I congratulate the hon. Member for North Shropshire (Helen Morgan) on securing the debate. It is vital not only for those in rural areas, but for constituencies like mine, which has many hard-to-reach villages.

I must take issue with the hon. Member for Milton Keynes North (Ben Everitt). We have many rural areas in Islwyn. Indeed, the National Farmers Union hosted a farmers’ breakfast in Crumlin last week. He is always able to visit if he wants to; he has an open invitation.

There was a vital contribution to the debate from the right hon. Member for Orkney and Shetland (Mr Carmichael), who highlighted the contrast between the coverage in urban and rural areas. Those with young children will no doubt sympathise with the hon. Member for Buckingham (Greg Smith); there are many times when I have been on long journeys with my children and tried to keep them entertained when we could not get an internet connection. There was also an interesting contribution from the hon. Member for Somerton and Frome (Sarah Dyke), who said that rural communities developing 4G will be left behind when there are further developments in 5G.

The hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) told us a harrowing story about a constituent in the village of Borgie who had suffered a fall and could not speak to anybody because he did not have an internet connection. I genuinely hope that as a result of the hon. Member’s campaigning, Jean’s folly will be rectified and the good people of Borgie will finally have full internet connection. I wish him all the best with that campaign.

Many people regularly work in rural areas and remote locations that currently lack a good 4G connection. That work could be in tourism, construction or the provision of any number of at-home services in communities, particularly in health and social care. Having no 4G means that when someone is working on the go, there can be no online payments and no access to real-time data. As an example, builders have to take time out of their working day to drive to somewhere where they can get 4G to work and download the most up-to-date information they need, just to make sure that they can access the documents required for them to work safely and effectively.

According to DEFRA, half of all rural businesses report that notspots have a negative impact on their profits, turnover and productivity. Many attribute hundreds of pounds of losses a month to poor connectivity. The issue is also important for lone workers—for example, in the agricultural sector—who need to know that they can stay in touch with colleagues or at least contact someone if things go wrong, as the hon. Member for Caithness, Sutherland and Easter Ross described for his constituent.

People’s lives can be transformed by a reliable connection to 4G. It is important to recognise that online spaces can mitigate loneliness, which is crucial for people who do not have regular opportunities for physical interaction. Staying connected with friends and family, regardless of one’s location, is a brilliant benefit from being online and is key to maintaining good mental health. An internet connection can facilitate access and inclusion for disabled people—whether through apps that meet communication needs or through online information about available services. Now that many people do not have a local branch of their chosen bank, particularly outside cities, online banking from home is essential and is often used as an excuse for why a bank has closed. It is often those who live in an area without 4G who are most in need of it, because the bricks-and-mortar versions of services no longer exist.

Time is of the essence in securing access for those who have so far been left behind, so progress is to be welcomed. However, the Government once stated their aim to ensure that 95% of the UK had partial coverage by 2022, meaning 4G from at least one provider. Unfortunately, like a lot of the Government’s goals, this goal was pushed back to 2025. I am afraid that that is not good enough for so many rural communities. The programme has required commitments from the four mobile operators in the UK to invest in areas with partial coverage, in conjunction with public investment that will provide for hard-to-reach areas, like my own. One of the four operators has already succeeded in meeting its interim target for June 2024, but the remaining three reportedly wrote to the Government last October, asking for more time. I hope that the Minister will elaborate on that when she responds, and that it will not result in another postponement.

I do not want anybody thinking that I want the Government to fail. Being connected is extremely important—a lifeline for rural and hard-to-reach communities and people who are alone. It is vital and, as we have heard, often lifesaving.

As we have heard today, internet access is a necessity nowadays for so many people to access services, work, school and leisure. As we have seen during lockdown, it really was a lifeline to keep people connected and to form some sort of online community. I am hopeful that we will continue to see the expansion of 4G coverage and eventually 5G coverage in rural communities so that everyone can reap the benefits of access to the internet.

