The hon. Gentleman is nodding. Before I am intervened on by an MP from Tower Hamlets, I completely accept the political consensus that we should address social deprivation through funding for education. I completely accept that schools in Kingston are always going to get less than schools in Tower Hamlets, where there is a higher index of social deprivation. However, if we take into account the pupil premium figures and the differential in the same city of £2,400 per pupil, that is simply not fair. In my stage 2 response to the fairer funding consultation, I asked that the per pupil funding element should not be reduced to a weighting below the current 76%, unless significant additional funding is identified for the additional factors.
I want to touch on the other pressures beyond the fairer funding formula. I have spoken to many of my headteachers in Kingston, and frankly their concern is not with the fairer funding formula primarily, but with the other pressures on their budgets. Some of those have been mentioned. They include increased employers’ national insurance contributions, increased pension contributions, increased national living wage, the apprenticeship levy, the equalisation of sixth-form and further education funding, the reduction in the education services grant and a general increase in costs.
Another factor that I imagine affects other hon. Members as well, and certainly has a profound effect in Kingston, is the huge overspend in high-needs funding. It has resulted, as in other boroughs, in Kingston having to top-slice the dedicated schools grant to the level of the minimum funding guarantee. It is a demand that Kingston’s schools and Kingston Council are not really in a position to regulate, because a lot of the high-cost, private school, out-of-borough placements—sometimes of more than £200,000 per pupil—are made by the first-tier tribunal for special educational needs. Kingston Council is trying hard to address the issue by supporting applications for two new free schools—two special schools, one in Kingston and one in the constituency of my hon. Friend the Member for Twickenham (Dr Mathias)—so that we can better deal with high-needs children in borough, but this matter needs to be addressed. We need more funding for high-needs provision in particular.
I absolutely agree with everything my hon. Friend says about the pressures regarding special educational needs. These are unpredictable, six-figure sums—he is absolutely right about that. Does he agree that there is a case for there being a separate pot, perhaps of central funding, because those costs are unpredictable year on year and are increasing?
In addition to the funding formula, those additional costs need to be addressed. I will close by rebutting the ridiculous suggestion that has been made, although not in this Chamber today, that we should cut funding for new schools and use it for existing ones. In London we know that there is an acute pressure for school places, and that the cost of buying the sites for them is very significant. Some 750,000 new places are needed by 2025. Yes, we need more funding for schools now, but we will create a terrible situation for pupils if we take away the funding that has been put aside for the schools we need to build and that I very much welcomed in the Budget.
It is a pleasure to serve under your chairmanship, Mr Hanson. I will try to be brief, as I agree with most of my colleagues’ points. I, too, have had meetings with hundreds of parents and with smaller groups of parents, and I have met many headteachers.
I have received many letters from children and I will highlight one of those, because thankfully the children are celebrating, rather than being fearful of the changes to their schools’ budgets. Serine Zahr of Hampton Hill Junior School told me that her school is precious because of its values. She noted that in Hampton Hill Junior School, they are “collaborative like a bee” and “reflective like a swan”. As I am sure the Minister knows, most of the schools in my area are good or outstanding, as evidenced by Serine.
There is concern among teachers and parents. In particular, parents who help in schools—the schools appreciate them giving up their time—are rightly concerned that although they are giving their time in the classroom, they are now being asked to contribute money because of the fear of losing teachers and, even in one school, for repairs to the toilet blocks. That shows that although there is less argument about the funding formula—headteachers agree that the formula needs to change—the issue is the overall real-terms cost per pupil. I note the pertinent comparison made by my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) with the amount we are spending on debt interest. I agree with other colleagues that education must be a priority.
I agree with some of my colleagues’ points about small wins. I know that the apprenticeship levy is less than 1% of the budget, but does it have to apply to schools? Although I appreciate the point made by my hon. Friend the Member for Kingston and Surbiton (James Berry) about no party asking for a levelling up, we need some levelling up per pupil.
