That is precisely right. The failure to provide the necessary resources and the fact that the deadline is the end of December show that the Government have no interest in doing that. Even with the best will in the world, which they do not have, there would still be substantial under-representation in various constituencies for the reasons that have been suggested—the forms are wrong, the language is difficult, and so on. As has been said, some people think they might get caught for the poll tax. They are still living in the past, when people fell off the register through fear.

The way to short-circuit those problems and move forward to a new mandate on a more equal basis must surely be to count the people who are eligible to vote, or to get the best estimate. That might not be perfect, but it would be a great deal better and fairer than the current system.

My hon. Friend makes a persuasive case for his amendment. Does he agree that the Government have acknowledged part of his case with their announcement last month about data-sharing pilots? They acknowledged—the Minister nods—that there is an issue of other data sources being available to authorities. Might that be a way in which the proposal in my hon. Friend’s amendment could be constructed—by using some of those other data registers to ensure a much more accurate list of adults living in an area, rather than moving rapidly to boundary changes, as proposed in the Bill?

That is right. The amendment proposes that the estimates should be put together by the Office for National Statistics. I hope it would use a range of data sources, and if the Government plan any initiatives to enrich the data, that would be welcome. If a sudden change is made to all the boundaries with a view to changing the composition, possibly for the next general election, let us get it right. In order to do what my hon. Friend suggests, which I entirely agree with, the necessary time must be allowed.

I am a member of the Welsh Affairs Committee. We had the great joy of hearing expert witnesses from the Electoral Commission and the administrators, and from the Minister. What was fed back from the practitioners was that given the resource and the time available, it would be difficult to administrate the changes, in particular for the administrators of the election. The commission has been given an extra £1.9 million to drive ahead, although there are only 3 million people living in Wales. That is an enormous cost to railroad the provisions through. The administrators of the electoral areas thought the results would be chaotic. In terms of effective democracy, which is what we are about, as well as inherent fairness, the speed and nature of the change are wrong.

I will conclude now as I know that Members want to move on. In essence, I am arguing that a more sophisticated, accurate and fairer way of counting voters to provide the best estimate of the number of people eligible to vote is the best way to sustain credibility and confidence in our democracy in future. I urge hon. Members to support the amendment when it is put to the vote.

I am going to conclude my speech now; I have taken a number of interventions, and I promised that I would not speak for too long.

We have just had a boundary review, for which many Opposition Members will have voted, that was based on electorate figures. None of these points about tackling under-representation were made when the orders were put through in the last Parliament to implement those boundary changes. Although the point is a good one, it was not applied previously.

In conclusion, the people of Croydon are significantly under-represented in this House, and I think we need urgent action to address that unfairness. We certainly need to take action to deal with under-registration, but the current boundaries are not fair, which is why it is important to take action quickly to put that right.

There have been very good results in my local authority area. It removed from the register many names that were there inaccurately, because it wanted to be honest and direct and not keep names on the roll. It would have been in a better position, given the Government’s attitude, if it had left all those names on, but its process was thorough, and through its efforts it has added many thousands of names to the register.

My own electorate was registered at 59,000 in 2005 and at 67,000 in 2010. Real efforts have been made, and I certainly applaud that. However, notwithstanding all the efforts, which do have results, there will always be people we cannot reach, and we must have regard to them.

One barrier that many local authorities think they face is using other available data sets. Last month, the Government made a welcome announcement about data-sharing pilots. Does my right hon. Friend agree that those pilots should be carried out prior to the fundamental changes in the Bill?

Absolutely. It is utterly hypocritical of Government Members to accuse the Labour Government of doing nothing, because local authorities put things into practice, and many have chosen not to. It is also completely unethical to propose a Bill of this nature knowing that millions are not registered and utterly refuse to do anything about registration prior to the Bill possibly becoming law.

The judgment that the hon. Gentleman makes in saying that Labour seats are smaller is based on numbers.

We challenge the Government to work with all of us—the hon. Member for Bermondsey and Old Southwark suggested how we might all work together—to increase levels of registration. If we did that, the Government would be in a much better position having made an honest effort to argue the case with us. In my view, even if we do the best that we can, there is still an issue that cannot be ignored.

