To ask the Deputy Foreign Secretary, what recent steps his Department has taken to help support (a) governance reform and (b) humanitarian delivery in Lebanon.

The UK is supporting Lebanon's caretaker government's efforts to implement much-needed reforms. This is the only way to rebuild the confidence of the international community, stop more Lebanese falling into poverty and set the country on a path to sustainable economic progress. During the Foreign Secretary's visit to Lebanon in February, he reaffirmed the UK's commitment to Lebanon's stability. Since 2013 we have provided over £680 million in humanitarian and development assistance. Our funding addresses basic humanitarian needs, including access to healthcare, water, sanitation and shelter. We also support coordination of partners to optimise delivery, including in the conflict-affected south.

To ask the Secretary of State for the Home Department, if he will make an assessment of the implications for his asylum policies of the treatment of Syrians in Lebanon by the Lebanese government.

Our assessment of the situation for Syrian nationals is set out in the relevant country policy and information notes which focus on conditions within Syria and are available on the Gov.uk website.
There are no plans to produce a country policy and information note on Syrian nationals in Lebanon at this time.

To ask the Secretary of State for the Home Department, what routes are available for Syrians in Lebanon seeking asylum in the UK.

The UK has a proud history of providing protection for those who need it through a number of safe and legal routes. However, there is no provision within our Immigration Rules for someone to be allowed to travel to the UK to seek asylum or temporary refuge. Whilst we sympathise with people in many difficult situations around the world, including people from Syria, we are not bound to consider asylum claims from the very large numbers of people overseas who might like to come here. Those who need international protection should claim asylum in the first safe country they reach – that is the fastest route to safety.
The UK continues to welcome refugees and people in need through our existing global resettlement schemes which include the UK Resettlement Scheme (UKRS), Community Sponsorship and the Mandate Resettlement Scheme.

The RAF undertakes regular flights to the Middle East region as part of our routine engagement and to conduct humanitarian aid airdrops as part of the Jordanian led mission. For operational security considerations we will not comment further.

The UK is committed to defending, promoting and strengthening Freedom of Religion or Belief (FoRB) and partnering with Lebanon in the shared fight against terrorism. Since 2016, the UK has provided over £6 million in funding to the Tripoli and Beirut-based MARCH, which promotes social cohesion and combats violent extremism, supporting vulnerable youth to become positive actors in their communities. The Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon, and the Prime Minister's Special Envoy on FoRB, Fiona Bruce MP, continue to maintain close relationships with religious leaders across Lebanon.

The UK is committed to defending, promoting and strengthening Freedom of Religion or Belief (FoRB) for all. Lebanon is one of the most religiously diverse countries in the world. Maintaining and strengthening close relationships with religious leaders across Lebanon is a priority for the Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon, and the Prime Minister's Special Envoy on FoRB, Fiona Bruce MP, supported by the British Embassy in Beirut. The UK also maintains close relations with civil society organisations in Lebanon that champion FoRB.

The UK and likeminded donors continue to work closely with the Government of Lebanon to help address pressures facing its education sector - including as a result of Lebanon's economic crisis. In February, the Foreign Secretary announced a £2.6 million contribution to support the education of vulnerable out-of-school children in Lebanon. The UK is also providing £7.35 million to the Lebanon Humanitarian Fund, which supports UN agencies and NGOs to provide education, as well as other critical services such as food, water and shelter to vulnerable communities across Lebanon.

Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

To ask His Majesty's Government what further steps they will take, along with international partners, to secure a ceasefire in the Israel–Hamas war.

The Government has long been calling for an immediate pause to get aid in and hostages out, then progress towards a sustainable, permanent ceasefire, without a return to destruction, fighting and loss of life. The UK welcomed the UN Security Council Resolution 2728 on 25 March, which reflects international consensus behind the UK's position.

To ask His Majesty's Government what assessment they have made of the impact on the livelihoods of Palestinian refugees in Syria, Jordan and Lebanon of the decision to suspend aid to the United Nations Refugee and Works Agency for Palestine Refugees in the Near East.

The UK provided £35 million to UNRWA this financial year, including an uplift of £16 million for the Gaza humanitarian response, all of which was disbursed before the recent allegations came to light. No more British funding is due this financial year and we have paused any future funding of UNRWA..
Indeed, we are appalled by allegations that UNRWA staff were involved in the 7 October attack against Israel, a heinous act of terrorism that the UK Government has repeatedly condemned.
We want UNRWA to give detailed undertakings about changes in personnel, policy and precedents to ensure this can never happen again. We are working with allies to try to bring this situation to a rapid conclusion. I have discussed this with Commissioner-General Philippe Lazzarini on several occasions, most recently on 4 April.
We are aware that the UN Office of Internal Oversight Services and Catherine Colonna have now provided their interim reports to the UN Secretary-General.
