I beg to move,

That this House has considered electric vehicle infrastructure cost and availability.

It is nice to see you in the Chair, Mr Bone. Today, I am raising what I think is an important point about electric vehicles and their supply, charging, cost and implications. The Government have, in my opinion and that of many of my constituents, rightly committed to securing net zero by 2050—that is the easy bit. A big part of that commitment is the move to electric vehicles by phasing out the sale of new petrol and diesel cars by 2030, and all new cars and vans will be zero emission by 2035. That was announced by the then Prime Minister in response to the Climate Change Committee in November 2020.

Transport is, of course, the largest carbon-emitting sector in the UK, making up 27% of greenhouse gas emissions, with 91% of that stemming from vehicles. It is obvious that tackling that is a key part of the route map to decarbonisation. However, there are many concerns about the cost, availability and infrastructure that must be taken into consideration as we look to meet the 2030s targets. Are we really ready to fully transition to electric vehicles? Some may question whether we want to, and they can contribute if they wish.

Last March, the Government’s electric vehicle infrastructure strategy highlighted the fact that 300,000 public electric charging points would be needed by 2030 across the UK to meet the demand, following the phase-out of petrol and diesel vehicles. However, in January—just last month—it was reported that just over 37,000 such devices have been installed. Will the Minister update the House on that, as those figures clearly suggest that the infrastructure is lagging a little behind schedule? It is not unreasonable to question whether the UK will be able to meet that target.

Since 1 January 2022, the number of devices increased by 8,500—a 31% increase. That is the good part, but that is clearly not at the rate we need to meet the 2030 target. To give the Government credit, I was very pleased that they announced a further 2,500 charge points yesterday —well done—but we are still off the pace setter. Further to those numbers, there is a huge disparity in the geographical distribution of charging devices in the UK.

I thank the hon. Gentleman for securing this debate. This is a really important topic because, as he says, we are not just behind the Government’s target, which most people in the industry say is lower than what is needed, but way behind what is going on in Europe. That is really concerning, in terms of increasing vehicle production and getting vehicles into the market for consumers who want to do the right thing.

I thank the chair of the all-party group for electric vehicles for that intervention. I hear what he says. Ultimately, it is a race to this prize—this technology—and once we fall behind, there is no point in reinventing it. I think it is quite an ambitious target. Certainly, given the pace that we are setting behind it, it is quite ambitious. If the Labour Front Benchers have a more ambitious target, I am sure we will hear it from the hon. Member for Slough (Mr Dhesi).

The distribution of charging points is quite unequal across the UK: London and Scotland have the highest provision. Does the hon. Gentleman agree that Ministers should urgently invest in charging points to ensure parity across the regions and therefore make EV ownership look more attractive and feasible to the public?

I will come on to that. The hon. Lady’s point is absolutely accurate. I will make some progress, and then she will hear what I have to say about that.

There has been significant activity from local authorities in developing regional low-carbon transport strategies, and enabling charging infrastructure in some places. Hampshire County Council, which covers the whole of my patch, has implemented an EV charger framework. About £124,000 of Government funding has been awarded to my Winchester constituency towards that, and we are very grateful for that. However, to echo the hon. Lady’s point, that is not the case for all. Some local authorities have bid for funding from the Government while others have not, so there are disparities, as she says. The Government need to keep a beady eye on that trend to ensure that it does not continue.

Most of the installations and much of the infrastructure for EVs have been market-led; many individual charging networks and other businesses have chosen where to install charging points. As a Conservative MP, I believe that that has to be right—Government cannot and should not do everything—but we cannot overlook the fact that it has added to geographical disparities, for obvious reasons. It is not dissimilar to the high-speed broadband roll-out—it follows the money—but Government have a role here.

I looked at the statistics ahead of today’s debate. London is far ahead of other areas in the UK, with an average of 131 charging points per 100,000 people, but the next country or area has an average of only 69. We clearly need further intervention to tackle that inequality and help the rest of the UK to catch up with London as we make the desired policy move to EVs. My constituency has 78 charging points, and only 13 are rapid charging points. Winchester has 76 charging points per 100,000 people, which I admit is higher than most areas and in the top 100 in the UK. It has 1,270 registered EVs and a ratio of EVs to public charging points of 16:1. That needs to improve as the number of registered EVs increases; even a 16:1 ratio means a serious wait time to charge a vehicle if that cannot be done at home, and it cannot always be done at home for reasons I will come on to.

