To ask the Minister for the Cabinet Office, whether Fujitsu has been awarded any Government contracts since 5 July 2024.

Details of all contracts valued above £12,000 and awarded by central government under the Public Contracts Regulation 2015 are published on Contracts Finder. The Procurement Act 2023 requires contracting authorities to publish more information on tenders and contracts let, and this will be stored on the central digital platform, Find a Tender, enabling greater transparency going forward.

In addition to extensions available under Fujitsu’s existing contracts, Contracts Finder provides details of seven new Fujitsu contracts since July 2024. All of these contracts were with existing customers and in line with Fujitsu’s bid approach. Three of these contracts were direct awards of services that Fujitsu was already providing and were done to ensure continuity of public services, whilst competitive procurements are being set up, as appropriate.

In January 2024, Fujitsu said it would withdraw from bidding for contracts for work with new Government customers until the Post Office Horizon Inquiry concludes or with prior consultation and support from such new customers. Fujitsu also said it would only bid for work with existing Government customers where it already has an existing relationship with them, or where there is an agreed need for Fujitsu’s skills and capabilities.

HMRC, the Home Office, the Foreign Office and the Ministry of Defence have allocated officials to manage the relationship with Fujitsu. In addition, as one of the Government's 39 cross-government strategic suppliers, Fujitsu is managed by the Cabinet Office, with the support of a Crown Representative.

In addition to extensions available under Fujitsu’s existing contracts, Contracts Finder provides details of five services provided by Fujitsu, that have been extended through direct awards since January. Cabinet Office has reviewed cases for supplier service extensions in line with the commercial spend controls process in order to ensure continuity of public services.

In January 2024, Fujitsu said it would withdraw from bidding for contracts for new work with new Government customers until the Post Office Horizon inquiry concludes – it would only bid for work with existing Government customers where it already has a contract with them, or where there is an agreed need for Fujitsu’s skills and capabilities.

As with any service, during the life of the contract there may be periods when suppliers are required to perform more work, as allowed under the contract, and periods when they do less. The ability of the authorities to vary the amount of work is detailed in each specific contract. If there is significant additional work required, which exceeds what is allowed under the contract, that is also published on Contracts Finder, in line with the publication requirements.

Post Office have a contract with Fujitsu until March 2025 for the Horizon IT system, and are in negotiations with Fujitsu regarding an extension to that contract. Officials at the Department have met with Fujitsu to discuss the importance of a contract extension, which would allow continuity of service in post office branches while Post Office develops a replacement to the Horizon system.

To ask the Secretary of State for Science, Innovation and Technology, whether his Department has made a recent assessment of (a) whether project objectives have been met and (b) the value for money of its contract with Fujitsu Services Ltd for the GDS Digital Service Platforms One Login project.

The GOV.UK One Login programme is subject to regular scrutiny and reporting to assess and ensure project objectives have been met, including through the Government Major Projects Portfolio. The Infrastructure and Projects Authority has provided positive reviews of GOV.UK One Login for the last three years. The programme is also working with the Evaluation Task Force to publish a comprehensive evaluation plan which will assess the programme’s key objectives.

The GOV.UK One Login programme has not had a contract with Fujitsu Services Ltd.

The development of Emergency Alerts included a contract awarded to Fujitsu.

Emergency alerts is a mobile network based system for warning the public if there is a danger to life nearby and action to take to stay safe. The system is owned by COBR, Civil Contingencies Unit, with GDS maintaining authority for the product’s development and managing the risks.

Fujitsu was awarded the contract WP2083, which was a compliant procurement run through the Crown Commercial Services framework (RM6100). In accordance with procurement regulations, a fair, open and transparent procurement process was conducted. A fair evaluation was completed and the award made to the supplier offering the best MEAT (Most Economically Advantageous Tender).

The contract with Fujitsu is currently in its Initial Term, which spans 36 months and is set to conclude on 09 October 2025. There is provision for an Extension Period of up to 12 months, subject to Cabinet Office Approval. The contract was agreed and signed by the Cabinet Office on 7th October 2022.

It is confirmed that Year 3 of the contract will proceed with Fujitsu as planned. The potential utilisation of the Extension Period remains under consideration, pending future decisions on ownership, funding, and operational structure.

A review of the contract's future beyond the Initial Term will be undertaken, accounting for evolving organisational needs and HMG best practice guidelines.
