Question to the Department for Energy Security & Net Zero:
To ask His Majesty's Government, in relation to recent spending by Great British Energy on solar panels for use by schools and hospitals, what assessment they have made of the merits of (1) sourcing solar panels from manufacturers outside China, and (2) spending money from this scheme on creating solar panel manufacturing capacity in the United Kingdom.

For solar projects, the Department for Education (DfE), the Department for Health & Social Care (DHSC) and their partners are procuring the solar panels in line with strict procurement controls. While these panels could come from anywhere in the world, we know that around 95% of global polysilicon, ingot and wafer production, required for the manufacture of solar panels, happens in China [1].
Whilst China has a long-established strong position in conventional solar, there are emerging opportunities in solar supply chains which the UK can capture by leaning into our strengths as a scientific and innovation superpower. Alongside Great British Energy delivering over £200m investment for local and community energy, we have several other pioneering companies developing the next generation of cutting-edge solar technologies, including perovskite and thin film. In the Solar Roadmap, we have committed to consider the case to further support companies looking to scale up the production of these parts – so that UK companies don’t just generate innovative ideas but build them as well.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he is taking to promote (a) the sexual and reproductive health and rights and (b) other rights of women and girls globally.

We are strongly committed to standing up for the rights of women and girls, including sexual and reproductive health and rights (SRHR). We are proud of the UK's long history as an influential global leader on gender equality and SRHR. We will continue to use our diplomacy with partners to defend and champion these fundamental rights in international fora. We will also make strategic use of our funds and technical partnerships.
For example, in December 2024, the Prime Minister announced the Grassroots and Counter Rollback programme. This strengthens local and national civil society organisations' and movements' ability to expand access to SRHR and counter rollback. It focuses on neglected issues, including safe abortion, and marginalised groups whose rights and access to services are denied or being attacked. As the largest donor to the UNFPA Supplies Partnership (£60 million in 2024), the UK continues to ensure SRHR commodities reach where they are needed most.
On International Women's Day, I appointed Harriet Harman to be the new UK Special Envoy on Women and Girls, progressing our foreign policy and development objectives to protect women and girls' rights, including sexual and reproductive health and rights, access to education and freedom from gender-based violence. Following this appointment, she spoke at a UK co-hosted event at the Commission on the Status of Women to galvanise renewed action to end child marriage. She also launched a Signature Initiative to champion the vital role of women's rights organisations and drive a focus on supporting them across our policy and programming.

The humanitarian situation in Gaza remains dire. We highlighted the critical situation for Gaza's children at a session of the UN Security Council which we co-called on 16 July, and at the International Development Committee on 16 July. We have provided £5.6 million to the Global Partnership for Education to support the educational and psychosocial needs of children and young people in Gaza and the West Bank. Our support to Education Cannot Wait is also supporting children's education and mental health via the United Nation's Children's Fund (UNICEF) and other partners.

To ask the Secretary of State for Education, what assessment she has made of the potential impact of recent immigration policy changes on the higher education sector.

The government has been clear that we welcome international students who meet the requirements to study in the UK. International students come from all over the world and benefit UK higher education (HE) and our society, boosting our economy by more than £21 billion a year.
The government expects the UK’s HE sector to remain highly attractive. We have four UK universities in the world’s top 10 and 17 in the top 100, alongside a wide array of other high-quality institutions.
The system must, however, ensure that international students make a positive contribution to the communities in which they study. We will not permit anyone who seeks to exploit the system.
The Immigration White Paper, published in May, sets out a balanced approach which helps the government achieve our manifesto commitment of reducing net migration while maintaining the UK’s global competitiveness.

To ask the Chancellor of the Exchequer, what plans she has to evaluate the effectiveness of the Sustainable Finance Education Charter in building domestic capacity to develop transition-aligned financial products.