I appreciate that the number of charging points in an area can fluctuate for many reasons—faults, maintenance, other restrictions or just the market. Owners and operators can choose to temporarily or permanently decommission or replace devices with no controls in place. Do the Government need to act on that? If we expect everyone, as we do, to switch to an electric vehicle, people cannot be left without access to charging points.

I thank the hon. Member for securing this important debate. The Government told Birmingham that we needed a clean-air charging zone in the city centre; we resisted that, but obviously that did not succeed. We now have charging zones, which makes it difficult for families and ordinary people to get in without paying. Bus services are not as good as they should be. Above all, as the hon. Gentleman rightly mentions, the price of electric vehicles makes it very difficult for ordinary families to get into the market. We need to resolve that properly, and the Government need to help.

I will come on to the pricing of electric vehicles, which was my motivation for applying for the debate in the first place. The hon. Gentleman is absolutely right that many people want to do the right thing, but the economics do not stack up right now. Is there a role for Government? Partly, and I will come on to where they have made moves in that space. I realise that I am raising lots of problems, but that is because the Minister will answer all my problems and then we will all go away happy.

As we increase the number of charging points across the UK and get ahead of our ambition, it is vital that we future-proof our energy system. Great thought must be put into the pressure that the move will have on the grid so that we protect consumers as new challenges and vulnerabilities present themselves. Obviously, the transition to EVs will massively increase the demand for energy. We have some of the greatest wind, wave and tidal resources in the world. Should we promote the use of domestic energy production, rather than relying on imports, so that we can ensure our domestic renewable energy is used to guarantee the security of our EV ambitions? I appreciate that the Government have promised vast sums of funding for the transition and implemented schemes, but perhaps that issue could be revisited.

In June 2022, the Government pulled the plug on the car grant scheme, which provided over £1.4 billion and supported nearly 500,000 sales of electric vehicles. Although I appreciate that it was said at the time that that measure was always a temporary one, it increased the sale of EVs from less than a thousand in 2011 to almost 100,000 in the first five months of 2022, which meant that uptake exceeded projections. Surely that is a policy success and if something is working like that, I ask the Minister today whether people will be offered further support.

I congratulate my hon. Friend on securing this debate. On that particular point, does he agree that in very rural areas, such as Suffolk and—I would imagine—parts of Hampshire as well, the practicalities of having public charging points are difficult and the reality is that if we are going to incentivise this switch, it has to come through helping people to charge their vehicles at home?

Yes. In my constituency, as I am sure is the case in my hon. Friend’s constituency, charging at home is obviously the ideal, but there are lots of challenges to people being able to do that, because the three-point plug is not always the answer; a three-point plug can lead to a 30-hour charge. Of course, if someone does not have a nice secure driveway where they can park their Tesla and plug it in to charge overnight from the solar panels on their roof, it is difficult. That is all very tidy and ideal, but it is not the reality.

May I tell my hon. Friend the Minister that that is a kind of a theme of the debate? The ambition is great, but I worry about the practicalities of the roadmap to get there, and my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter) has expounded that very well.

From our end of the country, we see things through the other end of the telescope. We have an enormous surplus of renewable energy generated in Orkney but no way to feed it into the grid because of grid constraints. Using the availability of that energy to charge cars and other electrical devices is a real opportunity for us. We have the ReFLEX project, which was born of that very opportunity. However, does this situation not tell us that we need to have a fundamentally different way of thinking about the grid and how we use energy, and a greater degree of decentralisation than we have ever had?

Without question, and the right hon. Gentleman makes his point well. That is another reason for my wanting to have this debate. I am pleased to see so many colleagues here today, because I think the ambition was set out and some things were done, such as the grants that I talked about and the way in which they increased the number of sales, but I am not sure that enough thought has been given to the wider picture of how we make these electric vehicles available, how we charge them and how we find the energy sources to do that. In a massive constituency such as his, I can see why the scheme he talked about works and I would like to hear more about it, if he would tell me more; I am sure that he has already told the Minister about it.