I thank the Backbench Business Committee for granting time for this debate. In particular, I pay tribute to my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne) for raising this issue and for his work as the new Chair of the Business and Trade Committee. I want to add my congratulations to him, however belatedly, on his appointment. He gave a comprehensive outline of the security implications of the proposed merger.

We had a comprehensive intervention from the right hon. Member for New Forest East (Sir Julian Lewis), my fellow Welshman. Whenever he speaks, we should all listen. He speaks with some authority, as both the Chair of the Intelligence and Security Committee and a distinguished former Chair of the Defence Committee.

The hon. Member for West Dorset (Chris Loder) raised some important points about rural broadband connectivity and his frustrations with companies and the regulator, which many of us share.

My hon. Friend the Member for Stockport (Navendu Mishra), mentioned some quite shocking statistics. Some 2.2 million households are struggling with mobile coverage, while in Greater Manchester—which he represents and speaks so passionately about—1.2 million people are facing digital exclusion, which is something we should all be concerned about.

There can be no doubt that the proposed merger between Three and Vodafone is not without controversy, as we have heard. We are often quite rightly chided when we throw barbs at each other in this House. Often, the House is at its very best when we are allowed to develop our arguments and when we listen in a spirit of respect for one another, as we have this afternoon, not just in this debate but in the previous debate. Even though I only agreed to step in for my hon. Friend the Member for Rhondda (Sir Chris Bryant) on Monday, my office has been absolutely inundated by those on both sides of the argument. There are those who believe that the merger will allow for more effective competition, while others, such as Unite—which my hon. Friend the Member for Stockport mentioned, and which has put a huge effort into the campaign—believe that it will raise prices to the detriment of consumers and result in job cuts across the board. It is my understanding that the Competition and Markets Authority is investigating, and the call for views on the merger ended on 1 November.

I have listened to the debate closely, and it seems to me that the potential merger rests on two central questions. First, will consumers and the industry benefit from it? Secondly, who has access to the UK’s mobile networks? Let me turn to the first question. The merger will shrink the market, resulting in only three major competitors instead of the present four. The new company would be the largest in the market, boasting over 27 million customers. This comes against the backdrop of tariff increases this year. O2 has increased prices by 17.3%, while EE, Vodafone, Three and BT Mobile have increased prices by 14.4%. It is not just on contracts that customers are losing out; people who use their phones infrequently are getting less value for their money. Ofcom has also stated that the year-on-year real-terms increase in pay-monthly, SIM-only contracts is 13%.

A smartphone is no longer a luxury, but an essential piece of everyday life. It is not something that we as a society can allow people to be priced out of having. Children are taught on smartphones. Interviews take place over the phone. Emergency services are called on smartphones. If Three and Vodafone merge and continue their respective trends of increasing prices over inflation, that could price many out of the necessity of having a phone.

From an industry perspective, Unite the union estimates the merger will cause 1,000 to 1,600 job cuts. Vodafone is also in the process of cutting 11,000 jobs globally and has acknowledged that the proposed merger would see duplication with head office jobs. Both companies claim that there is more competition in the market than it first appears. Although there are only four mobile network providers, there are numerous mobile virtual network operators, such as Giffgaff, that can buy access to the infrastructure of the big four at incredibly competitive rates to offer competitive pricing. The mobile virtual network operators believe that a third big player in the market would be better for competition.

Furthermore, Three and Vodafone claim that the merger is necessary to invest in 5G, aiming for an £11 billion investment over a decade. While the investment target seems positive, it remains largely uncertain. Past mergers in other markets have not always resulted in increased investment. Notably, the European Union’s competition directorate blocked CK Hutchison’s attempt to acquire O2 from Telefónica in 2016. Competition involves more than just three players vying for business. The policy of local coverage often limits consumer choices. With fewer players in the market, pricing decisions might prioritise company profits over consumer value.

