I agree with my hon. Friend. The thing about hate and racism is that it will stop only when we stop it. The Dubs amendment was important. It gave hope to people fleeing circumstances that we too would flee if we were faced with them. Rowing back on that commitment was hugely disappointing.
We must stand up for the rights and dignity of all. An attack on one minority community is an attack on all communities. Every person is entitled to human rights without discrimination. Protecting somebody else’s rights does not in any way diminish our own. Last week, I asked a question on the Floor of the House using British Sign Language. I did it to raise awareness for deaf and hard of hearing people, so that their language could have legal status. That in no way diminished my rights; it only enhanced theirs.
Next week, when the Prime Minister triggers article 50, Parliament will close for two weeks for Easter. During that two weeks, it is even more important that we are vigilant for signs of the aftermath. We must look out for our friends, our neighbours and people we do not even know. We must not forget that we are all a minority at some point, and we should treat people as we would like to be treated.
Angela Davis said that
“it is not enough to be non-racist; we must be anti-racist.”
Hate crimes have spiked since 23 June 2016. Reported hate crime rose by 57%. Seventy-nine per cent. were race hate crimes, 12% were sexual orientation hate crimes, 7% were religious hate crimes, 6% were disability hate crimes and 1% were transgender hate crimes. However, those are just numbers, which do not tell the full horror of those hate crimes, so here are a few examples of incidents that have occurred over the past few months.
Anti-Semitic stickers were plastered on a Cambridge synagogue. Three young males racially abused a US army veteran on a Manchester tram, telling him to go back to Africa. A British Muslim woman was grabbed by her hijab as she was having dinner in a fish and chip shop. A letter was sent telling Poles to go home as a fire was started in their Plymouth home. An Edinburgh taxi driver from Bangladesh was dragged by his beard. A 40-year-old Polish national was killed because he was allegedly heard speaking Polish. A 31-year-old pregnant woman was kicked in her stomach and lost her baby. On Valentine’s day, a gay couple were attacked by five men for falling asleep on each other. I could go on.
I thank my hon. Friend for bringing this critically important debate. She will know that, in Newcastle, we are celebrating Freedom City 2017, marking 50 years since Martin Luther King came to Newcastle to accept an honorary doctorate and spoke about the three great evils: poverty, racism and war. The examples that she has given show us, if we did not know already, that we must embed the legacy of Martin Luther King’s work and continue the struggle, because we are far from living in a country where people are judged by the content of their character rather than the colour of their skin.
I absolutely concur. Martin Luther King was a great orator. He also said:
“I can never be what I ought to be until you are what you ought to be...this is the interrelated structure of reality…all mankind is tied together…in a single garment of destiny.”
Until we realise that, we will never live in the post-racial world that we hope for and that was Martin Luther King’s dream.
Some racial discrimination is from unconscious bias, but some is overt. There are elected people who hold overtly racist views, such as the councillor who argued that she was not racist—even after proclaiming that she had a “problem” with “negroes” because there was “something about their faces”. You could not make it up! Racial and ethnic discrimination occurs every day, hindering progress for millions of people around the world. Racism and intolerance take various forms, from denying individuals the basic principles of equality to fuelling ethnic hatred. At their worst, they can turn people to violence and even genocide. They destroy lives and communities and poison people’s minds. The struggle against racism and discrimination is a priority, not just for us in the UK but for the international community.
For anyone who has experienced racism, not much of what I have said today will shock them, but it highlights just how far we still have to go and the importance of educating the young and facing the uncomfortable truth so that history does not repeat itself. Sometimes we have to fight a new, mutant strain of racism, so we always have to be aware of what is going on around us and stand up for other people as well as ourselves.
My parents were migrants who came to this country and suffered racism. Actually, I like to call them expats, because they left their home in the warm, sunny climes of Jamaica to come to cold England, full of smog and fog, to help the country to rebuild after the war. When we speak to our elders, we are acutely aware that racism and hate are not necessarily new. There are pictures of racists here on the walls of Parliament. I remember my first office; I had to look at Enoch Powell’s face every time I walked in, because it was right there at the entrance. Sometimes I would make a rude sign at the photo when I walked in, but in general it upset me. I decided that I did not want to start my day by being upset, so I insisted that the picture was moved. If the House authorities had not removed it, I would have removed it permanently.