The Sustainable Finance Education Charter (the Charter) is a partnership between the government, the Green Finance Institute and thirteen leading global professional bodies, who consider how best to embed skill requirements for sustainability into their professional qualifications. The Charter group meet regularly and independently of government to better ensure that finance professionals are equipped to assess climate-related and wider environmental and social sustainability risks and apply their professional skills and judgements to innovate and address these.
The Charter signatories respond to the needs of the industry, and this includes the increasing importance of transition finance. One of the recommendations from the Transition Finance Market Review (TFMR) called on bodies from the Charter to produce a forward-looking plan for the development of transition plan assurance skills and methodologies. The Charter’s 2024 progress report sets out the details of how they are meeting this recommendation.

We have been clear that we must transform what development means to respond to the global context. For too long it has been the Global North telling the Global South how to work - we will work in partnership, not paternalism.
When moving from donor to investor, we will partner with countries to unlock growth, jobs and trade through innovative finance and private sector investment - scaling up our instruments and public-private partnership to channel greater investment. And when moving from service delivery to system support, we will prioritise helping countries build their own education, health, and economic systems so they can thrive without aid, including by expanding the way that UK expertise works alongside countries. We must modernise our approach, make choices and focus on greater impact - ensuring every pound delivers for the UK taxpayer and the people we support.

It is too early to assess the impact of the International Finance Facility for Education (IFFEd) which was established only in 2024. The first investment cases will be approved by IFFEd's Board at the end of 2025 and projects will then begin implementation by the Asian Development Bank. An evaluation of IFFEd will take place over the next three years to understand impact.
The value for money assessments of our Results-Based Finance pilots through the Education Outcomes Fund (EOF) in Ghana and Sierra Leone are ongoing. Early analysis suggests the approach, which pays only for results achieved, leads to greater impact on children's learning outcomes. The final analysis will be available in 2026.
The Global Partnership for Education (GPE) Multiplier was externally evaluated in 2023. The Multiplier was found to be an effective mechanism for unlocking additional education finance, including from new philanthropic and private sector sources, of which 30% has been non-Official Development Assistance.

Generating more innovative finance is a priority for the UK to address the $97 billion annual financing gap for global education.
The UK is a founding donor to the International Finance Facility for Education (IFFEd). This innovative guarantee mechanism unlocks $7 in new concessional lending from Multilateral Development Banks, for every $1 of Official Development Assistance. In the start-up phase, IFFEd will unlock $1 billion.
The UK is also engaging with philanthropy and the private sector to channel more finance to education. Through our support to the Global Partnership for Education Multiplier, the UK has helped raise a further $3.7 billion from 64 co-financers across 52 partner countries since 2021.
In Sierra Leone and Ghana, we support the Education Outcomes Fund to mobilise impact investment to improve children's learning outcomes. In Kenya, we are testing disaster risk finance to protect school infrastructure, keeping children safe and learning when climate disasters hit.

The UK has some of the best universities in the world - four in the top ten – and according to research by Global University Venturing, in 2022 was second only to the US in total investment into university spin-outs. The Government recognises the contribution that Bournemouth University, Health Sciences University and other institutions make to higher education and their unique and critical role as engines for innovation and for meeting the skills needs of our growth-driving sectors and places where they concentrate. We will continue to support our universities including through Higher Education Innovation Funding, worth £280 million in 2024-2025, and as part of our broader record public investment in R&D of more than £86 billion over the Spending Review period.

This Government recognises that young people are at the heart of environmental and climate-related decision making and actively considers their views and needs.
This year, Defra collaborated with the Department for Education, Policy Lab and environmental NGOs to invite young people and representative groups to participate in an online ‘Collective Intelligence’ debate to inform our review of the government’s Environmental Improvement Plan.
Defra also works closely with the Department for Energy Security and Net Zero, who will publish a net zero Public Participation Strategy later this year which will set out how we will empower individuals and communities to take action, whilst ensuring that policies are designed in a way that is responsive to people’s needs, including young people.
As the lead Government department for climate adaptation, we are currently developing our approach to the next National Adaptation Programme. This includes how we will engage with wider society, including with young people, about building resilience to the climate change impacts we are already experiencing.
At the international level. Defra financed the participation of two UK members of the Global Youth Biodiversity Network at COP16 in Cali Colombia in October 2024. At COP29 in 2024, we were the first national government to endorse the Universal Youth Clause in Nationally Determined Contributions (NDCs).