The hon. Gentleman mentioned the necessity of mobile phones for life. When interacting with Government services, for example going through the Jobcentre system, people have to be able to access the internet, although many of them are earning very little or nothing. Does he share my concern that the reduction in the number of companies in the market will hit hardest those people who are least able to afford it?

I absolutely agree. At the start of my speech, I alluded to what my hon. Friend the Member for Stockport said about 1.2 million people in Greater Manchester being digitally excluded. We do not know the figures nationwide, but that is a serious worry to me and something we have to bear in mind when we talk about such mergers. I will develop that argument further when I sum up. With fewer major players in the market, pricing decisions might prioritise company profits over consumer value. I hope the issues raised will be thoroughly examined by the CMA in its investigation.

Let me turn to the second key question, about access to the UK mobile networks. It is important that the Government safeguard national and personal data if the merger moves forward. Recently, Vodafone secured a contract to provide video conferencing and recording services at UK military courts. If the merger proceeds, Three would then hold them as well. That becomes significant when we learn that CK Hutchison Holdings, the owner of Three, is a conglomerate based in Hong Kong and registered in the Cayman Islands, established in 2015, as mentioned by my right hon. Friend the Member for Birmingham, Hodge Hill.

At this early stage, it is only right to ask, in light of national security concerns that have been raised in this House and elsewhere, whether any assessment has been made of CK Hutchinson’s connections with the Chinese state. If so, does the merger pose any risk to individual security or that of the nation? Would the merger involve excluding Government contracts from the merger to ensure data security? These are crucial points that demand careful consideration and a robust plan to protect sensitive data and national interests. Is the economic security sub-committee of the National Security Council looking at the merger? As this decision is a matter of national security, will Parliament have an active role in this decision-making process?

Before the Minister responds, I draw his attention to a report of the Intelligence and Security Committee. The Chair of the Committee, the right hon. Member for New Forest East, will correct me if I am wrong, but it says:

“Effective Parliamentary oversight is not some kind of ‘optional extra’ – it is a vital safeguard in any functioning Parliamentary democracy”.

Therefore, I hope the Minister will assure us that Parliament will be engaged and informed throughout the significant decision-making process. That is a hugely important point—I cannot emphasise that enough—given the potential national security risk if the largest mobile network in the UK is significantly controlled by a foreign company.

Ultimately, the decision on security issues rests with the Investment Security Unit in the Cabinet Office, with final approval resting with the Prime Minister. I hope the Prime Minister will consider the sensitive material involved in the merger including, but not limited to, the data from 27 million customers, along with contracts for the NHS, the Ministry of Justice and the Ministry of Defence. Whether the merger goes ahead remains to be seen, but many questions have yet to be addressed. In winding up, will the Minister shed some light on the vital issues raised today in this vital debate?

It is a pleasure to serve under your chairmanship again, Mr Twigg. I congratulate my hon. Friend the Member for Sunderland Central (Julie Elliott) on securing this important debate. I refer the House to my entry in the Register of Members’ Financial Interests. I am the author of “Don Revie: The Biography”, about the Leeds manager. I mention that because I want to mention him today. Don Revie was a victim of cancel culture. He resigned from a job he did not like, and the FA banned him for 10 years. I have asked the FA to apologise, but it has not. What is extremely important, and why it is so pertinent to mention him in the debate, is that women were the victims of cancel culture 100 years ago.

During world war one, women’s football was incredibly popular. Like in the men’s game, many teams grew from the factory workforce, with factories setting up their own teams. Games attracted thousands of spectators, with one Boxing day match watched by more than 53,000 people. Celebrity players came to exist, such as Lily Parr. Women’s football was thriving, with female players given offers to play all around the world. On 5 December 1921, that ended. The Football Association passed a resolution banning women from playing in its stadiums. Bolstered by sexist and selective medical opinions on the unsuitability of women for the sport, the FA delivered a death blow to women’s football. In all likelihood, the reasoning behind the ban was due not to the health concerns of female players but more to the popularity of women’s football, which was drawing spectators away from the men’s game.

