The Government maintains a regular dialogue with Turkey, a key North Atlantic Treaty Organization (NATO) ally and strategic partner. The UK supports the rights of all minority groups in Turkey, including Alevis, Jews, Christians, Kurds and others. The right to freedom of religion or belief is clearly enshrined in the Turkish constitution and both Ministers and officials have raised the treatment of minority groups with their Turkish counterparts.

We support a Syrian-led political transition process leading to an inclusive, non-sectarian and representative government that includes representative figures from across Syria, including Kurds. We emphasise this in our diplomatic engagement with the interim Syrian authorities, through Ministers as well as our Syria Envoy. We will judge them by their actions.
More broadly, the UK supports Kurdish communities in Turkey, Iran, Iraq and Syria, as well as diaspora groups, promoting their rights and integration within their home countries. The Foreign, Commonwealth and Development Office maintains engagement with a range of Syrian groups and individuals, including Kurds, in the UK.

To ask His Majesty's Government what assessment they have made of reports of Turkish attacks on Kurds in the Rojava region of northeastern Syria in the last six months.

We are concerned by increased tensions in northern Syria and the impact this may have on civilians and stability in the region. Our priority is de-escalation, and we are in regular contact with both Turkey and the Syrian Democratic Forces (SDF) to this end. We are urging all sides to refrain from activity that will lead to further loss of civilian life, or damage to civilian infrastructure, to avoid further destabilisation and civilian suffering in the region. We continue to advocate for an inclusive political transition process that is representative of all Syrians, including Kurdish communities.

HM Government takes its export control responsibilities very seriously and we operate one of the most robust and transparent export control regimes in the world. We rigorously assess every application on a case-by-case basis against strict assessment criteria, the UK’s Strategic Export Licensing Criteria. We will not issue or maintain an export licence to any destination where to do so would be inconsistent with the Criteria. All licences are kept under careful and continual review as standard. We are able to amend, suspend or revoke extant licences as circumstances require.

Our Embassy in Turkey regularly engage with political parties and diplomatic counterparts on this issue, and closely track related judicial cases such as the HDP closure and Kobani cases.

We strongly support all minority groups in Turkey and encourage the Turkish authorities to safeguard their welfare and respect their human rights, in line with provisions in the Turkish constitution that protect the rights of all minorities, including Kurds. With our partners, we continue to call on Turkey to act in line with the conventions of the Council of Europe and broader democratic norms, as well as making progress on domestic judicial reforms. We also encourage full implementation of Turkey's 2021 Human Rights Action Plan for the benefit of all its citizens. We keep these issues under regular review.

We strongly support all minority groups in Turkey and encourage the Turkish authorities to safeguard their welfare and respect their human rights, in line with provisions in the Turkish constitution that protect the rights of religious minorities. We participated in the 2020 UN Universal Periodic Review of Turkey and pressed particularly for removing obstacles to freedom of expression, including freedom of religion or belief. We will continue to engage with Turkey on these important issues and monitor the treatment of minorities, as well as government moves to close down the People's Democratic Party (HDP).
