The Back-Bench committee in the other place is, of course, elected and not selected by the usual channels. Can the noble Lord tell us how he sees this committee being selected? My view of it is very dependent on it being elected if it is to be as effective as the noble Lord suggests.

The method of appointment is not specified in the resolution but, for my part, I wholly agree with the noble Lord. It is right that such a committee should be elected and it should, of course, include representatives of all the groups in the House, as indeed happens in another place.

The establishment of the committee has been a success in another place. The Procedure Committee there says that it has been widely welcomed as a successful and effective innovation. The Government have said that they “agree with that conclusion” of the Procedure Committee. I suspect that agreement may be through gritted teeth, on the grounds that what has been done cannot be undone. I also suspect—and I hope that I am not doing the noble Lord the Leader an injustice—that the Government in this House suspect that the subjects chosen for debate by a Back-Bench debates committee might be more interesting and more topical than they would ideally wish. Of course, individual Back-Benchers should, and will, continue to be able to get unintermediated access to the Order Paper through Questions for Short Debate, and the Leader has said that opportunities for such debates will be increased.

Therefore, I urge the House to support the Motion for a trial run of a Back-Bench debates committee, as recommended by the cross-party Leader’s Group chaired by the noble Lord, Lord Goodlad. If we are eager, as we should be, to promote the relevance of debates in this House and the better use of the time and expertise that are available here, we should do so. My message to the House is: Back-Benchers of the House unite—you have nothing to lose but your chains.

My Lords, my arguments against the current procedures have been well rehearsed, and the case for change has been well made. I do not intend to repeat any of them now. If this is put to a vote I shall vote in support of the proposal.

As the noble Lord, Lord Cormack, stressed repeatedly, this is an experiment. It seems to me that the success of the experiment depends crucially on the criteria that the committee will apply, and how it will apply them. That is crucial. What exactly are the criteria going to be? What weight will be given to each of them? Will the committee have a remit, for example, to ensure that all the criteria are met over the period of the experiment, or only some of them? How many of the separate criteria will have to be met at any given time? If a topic meets more than one criteria, how will one topic be favoured over another? What weight will be given to each of the criteria? All these issues go towards whether this experiment will be perceived as fair and objective, and as an improvement on the current process. I very much hope that if this moves forward, as I hope it will, these questions will be addressed as we make progress on this issue.

My Lords, as I said when I intervened in the speech of the noble Lord, Lord Butler, for me the crucial thing is that this committee should be elected. If people are standing for election to this committee whom we do not think would take a balanced view on the quirky topic and the large topic, then do not vote for them. Surely within this House we are grown-up enough and experienced enough to realise the importance of maintaining a balance in what we do, and can trust our colleagues. The alternative is a Charlie and the Chocolate Factory situation, where you have to wait to get the golden ticket to have your chance to put forward your debates. It has been said that colleagues are going to be lobbying—of course they are, but we lobby our Front-Benchers all the time. Surely all of us are grown-up enough to be able to survive the experience of a bit of lobbying. I support this proposal because it is about strengthening Parliament, and it is by strengthening Parliament that we will increase the respect and standing of Parliament outside.

I think it was my noble friend Lord Higgins who talked about us having tenure. I do not think we have tenure in this House. This House has to prove itself every day in the eyes of the public; I think it does a brilliant job. This measure is at least worth trying, because it could strengthen Parliament, increase our ability to hold the Executive to account, and be seen to be relevant to the interests of those outside who, after all, pay the bills.

My Lords, I have three points: first, if there is to be a committee it must be elected. There are no doubts about that. Secondly, a major gap has been identified in this debate, and that is the capacity of this House to identify major topics of current concern and debate them urgently. There has to be a way of doing that, whatever comes out of this debate, and I put it to the Leader of the House that he must look at that. Thirdly, we should not vote to have another committee on the basis that this is an experiment. Any committee that I have ever seen that people have tried to kill has been cut in half and then there are two new ones.

