the UK. Like many businesses they're happy to see that good UK trade deals are back in fashion. With the

Yesterday the Chancellor championed the government suppose it

I'm sure that House will be aware of the statements that was issued by
the Secretary in the US overnight confirming that US will reduce
tariffs from 27.5% to 10% on car

of the British government towards the illegal occupation of land in the Palestinian territory. We have

I found myself in sympathy with a lot of remarks made by the honourable Lady. She is right to recognise that broadly post-Brexit,
recognise that broadly post-Brexit, we have over performed relatively to
expectations in services but underperformed in goods exports.
That was in no small measure to us finding ourselves in circumstances where a number of food and produces for themselves literally buried in
red tape and paperwork. That is why as she suggests, the SPS deal is critical. I welcome the fact, for
the second time at Dispatch Box, we are being challenged to go further and faster for deals that we have
delivered.
I can assure her, as I have stated with the US, we take seriously a responsible of these intervals of implementation SPS. As
with the US, that places response abilities of the British government
and also on the European commission.

What a privilege it must be for him to represent a constituency with so many important and essential
businesses doing such brilliant work for this country. He is right to say on advanced manufacturing there's been a particular set of
advantageous positions agreed putting this country at a genuine
advantage particularly in relation to sectors like automotive and machinery, which I expect is constituency to benefit from. The
key thing, India traditionally about protectionist economy, it is the
fastest-growing economy in the world.

I welcome the commitment to
champion entrepreneurs on the Isle of Wight. We know that there is huge
untapped potential in terms of entrepreneurial talent across the UK and are determined to unlock it including on the Isle of Wight. As he will know, the Department For
Transport, which leads on urban travel, has been clear that the

He might be surprised to know that we receive representations on
the VAT threshold from a number of small businesses and make sure that
those representations are heard by colleagues in the Treasury. You will
recognise that VAT raises a significant sum of money from public
finances and given the mess we inherited, we have had to take some
difficult decisions on public finances to protect funding for hospitals in his constituency and other public services across the country.

Recently imposed general product safety regulations have added another layer of cost and complexity

Yesterday a beef company announced the closure of an abattoir in my constituency with 90 job
losses at another blow to the culture in North-East Scotland they
blamed rising cost and there was a huge tax rise for businesses and the
OBR said 100,000 jobs were lost in May which is the highest figure of
five years and it cannot be a coincidence that Cayman demands after the increase. How will he support businesses and jobs in
sectors like agriculture who are dealing with huge cost rises because
of the government decisions.

I'm sorry to hear the news and it
is the case that there are 667,000 more people in work than this time
last year and fewer people economically inactive. I am
surprised that they honourable the dimensions the National Insurance hike because her leader was
repeatedly asked to confirm whether the National Insurance site will be
reversed and she failed to do so and it seems to me the opposition are in opposition to themselves.

The Minister seems to be in denial because as a former entrepreneur I visit lots of businesses in my constituency and
talk to them about their fears and not a single one of them has anything positive to say about the
Employment Rights Bill and they are concerned it will be negative not
positive and estimates are that will increase costs by over £5 billion.
The Minister has been asked this before and so has had time to think about it, can you name a single business that has publicly supported
the Employment Rights Bill?

I can name a number and refer the
honourable member to Hansard on Tuesday, March 11, where I named
small business and a number of other businesses which have been in support such as the Co-op,
nationwide, and there are many businesses that we talk to on a
regular basis who understand that

We have announced plans to reform

I would say generally to the
honourable lady, and I'm sure she pointed this out when she had the conversations that she says she has
had with businesses in her constituency, there is a huge economic mess that this government
inherited and the £22 billion black hole in public finances is the
reason why the Chancellor had to make some difficult decisions in the
Budget last year. We have set out a series of plans that will make a genuine difference on the high street, including new opportunities
to unlock and persuade landlords to open up premises for rent going
forward.

changes to business rates will " Accelerate the decline of high streets, reducing footfall, and

signed by a Labour affiliated trade
union. Once again, the Minister and the Department for Business and Trade have a choice, or they stand up for high street retailers, actual