In the longer term, there could be a review of governors. I have been a primary school governor. Now that we need good financial health in our schools, there is an argument over the longer-term duty and training of governors in that respect.
Will the Minister please look at special educational needs funding? The trajectory that it is on cannot be predicted. It is great that children get extra help for milder forms of, for example, dyslexia and dyspraxia, but as my hon. Friend the Member for Kingston and Surbiton said, we need to spend £200,000 a year on some children to ensure that children have, as we say, educational excellence everywhere.
I thank the Minister for being here and I really appreciate his interrupting hon. Members. He did not interrupt me, probably because we have a very small increase in our area. The issue is not the formula in particular, but the overall grant and the per-pupil protection.

Commons ChamberAs always, we hear pearls of wisdom from my hon. Friend, who knows that involving parents in decision making, and in determining ultimately what children really need to understand, at whatever age, is exactly the right way to proceed.
I know the Minister well, so I am sure that she will remind us that some of the best schools already teach children about mutual respect and self-respect, and about what makes a truly loving relationship. They go beyond what is currently compulsory—the mechanics of sex and the biology of reproduction—and tackle relationships and the context of a sexualised online world, because we need to help young people to make better and informed choices in those early years. However, it is surely clear to both me and her that many schools do not take that approach. Why should we sit by and allow children in those schools to lose out?
As I said, research published today by Plan International UK shows that eight in 10 adults think that teaching sex and relationship education should be compulsory in all schools, regardless of their status. We need children to be able to make informed choices. We need them to understand that sexting is illegal, and that it could affect their mental health, leave them open to extortion and perhaps limit their future career choices. We need them to understand that pornography does not reflect reality, and that bullying behaviour online is just as unacceptable as bullying behaviour offline. To be honest, it might be more accurate to call it relationship and sex education, because what children need more than ever is to understand what a healthy relationship really looks like. What they see and experience online is, for the most part, not that.
My right hon. Friend makes excellent points about sexting and unwanted touching, but does she agree that nowadays, given the insidious nature of early emotional abuse, it is vital that every child in school can understand the signs that it is happening?
My hon. Friend, who has a great deal of expertise in this area, is absolutely right. It is important that we give children the right information at the right time—that is what I am calling for.
Many of the reputable operators in the internet and mobile communications world understand the real downsides of their products, especially for children, and they are increasingly trying to fit parental controls to sort this out. However, at the moment those controls are only as good as we parents are, and about 40% of parents use them. Parents are conscious of the problems, but children use the internet for an average of more than 20 hours a week. Parents cannot look over their children’s shoulders at every moment and many simply feel out of their depth.
There are reasons for optimism. In a recent debate on the Children and Social Work Bill, Ministers clearly indicated that thinking was under way. The Government have already acted to show that they can work with the online industry. We should all applaud the work that David Cameron did to outlaw child abuse images online. He showed that the internet industry can act when it wants to. We can also welcome the work that the Government are doing to put in place effective age restrictions for online pornography websites.

Commons ChamberThis is about making sure we have the right data and evidence to develop strong policy. That is a sensible approach, but it is important we respond to the concerns of schools that see additional numbers of pupils related to migration. We need to have a better sense of the stresses and strains, so that we can target resourcing effectively.
True childcare costs in Twickenham are double the current Government funding formula. Will the Minister meet me to share how we can avert a crisis and ensure that every three and four-year-old in Twickenham will be able to get 30 hours of free childcare?
We recognise that the costs of providing childcare vary enormously across different areas of the country. That is why we have just completed an early years national funding formula consultation, which proposes an area cost adjustment to reflect cost differentials in both staff and premises. Some 88% of areas will see an increase and the hourly rate for Richmond Borough will rise significantly to £5.69 an hour. I will of course meet my hon. Friend to discuss this.

Commons ChamberThe right hon. Gentleman and I discussed this when I gave evidence to the Education Committee. We have been very clear that there is a role for parent governors. We expect trust boards to have parent governors, but we also think that that is not the only way for parents to be involved and that much better, more meaningful engagement can be achieved.