The subject of production has been raised and I will say more about it. The Government have stated that they have plans to set out a legally binding annual target that manufacturers must meet in the form of a zero emissions vehicle mandate, or ZEV mandate; in saying that, I recognise that this debate has become even more nerdy than I had imagined.

The Department for Transport states that auto manufacturers will be required to produce a certain number of zero-emission cars and vans from 2024, and it launched a ZEV mandate consultation in 2022. Next year, which is 2024, that would equate to a 22% uptake for cars and an 8% uptake for vans; in 2030, it would equate to an 80% uptake for cars and a 52% uptake for vans; and both cars and vans would reach a 100% uptake in 2035. The mandate also details the arrangements for a tradeable element, which will allow manufacturers to buy credits to make up for any shortfalls in the required production of electrical vehicles.

However, we have not heard about any real progress since then. The consultation website states that the Government are still analysing the responses. As stated, the ZEV mandate is meant to be implemented by 2024, so we need further details of what will be required from manufacturers and what exactly the targets will be, because—dare I say it?—2024 is fast approaching. Can we have an update on that from the Minister?

I just wanted to clarify the accounting on carbon dioxide, because the aim is CO2 reduction. If a lot of people destroy diesel and petrol cars before the end of their useful life, and acquire new electric vehicles, that is a huge amount of CO2 for the two processes. Is that accounted for? If those people then drive those electric vehicles on days when 70% of our electricity comes from fossil fuels, how does that help?

That, may I tell my friend, is a question that the Minister will be delighted to answer. Net zero is exactly what it says: net zero. The production of electric vehicles is part of the net zero calculation, but the Minister understands that better than I do. I wonder whether the Minister would update us on the ZEV mandate.

I congratulate the hon. Member on securing this important debate. I want to reference the ZEV mandate, particularly in relation to van production. The hon. Member mentioned manufacturers; I am alive to the fact that van production in Luton is currently diesel, but we want to see a transition to electric vans. That is the target, but we need to see Government support for the electric van manufacturers to ensure that we can make that transition. Does the hon. Member agree?

I agree with that point. I would expect the hon. Member for Luton South (Rachel Hopkins) to raise van production for obvious reasons. The mandate is a fine idea, but we need the response to the consultation on the mandate. I suspect the companies that the hon. Lady talks to in her constituency want to know the rules of the game before they can work with those rules. I am sure she is looking forward to that point being raised.

The transition to electric vehicles brings into question fuel and excise duty. It is well known that the Treasury is set to lose a lot of money and a new source of revenue will be required. Fuel duty revenues pre-pandemic were about £28 billion per year, and vehicle excise revenues were approximately £6 billion. I cannot believe this has not been discussed in the hallowed halls of the Treasury, but does that mean that road pricing is a serious possibility? There has been no mention of that as a solution from the Government. Does the Minister concur?

It is interesting to hear the hon. Member talk about road pricing. Does he actually support something like “pay as you drive”, in order to charge people for the miles that they drive rather than anything else?

No, and before the Liberal Democrats try to produce another attack leaflet to say that is what I was saying, the hon. Lady can strike that from the record. That is certainly not what I was saying, but I am asking the Minister whether the Government are considering it. Surely the Treasury are considering that loss of revenue. From his previous role as Chair of the Transport Committee, the Minister will know that that was laid down as a challenge to the Government. I know that the Committee is still waiting for a response to that. I am rather cheekily asking the Minister whether he has yet to respond to himself. Could he do so today?

I will raise some more concerns about the availability of electric vehicles. Certainly in my constituency, consumers are embracing the change to electric vehicles as people are understandably more and more concerned about the environment. However, we have already heard about the supply available to buyers. The current average waiting time for an EV is seven months, according to the Library. Companies such as Volkswagen have at least a 10-month wait from the time the car is bought to its delivery. I would suggest that that is a barrier to purchase. It is concerning, because forcing people to make the change to EVs will once again increase the waiting times as demand increases. People cannot be expected to bear a cost that is due to factors out of their control.

There is a current fall in demand for EVs because of the dip in the economy and the spike in inflation. I asked a previous Minister in the Department about this. What conversations are the Government having with industry to try to help them meet demand? I realise that the pandemic has hugely got in the way of that, but what conversations are the Government having with industry to try to stimulate demand?

