Asked by: Callum Anderson (Labour - Buckingham and Bletchley) Thursday 15th January 2026 Question to the Department for Environment, Food and Rural Affairs: To ask the Secretary of State for Environment, Food and Rural Affairs, what work has been done to model the impact of climate variability on farm profitability projections. Answered by Angela Eagle - Minister of State (Department for Environment, Food and Rural Affairs) Results from Defra’s annual Farm Business Survey provide an assessment of how the weather and other factors have influenced farm profitability in the previous year. Last year we published Baroness Batters’ Farming Profitability Review, which offers a clear assessment of the challenges facing farmers alongside 57 recommendations for strengthening farm businesses. We are grateful for this substantial piece of work, which is rooted in years of experience and provides important evidence to guide our approach. We will now carefully consider the findings and recommendations. |

Answered by Angela Eagle - Minister of State (Department for Environment, Food and Rural Affairs) The Government has allocated £11.8 billion this parliament to sustainable farming and food production, targeting public money where it delivers most value, in Newcastle-under-Lyme and across the country.
The Government is making supply chains fairer to ensure farmers, particularly smaller farmers who can be most exposed to market pressures, are protected in their contracts, while unlocking new markets for British produce.
The department has published Baroness Batters’ independent Farming Profitability Review 2025. A 25-year Farming Roadmap setting out the long-term direction for farming will follow next year.
Defra is establishing a farming and food partnership board to give farmers a stronger voice in Government.
Changes to planning rules will place greater emphasis on food production, making it easier for farmers to develop infrastructure.
We will take forward sector plans to build profitability in sectors with great potential, and we will seek to boost private finance into farming. |

Farming Profitability Review: Northern Ireland
Asked by: Robin Swann (Ulster Unionist Party - South Antrim) Wednesday 12th November 2025 Question to the Department for Environment, Food and Rural Affairs: To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to the Farming Profitability Review, which stakeholders in Northern Ireland gave evidence to the Review. Answered by Angela Eagle - Minister of State (Department for Environment, Food and Rural Affairs) Under the Terms of Reference, Baroness Batters’s Farming Profitability Review is an England-only review. Baroness Batters wrote an open letter to stakeholders and received responses from organisations that represent farmers in Northern Ireland. This included Northern Ireland-specific organisations, and organisations covering the whole of the UK. The department is considering her recommendations carefully. |

Answered by Angela Eagle - Minister of State (Department for Environment, Food and Rural Affairs) The Government is currently undertaking the fourth statutory review of the Groceries Code Adjudicator (GCA). The review considers the GCA’s effectiveness in enforcing the Groceries Code between 31 March 2022 and 1 April 2025.
The review commenced on 1 April and a consultation to gather stakeholder views and evidence was published on 13 May with a closing date of 5 August. The Government is currently analysing responses to the consultation and will publish a report as soon as practicable.
On the Farming Profitability Review, Baroness Minette Batters (BMB) was appointed in April as the lead reviewer. Baroness Batters will submit her report to the Secretary of State for consideration shortly. |
