My right hon. Friend makes a very clear point, based on his experience of the Department. We have to make sure not just that we fund the capital, but that we have the resource to run the equipment. He raises a very important matter, and this budget enables us to ensure that this is done properly.

I, too, welcome the increase to 2.5%. The world has definitely become a more dangerous place over the last 14 years. I can only suppose that the announcement was not made in last month’s Budget because it would have come under scrutiny from the Office for Budget Responsibility, but could the Defence Secretary say exactly what proportion of the 2.5% will be spent on cyber-security and armed services personnel?

I should point out to the House that we have always said that we would do this when conditions allowed. Inflation fell to 3.2% last week—down from over 11%. Ten days ago, we saw Iran fire hundreds of missiles at a democratic state, and we were partly involved in the collective defence. It is therefore true to say that the world is showing itself to be even more dangerous. We have reached the point where we are seeing growth back in the economy and inflation falling, so now is the right time to do this. The hon. Lady asks about the sums of money that will go into, for example, cyber or space. I do not have those figures on me. I would be very happy to write to her with an overview, because it will take a bit of collation to work that out exactly from the existing budget. Quite a lot of what happens in strategic command, which covers those areas, crosses over into other parts of the armed forces, so it is not a simple question to answer.

That is a fair point, which I will reflect on. I shall ensure that the right hon. Lady and all colleagues on the Committee receive copies of the draft guidance as soon as possible, but to be clear, we think that this approach to statutory guidance is a fair one. On a subject of such complexity, if we did not do this, the legislation itself would have to be far more complicated in terms of definitions to ensure clarity for industry, which after all has to implement these relatively complex contracts.

There were some good questions about the SSRO. I have had lots of engagement with the office, which is a highly competent and focused, very professional, relatively small organisation compared with some of those we have in the MOD. It does excellent work and we are always engaging with it on what more we can do together, because this is such an important area. As the right hon. Lady rightly said, arguably it covers 50% of equipment spend and contracts. There is a good reason for that, given the monetary value of some of the big submarine or ship builds. As for resources, the SSRO has made some efficiency savings and has an efficiency target, which I have discussed with it. Those have enabled the office to absorb some extra pressure, which is the best way to deal with it without having to have recourse to further injections of funding. Obviously, we always keep that under review.

The right hon. Lady asked about value for money. Frankly, we could spend all day talking about that, but as we have the Budget later and that will be the theme today, I will not detain colleagues long. I just make the point that the single source procurement regime exists to protect sovereign capability, but that is not its only role. For example, we may be purchasing something at very short notice and there is only one supplier. If we were to competitively let contracts in very sensitive areas, such as nuclear or some of our key naval contracts, there is of course a risk that they would be won by a company that we did not want to win them, so there is no point starting the process in the first place. I think there is a broad consensus on that point. That is why the regime exists and why it has become much more relevant.

The right hon. Lady made some interesting comments about speed, implying that I am a man in a hurry, but I seem to recall that when responding to my statement on acquisition reform she said that we were not going fast enough. We appear to be seeing one of those Leader of the Opposition-style flip-flopping processes under way, which is rather confusing to behold. She did ask a fair question, though: how does this reform fit in with wider reform of procurement? As I announced the other day, our new integrated procurement model is all about the threat we face as a country. We need to procure more quickly, because our competitors in military terms are moving at a frightening pace on some quite extraordinary capabilities that will pose a threat to the United Kingdom.

The purpose of our reforms is to ensure that we have the most effective procurement model, but this will never be completely straightforward, simple or swift; it is a highly complex area of procurement. Were we to undermine the single source regime and make it unfit for purpose, fewer companies would come forward and we would reduce the potentially available supply even further, not only from the big primes but right through the supply chain.

I engage constantly with industry. I had a small and medium-sized enterprise forum in Rosyth last week with Scottish SMEs. The week before I had one of our first engagements with industry at “Secret” in MOD Main Building. For me, that is a critical example of the new system. What it means is that industry is in the room, hearing military secrets of the most sensitive kind—obviously subject to the usual security, which we follow as closely as possible on this side of Europe—ensuring that firms understand what is coming down the track, what our plans are and what the likely security requirements are. That is moving much more quickly than before.

We talk about a three-week implementation time. At the moment, we have got companies in Ukraine that are spiralling capability within days. In that sort of context and with the need for speed because of the military scenario, we should not be afraid of acting swiftly. It is in the national interest.

I take on board the points that the right hon. Lady made. We want to make the regulations effective because they cover arguably the most critical procurements this country makes, in relation particularly to the deterrent, so I am grateful for her support.

This is not an area that I am that familiar with, but I would like to understand how equivalent this approach is to that of our allies in Europe and the US.