Although that was not an outright ban on women playing football, it took away the big stadiums and the media attention. Women could no longer play in front of big crowds, and without media coverage and the ticket sales from larger stadiums, most clubs were forced to disband. It was not until 1971 that the FA lifted the ban on women’s football, and it was not until 1993 that the FA brought all women’s football under its direct control. Let me put that in context. When England won the World cup in 1966 and, it is said, modern football began, with football fever sweeping the country, women were still banned from playing football by the Football Association.

The season before women’s football was banned in 1921, there were only two professional men’s leagues in England. Since then, men’s football has grown to the point where it attracts the eye-watering salaries for the top footballers and can support four professional divisions. Women’s football was not given the same opportunity. The women’s game was cut off at the knees by the FA in 1921, just as it had become popular and mainstream.

I believe it is the duty of the Football Association to correct that. Given that a deliberate intervention by the Football Association caused the demise of women’s football in 1921, the FA ought to deliberately intervene to build up that sport and make up for the last 100 years. The hon. Member for Chatham and Aylesford (Tracey Crouch) will smile when I say this, but I have to mention Don Revie again. When I have written to the FA in the past to ask for apologies on behalf of the Revie family, it has dismissed that out of hand. That is an absolute disgrace. And I have no doubt that the FA will do the same if we try to do the same for women’s football.

Without the FA’s intervention by banning women’s football, who knows where it would be now? The FA has a debt to repay. Investing in women’s football clubs and academies, increasing media coverage of matches and encouraging spectators is not “positive discrimination”; it is something that is needed in the game now. It is necessary and should be brought about.

John Williams from the University of Leicester has said:

“The increase in media coverage of women’s sport…was openly supported by some men. But it also clearly represents, for others, a visible threat”.

That perception that the popularity of women’s football could be a threat to the men’s game is not new. It was the reason why women’s football was originally banned, 100 years ago. There are those who criticise women’s football as being less in some way—less skilful, less popular or less commercially viable. However, that is not intrinsic to the sport. In fact, women’s football in the UK was once more popular than the men’s. It was the actions of the FA that changed that.

Unfortunately, we have long heard male football fans—I congratulate my hon. Friend the Member for Batley and Spen (Kim Leadbeater) on bringing this issue up—criticising and belittling the women’s game. In fact, an academic study by Durham University reported that openly misogynistic views of women in sport were far too common among male football fans, irrespective of age. Lead author Dr Stacey Pope said of the study:

“Our research showed that attitudes towards women in sport are, to some extent, changing, with more progressive attitudes. However, the findings are also reflective of a patriarchal society in which misogyny is rife. There were numerous examples of men from across all generations exhibiting highly sexist and misogynistic attitudes.”

Participants described media coverage of women’s sports as “positive discrimination” or “PC nonsense”. That needs to change.

The number of women and girls playing football in England hit 3.4 million in 2020. The desire to play and the desire of fans to see more women’s football are evident. We saw that in the 2015 World cup: the Lionesses’ games were extremely popular. When women’s football is given the coverage that it deserves, people will watch. We simply need to give them the choice by showing more games on mainstream channels. That will only bring more young girls into the sport and strengthen the game’s future—something that we would all welcome.

I thank my hon. Friend and am happy to have such a meeting. For five years S4C had no increase in its funding, and it was high time that it did, given that the BBC has had year-on-year funding increases.

The family in Cumbria that the Secretary of State talked about, who were streaming five different movies in five different rooms, are probably paying a minimum of £43 a month for Netflix, Sky and broadband. That does not include the social value that the BBC provides, from educating youngsters through CBeebies and CBBC, to the company it provides for those suffering from loneliness, along with the innovation of BBC iPlayer and BBC Sounds. Will she assure me that this freeze will not diminish the vital services that the BBC provides?

The licence fee settlement ensures that the BBC can continue to meet its mission and its purposes, and it will continue to receive billions of pounds of funding—£23 billion over the licence fee settlement period.