Tesla has recently smashed the cost of EVs by a reported £7,000. There has been an expansion of EVs, but only 24 models are priced under £32,000 due to the cost of the battery technology. Even the UK boss at Kia, Paul Philpott, has said that car makers are finding it “economically difficult” to bring affordable smaller vehicles to market due to the high cost of batteries, despite the ban on the sale of all new petrol and diesel cars looming in 2035.

I will gently remind the Minister about the up-front cost and a serious lack of a second-hand market for electric vehicles. That is a whole other subject, with only 3% of used car transactions involving EVs in 2021. I hope that that market will start to emerge as we make the transition, so that many lower-income families will not be priced out of even having a conversation about switching to an EV. It is hugely unfair that they want to do the right thing, but they know they cannot.

In closing, I support the move to electric vehicles, and I know that my constituents do. I see more and more EVs on the streets of my constituency. The phasing-out of all new petrol and diesel cars by 2035 has my support, but it is clear that the infrastructure is far from fully developed, with many complaining about teething problems. It is obvious that to meet the target, and seriously increase the rate at which the infrastructure is being implemented, especially the distribution of charging points, we need to see a step change to meet the current ambition.

I thank my hon. Friend for calling this timely and important debate. I am sure the Minister is aware that last week Welsh Labour, propped up by their Plaid chums in Cardiff, cancelled all major building projects, including plans for a third bridge across the Menai Strait. Does my hon. Friend agree that their priority should be increasing the number of electric vehicles, and that means better scrappage schemes, grants and rolling out more EV charging points? That is the responsibility of Labour in Cardiff as a matter of urgency.

I hope other Governments around the UK will be listening to today’s debate. My hon. Friend mentions the issue of scrappage. There are many different subjects I could have covered in today’s debate, but I did not want to go on for another 20 minutes and test the Chair’s patience. This is long enough, surely. She is right that scrappage schemes in Wales would be good to see. I look forward to her updating the House.

There does need to be consideration of the loss of revenue in Treasury. What conversations have been had about the change in vehicle excise duty? I am concerned that the Government have said that they plan to set out a legally binding annual target that manufacturers must meet up to 2035. We have no idea of what that will take. The cost to consumers needs further consideration, at a time when we face cost of living challenges. Supply and cost are major barriers right now to people who want to do the right thing. We can all support the phasing-out of combustion cars. I suggest that the current target of 2035 may be beyond us. I look forward to the Minister’s response to disabuse me of that thesis.

I am very glad that the Minister managed to keep hold of his folder and that it was not mislaid. [Laughter.] I had to say that. He has, characteristically, covered a wide range of issues that are not part of his brief, and I thank him for doing so. We have talked about charging, power, cost, availability and investment, and we have asked whether we are ready and on track. I am encouraged by the Minister’s response. This is not his brief; it is another Minister’s brief. It is great that the Government have a plan. I know from being a Minister that it is great to have a plan with staging posts to make sure it is adhered to. I encourage Ministers to stay on it—

I do. I completely agree with the hon. Lady; she makes a good point. The environmental improvements that we are seeing in aircraft, such as the use of sustainable fuels and vertical take-off aircraft, all need to be taken into account in the modernisation. I am told by various organisations that they have not been, or that after the airport gets the latest instructions from the Civil Aviation Authority, something else is improved and, by the time they go back with the proposals, the goalposts have shifted again. It is vital that the latest technology and improvements are part of the modernisation and that we do not find that when it comes into place it is already out of date.

It is good that the hon. Lady has secured this debate. I represent Winchester; Southampton international airport is next door to me but not in my constituency. No matter how the flightpaths into that airport are changed, it will either please one group or community and displease another, or displease the first and please the second. It is only really moving the pieces around. The hon. Lady’s point about using modern technology for quieter, cleaner and more efficient aircraft has to be part of the airspace modernisation programme; otherwise we will go through a whole world of pain for little change in some regional airports, such as the one next door to my constituency.

I thank the hon. Member for his point, which is absolutely correct. There is a danger that we just shuffle everything around and a different community bears the brunt, whereas there are improvements being made that could improve the situation for everybody.