Once upon a time the party opposite supported business rates reform, to help the high street. Now
the honourable gentleman seems to be shifting his party's policy. Time after time indeed his party promised
they would reform business rates. One of the reasons they lost the confidence of British business in
the last election because they did not act to reform business rates. We have said we will introduce
permanently lower business rates for retail hospitality and leisure. The Chancellor set out our initial
thoughts on that in the Budget in October.
And we will update on where
we are with that issue in the coming months.

when their own trade union says the plan will not work, they should really sit up and listen. Let me turn to another issue affecting our
high streets. Shoplifting, which continues to devastate many high
street retailers. I see that in my own constituency and high street.
How is the Minister actively engaging with the Home Office, Police and Crime Commissioners and
police forces, to move shoplifting up the agenda across the board, just as Thames Valley have done with
their disc scheme? And before he comes back with police numbers, just talking the talk numbers isn't
enough.
What is he going to do proactively to make this agenda go up the agenda?

I think the honourable gentleman in his own way was congratulating
the government on increasing police
numbers. And he is certainly right to do so. We have committed to an
extra 3000 police officers over the course of this financial year, and a
total of an extra 13,000 by the end of this Parliament. We are also
taking action to end the immunity that his party introduced for shoplifters and taking steps to
increase the powers that the police have to take action on shoplifters and others are violent against
retail staff.

I acknowledge that my honourable friend has been very persistent on this issue. I think he is entirely right to be so. Working with
right to be so. Working with colleagues in the Home Office and the National Crime Agency to take
action, to crack down on illegitimate businesses that

against barbershops and other cash intensive businesses where there

press him because my constituency,
my constituents are fed up as the honourable Member said of seeing
high streets dominated by dodgy vaping shops, unlicensed barbers, and while some of them are
legitimate, there has been a recent investigative report that shows that many of them are involved in money- laundering and organised crime.
Obviously he is aware of the situation, but is he working closely with the Home Office to try to

My honourable friend is absently right to say that this is an issue
that is not just an issue for our high street, such as our honourable
Friend mentioned, but a concern all around the country. The National
Crime Agency and Home Office Grid are seeking to take action against illegitimate businesses. She will
recognise that the announcement in the spending review yesterday of additional police officers and more to come over the spending review
period will help us in that activity.

It is a little while since I've
been called a hero by the honourable gentleman. I'm glad that I finally had some recognition in that regard.
I don't think the Chancellor of the Exchequer is a villain at all.
Indeed I think the spending review
that she announced yesterday will help to unlock investment in our high streets and our small businesses up and down the country. The record investment in research
and development, the record investment in infrastructure, and the additional capacity to the British Business Bank help to unlock