I thank my hon. Friend for pointing out that, although we have a strong focus on football today, there are so many other sports. The governing bodies have done a fantastic job, working with the Government and health advisers, to come up with amazingly forensic guidance in order to ensure that we can conduct sport at grassroots level safely. I encourage everybody to play their part and abide by that guidance, and then we will be able to continue participating with sport to the greatest extent possible at both elite and non-elite levels.

Community ownership of sports clubs comes in all shapes and sizes. It can be a lifeline for a local sports club to have fans who have not only a financial stake, but a say in how the club is run. When we were campaigning in Islwyn to save Pontllanfraith Leisure Centre, it was particularly helpful to have that community ownership element as an option for people to take over the running of the leisure centre. I hope the Minister will look at ways of expanding that scheme. Community ownership can go wider—I am thinking here of football. Has the Minister thought of more innovative ways of raising finance by creating some sort of community trust in which we ask the top earning 100 footballers in this country—some are earning £350,000 to £500,000 a week—to donate just one week’s wages to a trust, which then can be distributed among those struggling clubs to ensure that communities can still enjoy their football.

Both now and in the future, I encourage all stakeholders in sports to do the right thing and play their part. The hon. Gentleman makes some good points about voluntary donations, as well as what we will be requiring and expecting from sport at various levels. He also highlights some innovative models and business models, which, again, I think should be looked at very carefully indeed. He raises the issue of leisure centres, and we are in discussions with the Ministry of Housing, Communities and Local Government and the Treasury. He is right that they are vital to our communities, but we are well aware that not all of them are open yet.

While air passenger duty might have an economic impact, it cannot overcome the biggest single problem: it will not allow planes to take off. We need a deal on coming out of the EU that will allow our flights to continue to take off and land in Europe, and travel across Europe with the same ease that they do today.

For the creative industries, the figures are, if anything, even more impressive: these industries are worth an estimated £90 billion to the economy and account for one in every 11 jobs. That is something we often overlook. Those jobs are in fashion design, video games, television, theatre, furniture design, radio and many other sectors. International broadcasters alone invest more than £1 billion a year in Britain. It is our fastest growing sector and the UK is currently a world leader in the field, with creative exports from Stormzy and Shakespeare to “The Great British Bake Off”, which define what the UK is to visitors we want to attract from across the globe.

In the light of what the hon. Lady just listed and the importance of the creative industries to our wider economy, does she think it will be pertinent for the Government to appoint officials from the Department for Digital, Culture, Media and Sport to the Department for Exiting the European Union?

That is not a point that I had previously considered, but I think it is well made. Perhaps that would help to alleviate the problems those industries might face and actually draw attention to some of them.

As I said, international broadcasters contribute about £1 billion to the economy. All of that economic strength—jobs, growth and potential—is undermined by Brexit. If our creative industries are not protected, world-class events such as the Edinburgh festival, Glastonbury and many others, will find that for musicians and artists who used to tour Europe freely, with no issues over EU crew, equipment licences or visas, the whole process will become slower, more expensive and in some cases not possible at all. Fashion, lighting and furniture designers will lose the benefits of cross-EU design rights. The video games, advertising, publishing, television and film sectors will lose access to the talent that is their lifeblood. Funding from Creative Europe is at risk.

If the UK’s creative industries are threatened, there will be an impact on tourism. As I said, the Edinburgh International Festival is the biggest event of its kind in the world. To put it into context, if we imagine the FIFA World cup coming to the UK every summer, we begin to understand the value and impact on the country’s economy that the Edinburgh festival has. In 2016 it was estimated that festival audiences accounting for around 4.5 million ticket sales generated £300 million for the economy, and that is not unusual.

