To ask the Secretary of State for Justice, what steps her Department is taking to support prison officers working in HMP Drake Hall in Stafford.

HMP Drake Hall provides early days support for new Officers to ensure they are well informed pre-start date. The New Colleague Mentor supports staff in their first year along with an assigned mentor in addition to their Line Manager.
Line Mangers support staff through the Staff Wellbeing Offer, with referrals to Occupational Health and workplace adjustments passports if required. Staff Support networks are promoted to all staff. Onsite Trauma Risk Management (TRiM) practitioners and Care Team members are available. Staff are also able to access the Mental Health Allies service and Employee Assistance Programme.
Furthermore, Officers are allocated to training to support working with women and have touchpoint meetings with their Line Managers to aid their development and wellbeing. They have the opportunity to take part in various development schemes to help their career progression.
I recognise that prison officers work in difficult environments every day and I want to thank all prison officers for the important job they do in keeping the public safe.
The previous Government left our hardworking staff to face the brunt of prison overcrowding, which has damaged morale and put the safety and security of staff at risk. I know that a well-staffed and skilled HM Prison Service is fundamental to delivering safe, secure, and rehabilitative prison regimes and we are determined to improve their safety at work and ensure they get a fair pay reward.

To ask the Secretary of State for Justice, pursuant to the Answer of 5 February 2025 to Question 26918 on Prisons: Construction, how many existing cells had additional beds installed to increase capacity between (a) May 1997 and May 2010 and (b) May 2010 and July 2024; how many prison places were removed in prisons that closed in the same period; and where those closed prisons were.

Data on the number of cells which had additional beds installed is not held by the Ministry of Justice for the period requested. Prison crowding data is published annually in Annex 2 of the HMPPS Annual Digest, April 2023 to March 2024 - GOV.UK. This publication provides the percentage of prisoners held in crowded accommodation in each year in each prison since 1999. There is no earlier information on crowding available.
Available records indicate that, between May 1997 and May 2010, the total operational capacity of the prison system increased from 61,927 to 89,757, a net increase of 27,830 places. This is a net figure that takes into account all decreases including prison closures, and all increases including new accommodation or crowding of existing accommodation. Data on the number of places removed from prison closures during this period is not held by the Ministry of Justice.
The net change in prison operational capacity between May 2010 and April 2024 was c500 places. The requested information on prison closures between May 2010 and July 2024 has been provided in a table below:

To ask the Secretary of State for Justice, how many prison cell fires there were in 2024, broken down by institution.

The overwhelming majority of the cell fires were considered ‘minor’ and quickly dealt with by staff, and medical assessment is provided for anyone who may have been exposed to smoke or heat. Where it is found that a fire is the result of arson, or of recklessness, the prisoner responsible will face robust punitive action, which can include further criminal charges. All operational staff receive Respiratory Protective Equipment training. Prison officers receive it as part of their Prison Officer Entry Level Training.

To date, we have delivered c.5,900 places. This includes our two new prisons HMP Five Wells and HMP Fosse Way. By the end of 2025, we are on track to have delivered around 10,000 places in total. This will include our third new prison, HMP Millsike, delivering c.1,500 places, new houseblocks at HMPs Stocken and Rye Hill, as well as hundreds more Rapid Deployment Cells.

So far, c.5,600 additional prison places have been delivered. This includes our two new c.1,700-place prisons: HMP Five Wells, which opened last year; and HMP Fosse Way, which opened in May. It also includes, among others, c.380 Rapid Deployment Cells now in place across six sites, c.350 places brought online by re-rolling HMP Morton Hall, and a workshop at HMP High Down to support 90 new places which was delivered ahead of schedule in March.
By the end of 2025, we will have delivered over 10,000 places in total. This will include our third new prison, HMP Millsike, delivering c.1,500 places, new houseblocks at HMP Stocken and HMP Guys Marsh, as well as hundreds more Rapid Deployment Cells.
We have secured outline planning permission for our fourth new prison, near the existing HMP Gartree in Leicestershire, which will deliver a further c.1,700 modern places.
We have also put in place short-term measures across the prison estate to expand useable capacity in the estate by an extra c.2,500 places since September 2022 while ensuring our prisons remain safe for staff and offenders.

Staff are deployed on detached duty as a tactical response to support other prisons when required, to cover staffing shortfalls, or to meet other operation requirements. It provides His Majesty’s Prison and Probation Service (HMPPS) with a vital contingency measure to assist in maintaining good order and security in prisons.
Despite a challenging labour market, we have seen indications of an improving resource picture nationally within prisons, with a substantial increase of 701 Full Time Equivalent (FTE) Band 3-5 Prison officers between June 2022-June 2023. In the same period, we have seen a fall in the resignation rate amongst Band 3-5 officers of 2.6 percentage points, down from 11.5% in June 2022 to 8.9% in June 2023.

To ask the Secretary of State for Justice, how many women with a fixed home address in Wales are housed in prison broken down by prison.

The number of prisoners housed in each women's prison, who have a fixed home address in Wales, is provided in the table below. In accordance with the General Data Protection Regulation, we have not provided an exact figure where the true number falls between one and five and have instead used the substitute figure “less than 5". This data is correct as of 28th April 2023.