I think that there is a desire in all parts of the Committee to ensure maximum registration. Is my right hon. Friend aware that contrary to the point made by the hon. Member for Grantham and Stamford (Nick Boles), some of the largest registered electorates are in Labour-held constituencies?

In a sense, there are two parts to that. One is sentiment. Let me illustrate that the other way round. I take the Crossland example. It is not a bad one, and concerns the American wife of a British politician. She lived here for many years, was married to a British citizen and wanted to vote in British general elections, her husband being a leading Labour politician. That was impossible for her under her citizenship of the United States. It was absolutist. The United States has given way on that and recognises that American citizens can retain their American citizenships while voting, in certain circumstances, in a British election. There is their concept of citizenship. Where is ours?

What is the basis of our great universal appeal? It is the formation of our own society and its integrity—the integrity of our view of the rule of law, the constitutional tradition, the way in which we change our laws, and so on, which are mostly unknown to those who come from foreign parts, who are here temporarily, but qualify under the terms of our existing arrangements.

The Government have opened up this great can of worms, in the sense that by putting the Bill on the Order Paper as a constitutional measure, they are inviting people who do not necessarily have any attachment to the concept of the United Kingdom or the integrity of its institutions to vote. Why? If we were to do a poll on this—my hon. Friend the Member for Grantham and Stamford (Nick Boles) seems to rely on the stars of polls—most people would be very confused by what my hon. Friend the Member for Altrincham and Sale West said as he listed the various categories which, on the various sections, may vote for this, that and the other.

The amendment is important and I will most certainly vote for it. There should be a duty to ensure that everybody is validly on the electoral register. That is not funded properly. Local authorities maintain that they cannot afford to do it. Mine are already allocating numbers, because they have a small grant, of those who should go out to get people to register. One can look at any electoral register—I see it in my own constituency—and two missing residents jumps to eight, which jumps to 10 or perhaps 14. There are all those missing residents, and not just residents, but citizens.

When constructing the boundaries that will come from the Bill, we do not know what that will mean in terms of equality of boroughs. Some 95% of immigration into the United Kingdom is into England. It is concentrated in cities and in certain areas. Illegal immigration, as we know, is very high. Statistics are adduced for that. Immigrants who come from a Commonwealth country and speak English often apply to go on to an electoral register. They need it for other reasons, to show that they are householders and so on. Under the terms of the Bill, they will vote. It may not be lawful that they should vote, but there is no mechanism by which we can identify whether they are entitled to vote. I shall support the amendment.

I shall contribute briefly in support of amendment 332 proposed by my hon. Friend the Member for North East Derbyshire (Natascha Engel). Like her, I speak as a former 16-year-old, and also as a former chair of the all-party group on youth affairs. It is important that in this debate, hon. Members in all parts of the House are listening to the organisations representing young people who, as she said so eloquently, have been campaigning for many years for the principle of votes at 16.

I was 16 in 1983, and there was a general election that year which some of us remember only too well. I stood in a mock general election in my school and I came fourth as the Labour party candidate, although 14 years later perhaps made up for it by winning in that same constituency in 1997. I cite that because in my experience 15, 16 and 17-year-olds are often extremely interested in politics. The case that has been made for votes at 16 is about recognising the rights of citizenship that include the right to vote in elections.

The referendum gives us a first opportunity to try out the notion of giving votes to 16 and 17-year-olds. As a supporter of that, I am confident that it will work and that many 16 and 17-year-olds will choose to participate, for the reasons that my hon. Friend gave. Those who are more sceptical will have the opportunity to see whether it might not be quite so successful in practice.

My hon. Friend, who was subject to many questions and interventions, made the case clearly as to why it makes sense for 16 to be the age at which the limit is set. Of course, as she said, it is to some extent an arbitrary age, as is any age. An age lower than 16 would be problematic and would raise practical issues about the registration process, as hon. Members have said, whereas we already ask 16 and 17-year-olds to put their names down when placing people on the electoral register each year. As my hon. Friend the Member for Foyle (Mark Durkan) said, it is a straightforward proposition to suggest that 16 and 17-year-olds should be entitled to vote in the referendum.