The festival is the biggest, most high profile and most diverse in its scale and scope, with everything from street theatre to major orchestral concerts. Because of that, it offers a unique insight into why organisations representing our musicians, hotels, venues and performers are campaigning hard for protection against the potential damage of Brexit. The festival is regarded as one of the most important cultural events in the world. The Fringe in its own right is the world’s largest arts event, and there are affiliated events in film, art, books, science and television. Together they guarantee that throughout the summer my city is awash with tourists, often visiting the festival as a gateway to the rest of Scotland and the UK. Only the Olympics and the FIFA World cup are bigger attractions.

It is a pleasure to serve under your chairmanship, Mr Bone. I congratulate the hon. Member for Edinburgh West (Christine Jardine) on securing the debate and on a fantastic opening speech. I also want to express my disappointment that the right hon. Member for Wantage (Mr Vaizey) is not in the Cabinet. He was overlooked on several occasions by Prime Ministers and, as we heard in his speech, he speaks from a position of experience and understanding of the industry. I think I speak for a lot of people who said they felt they had a friend when he was the Minister. I also want to congratulate the hon. Member for Perth and North Perthshire (Pete Wishart), who is one half of the famous parliamentary rock band MP4: a classic line-up for a passionate speech. Once MP4 decide to go on that long-awaited British tour, we look forward to welcoming them to Blackwood Institute and Newbridge Memo and one of the larger venues that we can book.

Last month I met Gail Renard, chair of the Writers’ Guild. She was one of several people who came to meet me to talk about concerns about the impact of Brexit on the creative industries. Gail is a very interesting character. She met John and Yoko at one of their famous bed-ins. As I am a big fan of the Beatles, our meeting went on from half an hour to two hours while she told me everything about John and Yoko and their fantastic life together. But the one thing she wanted to get across to me was the real concern about freedom of movement.

The Creative Industries Federation has recommended that the Government implement sufficient structures to replace freedom of movement. The problem for those of us who were remain Members of Parliament in leave constituencies is that when we knocked on doors we were told that the No. 1 issue was freedom of movement—we were going to take back control of our borders. As we have seen, not only in the creative industries but in others, we were told that there were simple solutions to complex problems. Many people did not know about access to the single market or the customs union. The issues were not properly explained, and that was the problem with the Brexit debate.

That is why we are where we are. The problem is that selling freedom of movement to our constituents will be difficult. When they see “freedom of movement,” they think about immigration. They worry about immigration, and that is a problem for a British success story. Let there be no doubt: the creative industry is a growing sector of the economy. It is worth £92 billion—up from £85 billion in 2015. The sector makes more than 5% of the UK’s gross value added product. However, all that would be impossible without European funding. If we are to lose funding from streams such as Creative Europe, as well as part of the workforce, when there is no more freedom of movement, the future of the creative industries looks bleak.

Earlier this year, entertainment industry leaders expressed concerns about freedom of movement and other post-Brexit uncertainties at a House of Lords Committee sitting. It is high time the Government listened to them. The chief executive of One Dance UK has said that freedom of movement is a vital part of its business model. Its members travel to the EU for work eight times a year, on average. A poll conducted by the Musicians Union when it held an event here a year ago with Equity found that only 2% of the music industry believed that Brexit would be good for them. An industry that produced the Rolling Stones, the Beatles and countless other bands that broke America is worried about the future. However, the key issue expressed across the industry is that, because of unique working patterns that involve a lot of travel, freedom of movement is necessary for its continued success.

I agree with the right hon. Member for Wantage that Prime Ministers have not discussed the arts very seriously. The creative industries seem to be a bolt-on. They are not taken as a major contributor to the British economy. The sector provides a wide variety of jobs and career opportunities for people across the UK and Europe. Harry Potter, James Bond and Marvel films have been some of the highest grossing productions of the past decade. Only this week Robert Downey Jr. was welcomed to south Wales for the filming of a new Marvel film. We want to welcome more people like him. Many of those productions have been filmed primarily in the UK and across Europe, with a significant British and European workforce. In 2016 alone there were 131,000 EU nationals working in the British creative industries. Freedom of movement for workers in the creative industries is key to the success of those projects.