My Lords, I join those who have paid respects to the Thatcher family. It is a terrible thing to lose one’s mother but to do so in the glare of international publicity and commentary must be particularly hard to bear. I think that we owe Carol, Mark and the family a great debt for having shared their mother with us for so long. We will all be thinking about them today.

The shadow Leader of the House, the noble Baroness, Lady Royall, was kind enough to point out that from time to time I helped Lady Thatcher as she attended the House of Lords. However, it was becoming something of a burden. I found that trying to keep going with my job and being here to look after Margaret was quite difficult, so I thought that I would tackle this problem. I said, “You know, Margaret, you’ve been Prime Minister and you’ve done a great service to our country. You don’t need to come here as often as you do”. She turned to me and said, “Michael, when we accept appointment to this place, it is our duty to attend here. How many times have you been here in the past two months?”. That illustrated her love for Parliament and her devotion to it. Someone said earlier that she was scared of nothing. She was quite scared of the House of Commons. I remember seeing her knees knocking when she was making speeches. That was because she respected the House of Commons. When you were discussing policy she would often say, “What do we do about telling Parliament?”. This was always central to her, and she had great respect for our constitution.

I first met her through Keith Joseph, as a young man in my early 20s, at the Centre for Policy Studies, now so ably chaired by my noble friend Lord Saatchi, where they were trying to build the building blocks to turn around our country. As a young man I was told that Britain had no future—that it was best to emigrate. Somebody wrote an editorial in the Times saying that it would be impossible to govern without the support of the trade unions. I thought, “I’m going to have to get involved here”. I never wanted to be a politician, but I ended up becoming one because of Margaret Thatcher, Keith Joseph and the battle of ideas. Ideas fascinated her. Whenever you had an issue or a policy discussion, she would always start by saying, “What are the facts?”, and then you would work out how you were going to sell this particularly difficult policy.

She was quite forgiving of mistakes, and I made a few. As a young man I was involved in her leadership campaign as chairman of the Federation of Conservative Students. We produced literature to encourage people to vote for her, which was aimed at young people. I made the mistake of sticking one of the stickers on the party chairman’s door in central office, and there was the most almighty row, because the slogan was, “Put a woman on top for a change”. I thought, “She will never speak to me again”, but typically, she pretended not to understand the double entendre.

It is said that you can judge people by their opponents, and that has been used in the context of the disgraceful minority of Trots and socialist workers who have behaved so badly in recent days. I will mention one thing about Gordon Brown. As Prime Minister, Gordon Brown invited Margaret to No. 10 on several occasions but on one occasion she was invited for the unveiling of a portrait—a portrait of Margaret that had been commissioned and paid for privately. In his tribute to her, Gordon Brown said that there were only three other oil portraits of Prime Ministers in No. 10 Downing Street. One is of Walpole and was the first portrait of a Prime Minister to hang in the Cabinet Room; another was of Wellington, who saved us from Napoleon; and the third is of Winston Churchill, who saved Britain and Europe from the Nazis. He went on to say, “And I think it is entirely appropriate, Lady Thatcher, given what you have done for our country, that the fourth should be of you”. I was astonished by that, and then I thought, “Well, actually, it is possible in politics to recognise brilliance and achievements while still disagreeing”. Gordon Brown deserves considerable credit for recognising that.

The noble Lord, Lord Griffiths, mentioned Margaret’s Methodism. Her religion was very important to her. However, she could be pragmatic about it. In her latter years a number of us tried to get her involved in social occasions. It is often said that she was not interested in the arts and music and so on, but that is nonsense. She was just so busy sorting out the country that she did not have time for it. I invited her to Ascot, and she said, “Well, I was brought up as a Methodist and we’re not really keen on this gambling, but I understand there are six races”. She opened her handbag and said, “I’ve got £5 for each race. Is that all right?”. The first race was run and she lost, and she looked extremely glum. I had seated her next to someone who was a racing expert, and I said, “What’s happened?”. She said, “We’ve lost”. I said to this chap, who was called Dominic Burke, “Dominic, if you lose the next race you’ll go the way of Michael Heseltine”. She said, “That’s quite right”. She won every single subsequent race. She had all this money and said, “I’m not sure the Methodists were right about this gambling”, and was so pleased that she stood on the balcony and joined in the singing of “Roll out the Barrel”. I thought, if only people could see the real Margaret Thatcher, and not the Margaret Thatcher that has been painted as an image.

