To ask the Minister of State, Foreign, Commonwealth and Development Office, what recent discussions he has had with his counterpart in Azerbaijan on that country's dispute with Armenia; and whether he is taking steps to support peace in the region.

I [Minister Docherty] underlined the UK's support for the sovereignty and security of the region during a visit to Armenia and Azerbaijan in November, and officials are delivering this message in their ongoing engagements with Armenia and Azerbaijan. The UK has urged the leaders of Armenia and Azerbaijan to engage meaningfully in internationally mediated negotiations to conclude a final peace settlement. Direct dialogue is the only way to secure stability and security for the region. We urge Armenia and Azerbaijan to continue full negotiations as soon as possible.

The UK strongly supports the sovereignty and territorial integrity of both Azerbaijan and Armenia. Addressing challenges in regional connectivity and resolving any remaining border disputes between Armenia and Azerbaijan are matters to be resolved between the two countries as part of peace negotiations; I [Minister Docherty] discussed these matters with the Governments of both countries during my visit to Baku and Yerevan in November 2023. Direct dialogue is the only way to both secure stability and security for the region, and promote peaceful co-operation between both countries in the future.

Question to the Foreign, Commonwealth & Development Office:

To ask the Minister of State, Foreign, Commonwealth and Development Office, whether his Department is taking steps with counterparts in Azerbaijan to track the final destinations of UK exported vehicles.

Answered by Anne-Marie Trevelyan

The UK has banned the direct export of thousands of goods to Russia, including luxury vehicles. UK Regulations also prohibit the circumvention of our sanctions. We have been clear to UK business that they need to satisfy themselves that their goods will not end up in Russia. With EU and US partners, we are engaging a range of third countries to reduce the risk of sanctioned goods reaching Russia.

Question to the Department for Energy Security & Net Zero:

To ask His Majesty's Government what assessment they have made of the report by Global Witness on 8 November 2023 that BP and its project partners had transferred $35 billion-worth of oil and gas production to the government of Azerbaijan since 2020, the year that war broke out in the disputed territory of Nagorno-Karabakh, and whether they plan to take any action in response.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent discussions he has had with his counterparts in (a) Armenia and (b) Azerbaijan on the preservation of buildings of Armenian religious significance in the Nagorno-Karabakh region.

We are clear that the preservation of religious and cultural sites in the region is an important issue and is in the interests of all peoples of the region and beyond. We are aware of allegations from both Armenia and Azerbaijan that cultural and religious sites have been deliberately damaged over the course of the conflict between the states, and in Nagorno-Karabakh. Officials at British Embassy Baku have raised the topic of religious and cultural heritage and the need to protect sites of Armenian religious significance with the Azerbaijani government at the most senior levels.