We must also remember Britain’s part in the slave trade, which is the foundation of much of our national prosperity. It was justified by the empire and the language of racial superiority, but that is not what defines us. It is a part of our shameful history, but surely there must come a time when it stops—when it no longer matters that a person is different from us and when we appreciate what we have in common. The Mayor of London has spoken about choosing
“hope over fear and unity over division”.
When we see only hate, that hate becomes so great that it transforms into something else, where the problem is not just the colour of someone’s skin, but their accent or the fact that they are committed to fight for someone else’s rights.
At the height of the xenophobic atmosphere, an MP and leading migrants advocate was murdered. The murderer gave his name in court as “Death to traitors, freedom for Britain”. That MP, Jo Cox, was my friend and the friend of others in this place and beyond. Even after the hateful, despicable crime by that terrorist, her family wanted us to “love like Jo” and repeat her mantra that
“we are far more united and have far more in common than that which divides us.”—[Official Report, 3 June 2015; Vol. 596, c. 674-75.]
That is why it is important to acknowledge this day with the rest of the international community. We must unite together with one voice and build bridges, not walls. As William Shakespeare wrote:
“If you prick us, do we not bleed? If you tickle us, do we not laugh? If you poison us, do we not die?”
My theme tune when I face discrimination is a song written and recorded by the British singer-songwriter Labi Siffre. It was inspired by a television documentary on apartheid in South Africa that showed a film of police killing black people. It is “(Something Inside) So Strong”. These are the words:
“The higher you build your barriers, the taller I become
The further you take my rights away, the faster I will run
You can deny me, you can decide to turn your face away
No matter, ’cause there’s something inside so strong
I know that I can make it, though you’re doing me wrong, so wrong
You thought that my pride was gone—oh no
There’s something inside so strong
The more you refuse to hear my voice, the louder I will sing
You hide behind walls of Jericho—your lies will come tumbling
Deny my place in time, you squander wealth that’s mine
My light will shine so brightly it will blind you
Because there’s something inside so strong.”
I hope that the Government commit to marking this day each year, so we never forget to remember those who gave their lives for equal rights and to celebrate the beauty of our diversity. After all, we have only a short time on this earth.

I thank my hon. Friend the Member for Brent Central (Dawn Butler) for securing this debate. Her powerful words made me emotional. This debate is so timely. This day gives us an opportunity to reflect on the past, the present and the future, and to address the stark discrimination that so many people in this country face. While we have made some strides to improve opportunities for those of all races, we have to recognise the challenges and the disparity that remain. We have so much more to do.
The past has been marked by successes—individual successes, like the police chief superintendent from West Yorkshire police, Mabs Hussain, who is one of only two officers from a black and minority ethnic background to attain that rank in Yorkshire. I recently held an event to celebrate him, but he said then that he hopes to see a day when there is no longer a need to celebrate the success of individuals from BME backgrounds and when people like him are just the norm, but sadly they are not. He is an exception to the rule. He has overcome more difficult odds than those faced by his white counterparts. The truth is that although we see individual successes that can inspire, they are sadly only a footnote to the systematic failures that we see. That is a harsh truth and a harsh reality.
My hon. Friend is making an excellent speech. On the success of some and the lack of success of many, does she agree that the loss of potential and achievement from which the United Kingdom suffers because of the challenges faced by this generation and particularly by the previous generation—the generation of the parents of my hon. Friend the Member for Brent Central (Dawn Butler)—means that the UK suffers economically as well as socially? It is in our economic interests as well as our social interests to ensure that everyone can realise their potential.
I thank my hon. Friend for that intervention. I absolutely agree with her sentiments.
It is a harsh reality that many young black and Asian children, and children of other ethnicity, grow up in this country without the same opportunities as their peers. It is a harsh truth for those who will work just as hard but will be paid less—those who have their chances stifled from birth because of the colour of their skin.

Commons ChamberDoes the Foreign Secretary agree that, regardless of the exemption for UK nationals, the Trump presidency is tainted by this bigoted, immoral ban, that the Prime Minister is tainted by her hand-in-hand association and that he is tainted by his craven complacency? [Interruption.]
A ministerial colleague makes from a sedentary position the important point that the leadership of the Labour party is currently in the hands of somebody who advocated talking to the IRA not so many years ago, and possibly still does. We are advocating engagement with the Government of the most powerful nation on earth, on which the security of the world depends.

Commons ChamberFollowing the EU referendum result and the formation of the Department for International Trade, both the Foreign Secretary and the Secretary of State for International Trade have been engaged in positioning us as a partner of choice for countries across Africa.
