Commons ChamberThe Secretary of State obviously speaks with experience of these matters, of which I confess I have none.
In the past couple of days I have received a veritable flurry of emails from my constituents, who want to ensure that our environmental laws will be strengthened, or at least maintained, after Brexit. What reassurance would the Secretary of State like to give to the people of Chelmsford?
I thank my hon. Friend for making that point and for her advocacy for this cause. We are listening with respect to the arguments that have been made by her constituents, Members of the other place and the public about the need to maintain and enhance high environmental standards. That is why we will be looking with interest at some of the amendments tabled by Back-Bench colleagues.

Commons ChamberI have already met, and hope to meet again very shortly, Ministers in the Irish Government to ensure that we have a shared approach across these islands and that trade can continue to flow with as little friction as possible, but our success will require good will on every side. I therefore look forward to visiting Ireland in the week after next to talk to its Agriculture Minister and those directly involved in trade.
Let me first congratulate my hon. Friend on being the leader of the group of 50 Conservative Members who gave up single-use plastic for Lent. Her leadership in that regard is well known.
Our microbead ban is one of the toughest in the world. We have taken more than 9 billion plastic bags out of circulation through the 5p levy; we have announced that we want to end the sale of plastic straws and stirrers and plastic-stemmed cotton buds; and we are consulting on the deposit return scheme. At the Commonwealth summit, we launched the Commonwealth Blue Charter as a group of 53 nations. I am pleased to say that the UK and Vanuatu are leading the Commonwealth Clean Oceans Alliance, which brings together countries, businesses and non-governmental organisations to tackle the global challenge of plastic in the marine environment.
I was delighted by this morning’s news that all our top supermarkets will ensure that all their plastic is recyclable within seven years. We know that half the plastic in the oceans comes from developing countries, but only 0.1% of our overseas aid is spent on helping those countries to deal with waste. Will you work with the International Development Secretary to increase that amount?

General CommitteesThe amount of money spent by councils on tackling the issue could well be used in different ways. We are sending a strong message that powers will be available for councils to use if they wish. Fines can be used, of course, to improve all sorts of refuse, recycling and collection services, to make sure that the focus is on keeping streets clean.
Enforcement officers have to be satisfied to the civil standard of proof—the balance of probabilities—that litter was thrown from the vehicle in question. A penalty notice is a civil fine, which, unlike a criminal penalty, does not carry the risk of a criminal prosecution, and therefore does not require the offence to be proved to a criminal standard of proof. The penalty amount payable is set by the litter authority, and must be the same as the amount of any fixed penalty for littering in the area. Hon. Members will be aware of our recent regulations, under which penalty limits will rise and which are intended to have a deterrent effect. Those new levels are reflected in the statutory instrument.
In my constituency there is often praise for our clean city centre and parks, but I also get complaints about litter beside verges, particularly down dual carriageways such as the A12. Does the Minister agree that the regulations will encourage motorists to chuck less litter out of cars? Clearly when litter is at the side of motorways and dual carriageways it can only have come from vehicles, as there are no pedestrians. Are the regulations a measure to help everyone have a cleaner environment?
There is certainly a clear message in raising the issue that councils will have powers to do that. For our highways, and particularly our strategic road network, Highways England has an arrangement with the litter authority, whereby the litter authority is still responsible for clearing the litter from that side. It is perfectly possible for councils to work closely with Highways England once they have these powers, to use the camera footage that will be available to try to tackle and identify those who litter. The key thing we want to do is deter the behaviour in the first place.
In my part of the world, there is an issue with fly-tipping. There is an issue with individuals taking large vehicles and dumping very large quantities of rubbish, sometimes builders’ rubbish, on to agricultural land. That is fly-tipping, and the fines for it should be way in excess of the £100 for chucking a bit of rubbish out of a car. This piece of legislation, which I have read, deals with litter. In my understanding, that is a very different subject, and I thank the Minister for clarifying that.
I am sorry to disagree, but they are very much the same issue. The way in which people dispose of rubbish has been made worse, and it is sad that local authorities do not necessarily offer a full range of services now. I would argue—the Minister can clarify this—that while we are largely talking about litter that is casually thrown out of vehicles, the overlap with fly-tipping is a growing and worrying problem, from the numbers I have given.

Commons ChamberOn 11 January, the Government published our 25-year environment plan, which states our ambition to eliminate all avoidable plastic waste. We have already banned microbeads in personal care products, we are removing single-use plastics from Government estate offices, we are exploring a reward and return scheme, and we welcome the introduction by retailers of plastic-free aisles. We are also investigating how we can develop our producer responsibility scheme to give producers more incentives to design more resource-efficient products.
I absolutely will. The leadership shown by Havant Borough Council is equalled, of course, by the leadership shown by my hon. Friend. When I had the opportunity to visit his constituency and its coastline last year, I saw his commitment to our marine environment. It is vital that colleagues such as my hon. Friend are applauded for their determined environmental work.
People in Chelmsford really care about their recycling. Will my right hon. Friend confirm what actions we can take to ensure that the end product can be put to meaningful use after we put things in our recycling?
My hon. Friend makes an important point. She has made determined efforts in not just this Parliament but the European Parliament to make recycling easier for all. We are exploring how we can better co-ordinate efforts at a local level to ensure that more material is recycled and, indeed, that more recyclable material is used.

Commons ChamberThe Church supports ecumenical agencies such as Embrace the Middle East. That, in turn, has supported four projects, including for the Coptic Evangelical Organisation for Social Services in Cairo, which supports more than 2 million Egyptians in more than 100 rural and urban communities.
What steps is the Church taking to highlight the importance of a cross-Department approach to tackling the persecution of religious minorities, especially Christians abroad, not simply because that is the right thing to do, but because it is important for our security at home?
The Church regularly facilitates opportunities for Church representatives to speak to Government Departments. Only this week we facilitated a visit by a bishop from Zimbabwe, who spoke to Foreign Office Ministers. I draw my hon. Friend’s attention to the interesting speech made by the Bishop of Peterborough on 5 December, in which he talked very much about the hidden victims of persecution. I think that she will find comfort in the bishop’s speech with regard to awareness of how this plays at home.
Is the hon. Lady seeking to come in on this question a bit belatedly?
I think the hon. Lady has already asked a question in this group, so I am afraid it is not within the rules for her to come in, but I am sure we will hear further from her in the course of the day—possibly on multiple occasions. We will see.

Commons Chamber1. What plans he has to ensure that (a) environmental and (b) animal welfare standards are maintained after the UK leaves the EU.
The European Union (Withdrawal) Bill will convert the existing body of EU environmental and animal welfare law into United Kingdom law. The Government have made it clear that we intend, as a minimum, to retain our existing standards of environmental and animal welfare once we have left the EU. We have some of the highest animal welfare standards in the world and I intend us to remain world leading in the future.
In Chelmsford during the recent election, more constituents wrote to me about animal welfare issues than about all other issues put together. People care, and British farm standards on animal welfare are world leading. What steps is my right hon. Friend taking to ensure that British farm standards are not undermined by cheaper, less welfare friendly products from other parts of the world after we leave the EU?
I congratulate my hon. Friend on her election in Chelmsford and also thank her for her dedicated work in the European Parliament on many of these issues. I, like her, received many representations from constituents about these issues, and my commitment is clear: while we want to lead the world in free trade, we also want to remain a world leader in animal welfare. There will be no compromise on our standards as we seek to ensure that we pilot a better position for British farming and British trade in the future.