At this point, let me I thank and pay tribute to those in my constituency and around all our airports: without them, we would not be able to pursue this issue. Because they have been vocal about the impact, we are able to highlight just how important it is to get this right. It is our duty to look after the wellbeing of the people we represent. When I receive as many messages as I do talking about the decline in the mental and physical health of people living under the flightpaths, I believe it is our responsibility to do everything we can to ensure that this exercise is successful.

I have, then, several asks of the Government. Will they assure us that everything possible is being done to take into account the technological changes and overcome the problems and delays caused by the pandemic, when many airspace modernisation programmes—as part of this exercise—had to be paused?

I know that it will cost money, which is my second ask. The Airspace Change Organising Group has the financial backing to support our airports, many of which were devastated by the pandemic. They will not get back to 2019 levels and do not have the financial resources any more; they need more support.

Finally, but perhaps most importantly, I ask that we do everything possible to improve communications and ensure that local communities are aware of how the plans are progressing and what the potential benefits are for them. CAP1616 places a greater emphasis on consultation with stakeholders than there was previously, but I know from my own constituents and local airport that that is not enough. I am told by the airport that the communications are not what they should be, and that that is slowing down their progress in getting in successful modernisation proposals and getting them through.

At a time of so much uncertainty, in politics and in our economy, we can surely never have had a stronger reminder that confidence and trust come from communication and listening. We need the clarity, communication and reassurance for our airports, our aviation industry and—most importantly—our communities that this exercise is progressing swiftly and being effectively organised.

I agree that it is important to learn from a young age how to cycle safely. That will ensure that as children grow older, they are more willing to engage in active travel rather than being in cars. I can assure the hon. Lady that the Government will offer cycle training to every primary school child in England, building on the record of 500,000 training places offered in 2022-23.

Earlier this month, 250 cyclists, including me, took part in the Cycle Winchester mass ride around the city. I also joined the school cycle bus from Twyford into Winchester during the conference recess, which was potentially a better use of my time. We are excited by the mini-Holland schemes in Hampshire that are already being invested in. In a few weeks, I will take a walk around the city to see the work that we have done investing in those plans. Can the Minister tell me whether the Government are committed to the active travel fund and when the fourth tranche of applications to it will open?

I am delighted to hear about my hon. Friend’s active travel. I remember that his constituency has a very impressive company that converts bicycles to electric bicycles. Announcements in relation to the fourth fund will be considered and made in due course.

Let me clarify one point if I may. There has been reference to RMT donations to individual Members and the declaration of interests. I thought the declaration of interests was annual, but I make it absolutely clear that the RMT contributed to my constituency party during the general election, which I declared properly and of which I am proud. RMT members were the first to move at the TUC that the Labour party should be established; that union is part of our movement. I am proud to be supported by it and I am proud to be part of the RMT parliamentary group. That gives me a relationship with workers in the railway estate in my constituency, which enables me to speak with some authority—I try, anyway—on rail matters. Let me put that to rest: I am proud of the support that it gives to my constituency party.

We need to return the debate to what the dispute is about. I refer to the hon. Member for Bexhill and Battle (Huw Merriman). The union has three demands in the negotiations so I will make three points. The first demand is for no compulsory redundancies—compulsory is the key word. There has never been a time when the RMT has not negotiated job losses, but there has always been a principle that they should not be compulsory. I remember that Bob Crow never lost a dispute, and neither has Mick Lynch, because they are sensible about the nature of the disputes that they get into.

That was interesting, but my constituents are not really interested in the greatest hits of the left bank on the Opposition Back Bench. They are not interested in the enemy within or talk of the 1970s and 1980s. They do not care much.

These strikes are a totally unnecessary indulgence on the part of the RMT; its actions will have very limited impact on its members, but will have a huge impact on my constituents. They will miss work, hospital appointments and precious time with their family and grandchildren, and it will add very unwelcome stress, as many hon. Members have said, to young people at exam time. Let us not kid ourselves: the strikes will affect all of us next week. Rail services will not be back to normal, my rail company told me, until the week commencing 27 June—Monday week. It is worse than that: the RMT has a six-month mandate from this ballot. Will my constituents travel next week? Some will. Those who have to be in London who are just one hour from Winchester into Waterloo will probably drive, adding to the congestion, and with the eye-watering petrol costs at the moment. I agree with the several calls we have heard about suspending the congestion charge during this unnecessary strike.

