The Home Office takes safeguarding issues extremely seriously. Protecting vulnerable people is a key departmental priority.

We recognise that that all asylum seekers are potentially vulnerable. During the asylum decision making process we aim to ensure that particularly vulnerable claimants are identified and that they are given help in accessing appropriate services.

All asylum seekers and refugees in the UK, including those who are Hong Kong SAR passport holders, can access the NHS for both physical and mental health needs.

To ask His Majesty's Government, further to the Written Answer by Baroness Merron on 29 January (HL14010), how much has been spent on the Every Mind Matters campaign to date; and what is the (1) projected, and (2) budgeted spend, over the period of that campaign's operations.

As a point of clarification, the Every Mind Matters (EMM) website remains live on the National Health Service digital domain for anyone to access free of charge. Between 2019 and 2023, the EMM website and its digital tools were promoted via intermittent paid for marketing campaigns to encourage the use of the site to enable the public to take simple self-care actions to improve their mental health.

A total of £21.93 million was spent on these campaigns. Since 2024 no funding has been available to promote the site to the public. However, as noted in the response to HL14010, a campaign launched over the new year and is running until the end of March 2026 to encourage people to do the new NHS Healthy Choices Quiz which asks questions about six health topics, including mental health and sleep. People whose answers to the Quiz indicate mental health difficulties will be signposted to appropriate help, including Every Mind Matters, NHS Talking Therapies, or other NHS mental health services.

Any future budget for the Every Mind Matters campaigns is yet to be agreed by the Cabinet Office, which determines the health issues which will be supported by paid marketing campaigns and how much should be spent on them.

The NHS Healthy Choices Quiz was designed and built at every stage with user research and engagement with policy experts to ensure it is both accurate and effective in supporting people to make healthy changes in six areas: movement; eating; sleep; mental health; smoking; and alcohol consumption. As part of our campaign evaluation, the Quiz will be assessed to explore how many of those who completed the Quiz took action to improve their health, including their mental health.

At the end of the Quiz, people are sign-posted to appropriate help including Better Health - Every Mind Matters, NHS Talking Therapies, or directed to their general practice or 111. The Better Health - Every Mind Matters digital resources offer a range of simple, National Health Service-approved, self-care tips and tools that everyone can use and incorporate into daily routines to help manage common early-stage mental health concerns.

The review will be chaired by Professor Peter Fonagy, and supported by Professor Sir Simon Wessely and Professor Gillian Baird as vice‑chairs. A multidisciplinary Advisory Working Group will directly shape the recommendations and scrutinise the evidence comprehensively.

The review will seek to understand the factors behind trends in prevalence, the impact of clinical practice, including social and cultural factors and the risks and benefits of medicalisation, and ways to promote the prevention of mental ill health, create resilience, and improve early intervention. The review will examine evidence on prevalence, trends, and inequalities associated with mental health conditions, attention deficit hyperactivity disorder, and autism.

Being physically active, including walking and brisk walking, can help with the prevention and management of long-term health conditions, such as some cancers. Movement is an important part of care for people going through cancer treatment, helping to support recovery and boosting mental health and wellbeing.

The recently published National Cancer Plan is putting quality of life at the heart of cancer care, including physical activity to help patients through treatment successfully. Every patient will get a personalised plan that looks at their physical, mental, and practical needs, with support increasingly delivered through neighbourhood services and accessible digitally through the NHS App.

Under the plan we will deliver a universal digital-first prehabilitation offer for all cancer patients through the NHS App and other digital channels. This will include signposting to other existing digital services such as exercise classes and walking apps like NHS Active 10, ensuring cancer patients can best prepare for their treatment at, or close to, home.

To ask His Majesty's Government what plans they have (1) to set out a timeline for the review of the Breathing Space scheme required by May 2026, and (2) to consult with debt advice providers such as Citizens Advice as part of that review.

The Breathing Space scheme allows those in problem debt the space to engage with professional debt advice by providing a temporary relief from creditor enforcement action. Given the link between mental health and problem debt, the scheme also offers a separate entry route for eligible individuals receiving treatment for a mental health crisis.

As is standard for schemes of this nature, HM Treasury will carry out a five-year post implementation review of the scheme to consider its objectives and impact. More widely, the Government monitors the scheme’s operation to ensure it remains an effective tool for individuals and has regular engagement with debt advice providers as part of this.