A number of people have pointed to her having a feel and affection for, and an easy way with, ordinary folk. My noble friend Lord Lamont talked about this. When I worked for Flemings investment bank, we had a fantastic collection of pictures. She asked to see the pictures, so I arranged a dinner and a number of prominent people from the City came to it. They all sat down while we finished looking at the pictures. I was taking her up and everybody was waiting for her. Then the lift door opened and a cleaning lady came face to face with Margaret Thatcher and said, “Oh, Mrs Thatcher, I like you”. Margaret said, “My dear, what are you doing here at this time of night?”. She said, “I’m just finishing my shift, but I’m such an admirer of yours”. They got chatting and Margaret said, “Do you do the whole place yourself”. The cleaner said, “No, I’ve got all my friends downstairs but they won’t believe that I’ve met you”. Margaret said, “We’ll go and meet them”. I said, “But Margaret, we’ve got a dinner going”, but she went down and talked to all the cleaning ladies while everybody else had to wait. That was very typical of the way in which she operated.

Since 1990, she has been supported by a magnificent team of people. Of course, Denis was her main support until his sad death but Mark Worthington, her political secretary, really did work seven days a week and 24 hours a day. He did a brilliant job and sometimes dealt with very difficult issues which came up from time to time. I would particularly like to mention Cynthia Crawford, who was with her from the start. Crawfie organised her wardrobe and I can tell your Lordships that she was very careful about how she used her clothes and how they could be recycled. However, Margaret always turned out absolutely immaculately, down to the last day that she was here, for a lunch just before Christmas.

I went to the last lunch that she held in No. 10 before she left as Prime Minister, when Keith Joseph paid a handsome tribute to her. He had been the architect of so many of the ideas that she, with her pragmatism and clarity of mind, had gone on to implement. He said that she was a beautiful giant who had achieved more than any of us ever dreamt would be possible. I cannot add to how he put it. He is, sadly, not with us here today but made such a tremendous contribution quietly to the Conservative Party and its philosophy.

I agree personally and in principle with the point raised by the noble Lord, Lord Laming. When the rest of the country is facing huge economic challenges, as the noble Lord said, to spend taxpayers’ money in such a way would be difficult, but I also agree with the underlying point of principle, which is that it is an honour and a privilege to serve in this House, and the idea that if one ceased to want to fulfil that honour and privilege, one would need to be compensated financially, sits oddly with the principle it serves.

My Lords, in his role as Leader of the House and as the representative of this House in Cabinet, will my noble friend take the opportunity to draw to the attention of the Prime Minister the article in today’s Times by the Lord Speaker, and impress on him that it represents the feelings of the vast majority of people in this House? Further, will he talk to the Deputy Prime Minister and say to him that his refusal to allow the Steel Bill to go forward is unacceptable, given the strength of feeling shown in both Houses about the size of the Houses of Parliament and the importance of getting value for taxpayers’ money?

My Lords, I am sure that all the points that have been raised in this debate are being seen by my colleagues in the Cabinet, including by my right honourable friends the Prime Minister and the Deputy Prime Minister. I understand the points raised about the size of this House. It is important to have the ability to refresh the House, bring in new talent and draw on the expertise for which this House is rightly renowned. One of the reasons why I was particularly keen to do this job is because I saw as a Minister the difference between this House and another place in terms of the quality of the scrutiny that this House provides, and it is extremely important that we should carry on having the Members to enable us to do so.

My Lords, perhaps I may ask a couple of questions about this Motion, because it refers to starting next Thursday, 7 February. As noble Lords may be aware, I have tabled a Motion, which appears at the top of the Order Paper for debate that day, that,

“this House resolves that no introductions of new Peers shall take place until the recommendations in paragraphs 36, 47, 57, 63, and 67 of the First Report of the Leader’s Group on Members Leaving the House, chaired by Lord Hunt of Wirral (HL Paper 83, session 2010–12), have been implemented”.