As chair of the all-party group on Africa, I recently led a delegation to Namibia and South Africa to look at trade and economic development. There is huge concern there and across Africa about the impact of Brexit, particularly on the European economic partnership agreements that currently govern trade agreements. This is undermining developing economies. Will the Minister confirm that leaving the single market will mean abandoning these agreements, and will he estimate how long it will take to negotiate agreements with each of the 54 African countries?
May I first pay tribute to the work the hon. Lady does on the all-party group on Africa, and indeed to the work of all such all-party groups and of the Prime Minister’s trade envoys, many of whom are in the Chamber? That work reflects our desire to do more business post-Brexit. We are trusted, we are engaged and indeed we are committed to doing more in those countries, and South Africa is just one example of that. She raises the very important point that a number of countries have signed deals or are about to sign deals with the European Union on trade; some of them are now bowing out, saying, “Let’s wait to see what happens with Brexit.” It is important that we strike the necessary bilateral deals as we move forward.

This question affords me the opportunity to pay tribute to the noble Baroness Scotland and to congratulate her on her appointment as the next secretary-general of the Commonwealth. We hope that she will refocus it. I am sure that Members from all parts of the House will want to work closely with her in the coming months and years.
At Valletta, we had the biggest ever Commonwealth business forum, which was organised by my noble Friend Lord Marland and the Commonwealth Enterprise and Investment Council. Lord Marland, the Minister for Trade and Investment and I are working very closely together on having more regular meetings of Commonwealth Trade Ministers, so as to expand Commonwealth trade both bilaterally between the UK and other Commonwealth members and within the Commonwealth.
The Africa all-party group, which I chair, recently met governmental and non-governmental representatives from African Commonwealth countries who expressed real concern that the European economic partnership agreements, which were negotiated in haste, under pressure, and often with many negotiators on one side and few on the other, will do real damage to Africa’s emerging service and manufacturing industries. What is the Minister doing to redress the balance of power?
The EU has trade deals involving 17 Commonwealth countries, and it is currently negotiating further agreements with Canada, Singapore and regional blocs in Africa. Africa is an area of huge potential for the Commonwealth—in fact, one of our recent successes is the east Africa oil and gas high value opportunity, which will support UK businesses in gaining access to local markets. One should look at the opportunities presented by potential investment in Africa, rather than the negatives.

Commons ChamberFriday is the first anniversary of the downing over Ukraine of flight MH17, killing all 298 on board, including 10 British people, two of whom were Newcastle United fans, Liam Sweeney and John Alder. The families still do not know who murdered their loved ones and they fear that the attention of the Foreign Office has moved away from that complex global political situation. Will the Minister agree to meet me and the families of those who died, so that their questions can be heard and we can begin to get answers?
I am more than happy to meet the hon. Lady and her constituents, whom I recall meeting in the aftermath of that appalling tragedy last year. As she knows, a Dutch investigation is ongoing into the causes of the crash and possible attribution of responsibility, and clearly she would not expect me to be able to comment in detail, but I am happy to talk to her.

Thank you, Mr Hood. Unlike some people who contribute in these debates, I will give a direct answer. I believe that the blockade of Gaza is unsustainable and cannot be continued, but if I was part of the Palestinian leadership, the argument that I would be taking forward in those debates is: we must ensure that there is demilitarisation so that we have security for our own people as well as the other people who live beside us in the borders to ensure that we can get reconstruction and development and traffic in and out of Gaza to allow people to get treatment.
I will not take an intervention at the moment, because I am still dealing with one. In terms of the tragic circumstances that my hon. Friend the Member for Easington relayed about the individual who was prevented from getting medical treatment, I also heard such tragic stories when the International Development Committee spoke to people in the Occupied Palestinian Territories, but I find it difficult to understand that hon. Members would seek to refute my contention that the way forward on all of these issues is demilitarisation and taking the weapons out of Gaza.
I think we could hope for even better than that. In terms of a normalisation process, we can hope for the rights of Palestinians to be restored completely and for them to live in freedom and peace alongside their neighbours, the state of Israel. I very rarely hear those words said by people who propagate the type of view that the hon. Gentleman holds—[Interruption.] Someone says, “Nonsense” from a sedentary position, but I am sick and tired of coming to debates in this House where we hear about people dying, about the blood, and about the disaster of buildings being destroyed and hospitals being destroyed. I am sick and tired of coming to debates like that. I am trying to move forward with a positive proposal for peace.