That is an excellent question, and it is something I have looked into in considerable detail. We want to be confident that our regime is comparable or stands up to scrutiny at least, compared to peers. We are talking about the awarding of enormous amounts of public money without competition, so it is important to get it right. I would say it is arguably more common in Europe than in the UK to have the dominance of one or two nationalised or semi-nationalised defence companies in each country. The area of comparison I looked at was the profit rates. What we would not want is a sense that the profit rate we allowed on a contract was significantly higher. It is very difficult to compare, and the initial information I have seen is difficult to track. As the Committee can imagine, getting data on this sort of sensitive information is difficult, but we are looking at it. It shows, I think, that we are in the same ballpark, broadly, as our European peers.

We are talking about value for money and speed, and those important issues come together. Single source procurement can be an important instrument that is available at the moment in other contexts, and will become increasingly necessary, for example, for very fast procurement into Ukraine or situations in which we feel a supply chain needs to become more resilient because the military threat has heightened. From the MOD’s point of view, this is a really important tool to have available. It covers an enormous amount of very sensitive procurement. I am confident that the regulations will improve the system, but we will constantly engage with industry and colleagues. I will ensure that the right hon. Member for Garston and Halewood receives a copy of the draft statutory guidance and that we issue the full biftas as soon as possible. I am grateful for colleagues’ support.

My hon. Friend is absolutely right to say that this is devastating for the Egyptian economy. I was in Egypt a couple of weeks ago, where I met my opposite number, the Egyptian Defence Minister, and we discussed exactly this point. Clearly, ships are avoiding the area and taking a much longer route around at the moment, so it is in everybody’s interests, and those of the Suez canal in particular, to see this resolved as quickly as possible.

It was reported last night that only the UK and US were involved actively in the military action over the weekend, with that being attributed to the different risk assessments that the UK and US had compared with other international partners. Is that the case? If so, will the Secretary of State discuss what the particular concerns were in the different risk assessments in respect of escalation of the conflict?

It is difficult for me to answer on why different countries would take part or not. A much wider group of countries take part in Operation Prosperity Guardian—the freedom of navigation part of this. A number of the other countries have actively provided assistance, including intelligence officers and the like. The truth of the matter is that only relatively few countries have the capability—the capacity—to carry out this action, and it should be a matter of pride that when push comes to shove, it is the UK that is able to step up and carry out some of this difficult work.

The MOD delivers a range of services to veterans and their families, including the administration and payment of armed forces pensions and compensation, and tailored advice and assistance through the Veterans Welfare Service, Defence Transition Services and integrated personal commissioning for veterans. The independent reviews of those services were published in July, and we will respond in full to the recommendations later this year.

The Royal British Legion’s recent report showed that only 8% of disabled veterans who applied for employment and support allowance had their service medical records considered in their work capability assessment. I extend my condolences to the Defence Secretary, but what discussions has he had with the Secretary of State for Work and Pensions about this matter, and on disregarding all military compensation awards for means-tested and income-based assessments such as for housing benefit?

Such conversations are live in the context of the work I previously described. We will take into account the hon. Lady’s points, which have been made by several people in the defence and veterans community. I know that people feel strongly about such issues. I am very grateful for the contributions and remarks from both the Labour and SNP Front-Bench spokespeople. I will address some of the issues in short order.

The Defence Secretary himself made it clear yesterday, during the Ukraine statement, that the size of the Army stands at 79,000. Planned reductions in manpower have not yet kicked in, and of course that is kept constantly under review. It is important to put on record our resolute commitment to capability, not headcount—a point very eloquently made by my right hon. Friend the Member for Scarborough and Whitby. We are committed to increasing defence investment to 3% by 2030. Throughout the consideration of the IR, planning for future force structure has been threat-led. We are all left in absolutely no doubt that that consideration will be taken seriously by the new Prime Minister, as someone who is absolutely resolute about defending our position on the global stage, defending our nation’s interests and investing in our armed forces.

We should also be confident that it is thanks only to the three-year £24 billion uplift by this Government that we are in this robust position. We are getting our house in order. We are focused on making our armed forces more potent than ever before, embracing a whole range of new technology across new domains such as cyber and space. That is why, in essence, the IR was correct in its diagnosis and direction of travel.

The hon. Member for Plymouth, Sutton and Devonport mentioned amphibious vessels and the discussion about what class might be deployed in the future. I share his interest in that, because I remember the debates around Albion and Bulwark. Of course, I would not dream of stepping on the toes of my colleague the Minister for Defence Procurement, but I am happy to commit that the Minister will write to the hon. Gentleman with an update. That is an issue of extreme strategic and operational importance.

The hon. Gentleman made some sound comments on Ukraine and asked some perfectly valid questions about the IR. As I have mentioned, given what we have seen over the last six weeks in the leadership contest, we can be confident that our new Prime Minister is resolutely committed to maintaining our support for our allies and friends in Ukraine, and to ensuring that we are doing everything we can, whether through lethal aid or training in the United Kingdom, to support our friends there. If there are parts of the integrated review that need to be refreshed in the context of a greater strategic threat from the east, whether it be a purely military threat or the broader energy challenge posed because of the outrageous and illegal invasion of Ukraine by Russia, I am sure that that doctrine will be brought into the IR, and that it will be updated if need be. In essence, we are confident, and we should all be confident, that our new Prime Minister will have just as sharp and resolute a focus on defending Ukraine and the international rules-based system as the previous one.