That is not to say that there are no services from my constituency into London next week—there are. South Western Railway, which serves my constituency, will have just over 2,000 colleagues—guards, depot workers, drivers and so on—who will be swept up in the strike next week. The company briefed us this morning. I too have a good relationship with my local rail workers and my local rail company; the difference is that they do not pay me to have that relationship. The company has worked extremely hard to run a service next week. It is trying to match the key worker flows with the capacity. It has trained up managers with supply at the front to give my constituents a basic service between Southampton and Waterloo, albeit that the first train will not be until 7.30 am and the last train leaves at 5 pm, and my constituents in Micheldever and Shawford will be cut out entirely. I am also concerned about the concessions at railway stations, which, as many have said, have had a horrible time over the past few years.

So where to now? If the RMT wants to talk, then call off the strike. Let us take the heat out, because strikes will only up the heat. It is a dereliction of duty for the RMT to say that it does not talk to Tory Governments. It is a disgrace if that is what is being said. We have, “Do not travel next week”, messages going out to my constituents. Let us stop the strikes now, not on Sunday at the last minute, which will not avert travel disruption next week. This motion is very easy to support, because it supports my constituents.

The right hon. Lady is clearly right to say that it was complex, confusing and difficult, as I mentioned in my statement. That was by necessity in many cases: we had to act over a weekend, and we had to change the law in a matter of four hours with the mink variant, I recall. That has necessitated a lot of discussions. I want to let her know that I have been in constant contact with, for example, Heathrow and the airlines. The aviation Minister, my hon. Friend the Member for Witney (Robert Courts), is doing that day in, day out, and we commit to redouble our efforts with them. Today is a watershed moment. Those are not my words, but those of Airlines UK, which has said that this is a real opportunity for the industry to get back on its feet and back into the air.

When it comes to international travel, Her Majesty’s Government can obviously control only so much. I warmly welcome the excellent Secretary of State’s announcement today, which puts inbound international travel in the best place it has been for two years. I am especially grateful—as he knows, I raised this issue in the House last week with the Prime Minister—as are many of my constituents with half term and Easter plans, that 12 to 15-year-olds will be able to prove their vaccination status via the digital NHS pass from 3 February, as the Secretary of State said in his statement. Can I ask him how practically that will happen, given that under-16s are currently barred from accessing the NHS app at all? What about young people who have had one jab and a recent infection? How will they be able to prove that status? Some practical examples, please.

On the NHS pass, my hon. Friend is right that 12 to 15-year-olds have not been able to access it up to now. They will be able to access that in time for half term. So they will be able to show their status or, indeed print it out in advance. Up to now, they have had to call 119 and order it. That system will change, which I know he will be pleased about.

The situation of people who have had a jab and then caught coronavirus and are then potentially in a position of natural immunity will continue in the short term to be looked at on a case-by-case basis, but we recognise that is an issue. I have spoken to the chief medical officer and the chief exec of the UK Health Security Agency as recently as today on that issue, and the ideal will be in a February review to move more towards a system of being able to accept natural immunisation. There is more work to be done on a technical level before that can happen.

I, more than many, welcome the new Minister to his place and wish him every success. Before I say anything else, I just want to say that my thoughts are with all those affected by the bus crash in my constituency this morning. I praise those who responded so well from the emergency services and the students. There are very serious questions to be asked about what happened and why it happened, and I am already asking them.

In three minutes, I will make three points, if I may. Like many Members here today, I represent a lot of British Airways employees who are nothing short of furious, upset and disappointed at how a crisis of no one’s making became an industrial relations catastrophe. I have been contacted by constituents who are facing a loss of income of sometimes up to 70%. It is not fair to raise the issue without recognising that aviation has been decimated by the pandemic, and that is not of BA’s making, but I add my voice to colleagues who have rightly said that it is no way to treat a workforce who have made it one of the most successful airlines in history and the flag carrier for the UK.