We know that people with co-occurring substance use and mental health needs do not receive the integrated, person-centred care they require and deserve. The Department and NHS England have recently published the Co-occurring Mental Health and Substance Use Delivery framework, which is available at the following link:

This framework commits the Department and NHS England to delivering several national actions to improve delivery of integrated, person-centred care across drug and alcohol treatment and mental health services. The framework also includes recommended actions on how the health system can also work together to improve outcomes for those with co-occurring needs.

We also know that gambling can have a wide-ranging negative effect on health and inequalities and is associated with poor mental health and in severe cases suicide, as well as the knock-on impacts from gambling related debt. In April 2025, the statutory gambling levy came into effect to fund the research, prevention, and treatment of gambling-related harm across Great Britain. In its first year, the levy has raised nearly £120 million, with 50% allocated to gambling harms treatment activity across Great Britain.

Lastly, rates of smoking continue to fall in the general population, although inequality remains, with higher rates of smoking in other groups such as people with a mental health condition or people in routine and manual work. Stop Smoking Services are effective in reaching high-prevalence groups. By targeting support in populations with greater need, we want to secure a smoke-free generation together, where no one is left behind.

It is a priority for the Government to increase the amount of time people spend in good health and prevent premature deaths, with an ambitious commitment to halve the healthy life expectancy gap between the richest and poorest regions.

We know that everyday life poses greater health risks to the most disadvantaged in society, and that the current model of care works least well for those who already experience disadvantage and are far more likely to have complex needs. To help tackle this, we will distribute National Health Service funding more equally locally, so it is better aligned with health need.

Further to this, much of what determines health and wellbeing is influenced by factors other than health services. As a result, we are taking bold action across the Government on the social determinants of health to build a fairer Britain, where everyone lives well for longer.

Cross-Government activity includes the introduction of Awaab’s Law, ensuring landlords will have to fix significant damp and mould hazards, and legislating for a new statutory health and health inequalities duty for strategic authorities.

We support the NHS’s CORE20PLUS5 approach which targets action to reduce health inequalities in the most deprived 20% of the population and improve outcomes for groups that experience the worst access, experience, and outcomes within the NHS. The approach focuses on improving the five clinical areas at most need of accelerated improvement, namely cardiovascular disease, cancer, respiratory, maternity, and mental health outcomes, in the poorest 20% of the population, along with other disadvantaged population groups identified at a local level.

In addition, we know that the Carr-Hill formula, the United Kingdom’s formula for allocating core funding to general practices (GPs), is considered outdated, and evidence suggests that GPs serving in deprived parts of England receive on average 9.8% less funding per needs adjusted patient than those in less deprived communities, despite having greater health needs and significantly higher patient-to-GP ratios. This is why we are currently reviewing the formula to ensure that resources are targeted where they are most needed.

The Government recognises that urgent and emergency care performance has fallen short in recent years. We are committed to restoring accident and emergency waiting times to the National Health Service constitutional standard.

Our Urgent and Emergency Care Plan for 2025/26 sets out clear actions to deliver improvements and make services better. The plan commits to reducing the number of patients waiting over 12 hours for admission or discharge to less than 10% of the time. This is supported by almost £450 million of capital investment for Same Day Emergency Care, Mental Health Crisis Assessment Centres, and new ambulances, avoiding unnecessary admissions to hospital and supporting the faster diagnosis, treatment, and discharge for patients.

The NHS Medium-Term Planning Framework sets out a further trajectory to improve urgent and emergency care performance year-on-year toward the constitutional standard, reducing long waits and improving patient experience. The plan focuses on practical steps such as expanding urgent treatment centres, improving patient flow, and reducing 12-hour waits, to make emergency departments safer and more efficient.

NHS England provides regional oversight to support local delivery of services and improvement. The Mid and South Essex NHS Foundation Trust’s One Team Improvement Plan has a focus on improving urgent and emergency care outcomes. The programme group looking at quality and patient safety has been focusing on reviewing processes and the fundamentals of care in wards and in the trust’s emergency departments. The trust has also introduced additional consultant cover during the weekends to increase the number of people discharged at the weekend. This helps to keep the emergency department safe as it allows for the movement of people who need to be admitted into the right beds.