The hon. Gentleman posed some valid questions about the Prince of Wales carrier, which really demonstrates the value of having two aircraft carriers rather than just one. He will know, as we all do, that there is a significant period of repair needed in a dry dock, but I will commit now to the Minister for Defence Procurement writing with an update on that.

The hon. Gentleman also made some valid comments about the Royal Air Force and some of the press coverage regarding the Red Arrows, which has been particularly alarming. I am pleased to report that such issues will, I imagine, be discussed in a forthright manner between the Defence Secretary, the Chief of the Air Staff and other senior members of the Royal Air Force leadership at the RAF board tomorrow. Our approach is one of zero tolerance, and we set this in the context of ensuring there is a culture not only in the Royal Air Force but right across defence that allows women to flourish in all roles, given that all roles are now available to them.

The Minister may be approaching his closing remarks, and I wanted to intervene before he resumes his seat. He referred to the commitment around military intelligence in his remarks on Ukraine. We have seen a resurgence of the cold war. Many have asked me, and so I will ask the Minister in turn, why we were not better prepared and in a better position to foresee the excesses and curtail the behaviour of President Putin?

That is an extremely good question. The Defence Secretary touched on some of those broader issues in his statement on Ukraine yesterday. If we are frank with ourselves and look back to the period in the early 2000s, all western countries were perhaps overly optimistic in their desire to re-engage with Russia. It may be our collective failure, but we will be measured by our agility and our resolve in responding to the Russian threat. That has been central to our doctrine even before the invasion of Ukraine, and we will be measured by the resolve that we now show in responding—not just in a military way, but in terms of our collective ability to counter the energy war that Putin is now waging upon the west.

I thank the Secretary of State for all he is doing and the compassionate way he is doing it.

My question relates to a constituent, and although the issue is not necessarily the Secretary of State’s departmental responsibility, I would be grateful if he could follow it up. Four weeks ago, my constituent, who lives in the Donbas, drove across the country and managed to get through to Poland. He has been waiting for a visa for his wife and their infant daughter for the past four weeks and has heard nothing from the Home Office. He is running out of money and wants to get home with his family. Will the Secretary of State please urge the Home Office to do its job?

Thousands of disabled war veterans are being denied the compensation and support they need and are entitled to, so will the Secretary of State say how many people are waiting over a year for a tribunal decision on a war pension or an armed forces compensation scheme appeal, and if he does not know the details, will he write to me?

Included in my responsibilities is the duty to uphold the duty of care to our workforce. We were all appalled by the reporting we saw of the incident involving members of the RAF Regiment at the weekend. The RAF police are investigating the incident and the victims have been offered our full support. The Chief of the Air Staff and I had a discussion about the incident over the weekend and he has, with my support, acted quickly. He has removed officers from the immediate chain of command without prejudice pending the findings of the police investigation, and the unit involved, the Support Weapons Flight, will be disbanded with immediate effect. Bullying, harassment and discrimination has no place in our armed forces. I will not tolerate it and nor will the Chief of the Air Staff.

David Clapson was a former serviceman who was sanctioned for a month by the Department for Work and Pensions after missing two jobcentre appointments. He died 18 days later after his money was stopped, at the age of 59, from diabetic ketoacidosis, caused by an acute lack of insulin. Basically, he could not afford electricity to keep his insulin cool. What discussions has the Defence Secretary had with the Work and Pensions Secretary on the number of former service personnel whose applications for personal independence payments have been rejected since 2012, and who have died within six months of their claim being rejected?

I am happy to look into the specific parameters of the issue that the hon. Lady raises. I have been very clear that with representatives of the armed forces in every DWP centre, helping users of the service, we now have a better service than we have ever had for those who use those jobcentres. We are always looking to do more. My heart goes out in this appalling case, and I am more than happy to look at it. However, the reality is that the vast majority of our people have an excellent experience in very difficult times. I pay tribute to the staff at the DWP and all those working in jobcentres, particularly at the moment.

I did not say the JCPOA was alive and well and all business as normal; I said it was not dead. The JCPOA is a deal that I believe was the right thing to do. I remember, even before it was formed, that I and even the Leader of the Opposition would urge the Bush Administration to talk to the Iranians to engage and seek a way through, and we came to an Iranian deal that we thought was correctly monitored and that the European powers thought was a good way through. However, my hon. Friend is right: it is not just that the United States withdrew; the Iranians have tested every single inch of the written agreement. That does not detract from the fact that we believe the JCPOA is the right way forward, and we will invest our time and effort in trying to make sure it has a future.

I welcome what the Secretary of State for Defence said about the de-escalation actions that his Ministers and officials will be taking in relation to Iran, but the response to my right hon. Friend the Member for Leeds Central (Hilary Benn) suggests that the Secretary of State was taken by surprise by the actions the US has just taken in declining to give a visa to the Iranian Foreign Minister. What actions are his Administration taking to ensure that the US but also the UN play a full role in helping to de-escalate these events?
