Question to the Ministry of Justice:

To ask the Secretary of State for Justice, what estimate he has made of the number of people who have been recalled to prison in each of the last 12 months; and what steps he is taking to reduce that number.

The total number of offenders being recalled has increased. This is because in February 2015, we commenced the provisions in the Offender Rehabilitation Act 2014 which, for the first time, placed those offenders sentenced to less than 12 months on licence upon their release and therefore potentially liable to recall.

Offenders on licence are subject to a strict set of conditions. If they fail to comply with these conditions, and if their behaviour indicates it is no longer safe for them to remain in the community, they can be returned to prison.

The figures in these tables have been drawn from administrative IT systems which, as with any large scale recording system, are subject to possible errors with data entry and processing.
