Mr Wheatleytransferred from HMP Standford Hill to HMP Elmley on 9 November 2013. He was transferred following security intelligence that he had more money in possession than he was permitted. The Duty Governor made the decision to return Mr Wheatley to closed conditions as a precautionary measure pending a full investigation of this intelligence. It was stressed this was a temporary move. The intelligence received was evaluated, but found to be uncorroborated. A decision was taken on 10 January 2014 to return Mr Wheatley to open conditions. Mr Wheatley was returned to open conditions on 4 February 2014.