If we lose freedom of movement, we run the risk of limiting the production of international projects in the UK. Can you imagine, Mr Bone, if that situation affected the banking, construction or manufacturing industries? I am sure that the debate would be packed with speakers, but the creative industries seem to fall to the back of the queue. It can go on no longer. If international film production companies or musicians using large European workforces believe that it will be too difficult or costly for EU nationals to enter the UK to work, they will simply go elsewhere. I agree with the hon. Member for Perth and North Perthshire that there will be countries in Europe, and around the world, rubbing their hands together waiting for the creative industries to leave here and set up there.

Is my hon. Friend aware of the EU quota rules by which at the moment TV broadcasters are required to invest 20% of their revenues in making or commissioning original content, and to spend at least 50% of their time showing European works? If British works are no longer included in that 50% quota, companies with a choice as to where they make productions will not come to Britain. They will need to make sure they are made in a European country.

That is an extremely important point. What do we want to see on our television screens: low-budget foreign television productions or the high-quality drama and film productions we currently enjoy in this country? My hon. Friend the Member for Cardiff West (Kevin Brennan) will know that Wales has become a hub for BBC drama productions and for film, just as Scotland has—and Northern Ireland, with “Game of Thrones”. There is a real concern that we are almost gutting the industry.

There is also a knock-on effect. Music tours and festivals have a huge impact on larger companies but also on cafés, bars, hotels and other hospitality industries, and they attract huge crowds. We seem to be cutting our legs from under us. If limits are imposed, local enterprises will suffer. The Government need to ensure that there are either exemptions or sufficient structures in place to ensure continued employment and career growth for British and European workers in the entertainment and creative industries. The Government’s recent report on the creative industries gave absolutely no information on their plans for the sector’s future. The sector often has to plan out its projects far in advance, so it needs assurances now that its projects and workforces will not be hindered by our leaving the European Union.

There should be no doubt: there is a lot of money in the creative industries. Netflix and Amazon are competing for the same space; it is a great time for the industry. We must realise how important the creative industries are. Performing and visual arts, and film, TV and video are second and third respectively only to the IT, software and computer services sector. In 2015 those two sectors combined employed 517,000 people—20% of the entire creative industry workforce—and their economic outputs amounted to £24.4 billion, or 28% of the entire output. We cannot pretend that Brexit will not affect that. Many of those projects rely on freedom of movement. The Government should bring clarity to that.

I intervened earlier on the hon. Member for Edinburgh West. The Minister and I will probably bump into each other in the hallway tomorrow, as we are neighbours, and perhaps I can discuss the matter with him then. I would like the Government, if they take the creative industries seriously, to make two announcements. As I explained earlier, I would like officials from the Department for Digital, Culture, Media and Sport to be seconded to the Department for Exiting the European Union. I would also like the Culture Secretary to set up a Cabinet working group on Brexit, given the importance of the creative industries to the economy. Outside Parliament, I would like representatives of the creative workforce to be on the Creative Industries Council, which is currently chaired by John McVay of Pact. No creative trade unions are on it. I would like Equity, the Musicians Union and other creative industries unions to be invited on to it. The issue is too important. We are now perhaps 18 months away from Brexit. As in other areas, there is a need for certainty, and I look to the Minister to provide it.

Why am I speaking today about Swansea when I represent a constituency some 25 miles along the M4? I cannot propose to speak with the same passion as my hon. Friends the Members for Swansea West (Geraint Davies), for Swansea East (Carolyn Harris) and for Gower (Tonia Antoniazzi). When we hear them speak, it is obviously a case of “Cut them and they bleed Swansea”. It is important to have representatives who feel so passionately about the constituencies they represent. I want to thank them on the record for everything that they do for the city they are so passionate about.

