its scope for him, or anybody else he wants, to give evidence to the review.

We must remember that before last year’s election the Prime Minister committed to not cut benefits to disabled people. The “Politics Home” website cites an interview the Prime Minister gave to “BBC Breakfast” on 31 March 2015 in which he said that his Government would protect disabled people from welfare cuts. This cut to ESA, affecting nearly 500,000 disabled recipients, makes an absolute mockery of that pre-election pledge. The cut will penalise sick and disabled people who are looking for work, will do nothing to help them into work and will push many into poverty.

Given that the Government have emphasised time and again the importance of evidence-based policies, is the hon. Gentleman struck by the fact that there is no evidence to suggest that a reduction of £30 a week would push people towards work and off unemployment?

I welcome the hon. Gentleman’s contribution. In fact, the opposite appears to be the case. Those third sector organisations and disability groups with knowledge of this area say that the cut will actually hinder people’s ability to find work.

Baroness Grey-Thompson’s speech on 27 January highlighted perfectly the issues at stake, and I urge those Conservative Members who are struggling with their consciences to read it. She said:

“if this measure goes through, a disabled parent who is working and qualifies as having limited capability for work will, under universal credit—the flagship element of government policy—have no extra support in work compared with a non-disabled parent in otherwise the same circumstances. What will this mean for a disabled parent? Single disabled parents working 16 hours or more, living in rented accommodation and making a new claim for universal credit in 2017, will receive about £70 a week, or £3,500 a year, less than they would receive now on tax credits, despite the rise in the minimum wage…For hundreds of thousands of disabled people, keeping Clause 14 in the Bill will be devastating. It means that far from there being an incentive for disabled people to get into work, find work and contribute to society in the future, those with deteriorating conditions will be less likely to stay in work.”—[Official Report, House of Lords, 27 January 2016; Vol. 768, c. 1311.]

I would like to address Lords amendments 8 and 9 and the question of employment and support allowance and the work-related activity group, which is the group of people who currently have limited capacity for work.

I support the Government’s intention to enable more people who are on ESA to go back into work, but, as the Minister said, that is not happening, with only 1% per month of that group of nearly 500,000 people returning to work. The Government’s proposal to combat that is to remove the additional amount paid, starting from the 14th week, to people assessed as being within that group, and at the same time they wish to introduce a completely new system of support designed to help people back into work. The new system of support will be set out in a White Paper, which has not yet been published. What we do know is that the system is expected eventually to be funded with approximately £100 million a year, and I will come back to that.

That White Paper is incredibly important to the matter we are discussing, because it is the replacement for what the Government are proposing to remove. I would like to set out four things that I believe the new system of support that the Government are proposing must have within it.

First, it must ensure that people’s assessments are done much more quickly than at present. Currently, people are waiting for assessments for months, and during that time they receive just the basic assessment rate, which is the equivalent of jobseeker’s allowance, regardless of whether they eventually go into the WRAG or the support group. For those whose condition means they have costs additional to what is assumed for those on JSA—for instance, as has been mentioned, energy bills—that can mean a struggle to pay those costs. That can lead to their going into debt, regardless of whether they eventually go into the support group or the WRAG, or indeed into neither. I believe that all work capability assessments should be completed well within the 13 weeks for which claimants are on the assessment rate so that they are not put at a disadvantage by the slowness of the system. I would like to see clear evidence in the White Paper that that is going to happen, because it would benefit not just people going into the WRAG but people going into the support group.

Secondly, the assessments themselves need to be more sensitive. That particularly applies to people with mental health conditions, who are about 50% of those in the WRAG. That is another reason for ensuring that people have their assessments rapidly. If they have mental health conditions and need support, the earlier they receive it, the better. As the noble Baroness Meacher said in the other place:

“Common sense tells us that someone with an anxiety disorder or depression will find rising debts and the prospect of eviction from their home impossible to cope with.”—[Official Report, House of Lords, 27 January 2016; Vol. 768, c. 1306.]

Thirdly, the new system of support will need to be based on clear evidence of what works for people, so I ask the Minister whether the proposals in the White Paper will be piloted to see whether they work, or whether they will be based on current best practice. If it is the former, there is little time, as they will need to be in place by April 2017.

Fourthly, the new system must include a full and accessible scheme for cash payments over and above the assessment rate to meet additional costs if people have them. I have already referred to the extra energy costs arising from people having to stay at home much more as a result of their illness or disability. There may also be costs for special diets and so on. I mention accessibility because I have seen schemes where support is available but very difficult to obtain—people have to jump through hoops to get it. Anyone who is assessed for the WRAG under the new system should therefore automatically be asked about additional costs resulting from their condition that are not covered by PIP. Those costs should be evaluated rapidly and, if accepted, met. When the White Paper is published, I will look for it to address those four points.

The hon. Gentleman has made thoughtful points. Does he not accept that the problem is that we are being asked tonight to vote to take financial support away from people, without the safeguards that he has outlined being known? It is like taking a jump in the dark, and the Prime Minister has told us that that is not a good thing to do.

It is like that, and I would have preferred to see an assessment such as I proposed in the amendment that I tabled on Report. I hoped that perhaps the Lords would take that up, because it is important. To some extent, it is an act of faith in the Government and in the White Paper, and that is why I am setting out these points now. As my hon. Friend the Member for South Cambridgeshire (Heidi Allen) said, we hope to see action on them.

I have already talked about accessibility, which is extremely important. When somebody is assessed for a group, they should be asked about accessibility instead of being referred to somewhere they might find difficult or somewhere they do not even know. That should be part of the assessment process and run by the Department for Work and Pensions, not other Departments

When the White Paper is published, which I hope will be as soon as possible, I will be looking for it to address all those points. If it does, the system may well work better for people on ESA who can move back into work. Let us remember that this is about people who have limited capacity for work, not people who cannot work, who must continue to be in the support group and receive the support supplement.

The risks of a scheme that does not meet those criteria are considerable, first and foremost for the people involved, who may end up in limbo, neither helped into work nor able to meet even their basic living costs. They may end up in the support group long term, which is not in their interest or the public interest.

This will cost more than £100 million per annum, which is what has been allocated—probably considerably more. But if the Government are serious about supporting people back into work, as I know they are, a good scheme that is initially more expensive will both be better for those who need support and probably cost the taxpayer less in the long run. I therefore urge the Chancellor to back such a scheme with the funding it needs, and the Minister and the Secretary of State to push for it. The status quo, as embodied in the Lords amendments, is not satisfactory, but its replacement must be an improvement for those in the WRAG—we cannot afford to go backwards.