A further consideration, certainly in the context of registration in Northern Ireland, is that anyone registering must give their national insurance number. Obviously, that would be available only from the age of 16.

I thank my hon. Friend for making an important additional point in support of the proposal.

I encourage hon. Members in all parts of the House to be brave and to support the excellent case that has been made this evening by my hon. Friend the Member for North East Derbyshire. I respect the fact that there are some in the House who, in principle, are opposed to any lowering of the voting age from 18. If Members feel that strongly, the onus is on those of us who support a reduction to 16 to persuade them. I am more sceptical of those who fought an election on a manifesto to reduce the age to 16 yet are telling us today that although they support the reduction in principle, this is not the opportunity for us to do that.

We have not had the vote yet. How can I name our Liberal Democrat friends when we have not yet had the vote? I encourage Liberal Democrat Members to consider this. The case has been made, including by the hon. Member for Bristol West (Stephen Williams) over a number of years, in favour of making the change, on the basis of equality and of democratic reform. I am a strong supporter of the referendum. It is an important opportunity for us to debate how the House is elected, and I would very much like us to give 16 and 17-year-olds the opportunity to be part of that decision when it is made next May.

The hon. Lady’s first point was valid. This is indeed something that the chief electoral registration officer in Northern Ireland has been doing—working with schools and also picking up the points the hon. Lady makes about national insurance numbers. In her evidence to the Select Committee on Political and Constitutional Reform yesterday, the chair of the Electoral Commission drew attention to the work in Northern Ireland that has been particularly effective at getting younger voters on the register. That is exactly the sort of thing that we will be able to do once we introduce individual registration and make individuals responsible for registering to vote.

As my right hon. Friend the Member for Blackburn (Mr Straw) said, under-registration disproportionately hits the poorest, the youngest, the most mobile and ethnic minorities in our communities. I welcome the data-matching pilots, but surely it cannot make sense to go ahead with a radical redrawing of parliamentary boundaries before those pilots have taken place. If the Minister is sincere in wishing to conduct a cross-party review, let us have that review, look at the evidence and only then look at a radical redrawing of parliamentary boundaries.

I simply do not accept the hon. Gentleman’s point. The last boundary review that came into place for the recent general election was done using the existing electoral registers, and at least some people not on them were eligible to vote. I have already responded to that point. I am very pleased to work with colleagues on both sides of the House to ensure that more people who are eligible to vote are on the register. I set that out in my statement and I made it clear that the Government are as interested in the completeness of the register as they are in ensuring its accuracy.

I hope that the hon. Gentleman will also agree, however, that the measures that we have announced today will strengthen the role of Parliament in holding the Executive to account. They will strengthen the power of this House to throw out a Government through a motion of no confidence, and if a Government are not re-formed within 14 days there will be a general election and a Dissolution of the House. That seems to me to be a very significant shift that takes power away from the Prime Minister, which has never been done before, and gives more power to the House. It is something that I hope the hon. Gentleman will welcome.

I welcome the Government’s decision to implement Labour’s election manifesto pledge for a referendum on the alternative vote system. Many Labour Members will support a yes vote in that referendum, but we will not support the gerrymandering of parliamentary constituencies. What concrete action will the Deputy Prime Minister take to reduce the number of people—3.5 million—who are eligible to be on the electoral register but are not?

I welcome the hon. Gentleman’s support for a referendum that would allow people to have their say on the electoral system. I believe, none the less, that the boundary changes that we are proposing are perhaps more modest than he and other Labour Members fear. [Interruption.] Well, it is a cut of 7.7% in the number of Members of this House. It brings the size of this House much more into line with existing legislation on what it should be, it starts to bring the size of this Chamber into line with those in other parts of the democratic world, and—this is perhaps part of the answer that I should have given to the hon. Member for Christchurch (Mr Chope)—it does not impede the ability of this House to hold Ministers, however many or few of them there are, to account. That package, combined with the additional powers of Dissolution, provides fairness in the votes that are cast and provides more power to this House.