We have just passed the second anniversary of the publication of this unanimous, all-party report. Nothing has been done about it and there is an increasing concern about overcrowding in this Chamber, which is why I have tabled my Motion. Can the Leader assure me that if we pass the Motion before us, my debate will not be gazumped and we shall have the chance to discuss it next Thursday morning?

Secondly, is the noble Lord aware that the Bill that passed through this House which would give effect to that report is in the Commons and has been taken up by our colleague, the Conservative MP Eleanor Laing? Last Friday she tried to get a formal Second Reading of that Bill so that it could come back here, but it was objected to by the Government Whips in the normal way. She is going to try again tomorrow, and of course, if the Government Whips do not object and she gets a formal reading, the Bill next Thursday would be unnecessary.

My Lords, further to the point made by my noble friend, I understand that the Chief Secretary to the Treasury has suggested that this House should find economies of at least 2% in its budget. That seems to be inconsistent with proposals to add to the burdens on the House by appointing more Peers. This is not the moment to debate the issue, but would it not be appropriate for the Procedure Committee of this House to look at how the rate at which introductions are made is consistent with the resources available to us and the demands being placed on us by the Treasury to reduce the burden on the taxpayer, with which I very much agree?

My Lords, first, I should say to my noble friend Lord Steel of Aikwood that I am well aware of the concerns he has expressed for a long time on this issue. Indeed, I was glad to have the opportunity to discuss them with him soon after I took over this post. If the House will allow me, I should say for the record that I am slightly disappointed that, in bringing forward his Motion, my noble friend did not discuss it with my noble friend the Chief Whip in the way that convention suggests. It is important that we observe the conventions because that is how this House operates. I feel that I should bring that to the attention of the House.

On the matters raised by my noble friend Lord Forsyth, we will be discussing those next week and I am sure that we will have a good opportunity to hear a range of views from all sides of the House. On the Government’s position generally on this important issue, that has not changed since the last time it was discussed in this House in terms of both future legislation and the position regarding the appointment of new Peers. As it has always been, it is for the Prime Minister to make recommendations to Her Majesty the Queen. That is how it has always been done in this House by both parties and how it was done with great vigour by Mr Blair. It is the situation that exists now.

My Lords, I think we all feel that the value we get from the noble Lord, Lord Pearson of Rannoch, is worth at least 24 Peers. The position taken by the Government on this is set out clearly and has not changed. The Government’s view is that we should work over time more accurately to reflect the balance of Peers.

My Lords, I do not wish to detain the House, but further to the point made by the Leader of the House, there is a distinction between the prerogative power to appoint Members to this place and the rate at which they can be introduced. I think that my noble friend’s Motion was about having a debate that takes account of the resource constraints upon this House and the proposals that are now in the other place which would enable a sensible accommodation to be reached. However, it would be useful if, before next week, we had something from the Procedure Committee to indicate what the constraints are so that we can have a more informed debate.

I am sure that the Chairman of Committees will have heard that point. More generally on this debate, my noble friend says that he does not want to delay the House. We will be discussing it next week and I am sure that there will be plenty of opportunity to consider this and all the other points that noble Lords want to raise then.

My Lords, there are reports in the blogosphere that the Prime Minister has suspended Cabinet collective responsibility for the purposes of the Boundary Commission matters. Does this apply to consideration of the remaining stages of the Bill, following the extraordinary spectacle of Liberal Ministers voting against the Government’s measure last night?

My Lords, I assume that my noble friend meant to raise that question on the second Motion standing in my name. We are still on the first Motion. For the convenience of the House, I can take the matter early. The situation is that the Prime Minister and the Deputy Prime Minister, as leaders of their respective parties, have agreed that they will take different positions on this issue. That is in line with the approach that they have taken on a number of other specific issues. It does not affect collective responsibility for all other matters. Due to the specific agreement on this issue, it does not offend the doctrine of collective responsibility.