My experience of Swansea is limited to betting shops. I worked in Jack Brown bookmakers for several years. I remember the fantastic villages of Cwmbwrla, Gors and Townhill, and I still feel the fear running up my spine—no, I am joking. We are talking about the city of culture today, and I want to talk about my experience of living and growing up in Wales for the past 40 years of my life. I was born in the mid-’70s and brought up in the Rhondda in south Wales. We were made to believe that people did not care about us. We never heard anybody ever mention Wales. Or if they did mention Wales, it was always in a negative sense.

I remember, many years ago, the national lottery coming to the Rhondda Heritage Park. We all crowded down there because it was a national event. We were all there, and there was a male voice choir dressed up as miners, with black marks on their faces, as though they had just come up from underground. We were disappointed, because that was not our image of Wales. The innovation, the cleverness of our communities was not coming forward in the national image. People had an image of us in soup kitchens and on the breadlines, only interested in going down the pub and getting drunk or whatever, because our industry had gone away. That is why it is so important that Swansea wins the bid to be city of culture.

We have an image problem still. There are people who do not visit Wales who believe that we are in some sort of post-industrial meltdown. I say let them come to cities such as Cardiff or Swansea to see how the Champions League, the premier football event, was hosted in Cardiff. Let them see how many tourists that brought in and how many people were shocked by our culture.

When I was a kid, I did not have many Welsh icons because there were none on the television. I remember being moved by my great hero, Richard Burton, who was born in Pontrhydyfen, just down the road from Swansea, as he quoted, “Do not go gentle into that good night”—

“Rage, rage against the dying of the light.”

That is what we must do when we are advocating Swansea as a city of culture. We are raging against that negative image of Wales. That is why it is vital we have the city of culture, but it is also important for Swansea itself.

For a city that has an unemployment rate of 5.3%—higher than the rest of the UK—the city of culture would be a massive confidence boost. It would mean that Wales is front and centre. When I look at previous bids, I am concerned that Swansea is the only flagbearer for Wales. If the city of culture goes to England once again, what message would that send to the regions of Great Britain? The hon. Member for Strangford (Jim Shannon) talked about how Londonderry, or Derry City, benefited from being a city of culture. Wales must have the same thing. I am not denigrating Stoke, Coventry or Sunderland; I am just saying that Wales needs this more than ever. We need to be in the shop window.

As has been mentioned, we have great stars such as Catherine Zeta-Jones. Dylan Thomas has already been mentioned. When I think of Swansea, I also think of “Twin Town”—I think they are making a sequel—and we remember how they denigrated it and how somebody twisted Dylan Thomas’s words about an ugly, beautiful town and called it something else. I remember Dougray Scott standing outside the train station and saying Swansea looks like “a pretty”—bleep—“shitty city”. Oops, I just said it! [Laughter.] I’m going to be on the news for that one, aren’t I? I am sorry, Mr Wilson; that was a direct quote from a film, but that is how people saw Swansea, and Swansea needs to change that image.

Swansea has academic institutions. My old university, formerly Trinity College, Carmarthen, now Trinity Saint David, University of Wales, has a strong engineering section. We also have the Richard Burton archives in Swansea. We have museums, and heritage plays an important part, but much of our heritage has been lost. Swansea was called the copper capital of the world at one point, but as the heavy industry went away, the heritage was taken away. The museum warehouse has the sailboats and vintage vehicles, but much of our heritage went away. We have only the culture now, which is what we need to put over. I do not know whether the Minister has ever visited Swansea, but it is a unique city. It has a seafront. It has wintry nights, and I know the Swansea Members here will say it is one of the most beautiful cities when it is lit up by the wintry sunlight as well.

I support the bid, not only because I know how beautiful Swansea city is and how beautiful the people are. Above all, I support it because if Swansea wins the bid to be the city of culture, Wales will win as well. We should get behind the bid and support it. Regeneration is important in post-industrial cities. Phil Redmond, the producer of “Brookside” and “Grange Hill”, comes from Liverpool and he will know how important regeneration is. I hope he will look favourably on the bid. I really hope we have some good news on Thursday.