A Labour Government were responsible for proscribing Hamas’s military wing. I commend the Government for their work to ensure that it remains listed by the European Union. However, I also urge the Minister—perhaps he can address this in his contribution—to assess the increasing evidence that Hamas’s political and military wings are contrapuntally linked, and they should also be looked at in terms of their contribution to peace or war.
Britain can contribute to preventing another war in Gaza. I have set out the practical steps: first, demilitarisation and initiatives to stop Hamas’s rearmament, with additional reassurance that the British Government must also pledge that the push to secure a nuclear deal with Iran does not lessen the pressure on it to cease its destabilising policies in the region.
Secondly, Britain can show leadership at the United Nations Security Council by proposing an initiative that would impose sanctions on UN members caught attempting to transfer weapons to Hamas and other militant groups. Such a resolution would provide a clear signal that the international community is committed to preventing a return to hostilities in Gaza. However, it should also go further by providing for disarmament inspectors on the ground who would oversee the destruction of rockets, mortars and other heavy weaponry in Gaza.
Thirdly and crucially, a robust staged disarmament mechanism in return for economic development must be designed to open up Gaza and reconnect it with the world. Together, Israel, the Palestinian unity Government, the Quartet, Egypt, Jordan and the Arab League should present Hamas with a clear choice: let the disarmament inspectors into Gaza and let them do their job; and in return, the international community, Israel and the Palestinian unity Government will immediately begin the work needed to ensure Gaza’s reconstruction and future prosperity.
I remind hon. Members that that $5.4 billion investment has not been prevented by Israel or the international partners. It has been prevented because the two competing elements of the Palestinian leadership cannot agree on a way forward. Most importantly, with our place in the European Union and our seat on the Security Council, Britain can lead an international effort to stop the inevitable next step without demilitarisation, and therefore the inevitable next step and next debate in this House—perhaps led by my hon. Friend the hon. Member for Easington or another hon. Member—in which we talk about another bloody war in Gaza.
I suspect people may not agree with this point, but nothing in my contribution today should divide us. If some hon. Members want to go over the history of who is right and who is wrong, count me out. If people believe that what Hamas is doing can be justified, please will they have the honesty to stand up and say so in their contributions? However, unlike the solutions—
No, I will not, because I am coming to my peroration, and I want to ensure that other people have the opportunity to contribute as well. Unlike the solutions offered on 1 December 2014, when my hon. Friend the Member for Easington led the debate, my solutions are positive and realisable. They combine the need for the people of Israel to be secure with the needs of the Palestinians to have the rights that they are entitled to.
I finish with this challenge for those who will follow in this debate: if their motivation is a desire to seek a resolution, I welcome that, but they must also consider whether their motivation is a desire to be a proxy for the status quo.

I will not rehearse again all the assistance that we have given to Nigeria, particularly since June. It is extraordinarily difficult to have a conversation at the moment about the prevention of sexual violence in conflict, to which my hon. Friend alludes. We could have it with the Nigerian military. However, given that across great swathes of the country vast numbers of girls are being abducted, made to convert from their religion and married off, it is a bit premature to start talking about the prevention of sexual violence. This is an endemic problem right across the struggle between the Nigerian authorities and Boko Haram.
It is a sobering thought that the deaths of so many hundreds and thousands of Nigerians last week warranted so little attention in this country. My right hon. Friend the Member for Warley (Mr Spellar) spoke of the need for solidarity across continents. In the discussions that will undoubtedly happen in the wake of yesterday’s moving show of solidarity across the channel, will the Minister see how the UK and France can work together to provide security assistance—particularly at the porous border between Nigeria and Niger, which enables Boko Haram to melt back after its atrocious crimes?
There have been a number of ministerial meetings around the world to look at the security situation in Nigeria and the UK will attend the next follow-up meeting on 20 January in Niamey, the capital of Niger. Co-ordinating the regional approach to Boko Haram’s violent campaign is vital, as the hon. Lady suggested. The terrorists do not respect national borders. The recent attacks on Cameroon have also been extremely bloody. The House should be in no doubt that this will be a long and difficult task, but we are totally committed to standing by Nigeria in its fight against terrorism.

I have two brief points to add to the excellent points that have already been made. My right hon. Friend the Member for Manchester, Gorton (Sir Gerald Kaufman) asked a question about Israel at Prime Minister’s questions last week, and the Prime Minister held up Israel as an example of human rights and civic responsibilities in the region. I hope that he and others recognise that the enshrined racism that I saw in Palestine, which continues to be enshrined increasingly deeply in Israeli law, makes such a eulogy offensive.
