To ask the Chancellor of the Exchequer, what assessment she has made of the potential impact of increases in employer National Insurance contributions on the recruitment of young workers in Scotland.

A detailed assessment of the policy has been published by HMRC in their Tax Information and Impact Note. The TIIN sets out the impact of the policy on the exchequer, the economic impacts of the policy, and the impacts on individuals, businesses, and civil society organisations, as well as an overview of the equality impacts.

The Office for Budget Responsibility (OBR) also published the Economic and Fiscal Outlook (EFO), which sets out a detailed forecast of the economy and public finances. Accounting for policies that will materially affect the forecast, the OBR expect that employment levels will rise in every year of the forecast, and that they will be higher in every year compared to March, reaching 35.5m in 2030-31.

The UK Government is committed to providing young people with the best start to their working lives. That is why we have committed to a Youth Guarantee to support young people across Great Britain to earn or learn. This includes a Jobs Guarantee, which will provide a six-month paid work placement for every eligible 18- to 21-year-old who has been on Universal Credit and looking for work for 18 months.

The Government is committed to increasing opportunities for young people. That is why the Department for Work & Pensions is expanding Youth Hubs for 16–24 year olds to increase coverage to more than 360 locations across Great Britain, ensuring that every young person - including those not receiving benefits - can access opportunities and comprehensive support in their local area.

In January 2026, there were 114 fully opened Youth Hubs. For new and existing Youth Hubs, we have introduced a core blueprint for minimum service standards, marking a major step forward in making employment support more accessible and seamlessly integrated with other essential services—such as health, housing, and wellbeing—tailored to local needs and partnerships. In January 2025 there were 97 fully opened Youth Hubs.

The number of open Youth Hubs is unpublished management information, collected and intended for internal department use and has not been quality assured to National Statistics or Official Statistics standard.

The Government is taking a range of steps to increase awareness among young people in the Midlands about the diverse and rewarding career opportunities available in the tech sector. The Department for Work and Pensions (DWP) has developed partnerships with local colleges to provide routes into digital content creation, social media, and other in-demand skills. We are working closely with the region’s four main universities through initiatives such as the Graduate Retune and HLSM+, offering tailored employability support, sector workshops and paid placements with local businesses.

The East and West Midlands Combined Authorities are two of eight areas delivering Youth Guarantee Trailblazers. These Trailblazers are testing innovative approaches to identify and deliver localised support to young people who are Not in Employment, Education or Training (NEET) or at risk of becoming NEET. This includes specialist digital boot camps delivered by providers such as Generation UK, Althaus and Birmingham Open Media. The Trailblazers will provide learning to inform the role of local areas in delivering the Youth Guarantee in the future.

The Department for Science, Innovation and Technology (DSIT) has launched TechFirst, an £187 million programme designed to build the tech skills pipeline and drive local growth. TechFirst has also launched TechLocal to address the challenges SMEs and start-ups face in investing in early-stage career roles. By funding innovation in local recruitment, TechLocal will connect young people in the Midlands directly to the region's growing frontier technology sectors. The Government’s ambition is to transform young people’s prospects, by ensuring every one of them has the chance to earn or learn through a Youth Guarantee.

We have already taken the first steps towards delivering a Youth Guarantee, launching eight Youth Guarantee Trailblazers in England, announcing funding to almost double our Youth Hubs, and launching an Independent Report into Young People and Work, to identify potential areas for reform to better support young people with health conditions and disabilities.

At the Budget we announced the expansion of the Youth Guarantee, backed by an £820 million investment over the next three years, to reach almost 900,000 young people. This includes expansion of Youth Hubs to more than 360 areas across Great Britain and a new Youth Guarantee Gateway, offering a dedicated session and follow-up support to 16-24-year-olds on Universal Credit and looking for work. This investment will also create around 300,000 additional opportunities to gain workplace experience and training. In addition, it will provide guaranteed jobs to around 55,000 young people aged 18-21 through the Jobs Guarantee.

The application window for Phase One of the Jobs Guarantee opened on 29 January 2026. Through the application process, the government will identify delivery organisations to run the Jobs Guarantee scheme in the six Phase One areas of Birmingham & Solihull, East Midlands, Greater Manchester, Hertfordshire & Essex, Central & East Scotland and Southwest & Southeast Wales.

In Phase One of the Jobs Guarantee, the Scheme will provide over 1,000 fully funded six-month paid jobs to eligible 18–21-year-olds, who have been on Universal Credit and looking for work for 18 months. The DWP will fund 100% of eligible employment costs for 25 hours a week at the relevant minimum wage. The DWP will also fund wraparound support to help participants succeed on the scheme and transition into sustained employment.

Phase One will be followed by national roll-out of the Jobs Guarantee across Great Britain later in 2026.

The Government is taking a range of steps to increase awareness among young people of the diverse and rewarding career opportunities available in British manufacturing. This forms part of our wider efforts to reduce the number of young people who are not in education, employment or training (NEET). Promoting the Youth Guarantee, the Government’s commitment to ensure young people have access to support to find a job, training or an apprenticeship, is a key element of this approach.

The Department for Work and Pensions (DWP) promotes careers in manufacturing to young people through a range of national and local activity, including Jobcentre-led manufacturing-focused careers sessions, employer talks and jobs boards focused on apprenticeships and early careers roles. Work Coaches are also being upskilled to help them confidently challenge outdated myths and discuss modern manufacturing with young people.

