Question to the Cabinet Office:
To ask His Majesty's Government whether public sector contracting authorities are required to adopt scientific tools under the Procurement Act 2023 to assess the presence of forced labour in suppliers’ operations; and if so, how their use is being evaluated and whether such technology is being rolled out for more extensive use.

Abhorrent practices such as modern slavery, human trafficking and human rights abuses have no place in public supply chains or in wider society. This Government is determined to stamp this out. Procurement Policy Note (PPN) 009 ‘Tackling Modern Slavery in Government Supply Chains’ encourages departments to conduct due diligence using a range of tools and approaches to assess risks. The PPN sets out key actions to identify risks and recommends the use of tools such as the Modern Slavery Assessment Tool to support departments in managing risks.
The Procurement Act 2023 also provides contracting authorities with stronger powers to exclude suppliers from public procurements where there is compelling evidence of modern slavery within their supply chains.

To ask the Minister for the Cabinet Office, with reference to the UK’s Modern Industrial Strategy, CP 1337, published on 23 June 2025, what procurement reforms will his Department introduce to improve the process in order to secure government contracts.

The UK’s Procurement Act, introduced by the previous administration, came into force on 24 February 2025 alongside a National Procurement Policy Statement aligning procurement to this Government's missions.
This Government also announced on 26 June 2025 a new 10-week consultation entitled Public Procurement - Growing British industry, jobs and skills.
These reforms aim to go further to strengthen the UK’s economic resilience and support British businesses. Our proposals will protect supply chains, support our businesses, create good local jobs, and deliver greater value for taxpayers.
We will set out our response and further measures shortly.

To ask His Majesty's Government what proportion of suppliers to Government and to publicly-funded services have their invoices settled on the due date.

Government departments routinely publish the percentage of invoices paid within 5 and 30 days, and there is a requirement under the Procurement Act 2023 for invoices relating to public contracts to be paid within 30 days.
The most recent published data indicates that all departments pay at least 95% of invoices within 30 days and half of departments pay at least 99% within 30 days.
For publicly-funded services, we do not hold this data centrally at present. However, from 1 October, a new Payments Compliance Notice (under the Procurement Act 2023) will commence. This will require all contracting authorities to publish information every six months on the average number of days taken to pay invoices and the percentage of invoices paid within 30 days, 31-60 days, 61+ days.

The Cabinet Office’s contract with Calder Conferences Limited to provide Venue Booking Services started in February 2023, under the previous administration.
The below table lists the venues and costs of venues booked by the Cabinet Office through Calder Conferences since 4 July 2024. Of the 223 bookings listed, 198 were commissioned under previous guidance regarding the booking of external venues, and 25 were commissioned following updated guidance issued by this government on 4 April 2025.
To provide further background information on each booking would incur disproportionate costs, but these have included events such as Civil Service Live 2025 and hearings for the Infected Blood Inquiry. These two events account for just over £587,000 of the costs of external venue hires via Calder since 4 April 2025.
This government’s updated guidance on restrictions to booking external venues, issued on 4 April 2025, makes clear that external venues for away days are only to be used when space in government buildings or zero cost venues is unavailable. When it is absolutely necessary to procure an external venue, departments must do so through established procurement routes. Any expenditure related to away days must demonstrate value for money and adhere to reasonable cost expectations.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 29 August 2025 to Question 62335 on Senior Civil Service: Training, if he will list the external venues that have been authorised for hire since 4 April 2025; and the cost for each hire.

The Cabinet Office’s contract with Calder Conferences Limited to provide Venue Booking Services started in February 2023, under the previous administration.
The below table lists the venues and costs of venues booked by the Cabinet Office through Calder Conferences since 4 July 2024. Of the 223 bookings listed, 198 were commissioned under previous guidance regarding the booking of external venues, and 25 were commissioned following updated guidance issued by this government on 4 April 2025.
To provide further background information on each booking would incur disproportionate costs, but these have included events such as Civil Service Live 2025 and hearings for the Infected Blood Inquiry. These two events account for just over £587,000 of the costs of external venue hires via Calder since 4 April 2025.
This government’s updated guidance on restrictions to booking external venues, issued on 4 April 2025, makes clear that external venues for away days are only to be used when space in government buildings or zero cost venues is unavailable. When it is absolutely necessary to procure an external venue, departments must do so through established procurement routes. Any expenditure related to away days must demonstrate value for money and adhere to reasonable cost expectations.

To ask the Minister for the Cabinet Office, which public body is responsible for investigating corruption in government procurement.

Tackling corruption wherever it persists is a foremost priority for this government. One key step has been appointing Tom Hayhoe as the Covid Counter Fraud Commissioner, whose role includes a focus on the procurement of PPE during the Covid-19 pandemic. The government is also bringing forward the Public Authorities (Fraud, Error and Recovery) Bill which, once implemented, will give the Public Sector Fraud Authority new robust powers to investigate fraud, including procurement fraud, across the public sector.
It is the responsibility of each contracting authority to investigate corruption in their own procurement processes; the Procurement Act 2023 places a duty on them to take all reasonable steps to identify and keep under review actual or potential conflicts of interest in their procurements.
The Procurement Review Unit within the Cabinet Office has responsibility for investigating contracting authorities’ compliance with the Procurement Act 2023 and investigating suppliers where their behaviour or circumstances mean that, potentially, they should not be allowed to participate in procurements or be awarded public contracts, for example because they have been convicted of certain bribery or fraud offences.

The Government is determined to ensure the £385 billion of public money spent on public procurement annually, delivers economic growth and supports small and medium-sized enterprises (SMEs).
The Government previously announced that all departments would set SME spend targets, and now plans to expand that requirement to the wider public sector - further prioritising and boosting spending with SMEs.
The Government is analysing responses to our recent public consultation on further reforms to public procurement processes. These proposals aim to drive economic growth, support small businesses, and better support innovation. We will publish our conclusions and further actions to improve public procurement in due course.

The Government is determined to ensure the £385 billion of public money spent on public procurement annually, delivers economic growth and supports small businesses across the country. For too long, small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) have been held back by government procurement processes that are too slow, bureaucratic, and difficult to navigate.
The National Procurement Policy Statement (NPPS) sets out the Government’s strategic priorities for public procurement and builds on measures in the Procurement Act including an expectation for all public bodies to maximise procurement spend with SMEs and VCSEs.
In central government, we have announced new rules to drive greater transparency and accountability for increasing numbers of SMEs and VCSEs delivering public contracts. From 1 April 2025 central government departments must set three-year targets for direct spend with SMEs, and from 1 April 2026 for VCSEs, and to publish progress annually.
The Government is also currently consulting on further reforms to our public procurement processes to build on the changes introduced in the Procurement Act. In particular, these reforms will open up more opportunities for SMEs and VCSEs.