From my talks with members of the French Parliament, it is clear that our vote on 13 October has been taken as an encouragement for the French Parliament to hold similar votes. That is a mark of the good work of this House, and particularly of my hon. Friend the Member for Easington (Grahame M. Morris), in raising the issue of the recognition of Palestine.

Commons ChamberMy hon. Friend is right to raise concerns about the election process in Afghanistan. Abdullah Abdullah received 45% of the vote in the first round, and that figure remained the same in the second. Ashraf Ghani went from 31% in the first round to 56% in the second, with an extra million people voting. He threatened to form a breakaway Government, and we are grateful for the work of the United States, and of John Kerry in particular, on reconciling that matter. The votes are now being recounted and we look forward to the result.
T2. The BBC seems to have missed it, but 100,000 people marched through London on Saturday to protest against the terrible suffering of Palestinians in Gaza. Smaller demonstrations are taking place every day, many will march in Newcastle on Saturday, and I have received hundreds of e-mails and letters on the subject. Will the Minister ensure that his counterparts in Israel understand the mounting sense of outrage among the British people?

That this House has considered the UK’s relationship with Africa.
I thank the Backbench Business Committee for allocating this debate on the UK’s relationship with Africa. The debate was called on a cross-party basis at the request of members of the all-party parliamentary group on Africa, which I have the honour of chairing, and stands in the names, as well as my own, of the hon. Members for York Central (Hugh Bayley) and for Cheltenham (Martin Horwood), whom I see in their places today. I would like to thank, too, the right hon. Member for Gordon (Sir Malcolm Bruce) for his support in securing this debate; sadly, he cannot be here on account of parliamentary business elsewhere.
The all-party Africa group works across a broad range of policy areas of relevance to Africa—from business to foreign affairs and from international development to security. It provides an important forum for 191 Members, across both Houses, to discuss issues relating to the continent. We are indebted to the Royal African Society for providing the group with a secretariat, and I am particularly grateful for the support of Victoria Crawford, without whom we could not achieve a fraction of what we are able to achieve.
We often hear of politicians who are called Europhiles, but I am a new and different breed: an Afrophile or an “Afro-optimist”—a term I have heard used by Mark Lowcock, permanent secretary at the Department for International Development. We are not many, but we are a growing breed, and what we lack in numbers, we make up for in enthusiasm and commitment. I see that as I look around the Chamber today.
Having worked as a banker in Swaziland, the Ivory Coast and Botswana, and having travelled to half the countries in Africa on business and for pleasure, I am passionate about the continent. Outside the House, I enjoy contributing directly to the economic regeneration of Africa, and I draw Members’ attention to the Register of Members’ Financial Interests, which reflects that. Not everyone, however, has been so consistently enthusiastic about Africa, both in the United Kingdom and globally.
We can tell a lot from the covers of two editions of The Economist, a decade apart. In 2000, the cover showed an image of a young African man carrying a rocket-propelled grenade in the shape of the outline of Africa, with the caption “The Hopeless Continent”. By 2011, The Economist had changed tack: an optimistic, multicoloured African continent was floating up into the air as if it were a helium balloon, with the title “Africa Rising”. We could do with a little more consistency in our relationship with and view of Africa. In April this year, The Times put it another way: referring to economic development, it stated simply “Africa is Hot”. I agree.
The “Africa Rising” story is compelling. The International Monetary Fund estimates that, over the next decade, seven of the 10 fastest-growing economies will be African countries; six already are. Recent oil and gas finds, as well as the spread of mobile phones and the internet, have great potential throughout the continent. While we shall not see an M-Pesa every week in every country, technology can leapfrog some of the development stages that have been undergone by other now developed countries.
This is a critical time at which to ensure that the opportunities presented by the Africa growth story benefit African citizens, as well as people in the United Kingdom and in the world more broadly. The UK is beginning to respond to the developments in Africa and in the international arena. Getting it right in the coming years and decades will be crucial, and will have huge potential upsides for citizens of both Africa and the UK.
I congratulate the Backbench Business Committee on initiating this important debate. I only wish that I could stay for its entirety.
Does the hon. Gentleman agree that it would be in the interests of the United Kingdom as a whole to pay as much attention to trade as to aid in its relationship with Africa? When I was working in Nigeria, I observed that Indian and Chinese companies were much more focused on trade than on aid.