Yesterday a campaign organised

Thank you Mr Speaker. As the
House will know we have incoming use of this terrible disaster with the
flight out of Ahmedabad in India. I know the leader will want to say a few words let me just say that from
our side I'm sure all members of the house wishing everyone involved the very best to them and their
families. It would be a bad day this week if I did not mention the
fantastic news of the knighthood to
Sir Billy Austin.
It is nice to be able to do that. I hope you will admire my restraint in not
mentioning your birthday and therefore not giving any incentive to any other member of the house to
mention it in their remarks today.
As you did, I had the dubious pleasure of listening to yesterday's Spending Review in this chamber. It
brought to mind President Abraham Lincoln's immortal line in managing to compress the greatest number of
words into the smallest amount of content. I am afraid the statement
was somewhat worse than that.
It was both in its design and delivery and
exercise distraction and sleight of hand. Document not of economic strategy but political evasion. We
should be clear from the outset, this was a Spending Review and not a
budget. Therefore, it was not subject to scrutiny by the Office
for Budget Responsibility. The Chancellor's figures have not been externally verified, assumptions
have not been stress tested, the projections are not an independent review. She was not required to
publish the full fiscal information will give the embarrassing numbers in her own remark.
Of course she did
not. Even within the confines of departmental budgets, the
presentation was I'm afraid to say somewhat disingenuous. A final year outside the actual spending review
period was included filled with speculative figures designed to suggest rigour and restraint in
budgetary control. This is the illusion of discipline without the
reality of delivery. It is on page 13 of the document. Elsewhere, baseline figures were conveniently
shifted, comparisons began from the
year 2023/24, not the current year, which had the effect of inflating the scale of the increases.
Sizewell
C is a classic example. The document
trumpets a near 16% increase in investment. Truth, spending over the
period is falling by 3.7%. That is on page 44. Similarly police funding, Chancellor was very careful
in her language to say that there would be an increase in police
spending power. What she meant of course is that there would be an increase in the local authority
precept. In plain English, a tax rise. The same obfuscation was at
work with the Overseas Development Aid.
The Chancellor has away said that ODA cuts were needed to fund defence was not the reality is that
defence increases are almost entirely capital spending while ODA cash. Far from funding our national defence, what has happened here is
that Overseas Development Aid has been cut to prop up other
departments day-to-day budgets. The most obvious case I'm afraid to say is defence itself. We were told in grand rhetoric defence spending
would rise to 2.5% related to 3% of GDP at some undefined moment when
fiscal circumstances allow.
In fact it is unlikely that even 2.5% will
be reached this Parliament. The 2.6% quoted includes the single
intelligence account suggests the numbers below 2.5% full stop the
actual plan that will release the money, the defence investment plan, is unlikely to appear to the end of
the year. That is nearly 18 months after the 2024 general election. This at a time of war in Ukraine.

Mauritius. For the rest of us, the Spending Review was that gigantic
spec list of splurge of spending presented via smoke and mirrors

I'm happy to update the right honourable gentleman on the economy. He used to be a
Treasury minister and is well read
and he knows that the UK economy, for many years, has been defined by
law growth and stagnant living standards due to the comparatively low productivity. That is because we
have had years of underinvestment in
our infrastructure and in services and in our region, our people. That
is what this Labour government is finally putting right with a 10-year renewal plan to rebuild Britain and
address that productivity gap.
I'm
not sure of the Conservative Party understands these economics because
they are showing no sign of that and in my part of the world, your part, this has been particularly true.
Towns and cities across the north and Midlands have been held back by
woeful transport infrastructure which would be unacceptable to
people in the south, held back by the lack of job opportunities nearby
where they live and by insecure and costly housing and because they are
not getting the training and skills that they need and because low chances are lower because of deep-
seated inequality.
Addressing this will not happen overnight and we are not pretending it will but we have a
long-term plan for renewal which includes the biggest investment in
affordable and social housing in 50 years with nuclear and renewable infrastructure are transforming
communities around the country and
the North finally getting rail connectivity and every community getting better policies. Schools and hospitals rebuild for the 21st
century not based on fiction but actual plans to deliver them and we
are addressing the cost of living crisis with the plan to bring down
bills, extending free school meals and breakfast clubs and free
childcare with a cap on bus fares and increasing the wages of the
lowest paid with which is coming up more and the first 10 months of this government in 10 years of the
previous one.
We continue to push the NHS which has resulted in waiting lists coming down month after month. He wants to talk about
choices. Let's talk about this. We
could not have set this out without To tax which were made in the budget last year. He seems to want more spending for police and Defence but does not want to make the hard
decisions about where money will come from. He raises yet again the
2.5% spending in defence that this government is delivering. He might want to remind himself when in the
last 20 years Defence spending
reached 2.5%.
Was it any of the 14 years his government was in office?
It was not. It was Fred Labour was last in government that we reached
2.5%. In contrast to fantasy economics from them, the spending allocations yesterday were all within the envelope that we had
In the Budget last year and so we
are clear of where the money is coming from. As ever, the economic argument is incoherent. On one hand they are saying we are spending too
much and on the other that we are not spending more on police and Defence.
They criticise us on growth
but do not want the investment to turbocharge activity and growth. We are the party with the plan and have
a plan to renew Britain and raise
living standards across the country and get public services back on their feet and give people the security that they need in their
homes.

