To ask the Secretary of State for Digital, Culture, Media and Sport, if he will make and publish an assessment of the impact of privatising Channel 4 on businesses and jobs in the UK TV production sector.

The government recognises that Channel 4 has consistently delivered on its remit in the decades since being established, including supporting the UK’s independent production sector.

Forty years on, this sector is now flourishing. Independent production is increasingly less reliant on income from UK public service broadcasters, and will continue to be in demand for the high-quality, differentiated, distinctively British content it produces. In the 10 years between 2008 and 2018, the contribution of PSB commissions to sector revenue fell from 64% to 42%, due in large part to the growth of international revenue.

The consultation opened on 6 July, running for 10 weeks, before closing on 14 September. We are currently analysing responses to our consultation. Once we have answered the questions set out in the consultation, we will know what specific impacts to assess and will therefore be in a position to carry out an impact assessment

Whatever decision we make, it will not compromise this government’s commitment to the independent production sector and wider creative economy. Our support for the UK film and TV industry has helped it bounce back from the impact of the pandemic when it had to shut-down in March 2020. For Q4 2020 the UK film and TV industry had the second highest production spend for any quarter on record - at £1.19 billion.

Last year, the government invested over £1 billion through the creative sector tax reliefs which support the UK screen sectors. In High-End TV, the UK has seen a production boom worth over £4 billion since a dedicated tax relief was introduced in 2013.

More than 600 productions have been supported by the government’s UK Film and TV Production Restart Scheme, protecting over 55,000 jobs and securing £1.9 billion of production spend.

To ask Her Majesty's Government what plans they have to introduce a Smart Fund tax on technological devices to support the creative arts sector.

There are no plans to introduce a Smart Fund tax on technological devices but the Government continues to monitor the way that creative sector tax reliefs are working to ensure they are effective.

The Government recognises the significant disruption the necessary actions to combat Covid-19 are having on sectors such as the creative arts.

During this difficult time the Treasury has worked intensively with employers, delivery partners, industry groups, and other government departments to understand the long-term impact of Covid-19 on all key areas of the economy and continues to do so.

The sector continues to benefit from the significant cross-economy support made available throughout this pandemic, including the generous employment schemes, grants, loans, a reduction in VAT to 5%, business rates relief, and the extension of the moratorium on commercial evictions for business tenants.

In March 2021, the Chancellor announced a further £300m to build on the existing £1.57 billion Culture Recovery Fund to protect the cultural sectors. To date, more than £1.2 billion in grants, repayable finance and capital has been awarded to over 5000 organisations and sites in England.

Additionally, in March 2021, the Chancellor extended the £500 million Film & TV Production Restart Scheme to enable the screen sector to operate throughout the year. The registration deadline for this scheme is 31 October 2021, and claims will be able to be submitted up to 31 March 2022 for losses incurred up until 31 December 2021. The scheme has directly supported more than 45,000 jobs.

The £7 million UK Global Screen Fund pilot has also been established to support the export of UK independent screen content, in particular UK independent film.

To ask the Secretary of State for Digital, Culture, Media and Sport, what steps the Government is taking to promote the Scottish Highlands as a film location for movies and television.

My department continues to work closely with its Arm’s Length Body, the British Film Institute (BFI), to ensure it meets the full range of its responsibilities, including to support the film sector nationwide. In its ongoing support for Scottish production, the Government has worked with the BFI to ensure a wide range of funding and initiatives are available to support Scottish production and the development of talent.

Examples of support that have been given to the Scottish film industry include the BFI Film Fund, the BFI NETWORK and the BFI Film Audience Network, which use National Lottery Funding for development, production, distribution and promotion, supporting Scottish films, Scottish audiences and emerging Scottish filmmakers. The BFI Film Fund has funded a number of Scottish projects including The Origin, which was shot in the Scottish Highlands in October 2020.

The British Film Commission (BFC), a national body predominantly funded by DCMS, also supports and promotes UK-wide film and high-end television production, including in Scotland. It works in close partnership with Screen Scotland, the national screen agency for Scotland funded by the Scottish Government and the National Lottery. Scotland is featured as part of all BFC marketing campaigns and assets, including show reels, websites and brochures, that are designed to facilitate film making and promote British locations, and the BFC facilitates regular business development meetings with international film and television clients. These meetings include representatives from all UK nations, including Scotland.

Following the outbreak of Covid-19 the Government has worked closely with the UK Nations to ensure Covid-secure production guidance supports safe production for film and high-end television in Scotland and across the UK. Screen Scotland has been part of the Screen Sector Taskforce, coordinated by the BFI, which helped to develop the guidance and has also looked at the impact of Covid and recovery measures for the sector, in collaboration with DCMS. In addition, the UK-wide £500 million Film and TV Production Restart Scheme is getting nationwide TV and film productions that have been halted or delayed by a lack of insurance back up and running, by giving productions the confidence they need that they will be supported if losses are incurred due to Covid-19.

VisitBritain also uses high profile filming locations as part of its international tourism marketing activity. For example, in the past it has run campaigns promoting Glen Coe, as featured in James Bond’s Skyfall.

The government recognises the significant cultural and economic value of cinemas, and has supported them through both sector-specific and economy-wide measures.

More than 200 independent cinemas have so far received funding of £16 million in the first round of the £1.57 billion Culture Recovery Fund. This funding is being administered by the BFI on behalf of the Department for Digital, Culture, Media and Sport, as part of the biggest ever single investment in this country’s cultural sectors. Grants have been awarded to cinema sites in every corner of the country, with cinemas outside London benefitting from 78% of funding to date. Further to this, we announced in December that cinemas will be able to apply for a share of an additional £14 million in grants as part of the second round of the Culture Recovery Fund. This second round closed on 1 February, and will provide support for cinemas into the next financial year. Cinemas have also been eligible to apply to the second round of Arts Council England’s Repayable Finance scheme, with a total of £100 million available.

Recognising that cinemas need content, during this crisis the Government’s Film and TV Production Restart Scheme has helped keep the cameras rolling at the other end of the screen supply chain. The £500 million scheme, which opened for applications in October 2020, has assured over 100 productions that they will be supported if future losses are incurred due to Covid-19 and provided the confidence they need to restart filming.

In addition, most cinemas have been and are continuing to benefit from economy-wide measures including the VAT cut on tickets and concessions, a business rates holiday, access to Bounce Back Loans, the extended Coronavirus Job Retention Scheme, and Local Restrictions Support Grants.

Together these measures are providing a comprehensive package of support to the cinema industry to support it through the pandemic.

We recognise that cinemas need an incoming stream of new releases to show and we are supporting production by establishing a £500 million in a UK-wide Film and TV Production Restart Scheme to help get productions back up and running again. This will support the creation of new content which can be released into cinemas of all sizes.