I could not agree more with the hon. Lady, whom I thank for her contribution to the Africa all-party parliamentary group. Aid is, perhaps, a smaller element of the UK’s relationship with Africa than trade and remittances. Although it is an important element, we should not focus on it exclusively. I hope to say more about that later in my short speech, but other Members who have contributed so much to the debate on trade and economic development will be able to speak about it in more detail.
Fifty years ago, African countries were gaining independence from, among others, the UK as a colonial power. We should now view our relationship quite differently: we should view it as a partnership that addresses global issues, and is not UK-led but Africa-led. It is clear that our connections with Africa are complex and interrelated, and cross many policy areas and Departments. It is essential for our Government to operate in a collaborative and complementary way. A good example of that is the work of the Whitehall Africa Group under the stewardship of the FCO’s Africa director Nic Hailey, who does an excellent job in bringing officials together. The Exchequer Secretary to the Treasury does a great deal of work on revenue collection in Africa. In other words, he helps with the collection of taxes. That is not as sexy as feeding the millions, but it makes it possible to build long-term, stable economies that can free themselves from aid dependency, which is much more important to our relationship with Africa than Elastoplast aid solutions.
We should also consider the broader aspects of the relationship. The hon. Member for Newcastle upon Tyne Central (Chi Onwurah) mentioned trade, and I mentioned remittances. The Government are beginning to become more involved in those, and in financial flows more generally. In the financial arena, we need to leverage our long-term relationship, our experience of the capital markets, the pre-eminent position of the City of London, the UK’s legal system, and the fact that the English language is increasingly the language of business, not just in the “Anglosphere” but in Francophone countries such as the Ivory Coast and Rwanda. Those countries now prefer English to French when it comes to transacting business. I suspect that we shall see similar developments in Portuguese-speaking countries, and, indeed, in north African Arabic-speaking countries.
The FCO’s high-level prosperity partnerships with five African countries are an extremely good start. I understand that each of those countries has something different to offer, and that a mixture of French, English and Portuguese is spoken, which I think is of great value. If we were to add a sixth country, I would encourage the Minister to consider one that is less focused on oil and gas. That might enable us to prove that such a model works, and that we should see beyond the success of economies such as that of Mozambique, which have the potential to grow incredibly quickly and to add multiples to their GDP over a decade. I should like the Minister to give us more details of the lessons that have been learnt so far from the prosperity partnerships. What is the shape of the programme for the future?
I should also like to understand a little more about the excellent work that Lord Livingston is doing. I understand that considerably more resources will go into embassies from UK Trade & Investment, and that a number of African countries, some of which have already been mentioned, will benefit from them. I urge the British Government not to view embassies as exclusively the home of the Foreign and Commonwealth Office. I find it encouraging that staff from the Department for International Development can apply for posts as ambassadors and high commissioners, and I think that we should also enable staff from the Department for Business, Innovation and Skills and the Ministry of Defence, who have strong relationships with Africa, to take on the most senior roles. Perhaps we should look to UK plc, and recruit ambassadors and high commissioners from outside, particularly in countries where trade can help Africa to grow out of poverty.
The Africa all-party parliamentary group conducts a number of inquiries. I commend our recent report “Democracy Soup—Democracy and Development in Africa”. It explores some of the complicated relationships between democracy and development, and the influence of the United Kingdom. I hope that other Members will refer to our Parliament’s potential to help those relationships to become deeper.
Let me now say something about “the golden thread” and the post-2015 development goals. “The golden thread” is a term that was used by the Prime Minister to describe the conditions that enable open economies and open societies to thrive. The rule of law, the absence of conflict and corruption, and the presence of property rights and strong institutions are some of the key factors that ought to feature in the successor to the millennium development goals, which will expire in 2015. The Prime Minister has shown clear leadership on behalf of this country and the United Nations high-level panel, which he chairs. However, as we head towards the UN General Assembly negotiations in September, following the next session of the open working group, it is essential for some of the governance and economic development issues to be teased out.
The Africa narrative is a positive story. It represents an opportunity for the UK as well as Africa, an opportunity of which we should be unashamed. Our relationship is complex, and involves a number of interrelated issues. There is a need for collaboration between sectors, Government Departments and our global partners, particularly in regard to economic development and the golden thread that constitutes the post-2015 goals. The UK continues to be a world leader on those issues, but our fundamental relationship is now a partnership.
Africa is rising; Africa is hot. I hope that the debate will highlight the UK’s role and its relationship with an exciting, entrepreneurial and rapidly developing continent.
