To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent diplomatic steps he has taken to help secure guarantees from Sudan’s warring parties that humanitarian assistance will be delivered (a) safely and (b) unimpeded to people affected by conflict.

The UK remains fully committed to ensuring safe and unimpeded humanitarian access in Sudan. In January, the Foreign Secretary visited the Chad-Sudan border at Adré to see first-hand the impact of conflict on Sudanese refugees. He used the visit as an opportunity to call again on warring parties to urgently improve humanitarian access. On 25 November 2024, the Foreign Secretary also chaired a Sudan session during the G7 + Arab Quint Foreign Ministers' meeting to discuss collective action the G7 and Quint could take with the warring parties to push for improved humanitarian access, protection of civilians, and increased aid. In our statements at the United Nations Security Council, including most recently in an open briefing on 6 January, as well as in our engagements with international partners, the UK continues to push for additional aid routes across Sudan and into it, including through South Sudan. The UK Special Representative, Richard Crowder, met the head of the Sudanese Armed Forces, General Burhan, during his first visit to Sudan in December 2024, and pressed him on current impediments to access such as visas.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether his Department plans to take steps to commemorate the anniversary of the 2003 Darfur genocide; and what steps he is taking to improve stop the humanitarian situation in Sudan.

The UK's long-standing policy is that any determination as to whether genocide has occurred is a matter for a competent national or international court. There has been no such determination for Darfur. Irrespective of any such determination, it is clear that atrocities have been committed in this conflict, which the UK condemns. The UK is committed to securing accountability for those responsible. The UK is strongly supporting the humanitarian response in Sudan. The Foreign Secretary visited the Chad-Sudan border in January to see first-hand the impact the UK's recent £113 million aid uplift is making, including providing emergency food assistance to nearly 800,000 displaced people. The Foreign Secretary will soon be hosting a conference in London to mark the two-year point in the Sudan conflict, where we aim to make collective progress on improving the humanitarian response.

The human cost of the conflict in Sudan is appalling with the warring parties showing a total disregard for human life. The conflict has caused the largest and most severe crisis globally with 64 per cent of the population in urgent need of assistance. The UK is using all levers at its disposal to act. At last month's London Sudan conference, the Foreign Secretary announced a further £120 million in UK funding which will target over 650,000 people with life-saving aid. The UK continues to use its position as the Sudan penholder at the UN Security Council to address civilian suffering and abuses. Last summer, the UK-led resolution 2736 demanded a halt to the Rapid Support Forces' siege of El Fasher and called on warring parties to implement an immediate cessation of hostilities and ensure safe, unimpeded humanitarian access. In November 2024, the Minister for Africa chaired an open Council meeting focused on protection of civilians in Sudan, laying the groundwork for the UK and Sierra Leone's co-led resolution. This resolution was shamefully vetoed by Russia.

To ask His Majesty's Government what estimate they have made of the percentage of UK aid to Sudan that (1) reaches recipients via emergency response rooms, and (2) supports emergency response rooms.

The Sudan conflict has created the worst humanitarian crisis in the world with over 30 million people in need of assistance. This financial year the UK will provide £226.5 million in life-saving aid towards the crisis. Since the conflict started more than 2.5 million people have received UK funded humanitarian aid. As part of this, we are one of the largest donors of the UN-led Sudan Humanitarian Fund (SHF) which provides support to local and national responders, Emergency Response Rooms (ERRs) and a consortium of international non-governmental organisations. Last year, we provided £23 million to the SHF. We continue to diversify our funding to ensure it reaches local responders such as the ERRs. We are unable to provide more detailed information around how many people the UK's aid reaches through the ERRs specifically.
