The Foreign, Commonwealth and Development Office does not hold separate data on subscriptions. Many decisions are made by the UK's 281 embassies and diplomatic posts overseas or by individual departments in the UK. As a result, comprehensive information on individual titles is not centrally recorded and collating this information would incur disproportionate cost.

Efficiency savings are made on core titles by providing these centrally online as part of library services and by partnering with other Government Departments to obtain best value for money. These are reviewed annually. Over the last three financial years, the titles listed below have been supplied centrally through the FCDO Library.

The breadth of titles reflects the wide range of issues, events, and crises the FCDO's staff around the world need to keep track of to protect the UK's interests at home and overseas.

Both organisations bridge the funding gap for small and medium-sized enterprises to succeed through a range of support mechanisms. These include funding products for thematic R&D projects to help individual businesses take their ideas towards commercialisation; and providing support services including advisors to support business access to global markets.

The European Innovation Council provides the opportunity for businesses to seek direct equity investment. The British Business Bank, a close partner of Innovate UK, offer some similar products and Innovate UK enables connectivity with trusted investors to bring about private investment aligned with its funding and support.

The government appreciates the significant economic and cultural contribution that international students make to UK higher education.

The government remains committed to the ambitions set out in its International Education Strategy, including the aim to host 600,000 international students in the UK per year by 2030. The government is proud to have met this ambition two years running.

Universities also offer a range of dedicated support to their international students before they arrive in the UK, on arrival and during their studies. Organisations such as the UK Council for International Student Affairs (UKCISA) and the British Council continue to provide information to international students entering the UK.

Tackling marine plastic pollution in all its forms is a priority for the UK Government, and we’re taking action domestically, regionally and internationally to address this issue.

Our statutory UK Marine Strategy sets out a vision for UK waters to achieve clean, safe, healthy biologically diverse and productive seas, which are used sustainably. The UK Marine Strategy Part One set out our aim for the amount of litter on coastlines and in the marine environment to be declining over time and for levels to not pose a significant risk to the coastal and marine environment.

In 2019, the British Irish Council Ministers recognised the need to address the loss of plastic pellets and supported the development of a Publicly Available Specification developed by the British Standards Institution. This Specification sets out requirements for the handling and management of plastic pellets, flakes and powders throughout the supply chain to prevent spills, leaks and loss to the environment, and was the first of its kind when published in July 2021. As a Contracting Party to the OSPAR Convention for the Protection of the Marine Environment of the North-East Atlantic, the UK develops and implements actions under the OSPAR Regional Action Plan on Marine Litter and has led an action on preventing plastic pellet loss in the supply chain. The action has resulted in the adoption of a Recommendation on minimum requirements for pellet loss certification schemes, to promote coherence in national approaches and drive improved standards throughout the supply chain.

The UK is a leading voice in the negotiation of a new international treaty on plastic pollution and has called for binding provisions to reduce and prevent microplastic pollution from all sources. In particular, the UK has called for specific provisions to prevent and eliminate emissions and releases of plastic pellets, flakes and powders across the whole supply chain.

Additionally, the UK is contributing to discussions at the International Maritime Organisation regarding requirements for the shipping of plastic pellets. Recommendations on the carriage of plastic pellets by sea in freight containers are under development and are expected to be approved this year. The UK is pushing for action to be taken as soon as possible to reduce the incidence of plastic pellet spills at sea.

Local highway authorities including Gloucestershire and Oxfordshire County Councils have a duty under Section 41 of the Highways Act 1980 (as amended) to maintain the highways network in their area. Dealing with any compensation claims due to possible defects, including potholes, on the highway network is entirely the responsibility of the relevant highway authority, and the Department has made no formal assessment of this matter.

The Department is providing over £1 billion of highway maintenance capital grant funding to local authorities in the current financial year. This funding goes to eligible local highway authorities across England, outside of London and the mayoral combined authorities who are in receipt of City Region Sustainable Transport Settlements. As a result of the funding increases announced at Budget 2023 and in the Prime Minister’s Network North programme, local highway authorities in England are generally receiving around 30% more highway maintenance funding from the Department for Transport in the current financial year than in the previous financial year. The Network North programme includes an unprecedented increase of £8.3 billion for local highway maintenance over the period up to 2033/34 to help fix the blight of potholes on our local highway networks up and down the country.

Funding allocations for all eligible local authorities are published on gov.uk. Gloucestershire County Council received a total of £29.1 million of highway maintenance capital grant funding, and Oxfordshire County Council a total of £27.2 million, in the 2023/24 financial year. In each case this was an increase of around 30% compared to the 2022/23 financial year. The Department for Transport has asked local highway authorities to publish on their websites by 15 March 2024 plans setting out how the additional Network North highway maintenance funding will be used, and thereafter quarterly reports on how the funding has been spent.

The UK Government opposes the death penalty in all circumstances. We will continue to raise Mr Sharif-Aminu's case as he appeals his sentence. In April 2023, officials raised Yahaya Sharif-Aminu, and other blasphemy cases, with the Executive Secretary of Nigeria's National Human Rights Council. Most recently, in August 2023, the British High Commissioner handed over a letter from Fiona Bruce MP, the PM's Special Envoy on Freedom of Religion or Belief, on Yahaya Sharif-Aminu to the Kano State Governor and discussed the case with him. More broadly, we raise Freedom of Religion and Belief (FoRB) and the rights of those accused of blasphemy with Nigeria bilaterally and in multilateral forums including at Nigeria's Universal Periodic Review at the UN Human Rights Council in January.
