Question to the Ministry of Justice:

To ask the Secretary of State for Justice, whether he will publish an implementation plan for the recommendations contained in the Trowler Review.

The Government response to the Trowler review sets out that over half of the 34 recommendations have already been implemented or work is underway to implement them. There are a small number of recommendations which will require further scoping and long-term work, and the department is beginning this work now to ensure this happens at pace in the coming months. We will build on many of the Trowler recommendations and provide further updates on (for example) workforce reforms in the upcoming Youth Custody Transformation Plan, set to be published in autumn.

The Government is committed to working collaboratively across partners to ensure these recommendations are delivered in a practical and sustainable way for the broader system. The MoJ has engaged Local Authority partners prior to the publication of the government’s response and will continue to do so moving forward.

The Government will be commencing a programme of work focusing on the recommendations which impact our community partners, including Local Authorities, Safeguarding Partnerships and NHS bodies. We are committed to their expertise and feedback being central to the approach taken moving forward.