Secondly, I wholeheartedly welcome the Government’s recent commitment to establishing a Jet Zero Council with the goal of making net zero carbon emissions a reality for flights in the future. We wrote to the Secretary of State in February this year with a decarbonisation roadmap from the organisation Sustainable Aviation—a detailed plan to achieve zero carbon by 2050 by investing in cleaner aircraft, engine technology, smarter flight operations, sustainable aviation fuels and high-quality carbon offsets. Post covid, all those actions remain essential if we are to achieve that ambition.

There are a number of things the Treasury could do to help, but I would suggest that should be led by some £500 million of Government funding, matched by industry, to support the delivery of sustainable aviation fuel plants in the UK. That is partnership, jobs and building back greener.

Talking about going greener, does my hon. Friend and constituency neighbour know that Southampton airport, which is by our constituencies, needs to extend its runway to enable greener travel and stop constituents travelling to Gatwick and Heathrow. Will he encourage Eastleigh Borough Council to get on and decide? If not, it is time for the Government to issue a special development order to extend that runway.

Yes. Many of my constituents rely on Southampton airport for their family income, and we have been decimated by the demise of Flybe, as my constituency neighbour knows. I know that he is working so hard to get his local council to see some reality and not just be blinded by its ideology. That development is connected with my point about jet zero for exactly the reason that he said. The runway extension at Southampton international airport was already needed, but it is now actually needed to allow the airport to survive full stop.

As a neighbouring MP, I represent the southern parishes in Winchester district, and we want to see a noise-preferred route, for which Southampton airport is responsible in its own airspace up to 5,000 metres. That was left out the last time the airport was expanded and had planning permission. I need Southampton airport to understand that I will support it, but it needs to support my constituents too.

British Airways has many questions to answer. I know that BA slots at Heathrow are not in the Government’s gift, but I look forward to hearing the Minister’s response to the debate. Jet zero is something that this Government can be proud of, and I look forward to seeing it develop in the months and years ahead. Air travel and meeting our climate objectives and climate commitments are not incompatible, and we should not fall into the silly trap of seeing them as either/or. Finally, I will work with Southampton airport, but it needs to work with me.

I completely agree. I absolutely recognise that the situation is different in Northern Ireland, and the Department and I will work with regional colleagues to understand the specific issues relating to Northern Ireland and make sure that we are able to develop policies that work both for the Northern Irish people and for the economy.

This is awful news for Hampshire, and for the great number of our constituents who are going to face a very uncertain future. There is obviously not a queue of airlines waiting to pick up the regional Flybe routes, and let us be clear that that was the case before the covid-19 virus plunged the industry into even further doubt, but the basic truth is that if Flybe had never existed someone would have had to invent it. This model works brilliantly in the United States, where regional airlines, often backed by the larger carriers, are successful businesses, but Flybe clearly could not make it work this side of the pond. Why does the Minister think that is the case, and, realistically, what are this Government prepared to do? What can they do to change that, given the importance the Minister rightly placed today on regional connectivity and our manifesto commitments in this area?

I understand my hon. Friend’s concern regarding the airport in his locality, but, as I have outlined, we have been clear about having a review of regional air connectivity and making sure that we truly understand the solutions. Once we have done that, we can work out ways to move forward. But today is very much about short-term solutions and the reaction to the collapse of Flybe. There are many issues, and I am more than happy to discuss them with my hon. Friend and other colleagues after the statement.

I hear what the hon. Lady says. I am sure she knows that across Europe as a whole the airline sector is a highly volatile market. I do not accept her comparison at all. We continue to work hard and I have made comments already about public service obligation flights.

The Flybe crisis—and it is a crisis—could soon become a major disruption for many of my constituents, with half term looming. There is clearly a short-term issue here that I know Ministers are grappling with; I wish them well and they have my support. There is an uneven playing field around APD and regulations on regional airlines and airports, and that has without doubt contributed to Flybe’s current predicament. Longer term, is there any appetite within Government to address that and the crippling impact it is having on the regional connectivity that the Minister and the Prime Minister have rightly referred to?