Following on from that, I thank my right hon. Friend for listening to the arguments for not compelling academisation, but because parent governors are so vital to the excellence of schools—I have worked with some brilliant parent governors—how will my right hon. Friend ensure that parental input continues? That is part of excellence.
We are making it an expectation that parents will be heavily involved, not just through being governors, but through, for example, parent councils, as my hon. Friend the Member for Pudsey (Stuart Andrew) set out recently, and the parent portal. My hon. Friend the Member for Twickenham (Dr Mathias) is right to say that parent governors make a huge contribution to schools. I happen to know that because I am married to one of them.

Commons ChamberThe hon. Gentleman makes an important point. The speaking of English is hugely important for integration. For anyone who comes to this country in need, we can support them if they want to become full members of our society, so English is very important. I am very happy to take this matter away and to talk to my right hon. Friend the Secretary of State for International Development. There are strict rules about what overseas development aid money can be spent on, but I am happy to take that away and to write to the hon. Gentleman.
T8. Constituencies such as mine have an increasing need for school places and for new schools, but a lack of suitable sites for new schools. Will the Minister visit Twickenham with me to see what more the Government can do to help local authorities find suitable sites for schools in places such as mine?
As the Secretary of State said at last week’s London education conference, we recognise just how challenging affordable sites and buildings are in our capital. We will work with local authorities to support our dedicated property team in the Education Funding Agency by identifying any potential sites. When it comes to school buildings and repairs, the Government are creating places and fixing the school roof while the sun is shining. I will of course be happy to meet my hon. Friend.

Commons ChamberI agree wholeheartedly. Not only do the people who engage in these activities when inspired to do that voluntarily do so with greater appetite than if they were compulsory, but when it is not mandated in a prescriptive manner in the national curriculum, there is far more opportunity for teachers and community groups to blossom and come up with interesting and innovative ideas, rather than following tired templates.
Does my hon. Friend agree that we do not want people to be inspired voluntarily to do CPR when they do not have the skills at the time that they want to have them?
I quite agree. My hon. Friend makes another valuable point. Quality is at the heart of the argument, too. That is the final argument I want to come on to. In all walks of life, doing something voluntarily is usually better than being forced to do it. Quality and diversity are important in this argument. If we inspire and encourage our schools, any other group and workplace to take this forward themselves, hopefully, they will come up with all manner of interesting ways in which to do that. The light-touch approach may result in better outcomes than the compulsory approach.
I hope that one thing that will come out of the Bill is that more parents and teachers will take this forward voluntarily, for all the reasons I have mentioned. I will not reprise them because other Members want to speak, but diversity and innovation come through doing something voluntarily, rather than through forcing people to do such things on the national curriculum.
Will my hon. Friend consider instead having a link so that someone cannot get a driving licence unless they have CPR training?
My hon. Friend may be better informed than I, but I believe that that is done in Germany and some other countries around the world. Such policies may be good ones. They may be things to consider. However, I do not think that the national curriculum is necessarily the lever to use to pursue this because, as I say, none of the headteachers wants that. They want to continue to do the training in their own—in my experience—innovative and local manner. They also want to work with local groups. As I said earlier, there are some superb ones in my constituency. I am sure that every hon. Member has such groups in their constituency. It is those groups I want to see given greater support, whether by councils, the Government or any other organisation, so that they can continue to blossom and flourish.
I justify it in that we are all constituency Members of Parliament. If every one of us in this House asked all of our headteachers and teachers and then came to this debate—sadly, not many have come today, however—we would have a poll we could all rely on far more than an opinion poll.
Has my hon. Friend told the schools about the British Heart Foundation kit that is available free to schools that would teach CPR in 30 minutes? I believe it is a quality product.
Many headteachers were well informed about the Bill and what was available, but what they are offering is in some cases already in excess of that 30 minutes. The point they come back to time and again is that they want this to be left to their own professional judgment and to be able to work productively with local community groups such as the superb Newark Community First Aid, St John Ambulance, the scouts, the guides and the sea scouts.
