Due to logistical and operational reasons the type of vehicles deployed at each department can vary on a daily or weekly basis. Energy: Social Tariffs

Answered by Amanda Solloway - Government Whip, Lord Commissioner of HM Treasury A social tariff is fundamentally about supporting the most vulnerable with the cost-of-living, including energy bill costs, and this is what we have delivered. Between 2022-25 we are delivering a package of support worth £108 billion, or £3,800 per household on average.
Energy prices have fallen significantly, and the Quarter 2 2024 price cap has dropped by nearly 60% since the 2023 peak. We are also continuing to support eligible low-income households through the Warm Home Discount, providing an annual £150 rebate off energy bills until 2025-26. |

Answered by Amanda Solloway - Government Whip, Lord Commissioner of HM Treasury The Energy Price Guarantee (EPG) has never included an allowance for bad debt held by suppliers. All funding was used to apply a unit rate discount to household tariffs.
Ofgem have always included within the standing charges element of the Default Tariff Cap (Price Cap) some element to account for consumer debt held by suppliers. |

Electrical Goods: Repairs and Maintenance

Answered by Robbie Moore - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs) The Government has updated the Ecodesign and Energy Labelling Regulations for a range of products, including household fridges, washing machines and televisions, to support the reparability of these products in order to increase their lifespan. They include requirements that spare parts are available for a specified minimum number of years after the placing of new products on the market, provision of information to assist with repairs and that parts can be replaced with the use of commonly available tools.
We will continue to work with the Department for Energy Security and Net Zero on future implementation of minimum Ecodesign requirements in Great Britain as set out in the energy-related products policy framework, published in November 2021. This will include considering whether to broaden the eco-design requirements to a wider range of electrical products.
Our plan is to continue to increase our resource efficiency and take forward that the right to repair is reflected in the Government’s Energy-related Products Policy Framework. |

Nuclear Fusion: Government Assistance

This multi-stage competition, which offers the chance to bid for up to hundreds of millions of pounds in the initial contract period until 2029, will seek to find industry partners in engineering and construction, to form a world-leading public-private alliance led by UK Industrial Fusion Solutions Ltd (UKIFS). Meanwhile, UK Research and Innovation invest in research grants for fusion, doctoral training and support fusion companies through the Engineering and Physical Sciences Research Council's prosperity partnership. |

The Government is introducing regulation, as recommended by the Competition and Markets Authority, to protect Heat Networks consumers. From 2025, Ofgem will be appointed as the heat network regulator. The regulatory framework will include standards for fair prices as well as additional protections to ensure that all heat networks consumers receive a quality service. |

Rolls-Royce SMR: Government Assistance
Asked by: Dave Doogan (Scottish National Party - Angus) Friday 17th May 2024 Question to the Department for Energy Security & Net Zero: To ask the Secretary of State for Energy Security and Net Zero, pursuant to the Answer of 13 May 2024 to Question 25350 on Rolls-Royce SMR: Government Assistance, if she will make an assessment of the potential impact of the decision by Rolls Royce not to pursue plans for a heavy pressure vessel plant in Deeside on the return on capital; and how much and what proportion of the grant has been allocated to Rolls Royce. Answered by Andrew Bowie - Parliamentary Under Secretary of State (Department for Energy Security and Net Zero) Under the Low Cost Nuclear programme, the Government has given a grant of up to £210 million to Rolls-Royce SMR Ltd to support development of the Rolls Royce Small Modular Reactor (SMR) design, potentially capable of deployment across the UK in the early 2030s. Whilst part of the work of the Programme has supported the design of key factories and engagement with potential locations, decision on deployment are outside of this funded programme and are a commercial matter for Rolls Royce SMR ltd.
For the current phase of the Low Cost Nuclear programme Rolls Royce SMR have been allocated a total grant of £139.3 which equates to 66.3% of the total grant of £210m awarded. The assessment of Value for Money of activities Rolls Royce is undertaking under the grant funding agreement is in line with Green Book principles. |

At present, burial and cremation are the only regulated funerary methods in England and Wales. However, we are aware of the growing interest in alternative funerary methods. The Law Commission are considering, as part of its Burial, Cremation and New Funerary Methods project, the disposal of human remains. This work will consider the creation of a regulatory framework for safe and dignified new funerary methods. |

Answered by Justin Tomlinson - Minister of State (Department for Energy Security and Net Zero) The Government engages regularly with energy companies and is committed to delivering the energy infrastructure needed for net zero and energy security, while ensuring that individuals are fairly compensated and brought into the process.
To install infrastructure, network operators often need access to private land and appropriate compensation, covering both the value of land and any losses, must be paid to the landowner. The Government recognises that where compensation cannot be agreed, then challenging this via the Upper Tribunal can be expensive for landowners. Government has established a Taskforce to explore Alternative Dispute Resolution mechanisms, to help un-block these disputes. |

From a seasonal preparedness perspective as we approach summer 2024, we are confident that, due to the diverse nature of the electricity system and the highly resilient equipment that is used throughout, the risks associated with extreme heat are low and it is unlikely that customers will be impacted. In the highly unlikely circumstance that the risks associated with extreme heat materialise, the most likely impact would be localised electricity disruption, for which electricity network operators have robust plans in place to mitigate. |

Evidence of the health benefits of Government insulation schemes is gathered as part of those schemes’ evaluations. Recent evaluations show that schemes had a positive impact on general health.
For example, the evaluation of ECO Phase 3 showed 24% of households reported that the measures had a positive impact on the health of anyone within the household. This is an enormous achievement by itself but also because we have done this in a pragmatic way - growing our economy and at the same time protecting family finances. |

The responses revealed the complexity of energy supply and contract arrangements, including there is no one-size-fits-all solution. Due to the physical set-up of multiple-dwelling developments, most consumers will remain on non-domestic contracts and will not have individual meters. The Department and Ofgem are addressing some concerns, including raising awareness of the Maximum Resale Price Protection to increase compliance. We will continue engaging stakeholders to determine if further action is necessary. |

Advanced Nuclear Fund

Answered by Andrew Bowie - Parliamentary Under Secretary of State (Department for Energy Security and Net Zero) The Advanced Nuclear Fund (ANF) is a £385m fund that supports innovation in nuclear energy. It was announced in 2020 and is due to conclude in March 2025. It includes a grant of up to £210m to Rolls Royce SMR Ltd to develop their Small Modular Reactor (SMR) design, as well as other funding for Advanced Modular Reactor (AMR) research and development.
The Government has set out a commitment for SMRs to be operational in the UK by the mid-2030s, and to build an AMR demonstrator by the early 2030s, as part of the wider ambition for nuclear power to provide up to 25% of the UK’s electricity by 2050. The ANF promotes innovations that will help to meet these goals, and therefore its contribution to the UK’s total energy requirement will be from the mid-2030s. |

Green Homes Grant Local Authority Delivery Scheme

Social Housing Decarbonisation Fund

Answered by Justin Tomlinson - Minister of State (Department for Energy Security and Net Zero) In line with the Paris Agreement, the UK will communicate its next nationally determined contribution (NDC) to the UN Framework Convention on Climate Change at least 9 to 12 months ahead of COP30 (i.e. between November 2024 and February 2025).
In communicating the NDC, the UK will take account of the Global Stocktake which encourages Parties to come forward in their next NDCs with ambitious, economy-wide emission reduction targets, covering all greenhouse gases, sectors and categories and aligned with limiting global warming to 1.5 °C, as informed by the latest science, in the light of different national circumstances. |