We work closely with industry bodies such as Make UK and the Institute for Grocery Distributors, to support young people to better understand the breadth of manufacturing careers available. In addition, we encourage employers to directly engage with schools and colleges, and work closely with the National Careers Service to provide clear information on routes into the sector. We also promote pathways into manufacturing, including government skills interventions such as Sector-based Work Academy Programmes and Skills Bootcamps, and apprenticeships.

National Manufacturing Day (NMD) further supports these efforts by opening up factories and workplaces to schools, colleges, and local communities. Through activities such as factory tours, demonstrations and employer-led talks young people can see firsthand what modern manufacturing looks like and the range of roles available, including apprenticeships and graduate routes. The Department for Education (DfE) supports NMD by promoting it to schools and parents and providing materials on education and training routes into the sector for school leavers.

Finally, DWP hosts regular Jobs and Careers Fairs, with planned events throughout 2026, designed to support young people, particularly those who are NEET or at risk of becoming NEET, to explore opportunities across different sectors, including manufacturing. These events enable young people to access advice and training and engage directly with employers.

The Youth Guarantee is backed by an £820 million investment over the next three years to reach almost 900,000 young people. This includes Youth Hubs in every area in Great Britain and a new Youth Guarantee Gateway, offering a dedicated session and follow-up support to 16-24-year-olds on Universal Credit to get them into employment or training. This support will provide an opportunity for young people to gain the essential skills and experience they need and prevent the damaging effects of long-term unemployment.

The estimated participation rates can be found by selecting “Query data” on the NOMIS home page and selecting “Annual Population Survey/Labour Force Survey” and then “annual population survey (Dec 2004 to Jun 2025)” in the lists of data sources. The Geography will need to be set for the relevant ‘local authorities: district / unitary’ within the West Midlands. The Variable will need to be set to “Economic activity rate - aged 16-64”. West Midlands can also be selected in the ‘regions’ category to give participation rates for the whole region.

Through our Get Britain Working Strategy, we are reforming employment, health, and skills support to tackle economic inactivity, support people into good work, and create an inclusive, thriving labour market.

Specifically in the West Midlands, we are working with the West Midlands Combined Authority to deliver a Youth Trailblazer, which is testing how best to deliver and integrate work, health and skills support locally for young people. The West Midlands Combined Authority has also received their Connect to Work funding through their 2025/26 Integrated Settlement to deliver Supported Employment to disabled people, individuals with health conditions and people with complex barriers to employment. They will receive further Connect to Work funding in the 2026/27 – 2028/29 Integrated Settlement from April.

Furthermore, all areas in England have been asked to develop a Local Get Britain Working plan. Led by local government and co-developed with local NHS, Jobcentre Plus and wider stakeholders, these plans will identify local labour market challenges and priorities, and support the integration of locally-delivered services. The Government recognises the vital importance of the hospitality sector, particularly in rural and coastal areas, in providing employment opportunities for young people and supporting local economies. We have put in place a range of measures to ease cost pressures on the sector, including permanently lowering the business rates multiplier for eligible retail, hospitality and leisure properties, alongside a £4.3 billion business rates support package to protect ratepayers from increases following the revaluation.

Building on this, From April, every pub and live music venue will get 15% off its new business rates bill on top of the support announced at Budget and then bills will be frozen in real terms for a further two years. The pub and hotel sector has also raised concerns about valuation, which the government agrees need to be addressed. We are therefore launching a review into how they are valued for business rates.

To go even further, we are more than doubling the Hospitality Support Fund, providing £10 million over three years to help local hospitality businesses diversify, improve productivity, and support people into jobs.

We are also investing significantly in young people's skills and opportunities. This includes £820 million for the Youth Guarantee and £725 million through the Growth and Skills Levy, ensuring young people have the support they need to earn or learn. We will support 50,000 young people into apprenticeships in England by fully funding apprenticeship training costs for all eligible 16-24year-olds, expanding foundation apprenticeships to hospitality, and extending the Destination Hospitality Sector-based Work Academy Programme pilot, launched in partnership with UKHospitality.

Our Get Britain Working Labour Market Insights publication contains a range of analysis of how labour markets are performing in different types of labour market across the country - including former industrial areas - Get Britain Working: Labour Market Insights - GOV.UK.

We are committed to ensuring employment support meets the needs of local areas. To do this, we are:

  • Rolling out Connect to Work across England and Wales, which is a voluntary, locally commissioned, Supported Employment programme for individuals that are disabled, have a health condition or are experiencing non-health related barriers to work to find and sustain employment.

  • Delivering local Get Britain Working plans across England, led by local government and co-developed with local NHS, Jobcentre Plus and wider stakeholders. These plans will identify local labour market challenges and priorities including in former industrial areas, and work collectively to address these challenges and support the integration of services.

  • Delivering 17 Economic Inactivity and Youth Guarantee Trailblazers led by Mayoral Strategic Authorities and Wales during 24/25 and 25/26. Trailblazers are testing local approaches to support people who are hardest to reach to move towards work, considering the specific needs of local labour markets.

  • Reforming Jobcentre Plus and creating a new service across Great Britain that will enable everyone to access support to find good, meaningful work, and support to help them to progress in work, including through an enhanced focus on skills and careers.

Employment support programmes such as the Get Britain Working Trailblazers, WorkWell and Connect to Work will be evaluated to assess the extent to which they help people to enter and remain in work.
