To ask the Minister of State, Foreign, Commonwealth and Development Office, pursuant to the Answer of 23 November 2023 to Question 1964, what additional (a) financial and (b) other support the Government plans to offer to the International Criminal Court.

The UK is one of the major funders of the International Criminal Court (ICC) through its Annual Budget and works to ensure that the Court has the resources it needs to operate effectively and sustainably. We make every effort to assist the ICC and other international investigations as appropriate, including leading international efforts to build support for the work of the Court in Ukraine. On 20 March, the then Deputy Prime Minister co-hosted with the Netherlands an International Justice Ministers' Conference, generating over £4 million in voluntary contributions and new offers of practical support for the Court and its independent investigation into the situation in Ukraine. In addition to the UK's funding support of £10.5 million to the ICC's Annual Budget, since the start of the conflict in Ukraine, we have made further contributions totalling £2 million, which will increase the Court's capacity to collect evidence and provide enhanced psychosocial support to witnesses and survivors across their investigations globally. Additionally, the UK provides practical support including witness protection, sentence enforcement and secondments of UK experts. This year we provided additional funding to the Prosecutor's Trust Fund for Advanced Technology and Specialized Capacity, the Trust Fund for Deployed Personnel and the Trust Fund for Victims.

To ask the Chancellor of the Exchequer, whether his Department holds information on the countries that will implement the OECD Pillar 2 minimum corporation tax measures from 31 December 2023; and what discussions he has had with (a) the OECD and (b) his counterparts in other countries on the implementation of that measure.

Countries that have committed to apply Pillar 2 from 31 December 2023 or 1 January 2024 include: Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Liechtenstein, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovenia, South Korea, Spain, Sweden, Switzerland and Vietnam. Japan are implementing for 1 April 2024.

Guernsey, Isle of Man, Jersey, Hong-Kong and Singapore have committed to implement for 1 January 2025.

There are many other jurisdictions that have taken steps towards Pillar 2 implementation.

There are regular multilateral discussions at Ministerial level, including at the level of the G20, on how to ensure swift and coordinated implementation of Pillar 2, as well as the support that can be provided to developing countries in that regard.

The UK delivery plan for the Fairwater Footprints (FWF) programme will improve the governance of water in supply chains. Already FWF is shaping new investment in collective water action in over 60 UK food and drink retailers in water-scarce regions of Peru, Kenya and Morocco, reforming procurement, regulation and investment policy in Panama, Madagascar, Finland and the Netherlands, and strengthening the voice of vulnerable communities in Malawi. In March 2023 the UK announced £1 million to design the flagship Just Transitions for Water Security programme to support the FWF alongside two other COP26 initiatives: the Water Tracker and the Resilient Water Accelerator.

To ask the Secretary of State for Culture, Media and Sport, whether she has taken steps to promote tourism from the rest of the Commonwealth to (a) England and (b) Romford constituency.

His Majesty’s Government works to promote the whole United Kingdom as a destination for tourists, both domestic and international, working with the devolved governments and administrations across the UK.

VisitBritain has in-market teams for Europe, including France, Germany, Spain, the Netherlands and the Nordics, where they promote Britain through various campaigns and marketing of Britain’s regional diversity. VisitBritain also has in-market teams for Australia, Canada and India for the Commonwealth.The latest figures from VisitBritain’s International Passenger Survey indicate there were 21 million visitors from Europe to the UK in 2022, accounting for 67% of total inbound visits to the UK and 44% of total inbound spend.

VisitBritain recently kicked off the next phase of our GREAT-funded international marketing campaign in France and Germany to showcase Britain as a dynamic, diverse and exciting destination and to drive tourism outside of London.

Each year, VisitBritain welcomes more than 120 international travel trade buyers for a series of educational visits across Britain. They showcase the latest tourism products to international buyers. Last year, we had buyers from 16 international markets taking part including France, Germany, Spain, Italy, the Netherlands, the Nordic countries, Australia, India and Canada.

VisitBritain recently hosted ‘Destination Britain India’, its first trade mission to India since the pandemic. It saw dozens of British industry suppliers from across the nations and regions meet with 75 top buyers from India. The suppliers included hotels, retailers, visitor attractions, tour operators, transport providers and local destinations from across Britain.

VisitBritain is developing a new multi-million-pound GREAT Britain marketing campaign for the USA, the UK’s largest and most valuable visitor market, as well as Canada and Australia, with a focus on screen tourism.

VisitEngland is creating a portfolio of nationally supported, strategic and high-performing Local Visitor Economy Partnerships (LVEPs) to transform the English visitor economy landscape and appeal more strategically to domestic and inbound visitors. 26 LVEPs have now been accredited, including VisitEssex which covers the Romford area.

To ask the Secretary of State for Culture, Media and Sport, with reference to her Department's publication of 11 October 2021 entitled Visa-free short term touring allowed in 20 member states, whether any additional countries offer visa and work permit free routes for UK musicians and performers.

The Government is committed to supporting touring artists and the wider music industry to adapt to new arrangements following our departure from the EU, and we have worked with the sector and directly with Member States to provide clarity and support.

24 out of 27 Member States, the vast majority, have clarified arrangements to confirm that they allow visa and work permit free routes for UK performers for some short-term touring. This includes most of the UK’s biggest touring markets such as France, Germany, and the Netherlands, and it includes Spain and Greece who have introduced easements for third country touring professionals.

We continue to engage with the few remaining Member States to improve arrangements or clarify guidance, and we have worked closely on this with the sector. Most recently, we raised the issue of Touring with the EU at the Services Investment and Digital Trade Committee on 9 October. Ultimately however, it is up to Member States to align their requirements more closely with the UK’s generous rules.

The Government has also launched an Export Support Service where UK businesses, including touring professionals, can access advice and guidance. We will continue to engage with industry to understand challenges facing the live music sector and options to address these issues.