May I clarify the point that I made in an earlier intervention? If somebody has a pulse that cannot be detected, or if somebody is breathing very shallowly, someone who comes along and starts to administer CPR could do damage to their health. That is the point I was trying to make, and I hope that I have now clarified it. When I did CPR training—which I renew on a three-yearly basis—that point was clearly emphasised.
I congratulate the hon. Member for Erith and Thamesmead (Teresa Pearce). Although I do not agree with the process that she is using to ensure that everybody is aware of basic first aid procedures, the work that she has done to highlight this issue to the wider population and not just in schools is laudable. I pay tribute to her for promoting this Bill. In my opinion, however, making first aid education compulsory could weaken the quality of the good training done by voluntary organisations. We might get a lot of youngsters saying, “I’ve done the 30-minute lesson in school, so why should I bother to go to St John Ambulance?”
Has my hon. Friend any evidence at all that people who have done some first aid are put off doing other first aid courses?
I did not make a statement; I said that I was speaking about my personal opinion. I do not want to undermine the superb training that our voluntary organisations already provide. I believe that if we as Members of Parliament went out and used this debate as a basis to say to youngsters, “Why don’t you go along and take up the quality and comprehensive training that is already available outside school hours?”, we might perhaps achieve the same results.
I agree that the wider population should also be educated about first aid, which is why on Wednesday my three members of staff visited Liskeard fire station to receive precisely the type of training that the Bill promotes. However, they must continue with such training, and if the certificates that they receive are to remain valid, they must be renewed every three years. If we make first aid compulsory in state-funded schools, will people continue to update the education that they have received once they move on to further education or university? Will we make that compulsory as well?
One of our colleagues mentioned that the CPR skills she learnt as a brownie were good enough for her to pass, as an adult 20 years later, the St John Ambulance certification.
I left my employment at the doctors’ surgery the day before I was elected to this House. The CPR training I received when I first started work at the surgery in the early 1990s was different to the training I received just before I was elected to this place in 2010. That is one reason why it is essential for training to be upgraded on a three-yearly basis. I am sure that my hon. Friend, as a medical practitioner, agrees with that. By the way, the doctors I worked for used to come to the training sessions as well. I understand that it is not compulsory for a doctor to take CPR training.
Does my hon. Friend agree, however, that while regular updates are the gold standard, someone who has had even one session of CPR can help as a good Samaritan at some point in their life? It is not ideal to have practised only once, but it will do no damage.
Damage could be done if the person has not had a heart attack. I am just basing what I am saying on what I was told when I did my CPR training.
There are other areas where first aid is already compulsory. For instance, those in the fishing industry have to do first aid training before they can go to sea. Their insurance is invalid if they do not have the up-to-date certificates. They do the training every three years, which backs up what I was saying: a certificate needs to be upgraded, updated or renewed every three years. Other community groups also undertake training, and we now have a lot of first responders in our communities. That is not to say that someone can be a first responder if they say, “I did my compulsory first aid training session at school.”
I really believe it is not right to make training compulsory. I support the concept of promoting first aid and CPR training, and I support educating the wider community that it is okay to follow the instructions on a defibrillator. I cannot, however, support making that compulsory. I will just end with the words of the chief executive of the National Union of Teachers, who said in response to a proposition to extend the school day that teachers are already under enough stress without them having to have more work heaped on them.

Commons ChamberThe only restriction that applies to the establishment of new free schools is that there must be demand and need for those free school places. That is our policy. I would be interested to know the policy of the UK Independence party, and indeed Labour, on free schools.
What assurances can the Minister give me regarding securing buildings for free schools? In my constituency, east Twickenham is in desperate need of free schools but there are very few suitable sites.
My hon. Friend raises an important point. We need local authorities to be co-operative and to work with us to identify sites for free schools. This is an important way of improving the quality of schools and the number of school places, and we expect local authorities to work with us to identify suitable sites.