My Lords, as we are now on the correct Motion, perhaps I could ask my noble friend this question: when he says that it has been agreed that the Prime Minister and the Deputy Prime Minister will differ as regards collective responsibility, is that solely limited to the issue of boundaries, or does it apply to the remaining stages of this Bill?

I do not think that I have a huge amount to add to the first answer that I gave to my noble friend. The Prime Minister and the Deputy Prime Minister have taken their respective positions and that does not offend against the principle of collective responsibility. That issue will now move forward.

Does my noble friend the Leader of the House share my curiosity that there was such unanimity in this House, and indeed in the other place, in welcoming the developments of very unusual forms of coalition in my part of the United Kingdom and regarding those as important pieces of political progress, and yet when it comes to having to face exactly the same kinds of issues of coalition together in this place, there seems to be a mixture of puzzlement and amusement? Would it not be wise for those who may find themselves in a coalition Government in the future to be a little more circumspect or they will find such matters being quoted against them, as has repeatedly been the case in the last little while on a number of matters of policy where the Labour Party in its previous incarnation said rather different things from what it has said while on the opposition Benches?

Surely this House is about holding the Government to account, and we have Statements so that we can hold the Government to account—not for people to issue their manifestos on particular issues. Surely the purpose of this House is to hold the Government to account, but we need someone to tell us what the Government’s policy is. We cannot have a pick-and-mix approach to government policy. Are we to find that Ministers speaking from the Front Bench give two answers to the same question? What conclusion can we reach if they give different answers to the same question?

My Lords, it is a suggestion to add to the very many that have been proposed in recent years. As for my noble friend Lord Steel’s Bill, as the House knows, it passed through this House very easily. It is now in the House of Commons and has not yet been picked up by a Back-Bench Member. We will see what happens to it in the weeks ahead.

Given that this is a self-regulating House, and given that Prime Ministers have not always been entirely au fait with its proceedings, would it not be a good idea for us to amend our Standing Orders to set a limit on the size of this House, which would be useful guidance for future Prime Ministers?

My Lords, that would not be in the least bit effective. It is entirely up to the Prime Minister to advise Her Majesty on the creation of peerages. This has been well used in the past. In the 10 years between 1997 and 2007, the Labour Party created 162 new Peers—100 more than went to the Conservative Party.

My Lords, there would be two questions before the House. The first would be a question on admissibility. I suspect that the noble Baroness is entirely correct that, during the course of that debate, there would be discussions on the substance of the amendment. It would be difficult to see how one could progress without that taking place. When that is settled, if the House agrees to support the view of the clerks, then the amendment would not be taken; if the House decided to continue with the amendment, there would be a second, alternative debate in the normal manner on the amendment and the House would need to take a decision on how to dispose of that.

My Lords, we are getting into very treacherous waters. When I was Secretary of State for Scotland, I had to sign a Boundary Commission report that effectively wrecked my constituency. It never occurred to me for a moment not to do so, because the convention was that the Boundary Commission reports were sacred and people did not play party political games with them. Although it is for this House to decide its business, it is surely also absolutely central to its operation that we respect the views of the clerks. If we do not, we will be lost.

My Lords, we have up to two years of debate before we get to a referendum and I am sure that many people and organisations will make the point that the noble Lord has raised. Independence is not for Christmas; it is for life. Of course, the benefits of the United Kingdom need to be well understood before we get to a referendum.

My Lords, can my noble friend deal with the anxiety about the question? It is now going to be decided by the Scottish Parliament, which means Alex Salmond in consultation with the Electoral Commission. Would a way of ensuring that the referendum is fairly conducted be to say that the Section 30 order, which transfers the power to the Scottish Parliament, will not be brought before either House of Parliament until Alex Salmond has published his draft Bill setting out the question and the rules for the conduct of the referendum and the franchise?

My Lords, the Section 30 order will be published next week, and both Houses of Parliament will debate and, it is hoped, pass it in due course. I cannot see that there is any great advantage in seeing Mr Salmond’s Bill before we pass the Section 30 order. After all, it can be amended in the Scottish Parliament. However, we understand that we will get the publication of the Scottish Government’s consultation, which will include their view of what the question should be, and that should be available in the next few weeks.