the great northern town of Featherstone, there is increasing irritation about the way in which absentee and irresponsible owners of

Can I also echo the thoughts and
sympathies sent out to all of those involved in the India crash that has been reported? I know that many British citizens will have been
affected and our thoughts are with them. I recently joined Essex police
to right along in my Chelmsford constituency and I witnessed firsthand the vital work that they
do keeping us all safe and working in the local community. Worryingly, the police have regularly raised
that the national funding formula known as the Police Allocation Formula is outdated and unfair.
The funding that they receive false
short of the funding carried out nationally and the spending review
did nothing to change that or remove concerns about police funding
overall and the chairman of the National Police Chiefs' Council Is said, "In real terms it will cover
little more than pay increases for
officers and staff and it falls far short of what is required to protect
the existing workforce." If we want to keep crime off the streets and retain experienced officers who do
vital work to keep us safe, surely you must give them the funding to
much.
The Spending Review did not do that yesterday so will these issues be raised with the Treasury and the

One third of constituents are affected by the crash and saw my
thoughts and prayers are with those concerned about the plight of the
232 passengers on the flight and I understand that the plane came down
as a residential area and so people living there will be affected. I
thank the Leader of the House for announcing this and the Estimate Day
is and we welcome the obligations and they will close tomorrow at the rise of the House and we will
consider obligation for debates in the meeting on Tuesday at 4:15 and
anyone applying should be presented to present their case.
We are intending to allocate three debates
each day, with a preference given to
those that are unsuccessful in the Estimate Day. In addition to the business and thence, Westminster
Hall next week, on Tuesday, there will be a debate on hydrogen powered
aviation and on Thursday a Select Committee statement from the Select
Committee followed by debates on improving social mobility and Down
syndrome regression disorder. On
June 24, there will be a debate on the right to maintain contact in care settings.

Hindu boys and older Muslim men. The police are appealing for witnesses
to come forward to see who the perpetrators are and community leaders are trying to take down the temperature so that we don't get
escalation. If this type of religious hatred is going to come to
this country, we desperately need the Home Secretary to make a clear statement about what the government is going to do to prevent this from happening and I have asked the

measures of the children well-being bill to ensure all children are safe, many constituents actively and

Can I thank for raising the issue of homeschooling. She is right to say that many families do provide
high quality and important home schooling for their children where that is not available to them in the
mainstream. I am sure she will also agree with me that we do have to tackle some of the issues around
absenteeism in school that have been particularly rife since Covid. We do

In 1993... Tragically lost their daughter Claire and 11 other
people's in the school minibus accident. Together we have been campaigning to make school minibus
TravelSafe. We have found that many teachers are still being pressured

When the Bank of Scotland closes later this year, we desperately need
a banking up. That is why was disappointed that the independent assessor assessed only access to
cash.access to banking. That is because the mandate sent them by the
FCA. So I challenged the FCA on that and they said it was because of the
regulatory framework in the 2023 Financial Services and Markets Act.
My challenge the Treasury on that and asked them to change the regulatory framework and position of the FCA.
They said they would not do
it. The thing is, in opposition Labour moved an amendment to the Financial Services and Markets Bill

House will be aware that Queens Hospital in Romford which saves Havering, Dagenham, and Redbridge,
is in urgent need of an A&E upgrade. I met the Minister of State earlier
this week to discuss the issue. Can we have an urgent statement from the government on this. The situation
has led to many patients being left on trolleys for more than 24 hours.
It serves 18,000 people in that radius. It is simply not acceptable.

The government as I said before, the government remains focused very much on fulfilling our commitment to
the Hillsborough is, and indeed many other families affected by
injustices and scandals, and bringing forward and enacting a Hillsborough Law which of course

for older people so they can live as well as possible? As a charity, they

employers National Insurance liability, adversely affecting the
operating costs.

no longer been able to charge for additional services.
