Question to the Cabinet Office:
To ask the Minister for the Cabinet Office, whether Fujitsu has been awarded any Government contracts since 5 July 2024.
Answered by Georgia Gould - Parliamentary Secretary (Cabinet Office)
Details of all contracts valued above £12,000 and awarded by central government under the Public Contracts Regulation 2015 are published on Contracts Finder. The Procurement Act 2023 requires contracting authorities to publish more information on tenders and contracts let, and this will be stored on the central digital platform, Find a Tender, enabling greater transparency going forward.
In addition to extensions available under Fujitsu’s existing contracts, Contracts Finder provides details of seven new Fujitsu contracts since July 2024. All of these contracts were with existing customers and in line with Fujitsu’s bid approach. Three of these contracts were direct awards of services that Fujitsu was already providing and were done to ensure continuity of public services, whilst competitive procurements are being set up, as appropriate.
In January 2024, Fujitsu said it would withdraw from bidding for contracts for work with new Government customers until the Post Office Horizon Inquiry concludes or with prior consultation and support from such new customers. Fujitsu also said it would only bid for work with existing Government customers where it already has an existing relationship with them, or where there is an agreed need for Fujitsu’s skills and capabilities.
Fujitsu's bid approach is detailed in this letter, deposited in Parliament. For more details, please see here.

Question to the Foreign, Commonwealth & Development Office:
To ask His Majesty's Government what discussions have taken place between the UK ambassador to Japan and Fujitsu about the company's contribution to the compensation scheme for the victims of the Post Office Horizon scandal.
Answered by Baroness Chapman of Darlington - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office)
His Majesty's Ambassador to Tokyo has not held discussions with Fujitsu concerning the financial redress scheme related to the Post Office Horizon IT system. The scheme is led by the Department for Business and Trade and the Post Office. Department for Business and Trade officials have met with Fujitsu three times since the General Election to discuss their contribution to the cost of the Horizon scandal.
The Government has been clear that those responsible for the Horizon scandal must be held accountable. This will be determined by the public inquiry, which is ongoing.

Answered by Georgia Gould - Parliamentary Secretary (Cabinet Office)

As with any service, during the life of the contract there may be periods when suppliers are required to perform more work, as allowed under the contract, and periods when they do less. The ability of the authorities to vary the amount of work is detailed in each specific contract. If there is significant additional work required, which exceeds what is allowed under the contract, that is also published on Contracts Finder, in line with the publication requirements.

Question to the Cabinet Office:
To ask the Minister for the Cabinet Office, with reference to the three entries totalling £189,870 for Fujitsu Services Ltd under the GPG - Interoperability One Data Programme, in his Department's transparency data entitled Cabinet Office: spend data over £25,000 - July 2024, published on 29 August 2024, what other suppliers were considered for those software services.
Answered by Georgia Gould - Parliamentary Secretary (Cabinet Office)
In January 2024, Fujitsu said it would withdraw from bidding for contracts with new Government customers until the Post Office Horizon inquiry concludes – it would only bid for work with existing Government customers where it already has a contract with them, or where there is an agreed need for Fujitsu’s skills and capabilities. Fujitsu's bid approach is detailed in this letter, deposited in Parliament.
The spend published on 29 August 2024 relates to work done on an existing contract awarded to Fujitsu in March 2023 under the previous administration.
In selecting the supplier in March 2023, the Tech Services 3 framework was employed. This was chosen as other frameworks did not have the quantity of suppliers needed to attract adequately competitive bids or would lead to direct awards. 125 companies were invited to bid, of which 3 did, including Fujitsu. Following an evaluation, which assessed technical ability to meet the requirements, how well they understood these by developing a proof of concept, social value and costs, Fujitsu were successful.