I completely get the point that my hon. Friend is making, as well as those made by the hon. Member for Bristol East (Kerry McCarthy) and a host of other points I have picked up on since I became the Minister of State with responsibility for rail. I can honestly say that we are looking at this as hard as we can. Obviously, it would be much more helpful if people were able to book in advance, and they are able to. I know from my commute home on London Northwestern that a huge amount of investment has gone into some software at Euston and 35 people work there to ensure that disabled people or people who need help to get on and off trains can book that help in advance and get on and off in the right place. The work is being done and it is extremely important to me and to all the franchise holders.

We are continuing discussions with FirstGroup about train service operations for the future great western franchise, which will start in April 2020. The hon. Member for Bristol East has left the Chamber, but she would be interested to know that the discussions include options for the heart of Wessex line, which was a route that respondents to the public consultation suggested would benefit from improvements in the frequency of train services.

As I said in my opening remarks, SWR agrees that its general performance is not yet up to the standard that it would like, that its customers expect and that we all would expect. SWR’s joint performance improvement centre at Waterloo, which was established together with Network Rail last year, is focusing on performance improvement initiatives that should have a real impact on services. I look forward to taking my right hon. and hon. Friends to see it. SWR is working to reduce the number of incidents on the network to be more responsive to them when they occur. So, a whole host of things are going on to try to improve the situation for my right hon. Friend’s constituents and all who travel on the SWR network.

I thank my constituency neighbour, my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes), for securing this important debate. One bit of homework that I would give to the Minister and the new ministerial team is on the issue of smart ticketing, and specifically on part-time season tickets. We had a commitment in the 2017 Conservative manifesto and, two years into the Parliament, the work is still outstanding. SWR’s carnet product is not a part-time season ticket, and my constituents see through attempts to present it as such. Work patterns are different these days and people feel that they are paying a lot of money for a five-day season ticket that they do not need. I do not ask the Minister to respond in detail at this point, but if he would write to update me on where we are with respect to that manifesto commitment on part-time season tickets, I and the good people of Winchester would be intensely grateful.

I have mentioned that the service on this part of our railways is currently absolutely not good enough, but I have spoken about the many ways in which we are trying to make improvements and to eradicate the reasons for the poor standard of performance—but there is much more to do.

I have three points to make and, not surprisingly as a former Public Health Minister, I will begin with health. I very much enjoyed working with the Minister’s predecessor on creating some of the Government’s plans. Part two of the child obesity strategy, which I was responsible for bringing into place, was important for the obesity crisis that we face in this country. It was not all about the sugar tax, although I place on record how important that is. It must continue, despite protestations to the contrary. The obesity strategy was about moving more and giving children options for cycling. As the Minister’s predecessor said, it is about producing plans that mean a 12-year-old can cycle on the road with some sort of confidence.

My second point is on money and infrastructure. I was a vice chair of the all-party parliamentary cycling group when I first came to the House. We recommended in our “Get Britain Cycling” report, published in April 2013, that we should create a cycling budget of £10 per person. I pay tribute to the Government because, as has been said, investment in cycling and walking in England has trebled since 2010 from around £2 per person annually to around £7.50 per person. That is a success story. Another key recommendation of that report, which has been mentioned so many times since, is that local authorities should deliver cycle-friendly improvements to their existing roads. We will hear a lot this morning about new developments and how they must be connected up with cycle roads. They must, but just as most of our housing is existing housing, most of our roads are existing roads, and I want them to be transformed.

In Winchester we have a new local community action group called Cycle Winchester, which is campaigning to make the city better by bike. It is an excellent organisation that has arranged many mass cycle rides in the centre of Winchester, and it is working with the local council. We have something called the City of Winchester movement strategy, an important element of which will be a local cycling and walking infrastructure plan. Cycle Winchester is a very good, dedicated charity run by people who want cycling to be better in the area that I represent, but what support can the Government give to it? My hon. Friend the Member for Witney (Robert Courts) talked about the comprehensive spending review; surely, that is where we have to look.

We have talked about the carbon emissions net zero ambition in this Parliament, which is important, but local authorities will have to deliver so much of that. They only intend to produce an infrastructure plan; the Government want them to produce it, but they do not require them to. My council has declared a climate emergency, but what does that mean for cycling paths and dedicated cycle routes? We have to keep cyclists and cars separate. That means dedicated cycle lanes and investment, and making sure that local authorities carry through with their intentions to make that happen.
